20 or more are dead. millions still without power. billions in damages have been inflicted. tonight live and at large. how bad was she is this when will things be back to normal and who pays for the cleanup? >> many americans are still at serious risk of power outages and flooding which could be worse as rivers swell past the banks. i want people to understand this is not over. >> now comes the floods. hi everybody. i am geraldo rivera. as new york and many cities up and down the northeast coast breathe a collective sigh of relief that the winds and sea water storm surge of hurricane irene didn't end the world' we know it. the impact nevertheless from the hurricane is widespread and it is serious including several dead in new york state. three in new jersey. four in virginia. six in north carolina. and three more in pennsylvania.

philadelphia is also being hard hit by record flooding. tonight as we mourn the dead and tally the damage our urgent focus is on the rising water in the streams and rivers of several states. parts of vermont for example are a wash tonight. what the state police call epic flooding. the governor there adding that they have a full-blown flooding catastrophe on our hands. new jersey already exasperateed by record rainfall is also dealing with terrible flooding. craig has a forecast of what he will be giving me. >> geraldo hurricane irene has passed. two major rivers continue to rise at a historic rate causing major flooding to homes and businesses offering the latest on the evacuation, geraldo.

>> forecasters got the track and timing of irene's impact perfectly the only thing they missed was the hurricane's intensity which weakened from a category 1 hurricane to a tropical storm apparently just as hurricane irene was jumping the verrazano bridge and passing the statue of liberty early this sunday morning. this system is still massive and powerful as it continues to churn through new england winds whipping at more than 50 miles an hour still and it is affecting millions of people who are without power dealing with flooded homes counting their losses even looking for away to get to work an monday morning. as strong as irene is now where is irene now. maria molina in the fox news weather center where and how strong? >> how are you doing? the center is about 20 miles

south of saint johnson in vermont. so that is where the center of the storm system is. it is very disorganized the center of it heading to canada moving quickly at 26 miles an hour north northeast. a lot of it has fizzled here. most of it off portions of canada fizzled off portions of new england light showers lingering across portions of new york. the damage has been done bev reports of a foot of rain it is going across upstate new york to vermont. it is not just the low level areas dealing with flooding but inland areas as far inland as the catskills. 50 miles an hour at 26 miles an hour. as we head into late tonight and also tomorrow we expect tropical storm irene to no longer be a tropical storm it will make a transition into something called a extra tropical cycle.

it will be cut off from warm water for too long that's how it makes the transition. by monday 45 miles per hour. the flooding is a big impact across portions along the east coast. 14 inches of rain across parts of north carolina, new york, record breaking in central park ever recorded because of irene. >> it is now a fresh water problem not a sea water problem it is coming on top of all of the record rain you very articulately tell us about. thank you very much. see you later on the program. >> long island and massachusetts share irene's pain which is widespread let's go to the sailing mecca of new port which is still being impacted by the storm. molly, are you there? can you hear me?

tell me what's going on. >> we are. we have been battered by the wind all day. this area rhode island massachusetts has been getting slammed. a result has been a ton of people without power. trees have come down snapped lines the polls are down and utility workers are trying to get the lights back on. there are 2707 thousand people here in the state of rhode island. about half of the state. so it's a big struggle they are expecting it to take several days to get the lights back on. one of the things that stopped the progress was the wind. because of the wind they couldn't get utility workers up in the air to address some of the higher problems and get the lights back on. a lot of people still without power. that should last for half of the week. we will be monitoring that progress tomorrow. high tied striking right about now. they are hoping that will be a flooding issue that will go back out to sea. they are not expecting the intense flooding that they were worried about that they suffered in the 1930s during the 1950s.

in that sense they feel lukey. they have a big power problem coming in the coming days. >> are the folks in new port feeling as urgent as we are about this storm or do they think they dodged the bullet? >> in a sense people are relieved but it depends on your given situation. we will see how they feel about dodging the bullet. 80 degree weather is right around the corner which is a good thing as far as cleanup is concerned. all of the tree lights are out at the intersection here at new port there are quite a few cars out. there's potential for serious accident here. >> thanks. proud to do search and rescue stories on 2020 coast guard station in new port. they are right at the end of the new port peninsula. captain david crews the

commanding officer of the coast guard in cape cod is on the cell phone with us now. i was honored to be with you guys see you up close and personally. are you working hard tonight and what's your biggest problem? >> geraldo, good evening. thanks for having us on tonight. we have 8 g 25 falcons out right now. they launched on a mayday that was over heard. they flew on that while they were out they were diverted for a vessel that was taking on water. they found the vessel and the folks were able to get rescued and then they had a third case they were diverted to where there were two people in a dingy that had drifted away and they did a shoreline search those folks were eventually found over on one of the islands by the local police department on best island. we have been busy this afternoon that has been since 5:30, geraldo. >> were they on the dingy for

fun? how in the world did they get out there where the sea could take them further into danger? >> i wish i knew geraldo. i don't know all of the specifics of it. we just got the call there were two people in the dingy. in the another walk connecticut area. that is when they diverted it to see if we could find them before sunset. >> do a great job. thanks for being with us. say hi to the other guards men. >> talk about who is going to pay for irene damage. he is the division commander of army corps of engineers. thank you for being with us. i call you guys the army's navy. you are always out there. what's your biggest problem? >> the biggest challenge is we move from the small homework phase of the event into the big physics more homework page. i think we are responding to temporary power assignments life sustaining commodities in some places like water and ice now we

are responding to debris clearance missions because there is a lot of debris throughout the region that is interfering with distribution. it is a in the northeast we have 53 miles of levees. it is up and down the shoreline from division to main we are examining those to see how they perform. weather you know doesn't end at the end of the event. jose is off the coast there are two more tropical depressions coming up. >> have y are you involved in a the dams in terrible condition or threatening condition in upstate new york? >> we do get requests from the states. new york city in this case is the owner of gilboa dam part of

the water supply systems. the cresting levels behind that dam based on models which has been accurate is 2 and a half feet less than it is designed. there is instrumentation on the dam that made it look like something may be happening with it. they have asked us to come out and in a prudent move the state and local officials ordered evacuations down stairs. >> i heard they had another mini earthquake there. you have philadelphia one of the most important baltimore all in your jurisdiction new york elizabeth new jersey. boston new haven. what is the condition of our force and are you involved in getting them back on-line? oo we work with the coast gu oo we work with the coast guard clearly but what happens if navigation exists in the form of floating debris. we are also doing surveys. we have under water surveys. >> bloating debris. you have big logs and timber and

nightmare. city offices will reopen come tomorrow morning. they are saying new york city taxis are essentially going to be your mass transit system. also should mention flights going out of new york are going to be very slow and coming. thousands of damages planned on flying in the 12 airports that shut in the new york area are going to have problems getting out. all bridges are open and clear for traffic. as for the storm surge that was the main concern we were talking about. it was a rain event until we talked about now until the winds started kicking up. storm surge at battory park as high asd at feet high flood les part of battory park. manhattan the east river and hudson river. nonetheless we definitely dodged a bullet. most of us are dry. ocone my producers feet dry out

to get the transit system up and working for tomorrow morning. many of the roads are still closed there. hundreds of thousands still without power and having watched this all the beginning middle and end of the storm from the position on the beach in ocean city maryland elway is there. doug glad you are here. are they going to open for business? ocean city is a big resort like atlantic city without gambling. >> it is a big resort. they opened it as quickly as they could. you saw what it was like with the rain coming down and the winds howling. the eye of the hurricane passed virtually right over us about 2:00 a.m. we woke this morning to find the city virtually unscathed. the city fathers called essential personnel back at 9:00 a.m. and determined at that point there was virtually no damage. we can get this city open right away. they opened it to the public at 12 noon today. about the only people to return were the surfers.
