"consumer reports" will be here with us. let's look at some of the best ones around today. >> we begin with a fox news weather alert. tropical storm lee right now hammering the gulf coast with heavy rains and winds knocking out power to thousands. new orleans, my hometown, has painful memories of hurricane katrina is still fresh. sitting directly in the storm's path. it has stalled over the coast, dumping rain continuously.

mandatory evacuation orders are underway in parts of louisiana as authorities warn that flooding is all but inevitable. casey stegall live on the ground in new orleans. it's raining there, french quarter, i can see it, casey. >> you know out of all people, the resiliency of the folks that live down here and the folks are, in fact, taking it in stride. despite the pouring rain that started coming down within the last 30 minutes in sheets at times, you can still see people milling about behind me here in the french quarter. they have their ponchos, they have their umbrellas. hard to imagine that a serious storm headed in this direction, although the latest radar indicates that now the worst part of the storm may actually be shifting a little to the east. however, people here sparing no expense in terms of the evacuations and the preparations. in fact, about 6,000 people under mandatory evacuation orders in jefferson parish,

southwest of where i'm standing. 35,000 customers in and around new orleans are without power at this hour. the main precaution people taking, they are putting out sandbags and they are distributing an awful lot of those, moving vehicles out of flood zones. again, this is primarily supposed to be a rain event. the winds are strong, but nothing incredible. in fact, none of the shops are boarded up. you still have the restaurants, the bars, things like that open. the people here taking it all in stride. >> i just talked to my mom. she said it's raining. they don't seem to be too worried about flooding at this point. i know folks along the gulf coast are worried about this, that is the impact that this will have on oil production. >> absolutely, because all of the rigs and the platforms that are out in the gulf of mexico that are impacted when we see hurricanes and storms move through. in fact, more than half of the gulf daily oil supply production has come to a grinding halt,

when you talk about 237 of the manned platforms out there, have been evacuated for the safety of the workers, along with 23 of the 62 drilling rigs. all of that information, according to the bureau of ocean, energy, management, regulation and enforcement, basically it translates into roughly 660,000 fewer barrels a day. so this could have an impact on gas prices. no word yet on if anything will be released from the strategic petroleum reserves. we'll have to wait and see. >> that's really important 'cause everybody across the country, they're suffering and folks down there, definitely suffering as a result of lack of oil production there. okay. tourism is a big deal there and particularly where you are in new orleans in the french quarter there. but you said that folks are still out there. can you tell us -- this is a big weekend -- do you think there are a lot of tourists or what

the down there? >> you raise a good point because last weekend we saw atlantic city closed down with hurricane irene and i have to say, you really couldn't even tell that there is a tropical storm headed to the crescent city. when we flew in from los angeles yesterday, our flight was packed. there are a number of events in the city over the weekend as it is a big holiday weekend. so that's the really neat thing about this is there doesn't seem to be too much of an economic impact at this point because all of the shops and the businesses and the restaurants remaining open. people are out here, like this group here walking by waving, they're not letting lee get in their way of having a good time. you, as i said, know how the people down here roll. right? >> we know how to party in new orleans. we're a strong bunch down there. casey stegall live in my hometown. thank you very much. >> gregg: get some beads. >> but don't show anything. >> gregg: you're looking new orleans without new orleans beads. so you talked to your mom, everything is okay?

>> yeah. they don't seem to be worried. the rain is on and off. thankfully it's okay. >> gregg: we wish them the best. casey is on the ground in the big easy. meteorologist maria molina is tracking the storm. let's check in with her. maria, how is it looking for the folks along the gulf coast? >> you just had to go there with the beads, huh? the center of the storm system right now about 60 miles to the west southwest of morgan city, louisiana. very slow mover. we're looking at right now movement to the north at about 4 miles an hour. again, slow mover. there are reports of just shy of nine inches of rain across southeastern louisiana. you look at the tropical satellite, more of the rain is continuing to fall, although like casey did mention, the heaviest of the precipitation is on the eastern side of the storm system. a lot of it is right now over the gulf. a lot of convection out there. the reason for that is that we actually have the dry air from texas moving eastbound and trying to hinder some development from thunderstorms across the center of the storm system and the western side of the storm really not getting

much precipitation and that doesn't mean that we're not looking at gusty winds across the state of texas. it's going to stay dry there and there is an elevated fire risk across texas right now with a red flag warning across central and southern portions fortunate state because of the gusty winds from lee. but again, the big story across the gulf coast, from louisiana eastbound to mississippi, alabama and western portions of the florida panhandle is the amount of rain we'll be looking at. we're talking locally up to 20 inches of rain. then some of these rain bands, as they move onshore, begin to produce rotation, so there is a concern for some tornadoes out there. there is a tornado watch in effect until 10:00 p.m. tonight and they're having a -- there have been a few tornado warnings. there is one for eastern jackson county across southern mississippi because one of these rain bands has shown rotation. so there concurrently could be a tornado on the ground. we'll keep an eye on that. that storm will continue to head toward the northeast over the next several days. headed toward tennessee and guess where again, to the northeast. >> gregg: all right. we'll be checking back a lot

with you. thanks very much for the update. >> the weather has been crazy, right? >> gregg: it has. it may get worse. >> yeah. unfortunately, and the thing is before any damage from tropical storm lee is tallied up, even before the full devastation of hurricane irene is known, 2011 is shaping up to be an extremely expensive year in terms of storm damage. molly henneberg live in washington. molly, bottom line is, is there enough federal fund to go pay for all of this? >> hi. the federal emergency management agency, fema, has less than $800 million on hand to get lieu the end of the fiscal year. that's september 30. that's really not a lot of money when you consider that the cost of hurricane irene may exceed $10 billion and fema will subsidize part of that. irene is the tenth billion dollars weather event this year, which includes tornadoes, wildfire, flooding and a blizzard. and taxpayers through fema, have been helping to pay for clean-up

and recovery. >> so what does fema do now, molly? >> the head of fema says the agency is going to have to postpone some projects that have not been approved for previous disaster clean-up. he said in a statement earlier this week, quote, going into september, being the peak part of the hurricane season and with irene, we didn't want to get to the point where we would not have the funds to continue to support the previous impacted survivors, as well as respond to the next disaster. one senior capitol hill aide tells fox that the obama administration likely will have to ask congress for more money to fund fema's expenses through september. and with the economy so tight, that may not be an easy sell. house gop majority leader eric cantor has said, quote, we will find the money if there is a need for additional money. but those moneys are not unlimited. and what we've always said is that we offset that. meaning spending cuts somewhere else.

arrest taliban. >> thank you very much. >> gregg: turning now to politics, a very big question on many people's minds whether former alaska governor sarah palin is going to run for president. today the tea party favorite spoke to a big crowd of supporters out in iowa. chief political correspondent carl cameron is live there. carl, is she going to do it or not? >> that's right. what's the answer to that very big question? sarah palin is going to answer it sooner or later, but not today. hi, gregg. sarah palin came to iowa a few miles south of des moines, the first of the nation caucus state and with speculation rampant in the last couple of weeks, causing fights in the republican party and arguments between the tea party and sarah palin's camp and the former delaware republican u.s. senate candidate, christine o'donnel got involved in it, that's all done now. sarah palin today talked about

an economic plan and said that these are the things she would do as if she would be running for president. she did not mention it specifically. has said that she likes the field as it exists, but there is room for more. and that she'll make up her mind sometime either this month or very early in october. that's sort of where things stand. today she was particularly critical of president obama. >> real hope is in you. it's not that hopi changey stuff that we heard about back in 2008. that hopey changey stuff put in when barak obama was a candidate, that stuff didn't create one job in august, did it? >> she got several rounds of applause with the crowd cheering run, sarah, run. her husband, todd, was with her. the process for her continues to lay out in weeks ahead from here in iowa, the leadoff caucus state. she'll now go to new hampshire where she'll be on labor day taking part in a tea party rally

there. the symbolism couldn't be any louder. the first in the nation states, traveling to rallies by the tea party at a very, very influential component and part of the base of the republican party in the primary itself and doing it on labor day, the unofficial kickoff to every real campaign's acceleration and we are going to be into that in september. three debates in the upcoming month. >> gregg: she said the drop dead date was september. we didn't realize she was referring to the end of september rather than the beginning. she went after the president, but also after republicans too, right? >> she did. she talked about the need to end two things: crony capitalism and professional politicians, sort of constantly imbedded in the system. and both of those were in her reference to the need for a conservative to reform and change and in the upcoming sound bite you'll hear from her in a second, there is a reference to criticism of the tea party for

its role in the debt debate. a lot of republicans argued that the tea party was pushing for too much and putting the nation's good faith and credit at risk of a default. sarah palin disagrees with that. she disagrees with the man who put her on the 2008 presidential ticket, john mccain, who referred to the tea party after a "wall street journal" op ed as hobbits. listen to this. >> they called us unamerican and terrorists and suicide bombers and hobbits? [ cheers and applause ] couldn't understand that one. >> sarah palin, the 2008 rogue, a little rogue today, going not only after the president, but even republicans. some say she was also positioning herself against rick perry because of her reference against professional politicians. palin made references that could be used to contrast her

against rick perry and michelle bachman. >> gregg: carl cam ran, thanks for giving us the rundown. >> international news now. libyan rebels are now outside one of moammar gadhafi's last strongholds. some believe the embattled leader might be there. the troops are giving the town until tomorrow to surrender, hoping to avoid any more bloodshed. now with news that gadhafi's sons have visited the village to plead for loyalty, some wonder whether a conflict with be avoided at all. dominic is streaming live from tripoli. >> i'm suggesting colonel gadhafi could be there, but he said he's been in many places and hasn't turned up once they finally taken over the cities. it seems they are trying to get the people of the area to actually surrender. they extended the deadline for the surrender of sirte.

that appeared to be going quite well. the tribal leaders they're negotiating with, seriously mulling it over. the truth of the matter is, libya is fed up with all the bloodshed and fear the battle in sirte would be 20,000. that would be an extraordinary number, considering 50,000 have apparently been killed since the start of the uprising. now the rebels have reached the town of wadi, about 30 miles outside sirte. them to reach the perimeter of 20 miles. think think once they're that close, it will be easy to flesh out loyalists should the assault actually come. other developments today that are causing concern, particularly here is news that the c.i.a. might have clouded with gadhafi's intelligence service in terms of renditions of terror suspects. in the associated press, it found documents suggesting between eight or nine people were taken from libya, interrogated in places and

>> gregg: time for a quick check of the headlines. nato forces killing a former gitmo detainee in afghanistan. forces saying he had been organizing attacks and had become a key ally of al-qaeda. a cargo plane loaded with aid supplies from the u.s. arrives in north korea, the goodwill gesture follows talks between the countries to improve relations and resume talks on nuclear disarmament. >> arthel: with next sunday marking ten years since 9-11, the state department is issuing a warning to all americans. the advisory applies to u.s. citizens traveling and living overseas, telling them to be aware of the ongoing threat posed by al-qaeda and its affiliates.

the warning also saying the u.s. has not identified any specific plans to attack american targets. security at airports is being ramped up ahead of september 11. nearly ten years after 9-11, there are some new questions about just who was involved in the terror plot against america. an earlier fox news investigation sparking calls to bring back the 9-11 commission. tonight fox news brings you an update focusing on an american citizen who is on the c.i.a.'s hit list. here is a sneak peek. >> takes after that, he left the country. three months later, a warrant for his arrest was issued for passport fraud of the he's now hunted in yemen where he holds citizenship. but there was a mysterious return to the united states in october of 2002, despite the outstanding warrant as fox reported last year, he was released from federal custody on the orders of an f.b.i. agent.

throughout the day and even yesterday. it's going to continue at this rate. we've already had about seven inches of rain here in the gulf coast of mississippi. one thing that locals are very concerned about, they tell us people who have boats in this marina, that the water was up into this parking lot last night. but look how close it is to coming up in the parking lot again and this is low tide. as we continue to get more and more rain throughout this evening, the tides are also going to continue to rise. the rain that we're seeing here, they're also experiencing north of us. so that water basically has nowhere to go. so we are anticipating a lot more flooding throughout the afternoon and this evening, which is also why there is flash flood warnings all across the county and surrounding counties. arthel? >> arthel: elizabeth prann, thank you for that report. we want to remind you to go ahead and send us your pictures of the storm if you have video, send that as well. if you've got amazing image, we

extremely critical to your child's development. they're calling on teachers to recognize the difference. specifically when it comes to spotting the signs of a concussion. >> there is a lot more focus on this as being a real problem, specifically for kids. a problem in terms of their ability to interact, a problem in terms of their ability to be educated. a problem with regard to their ability to get back to their normal daily routine. >> more than 100,000 children a year are sent to the hospital with a concussion, believe it or not. now a nationwide awareness program, called concussions in the classroom, has been developed to teach teachers how to spot the symptoms. some signs they're looking for are irritability, sadness, being more emotional than usual, and sensitivity to light. teachers learn when to take students seriously when they complain of drowsiness or headaches. >> the approach we're taking is to encourage adults in the building that once they see a

change in behavior, to start communicating with the student, with the parents, saying something happened recently? is there a trigger to this change that we're seeing? >> other tips to consider if your child suffers a concussion, talk to their teachers and make sure to get assignments in advance. at home, your child should avoid extensive computer use and texting and also stay away from physical activities or any kind of sports whatsoever. >> gregg: all right. really good advice. julie banderas, thanks. >> arthel: gregg, president obama is talking jobs next week. first unveiling a plan to congress to get americans working again. then going on the road to sell that plan. but he may have a tough mountain to climb. look at this fox news poll on the president's handling of job creation. 35% approve of his efforts. 60% disapprove. the numbers slightly more negative than they were in may. here now, doug schoen, former poster for president clinton and a fox news contributor, and adam goaler, a gop pollster.

good to see both of you. >> good to see you. >> arthel: well, by the way, friday, the white house said that the president is soon to be releasing a plan to reduce the deficit. first up his jobs proposal. doug, let me start with you. what does the president have to say in very clear terms that will resonate with the 14 million americans who are out of work and as well as those people who could possibly be potential hiring those folks? >> good question, arthel. bottom line, he has to reassure them that he's got a specific plan that will create jobs and create jobs quickly. i think he's going to talk about infrastructure. i think he's going to talk about extending unemployment insurance. i think he's going to talk about extending the payroll tax and potentially incentivize employers for hiring through the tax system. but bottom line, he's got to be specific, direct, and clear. >> arthel: yeah. adam, what do you think about the president going on this tour

of sorts and taking his message to the public? do you think this will have an impact? >> well, first of all, i think doug is right on the part about he needs to be specific. the problem is what it is that he's ultimately going to say. if it's the same old warmed over things that he's talking about in terms of the essentially big government spending and we're going to try and spend our way to more prosperity, it's just going to fail. the bus tour last month didn't do anything for his polling numbers. we see that there was zero job growth in the month of august. this is why the fox news poll shows the dismal approval ratings on obama's plan for jobs, and he's really in a lot of trouble. i find it interesting that he's going to virginia, of all places, to right off the bat after his jobs speech. it's obviously a swing state, so it leads one to believe that they also have their eye on 2012 election. >> arthel: you talk about more spending.

that's not going to fly with the republicans. but what is the gop's strategy for getting folks back to work? do you think there is any way that perhaps there could be good points from both sides that perhaps could go into a mutually working plan to get folks back to work? >> i certainly hope that there is room for both sides to work together. doug's old boss, bill clinton, sure knew how to create jobs and how do you do it? i mean, from the republican perspective, you remove burdensome regulation; you incentivize, as doug said, incentivize employers to hire. you have to think like a capitalist. they end of the day, what is it that businesses care most about? making a profit. we live in a capitalist society. at least i hope we still do. and you have to understand, profits aren't the enemy. this is what corporations do. and profits trickle down to consumers. so we have to really think about it in terms of private sector job creation. there is a lot of other factors to do. we can start energy exploration.

>> arthel: but you could go on 'cause we -- >> there is a lot! >> arthel: guys, let me take a look at another poll and doug, i'll get to you. this is the fox news poll. does the obama administration know how to encourage job creation? 9% think the administration knows exactly what it's doing when it comes to encouraging job growth. nearly half believe the administration has a pretty good idea. although nearly as many believe it has no idea. so doug, getting back to the president's struggle to produce jobs, how much of this is about performance and how much of this is about politics? >> well, i think it's about both. it's about performance ultimately because if we don't create jobs and show some movement, the president is not going to get reelected. but it's also about politics 'cause what we're seeing is that people have an open mind. arthel, what you said to adam is exactly right. people want bipartisan cooperation. they don't want politics. they're willing to give the

mean, does that mean they really don't have enough? >> well, i mean, you and i both know they have a crazy system over there. distinctly different than ours. but i do think that's not uncommon for them to reach out and try to get -- no matter there or in our country, to try to get any other independent evidence to assist them. but it's not a good sign, gregg, because at least on its face it gets to the fact there is no forensics, there is no body, there is enough circumstantial evidence. so yeah, they're going to make their case as best as they can because they know they could end up not having enough to prosecute. >> gregg: how hard would it be for you as a prosecutor without a body, without eyewitnesses, without any dna or other reliable scientific evidence? >> well, it's harder, but not impossible. as early as -- as late as june in 2011 when gary shockey was convicted of first-degree murder for taking somebody out on a boat and killing, there was no body, no dna in that case. now there is also apparently

one is more suited for students versus just your casual reader? >> that's the issue with digital readers. right now they are more for leisure reading. you kick back with a good book and turn it forth. but the problem with textbooks are depending on which college you go to, which courses you take. so in universities you really have to check with your class and college book stores to see if they offer it. >> gregg: i have an ipad 2, but i didn't shop around. i went with what my daughter, grace, said i should go with. she sort of knows everything. she really does, actually. but talk to us about the display here and what you have. >> this is a kindle dx and it's the big brother to the kindle. a couple years ago when the kindle first came out, this came out specifically for college students. it has a beautiful 7, seven inch screen. and it lasts weeks on a charge. and it's very different. this is your typical e reader. the bigger screen really makes a
