and approaching the bay and that is an area that is hit hard with flooding earlier this spring. that is what we are looking at here . more heavy rain expected. and looking at the tropical satellite. it is dryer air moving over the western and taking over eight coma shape. and now we are looking at a system that looks like a cold front with it and heavy convection occurring and that is moving and bringing heavy rain. it is falling over southeastern louisiana and that rain will continue for 12 hours because it is a slow moving storm system. aside from the rain tornado threat which is what we saw with irene . so there is a tornado watch in affect. they produce rotation and we could see tornados spawned

from the tornados. and we did have one in southern mississippi earlier this hour and that is allowed to expire. but the storm system is very slow mover and looking at a storm surge reporting at four feet at shellbee louisiana. it is a tropical storm and the center of it over southern mississippi . >> it is packing a punch. >> it is expected to be like the hurricane. the mayor declared a state of emergency and a lot of attention on the levees that were rebuilt. casey stegal has the latest from new orleans. >>reporter: yeah, you heard maria saying the bulk of the storm is not here yet but experienced heavy wind and heavy rain here in new orleans. already seeing localized flooding in the lower lying

regions and the famed french quarter behind me is not impacted at this point. despite the heavy downpours, you have a number of tourist out here enjoying the holiday weekend. but lee is packing a punch as it hovers over the gulf and gaining strength with the warm waters and residents in the low-lying areas in the gulf states have been evacuated and many are putting out sand bags to keep the flood waters out of their homes it is a drill so many have been through before. fren percent of the events that occurred came in the month of september. it is a busy time for hurricanes and tropical storms . what about the levees? , the army corp of engineers are confident they will hold

punch. most deadly trike strike in the u.s. since 1950. billions were sent to help them. and fema is concerned to having enough mon tow help it through september. craig fugate said the agency will have to postpone projects for prevous disaster clean up that are not approved yet. they are still eligible to apply for funds but not start new permanent work such as permanent construction repairing damages from those tornados going into september being the peak part of hurricane season and hurricane irene. we didn't want to get to the point where we would not have the fun toz continue to support the previous impacted survivors. >> the obama administration will likely have to ask congress for more money to fund fema through the end of year. with the economy so tight that may not be an easy sale.

volunteer firefighters and they are real heroes in this. they are busy and we'll go to 286 days of the wildfires and over 20,000 fires and 3.5 million acres was land burned. and i mean, the statistics go on and on. six of the 10 largest fire in texas history occurred here in 20 thereto - on 2011. and we hear about the rain. we can sure use some over in west texas. >> you say it is a volunteer fire department that puts certain constraints on how far they can go with the resources. they are used to fighting fires and they have other jobs and it is a real testament to the volunteer firefighters and

what is happening and what is great. they have been working together. fire-fighting units. they responded where there is a larger fire . we are getting resources that help as well. it put extreme strain. and where you are dealing with a drought and now the fires. >> yes, i mean, there is two disasters going on right here now. there is a tremendous drought that is impacting ouragag . folks are having to thin their cattle herd and farmers didn't make the crop. and the fires which is doing a lot of the damage. it has been a huge impact economically to the region.

this is going to have a lasting impact on the region? >> absolutely. in many occasions they are having to thin the cattle herd and agricultural decisions. it takes a time to recover from that. we don't know how long it lasts. when i am going through my district right now. it feels like i am going in there in the winter. it is brown like it would be in january and february. we are waiting to see the ta we try to compute. >> our hearts go out to all of you there. and it is a difficultuion and they get a handle on the fires and the rain comes soon. thank you for joining us. thank you for having us on.
