successfully fanned tea party flames yesterday ahead of the president's expected jobs plans address. she is not the only tea party darling weighing in. tough words from michelle bachmann who says the american people don't need speeches, they need jobs. we begin with congresswoman and presidential candidate michelle bachmann. >> thank you for joining us, great to have you here. >> a privilege to be on this morning. good morning. >> you have been very critical of the white house when it come to job creation what makes you convinced you would have a better solution on day one in a michelle bachmann white house? >> well, because i have the background, both as a professional federal tax litigation attorney. also, as a private businesswoman. my husband and i have created our own business. we've managed it. and we've managed to create jobs in this business. we have real world experience in washington, d.c., i've been on the frontlines fighting against all of the measures that have lead to this tumble

down in job creation. i'm a pro-growth conservative that's what i spent my entire life doing. i understand the principles that create jobs. utilizing the private sector, rather than government. also utilizing permanent solutions as opposed to temporary gimmicks and fixes. that's what we've seen out of president. when the president made this extraordinary move to call 535 members of congress together in a joint session he must have something spectacular to tell the american people. something on the order -- i heard one commentator he is going to have to turn water into wine for member of congress this coming week. i think it will have to be extraordinary to call that members together. he >> do you have a better jobs outlook and improve the economy without fundamental tax and entitlement reforms? >> we need to have fundamental reform. as president today, i would call forte 0% rate on

repatriation of earnings. this is american companies that have already earned in excess of 1.2 trillion dollars that is sitting outside of the country. american companies can't bring that money back into the united states, because of the very high corporate tax rate we have in the united states. it is 34%. if we have a 0% rate of bringing that money into the united states, that's 1.2 trillion dollars that could get to work, building buildings, hiring workers, going into research and development, buying technology that would make the economy hum. then we need to make that repatriation rate permanent at about a 5% level and bring down the corporate tax rates. we know how corporate taxes don't work. >> recent polls suggest that 8 in 10 americans think we are in a recession, do you agree? are we in a recession today? >> you have what the economists view formally and technically as a recession

verse us is recovery. technically we are in recovery. if you ask the american people, they feel like we are in a recession. especially we have the devastating jobs report come out the end of the week. zero net jobs created. >> you think we are still in the recovery period? >> again, there's a difference between the technical view, economists say technically, we are in recovery. but it is a very dismal recovery. housing is flat and falling. gdp growing. i'm a pro-growth economic conservative. i want to see the economy hum. i know how to do that. one thing that the president that was right friday he put in a ban the implementation of the epa rules. we were looking at potentially 20% of coal manufacturers having to shutdown their plants. that wouldn't help anyone. what the president also do is put a moratorium on the

implementation of obama care between now and the next election. that's also killing jobs. >> now to the presidential race. you have been long considered a tea party favorite. reason polls are showing that rick perry is something. how concerned how are you that he is over shadowing your momentum? >> we just came off a stunning victory in the iowa straw poll. no one has gone in with 40, 50 days time and won the iowa straw we did this a short amount time i'm the only woman to have ever won a straw poll. i spent two weeks actively in south carolina, another four days in florida. i was in iowa meeting with businessmen and women this week. i'm actively campaigning this is a marathon not a spring. i'm very confident that we are doing all the right things to be the nominee. >> you are not that concerned about perry at this juncture? i want to add, you have pulled back if some of the campaign

appearances in new hampshire, why? >> we've been in new hampshire, as i said we spent a significant amount of time in south carolina and also in florida. we'll be back to new hampshire. we've been in new hampshire many times. we certainly won't forget about it. we have strong support there as well. we have a lot of places to be. we can't wait to go back to new hampshire. >> all right. congresswoman bachmann, thank you. there's a lot going on stakes remain high we'll continue to follow your race closely >> uma, thanks again. >> we may not know whether or not sarah palin will run for president. during a tea party rally yesterday she made it clear that -- >> the challenge is not to replace obama in 2012, the real challenge is who and what we will replace him with. folks, you know it is not

enough to change up the uniform. if we don't change the team and the game plan, we won't save our country. yes, we need sudden and relentless reform. that will return power to we the people. >> president obama is about to get a firsthand look at the devastation from hurricane irene's powerful impact. air force one should be touching down any moment now in new jersey where the cleanup continues in the aftermath of major flooding. governor christie is planning to lead the president on a tour of the town of paterson that is where julie banderas is standing by with more on what the president will be seeing. >> reporter: he will be seeing quite a mess this is one of the third largest towns in new jersey. 1.5 million people, statewide lost power. right now currently 5500 people without power. their homes under water or filled with mud. this is the passaic river

behind me the river that floods multiple times a year. residents are constantly having to evacuate. constantly leaning on the government to assist them with federal aid. many of the residents we spoke with are tired of losing their belongings. they don't want the federal aid any more. they want the government to come in and sweep up their homes and sell so they can move to higher ground. unfortunately, a lot of people her tell us for years they've been trying to sell, for obvious reasons nobody is buying. this house the owners obviously have the right idea. their home is up on stilts this is the only home throughout this area that we've seen where their home is above ground. if your home is not, it is sitting in mud or water. flood levels actually rose up to the second floor of many homes. i can show people what the street looks like. there's the passaic river up the street where our live truck is to the left look at pile of mud and all of the

american -- all of the personal tkhrpbgss destroyed by the hurricane. late of these people without power. many having to three to shelters, a lot not sleeping worried looters would come in and take whatever belongings did survive. the president will be joining governor christie and other local officials will be making two or three stops, they are not telling us where the president will be headed. questioned, obama had announced that he had extended federal disaster relief to 16 counties. governor christie in fact is asking for 21 counties in fact to be assisted with federal relief. something that a lot of people desperately want. we understand the president has touched down at newark airport. in about an hour from now, we are going to be hearing from him, hopefully, once he stars his tour with the governor. >> we should note if the president does make some remarks, we will bring you

those. thank you julie. >> the president also monitoring potential disaster down south, slow moving tropical storm lee, coming ashore early this morning in southern louisiana. forecasts are calling for torrential rain on the gulf coast. casey stegall is in new orleans where everyone is keeping a close eye on rebuilt levees apriled at better protecting that city. >> reporter: we are on top of the famed jacks brewery in the french quarter. it gives a nice vantage point you can see the clouds taking over the skyline. it has been interesting. at times the sun will shine through the clouds and then another squall will move in, bringing a lot of rain and wind with it. that's what we are currently experiencing the rain starting to pick up, heavy wind gusts. but it is the rain that is of the real concern, throughout the south, because these are the pictures now coming out of the low-lying areas here in

southern louisiana. you are looking at jefferson parish that pace about five miles southwest of new orleans proper. water covering many of the roadways there. and it is the same story in the lower st. bernard's parish, where the sheriff's department worked to distribute half a million sandbags ahead of lee's landfall. the mayor of new orleans worried about all of this precipitation and the impact it is having on his city. >> we are expecting 15 to 20 inches of rain in the new orleans region, as a result of tropical storm. as all of us who have been through this know, it is not how much we get, it is how much we in a short period of time. >> reporter: officials say they have already sucked out about eight inches of flood waters from the streets and pumped it into lake pontchartrain. all of the pumps said to be working fine. the levees said to be holding up. army corp of engineers keeping

a close eye on things. the problem widespread not just residents here in louisiana but in neighboring mississippi and alabama as well. >> casey, thank you. >> it looks like we are in for a week of wild weather as tropical storm lee swirls on a course tracking north. katia, now a hurricane turns towards the east coast. chief meteorologist rick reichmuth with the latest on both of these storms. >> good thing that lee was never stronger. the problem is it hasn't moved much. here's the center of it now, around the lafayette area. heavy rain across the southeastern part of louisiana as well as towards the panhandle of florida, pensacola, panama city seeing heavy rain and a tornado threat. this is the frontal boundary is going to catch up some of this moisture and meet and cause rain to fall across parts of the

appalachians. people across texas, oklahoma, kansas, missouri that have been dealing with the hottest summer they've seen in years. temperatures cooling behind this. 80s for much of this week. big relief coming for some people, that's the bright side. the bad side the flooding that continue across the south. moisturing going to make its way too the northeast they got pummeled with the rain last week from irene. we have flooding concerns, flash flooding in effect, another four to six inches of rainfalling in that area going to be a big problem. rain across the coast not bad. new orleans and west heavy rain into the panhandle. up across the appalachians by the time we get to wednesday, we are going to be dealing with that. katia, strengthening to a category 2 hurricane, getting its act together going to continue to pull west-northwest. it should not affect the eastern seaboard directly. we can rule it out yet.

after six long months of intense bloodshed, libya's rebel leaders may be on the verge of declaring victory. rebel forces are saying they expect gadhafi loyalists to surrender, one of their last remaining strongholds. dominic di-natale joins us from tripoli with the latest on the situation. >> reporter: that last bastion they are talking about is one of three. it is some 90 miles southeast of where i stand in the capital of tripoli. they believe loyalists there, about 100 fighters who dug in hard, could be about to give up. the reason for it, tribal ties. they all belong to the tribe the loyalists and rebels waiting to invade, if necessary. it would cause such a split in that tribe it could have all sorts of implications for many years to come, including civil war. so they believe the men will put their guns down. then there will only be two

safe havens left. one is sirte, the hometown of gadhafi. the second is this the south. sirte has been given that extension to -- for the loyalists to give up. it is looking likely that could happen without a single extra deposit of blood being . the elders mulling over the terms that the rebels have given them. basically, unless they give up, indeed it is going to be one of the fiercest battles we will have seen. they believe gadhafi himself could be either in sirte or the other town. when it comes to the crunch and they move in, we'll know for sure. >> dominic, thank you. well, at this hour, president obama heading to new jersey. he has just landed in new jersey. take -- this evening mitt romney is making his tea party day because headlining an event in new hampshire.

protest romney's appearance this evening at a stop in new hampshire. scott rousseau co-founder of tea party express. first, we know the tea party doesn't speak with one voice. that said, it was surprising to see this open spat between your group and the freedom works group over romney's appearance in new hampshire. doesn't this hurt the tea party brand when there's public infighting among the various factions? >> there's always been a lot of diversity of opinion. i think it was a silly press stunt they pulled. i think the american people as well as the tea party people want to hear from these candidates. they are concerned about the state of the american economy. what our future is for prosperity and jobs. i think they are looking for solid and. we've invited each and every one of the 10 top republican candidates to join us on this tour and explain their ideas to how to get the american economy moving again.

their boats were safe, because if you have been to the gulf, it is beautiful, fairly calm waters. i want you to see what the surf looks like now. winds picking up, another band head this way one thing residents are not used to seeing are miles of empty beaches. not even curiosity seekers or on looks in the horizon you can see the big casinos, big moneymaker here in biloxi. they are having a huge dip in occupancy rates this weekend. something local officials and residents are concerned about. this is labor day weekend, a big money maker, a lot of mom and pop shops along highway 90. hotels typically would see between 95 to 100% occupancy this labor day weekend. some of them down to 30%. >> uma: elizabeth, thank you. >>

i think the american people are ready for direction and leadership. >> uma: some are suggesting that during this speech with both houses of congress, are there for props. and this is really a blueprint for the president's campaign speech on the economy or the 12 race and dismissing it as a political speech. >> every speech now is being framed unfortunately into political framework we need to get out of political fighting and come together. that's what the is peel going to be let us come together. he -- he wants to show he can build a bridge and get in economy moving forward. that will be the big appeal. >> uma: if the presidents for a short term stimulus plan do you think there's the political will in congress to give him that? >> i done think so. the house gop laid out job killing regulations they want to focus on the president -- >> do you think leadership

will be tested on both sides. congress' approval rate something lower than the president's now. >> absolutely. you are going to see the least common denominator. who can step up and be that adult in the room that's what the american people are asking for. that's what the president is appealing to. especially the independents saying enough of rhetoric on both sides. i want a leader with a clear vision. >> uma: is if the president is setting up expectation so high do you think there's a risk of backfire going he doesn't announce something that is going to be considered either shattering? >> this should be earth shattering. during august we've seen congress get ready to do that. he should work with them. >> uma: thank you to the both of you. we'll be watching and waiting to see what the president has

to say thursday. ahead of the 10th anniversary of 9/11, authorities are warning terrorists could try to launch an being fast. >> reporter: next sunday the 10th anniversary of the september 11th, attacks. fbi saying they might want to rent private planes and fill them up with explosives, scary stuff. al-qaeda and its affiliates have maintained an interest in obtaining aviation training, particularly on small aircraft, recruiting western individuals for training in europe or the united states. we do not have current credible information or intelligence of an imminent attack being planned. adding to that joe lieberman says, some of the stuff we found inside bin laden's compound gives us reason to want to amp up security around these small planes, especially this week. >> the enemy is out there. and there is no question that

president's visit. julie? >> we have just gotten word that he is about five miles away from us. the white house doesn't disclose exactly where the president plans on going. he does plan on stopping along with other local officials and governor chris cristie. he is sur vague the mess left behind by tropical storm irene. pan left just so i can show everybody what people's belongings look like. they are on their sidewalks because they are completely covered in soot and mud and puddles and flooding. in fact, the flood stage here, the river cresting at 14 feet this week. take a look at this house behind me in fact. it is boarded up. a lot of the homes are abandoned. we spoke with some residents that say they have been trying to sell homes for some three years now and simply can't get any buyers so a lot of people are walking out after having been forced to evacuate several times within the year. the river not far away, right down the street.

as you can see the flood stage there. look at the flood indicator stick on the right-hand side. you can tell it only goes up to 6 feet. that entire thing was under water. this vehicle here a resident obviously coming in to survey the area but not getting much further than where he is right now. we have video in fact that we shot earlier today that pretty much shows you a similar sight throughout the entire area. streets covered in mud. cars left in the middle of the street. some 5,000 homes without power throughout, new jersey, which is great news considering that at one point 1.5 million people were without power. but the lives that have been disrupted by this tropical storm is beyond words. in fact, we spoke with a couple of residents that describe exactly the hell that they have been through since this storm came through seven days ago. listen. >> all it this mud you see on the ground is all the mud we had in the house. it ruined all my appliances. all my furniture.

>> this thing is -- just store up everything we had. the whole neighborhood. we got no furniture left. we got no nothing left. we have been staying in a motel and it has done killed us money wise. we done went broke and i don't know what else to say because it is a disaster. >> so this area 16 counties in total will be receiving federal disaster relief. however, several of the residents here would rather the government just buy up their homes so they could head to higher ground rather than having to be stuck in and out of the homes for multiple times a year being forced out by the flood waters that happen on a regular basis. seems that even federal aid isn't good enough for these people. uma? >> a it tough situation, indeed. julie, thank you very much. new jersey and other northern states try to clean up after irene, down south the gulf coast is taking a beating from what is left of tropical storm lee. casey stegall is joining us

from new orleans with the latest on conditions there. casey, what can you tell us? >> well, uma, thousands of people are still without power in and around new orleans and the damage i have to say is very random because the major part of this tropical storm actually made to the east of us. sort of changed course a little bit at the last minute because as we know, for the better part of last week new orleans was set to take a direct hit. however, the outer bands of tropical storm lee bringing heavy wind gusts up to 60 miles per hour. enough to topple a few trees. this one on a house in saint landry parish. the residents we understand were home at time. they heard a loud thud. fortunately, no one was injured. now, flash flooding is, of course, the primary concern all throughout the south especially with rain forecasted for much of the day and even into tomorrow because the system is moving so slowly.

>> we have boathouses on pilings back here that are flooded right now. we have water that is coming in because the lake is so high. >> our friend's boathouse has two feet of water in the first floor. a few boats banging around so we resecured a number of them. >> be careful where you walk. a lot of sub merged debris and objects in there that you can get cut up on. >> we know that this is affecting oil production in the gulf and could end up raising gas prices across the nation. no word yet on when all of the manned platforms and rigs will be back to full operation or even how much damage they sustained possibly because nearly 40% of the platforms were evacuated and nearly 33% of the rigs out in the gulf of mexico. that means that oil production daily in the gulf was slashed by about 60%, uma.

serious aggravated criminal felony. we have been saying we need reform. 40 years of the highest levels of immigration in american history. 40 years of continued growing lines, backlogs, completely out of control no.s. instead of the administration coming to congress and saying here is the money we need to reform immigration and bring the numbers down, they are passing an administrative amnesty that will create chaos and amnesty down the line. >> the fact is that we are trying to see about getting more reforms in the immigration system and the fact that people are seeing this as amnesty, isn't that something that is going to backfire in the long run? >> the only people seeing this as amnesty are the people that fear the flood gates of immigration in the united states. immigration is good for america and has been good for a long time. the last 40 years the greatest economic growth in our country

and a large part is due to immigration. we need congress to move forward with a legislative fix that brings the right people in and keeps families together. families that are part citizenship families where spouses are u.s. citizens and other spouses are not. children are and the parents are not. a issues that punishes people that breaks the law fairly and has some semblance of fairness and justice in the system. as far as asking congress for the amount of money it would take to deport everybody janet napolitano has done that. some where in the neighborhood of $60 billion. i don't see congress doing that any time soon. now, we have an administration doing exactly what key republican leaders requested back in 1990, the clinton administration. and the numbers will be unclear because there really is no policy guidance yet. no more than 20,000 or 30,000 people who haven't violated any other laws in their whole life be allowed to stay temporarily.

days. a cold front to the north of this that is going to absorb a lot of the moisture and pull it off toward the east. heavy rain towards the appalachian. big good news across parts of the central plains. 72 degrees in kansas city. right now at 92 dallas. by tomorrow temperatures into the 80s and remain in the 80s all week long. it has been so hot this summer here that is going to be kind of the best news that you have had probably in months across parts of texas. however, along with this comes a lot of rain and we are continuing to see this flooding threat anywhere you see the green, tornado concerns just to the north of mobile, to the north of biloxi. and we are also watching the threat for continued flooding into the northeast from remnants of lee. that moisture is going to get up here and bring very heavy rainfall across the ground that is so saturated and saw the flooding last week. not talking about a repeat of last week's flooding but areas dealing with that a rise in the rivers again and making kind of the recovery slowed down. here is a look at how much precipitation is going to fall. anywhere you see the red that is 4 to 8 inches of rain and a

>> first off, give us a sense of the damage and where relief efforts stand at this point in your state. >> the relief efforts are ongoing. the eastern portions of the state, the outer banks was hit very, very hard with high winds and heavy flooding. roads washed out. people are homeless. there are shelters are being emptied now but people are still without power in some of the more remote areas. and the governor has estimated the damage at around $100 million and we know that number will go up. meanwhile, fema has been on the scene here and the federal, state, local cooperation, the red cross, the nonprofits, the cooperation has been excellent. people are pulling together but it is a tough storm. >> it is a tough, tough situation, indeed. recently, though, congressman eric cantor said that we need

to rein in spending before more funds are allocated to fema. knowing first hand that so many area are recovering from the natural disasters, do you think he is being insensitive to the plight of people that are in desperate need of help? >> i thought it was an unfortunate statement. especially since both parties no matter who is in charge in the congress and this includes mr. cantor himself some years ago when his area was hit. people have said an emergency is an emergency and we have emergency provisions, appropriations provisions precisely to respond uneconpetitive vocally and quickly when disaster hits. to raise the prospect of holding back until we have another round of budget wars or find something to cut or trade off one homeland security priority against another, we already had this fight to some degree in the house and our republican colleagues said they were going to have more disaster funding but it was

going to be at the expense of state homeland security grants. >> what about those that believe that fema and the federal government should not act as insurance carriers and people shouldn't automatically we expected to bailed out if disaster hits their area. >> people need to carry flood insurance and assume responsibility. that is what mitigation is all about. we need to build smarter and more cautiously so that we minimize damage. so nobody is talking about a free ride here. what we are talking about is genuine emergencies recovery and rescue operations that hard hit areas have long depended on and we all assumed that we are in this together. we don't want to trade off one area against another. when a general emergency hits the federal government should be there for the people who need it. >> and you believe the funds will be there no matter what, even in this tough economy? >> i believe the funds will be there. we will find a way to get these

funds out there and my hope and expectation is that folks who seem to be holding out the prospect of holding the funds back or trading them off or saying one area takes precedence over another that is going to be seen to be just not a tenable position. we got to respond when the need is there and i think the vast majority of the american people understand that and want to be part of it. >> all right. congressman price, thank you so much for joining us today. all the best to you in the efforts to get people back on their feet and help with the relief efforts that are underway right now. thank you. >> thank you so much. >> well, congress will return from recess this tuesday and seems that they have a full plate of jobs and tasks in front of them. but with supercommittees, the growing debt and operation fast and furious, it could be hard to figure out just where to begin. joining us to talk about the tasks at hand, republican congressman jason chaffis. welcome congressman. >> thanks for having me.

>> talk about whether or not you can get anything done once the house comes back to work. >> i hope so. we have some things we have to eat and chew gum at the same time. we actually need specifics and a document to look at and score. we have investigations, the fast and furious as you talked about. we also have to rein in spending and focus on jobs and the economy because people are hurting out there. >> what about the supercommittee. people are putting expectations and hopes on the committee to come forward with real substantive plans to really get the debt down. what do you think? >> they better. i hope so. i voted against it. i was opposed to it but it is the law of the land. there is some good people on that. pat toomey, some others. they have got to come up with something. it is just the begin. we deficit spend about $4 billion a day and so when we start talking about cuts we need to start cutting spending right now and prioritize what is really truly important in this country and maybe get rid

of some of those other things like foreign aid and other things that really ought to be cut in a time when we have got to balance our books and get more serious about our debt. >> there are situations coming up where people say, you know, where do you cut. where do you begin to cut. people have the pet projects or programnds and there is serious concerns about the veteran programs et cetera that are desperately needed. do you have a confidence that these individuals are going to be able to come to terms and make an agreement on where the priorities need to be? >> the whole body will have to ultimately vote on this. you worry about putting it in just the hands of 12. we had 17 sort of committees like this in the past, none of which have actually produced anything. but we have to. we have to make steps forward. this is the deal that came up. again, i voted against it but at the same time i'm really optimistic that we can start to have a in thi discussion in thy

about where we are going to cut spending in in nation. i like what mitt romney said. maybe we should transition to decide what it is in the nation that we are going to keep because we can't be all things to all people. we tried that and spent this massive amount of money and it absolutely has not worked. >> talk about operation fast and furious. the fact that we have a new head of the atf and the fact that more details coming out about the controversial operation. what are your thoughts about how this is unfolding? >> well, i have only been in the congress two and a half years and chairman isa is the chairman of the committee, the oversight committee. i think he has done a great job with senator grassley in really uncoverincovering this. you have the seniormost people in the department of justice that continued to perpetuate this. and in the words of the atf outgoing director there was concern that they were doing things to cover up what the poe loipolitical appoint i^s were

hurricane irene. we will continue to update? and bring you more pictures as they come in to the studios. all eyes are on gas prices this holiday weekend as many of us get set to hit the road for one final summer getaway. right now the average price of a gallon of regular gasoline is $3.66 but oil rigs in the gulf are shutting down due to tropical storm lee so this may cause you some more pain at the pump. senior business correspondent brenda buttner is joining us live now with details. is this something we really have to watch closely? >> yes. you know, tropical storm lee may come no where near your home but it could still hit you hard at the pump. perhaps you faced no evacuations but already oil and gas companies have evacuated hundreds of workers in the gulf. they are off nearly 240 oil and gas production platforms and some two dozen drilling rigs shut down. about two thirds of current oil

production in the gulf and half of natural gas production. this could definitely put the breaks on gulf energy production. how much a pain at the pump depends on the lent of the evacuations. more than a brief interruption could send evacuation numbers up and it might even hurt refiners. would increase the cost of a fillup. even though brent crude oil has been falling, gas prices are high. triple-a says the average price per gallon is the second highest ever for labor day weekend. prices were only higher in 2008. now, history shows that production shutdowns from tropical storms have fueled temporary spikes in gas prices. we saw that with hurricanes alex and karl. tropical storm hermione and tropical depression five just last year. in 2008 there was a decline in production of 62 million-barrels of oil and 408 billion cubic feet of gas. and the hurricane season far
