gadhafi has not made a public appearance since june. the collapse of the regime is being reported as imminent as rebels continue to advance into tripoli. celebrations are raging in anticipation of the dictator's my. for the latest, we are on the ground and check in with steve harrigan. >> reporter: real mystery both about colonel gadhafi and his son saif. we were told he was in prison, 50 miles of south of the capital. we were later told he was in prison in benghazi our ñd to saif. a real credibility gap in this war continues. what we have noticed is a change in mood among rebels we've been traveling with. yesterday they were on the verge of euphoria, talking about gadhafi being captured. tripoli being captured. a day later saif saying about

economic collapse in the country according to the obama administration. new democracy emerging, it seems as bad as mubarak was, it seems things are going to get worse. the question is obvious, what are the president's plans? he didn't layout an economic plan. what are the plans for the short term, what are his plans for the long term? >> clearly from what he said today, he doesn't have one. irrational exuberance talking this arab spring business i am on the 22 inn of march, mr. obama said this operation would take days and not weeks. here we are five months on. we still don't know where gadhafi is. we though that his son is not as was earlier broadcast, and claimed by the transitional national council, they claimed he was in their hands. clearly that is not the case. what we can look at is several days, if not months of chaos in what is today libya. >> sean: the heritage foundation reported today as we look at images what has

been going on. a new libyan draft constitution has been posted online. it does mention things like that are familiar to western democracy, like rule of law, freedom of speech, freedom of re john. multi-part electoral system. -- despite that it says islam is the religion of the state. and the principle source of legislation is islamic jurisprudence. in other words, sharia. >> this is one of the reasons why david cameron went back to work from his vacation. because they know and we should, the so-called tnc the transitional national council is made up of tribal clans, radical islamists, technocrats and they don't know what going to come of this. the chairman of this tnc is a former gadhafi justice minister. and defected and now he's claimed the title as being in

charge of it. what i think we are looking at is the possibility that libya becomes a somalia with oil. with tribal warlords and of course piracy. the kinds of things we've seen in the past. there's no guarantee this going to turn up as everybody predicted what would happen in egypt. >> sean: if that constitution calling for sharia takes place if the mubarak now in line with the military, dark if the mubarak now in line with the military, takes over, north after character mideast and elsewhere things for going to get worse, especially for our ally israel? >> libya is not egypt. egypt was the linchpin of american policy in the arablh.ky the army is still in control. whether the army act knocks -- acknowledges that or not is irrelevant there is no army in libya. there is no national sense of law and order. you have nato and the

united nations talking about peacekeepers put on the ground. today mr. obama said that is not going to happen. the infrastructure of libya is not that of somalia it is capable of producing a million and a half barrels of oil a day. and there's something in the neighborhood of 50 billion dollars worth of libyan assets that are in the control of nato, the united states and other countries that froze those assets. libya has potential. the problem is, what does in mean for people like assad? in syria he's got an exit. gadhafi has nowhere to run. syria has -- [ talking over each other ] >> sean: probably does. chavez comes to mind first. >> you can't get there from here. his problem is, no planes, now the airport is -- steve harrigan just reported the airport is in the hands of the rebels, there's no way out for in guy. he's not going to get to zimbabwe, south africa,

certainly venezuela. >> sean: if gadhafi goes does that mean obama agrees with the bush doctrine on preemption now? >> you make a good point. in there's been ambivalence, uncertainy, certain no coherence to american policy. it was leading from behind. pushing others in front of us. now you've got a country descending on chaos with no law and/or. no hope there is not going to be terrible brutal repriseals even if the rebels find gadhafi tomorrow is going to -- what going to happen, it is anybody's guess. >> sean: secretary of state powell said regarding president bush and iraq if you break it, you buy it. does that apply now to libya and president obama? again what is the short term answer and the long term? i don't >> you know they are going to hammer the united states to get more aid. the president said today he was going to continue to provide humanitarian aid.

continue to run surveillance flights, continue to run the command and control for nato operation. the ultimate question is, what are -- what of the rest of the arab world? what are they going to do for the people of libya? that's a question that nobody knows the answer. >> sean: in the end, what does president obama get out of this? should he like prime minister cameron be headed back to washington to deal with the economic conditions of the country and with this situation that is unfolding? or is he capable of playing golf and -- >> like all presidents, he's getting lots of national security briefings, wherever he is, the white house goes with him. >> sean: the -- the golf course is really good for security briefings. >> prime minister cameron says we have to deal with this as a crisis this is a crisis. not just for the europeans, ultimately for us. >> sean: it is a crisis for us as was the muslim brotherhood.

>> sean: president obama is not letting a little unrest in libya and economic uncertainty at home ruin his vacation. he spent most of his weekend on the golf course. he also found time to dine with the first lady at a handful of posh restaurants. speaking of the first lady she took a separate flight to massachusetts on thursday. apparently she was more interested in wasting your tax dollars and waiting around for the president to depart washington. the first family is taking full advantage of the perks. perhaps because they are beginning to realize it can come to an abrupt end in 2012. one contender they are clearly concerned about is texas governor perry. friday the secretary of education flat out lied about the governor's record. let's take a look. >> you've had no harsher

critic than governor perry. how does texas stack up over the last 10 years in education? >> texas is struggling. i feel badly for the children there. texas may have the highest high school drop-out rate -- i'm sorry the lowest high school graduation rate in the country. far too few of the graduates are prepared to go to college. massive increases in class size. cutbacks in funding. we have to educate our way to a -- >> this has all happened on governor perry's watch? >> it has. >> sean: the head of the texas education -- agency slammed him for a politically motivated distortion. in a letter commissioner scott writes your pity is misplaced rather than talking about education reform, educator

>> sean: joining me with analysis. dick morris. good to see you. am i making too much of the fact? i can't get over with the country in the position that it is in. and the president traveling around in this canadian refurbished bus in a disaster of a tour that the first lady wouldn't wait for him. she takes a separate government paid for airplane. a second you know motorcade and i'm thinking can they be that far out of touch with how the american people are struggling? >> i think it is incredible. the real thing here is that normally, all -- normally august is a dead month. we've had downgrade, stock market going crazy, worst military disaster in afghanistan this is not the time to go away let me talk about perry's for a minute. the fact of the matter is texas ranks, i believe 13th of the 50 states in on time graduation from high school. >> sean: not a bad record.

>> not bad. >> class size has dropped. they have a statute in there that says it can't be higher than 23 kids per class. and it has been lower than that. i'm critical of perry's record on education. but because he's not done enough to promote school choice. he's into the friday night football school board go to the school and go out for the team -- >> sean: certainly this was -- >> in terms of education quality, texas has been one of the leaders in the country. >> sean: it seems this intensity now. when he talked about a black cloud hanging over america because of the debt. remember they said kill romney. if it is perry they want to kill perry, according to the politico article. the obama media went out there tried to say black cloud, must be racist. and took the words out of context to get there. >> i didn't hear that look, he is desperate. his poll numbers are terrible. obama is now at 39% approval

according to the gallup poll. i just put a video on dickmorris.com where i analyze that. when you go to the gallup numbers the internals and say could you approve of his per -- do you approve of his perform on the economy 26th%. job creation 29%. federal deficit 23%. what other issues are there? from the economy you are scoring in the mid 20s and your job approval in the high 30s. i think obama may look back on august of 2011 as the days when his approval rating was high. >> sean: i read the poll are talking about. i went over important states. for anybody in a presidential election. one is florida, 29 electoral votes of the must-win state for obama at this point. right now he has a 51% disapproval rate in florida. a state that he won 51-48. in michigan right now he won

57-41. gone democratic in the last five presidential elections. he has a negative job approval rating. 65% of that state. pennsylvania, same story. iowa, same story. these are must-win states for him. >> look at the states where unemployment has increased significantly above the national average, ohio, michigan, minnesota, iowa. all of those states. look, he's out of options. he's falling and there's not much he can do to turn this around. i think the expect cull that he's hard at work on his job speech, you saw how hard at work he was on the golf course, getting into the swing of things. i think it is ridiculous that he says i'm going to give a jobs' speech and it is going to come in three weeks. >> sean: when i finish my vacation. the narrative is, they are talking about him working so hard on thatch the other thing they are trying to do is blame

-- we had recession fixed except the earthquake in japan and the tsunami hit. then when that arab spring thing and that hit. and we got unlucky. and the republicans now are in power. he had two years with a democratic congress. any of those narratives going to work or does he come off as y? >> i think each time he does that -- it is a screw that slips its grip on the wood it loses impact. i think people are tuning him out. i think that -- when you look at that, the three events he talks about, i'll give him the tsunami. come on the european debt crisis was in large part caused by the massive u.s. government borrowing that has stretched capital so tight they can't take risks. what was the other one? the gas price, the arab spring. who was the cheerleader for that? >> he was. >> did you see what happened on the israeli border? the arab terrorists, who have

never been allowed by the egyptian government to get near israel can walk right now in attack israeli school children. when the israelis pursue them over the national line and kill some egyptians, cairo erupts in demonstration this is barack obama's regime. >> sean: they told us this was going to be a democracy. the muslim brotherhood written about me i was obsessed with is now in cahoots with the military. >> it may be a democracy what the people want there. god help us. >> sean: okay. new constitution has been drawn up for libya too. short term, they want sharia law as their governing body. >> libya, why i think this speech he gave today declaring success, because gadhafi is more or less out of power, i think is like bush's mission accomplished. libya is the east versus the west. they are practically two different countries. rebels from the east, regime

this in the stands, adults. they are lucky to be in the stadium. they should be glad to be watching the game not fighting each other. >> sean: i think we are so hypersensitive. two guys want to battle it out, i don't is a problem. >> i miss the days when the fans were innocent and the players were getting arrested. >> you started a debate. you said you turned out all right. we could have a long discussion about that, but we won't. here's the problem, if you are on the field and you are fighting, i played football we used to fight a lot. in the stands, they shouldn't be fighting. >> sean: i agree. >> one of the problems with football particularly, they allow people to get in and tailgate five hours before hand. people get drunk. they go in, not because i'm a recovering alcoholic i say this, alcohol contributes to a lot of this. one time you disrupt, you get thrown out. two times you lose your season tickets, three times banned from football.
