firsthand look at the damage caused by hurricane irene. >> stacy is reporting on torrential rainfall from tropical storm lee. >> and maria melina is tracking the storm in the fox extreme weather center. we begin in northern new jersey. president obama spending several hours there today getting a firsthand look at the extensive damage from hurricane irene. the president was in patterson and wayne during the aftermath. two rivers hitting record flood levels in northern new jersey forcing thousands from their homes. julie banderas is live from patterson city. julie, what was the president like this afternoon? >> he touched down in newark at noontime, and then he was off with the governor of new jersey as they toured two hard-hit areas here in wayne, new jersey, patterson, new jersey, a neighboring town five miles from wayne. this is actually the third largest city in new jersey, and the people here have really, really suffered. if you look at the video as

the president toured with fema officials and other local officials including the governor of new jersey to take a look at the damage left behind my been irene, they actually visited a bridge over the flooded river. it was covered with branches and garbage. it left debris and high water marks on the bridge and neighboring properties, and that's what we have been seeing all day long. they are water mark usa buff our head levels. the president was joined by the governor and fema officials who updated the president on the on going recovery. the president is urging residents here that once the cameras turn off that the federal aide will continue, and he urges residents to stay safe and be patient, that help is on the way. take a listen. >> we are going to meet our federal obligations because we are one country, and when one part of the country is affected whether it is a tornado in joplin, missouri or

a hurricane that affects the eastern seaboard, then we come together as one country and we make sure everybody gets the help they need. the last thing the residents here of patterson or the residents of vermont or the residents of upstate new york need is washington politics getting in the way of us making sure that we are doing what we can to help communities that have been badly affected. >> and that aide couldn't come any sooner. the paw papa -- the poaic river flooding people from their homes. many remain without power. but considering the number was once 1.5 million, conditions are improving. certainly they are not out of the woods yet. >> a lot of people affected out there. are residents satisfied with the federal assistance they are receiving? >> if you talk to people who live along the river, they are extremely angry. this area is flooded so many times a year, and they feel

like federal officials just don't do enough. the army corp of engineers are not doing enough to block the river, build levies and prevent these homes from getting flooded. instead of federal relief, they would rather the government begin a buyout program and just buy out these homes so they don't have to continue to do this. a lot of people would love to move out of the area, but they can't because who will want to move and buy a home especially in this housing market in an area that gets flooded so many times on a yearly basis? >> julie, you and i both were out there in that same area in the spring when it flooded back in the spring. so thank you very much. >> sure. meteorologist maria melina is busy tracking the tropical storm lee and hurricane katia just upgraded today to a category 2 hurricane. maria? >> that's right, greg. katia has undergone rapid changes, but it is not threatening land, and won't be

doing so anytime soon. it has sustained winds of 100 miles an hour and forecast to continue to strengthen. this is something we will have to monitor. right now northeast of the leeward islands, so it will continue on the west, northwest move movement. it is staying south of bermuda and expected to make a curve northward away from the u.s. that's something we will track. but tropical storm lee holding on to the tropical storm strength status with sustained winds at 45 miles an hour. it is a slow mover that the center was offshore of new orleans and now it is over new orleans. it is a slow mover, and we also have the potential to see tornados in some of the outer rain bands. you are seeing heavy rain across portions of the florida panhandle. there is a tornado watch including in the city of tallahassee, florida because of the potential to see tornados from these thunderstorms, and there is another tornado watch in the city of new orleans and southern alabama and southern mississippi. we also get some tornado warnings from some of the

thunderstorms. we'll keep an eye on that. if you live in these areas, keep an eye out throughout the day, especially for a tornado warning. we are not expecting tropical storm lee to strengthen anymore. it is cutoff from the water supply so it will continue to weaken and move slowly. right now to the north, northeast at 8 miles per hour, and it is actually going to get absorbed by something called a trough that is digging in across the central plains. that system will grab lee and move it in a more quicker and northeastward direction. we will see heavier batches of rain across the ohio valley, tennessee valley, and that will bring the potential there toward midweek for flooding over these areas and, greg, the same trough that is digging across the central plains for labor day will be bringing in temperatures -- or bringing down temperatures for texas to the 80s. so a big relief for them. >> finally some good news for the folks in texas. so hard hit there by a drought and the high temperatures. maria, thanks very much.

we are going to get to kasey who is live in new orleans. but in all honesty, they are having audio difficulty. we will straighten it out and then go to him, and he will talk to us about the damage down in the big easy. in the meantime, the price tag to our economy for all of these storms is really beginning to add up. look at this. hurricane irene was the 10th weather event this year costing at least $1 billion. even before irene, property losses in the first half of the year came to $27 billion. that's more than all of last year. a total cost of the economic damage so far this year in the united states, look at this, a whooping $35 billion. by the way, we would like to see your pictures or videotape of a storm. e-mail them to us. you report at fox news .com. give us your name, location, grief description of what we are looking at, and we will get them on tell vismghts remember, safety first.

anticipation is building. president obama unveils his jobs creation plan before a joint session of congress on thursday. it could be a tough sell with disappointing new jobs numbers showing 14 million americans still out of work. republicans especially those vying for the gop nomination already expressing skepticism. steve is live for us in washington with more. hi, steve. >> hi, heather. you are right. republicans are criticizing the president even before they heard his speech. the speeches don't necessarily guarantee action, while some are suggesting the president raised expectations too high. here is michele bachmann, the congresswoman from minnesota. >> when the president made this extraordinary move to call 535 members of congress together in a joint session, he must have something pretty spectacular to tell the american people. he must be planning something on the order of i heard one commentator say he will have to turn water into wine for

members of congress this coming week. it will really have to be something extraordinary to call that many members together. >> other gop candidates also speaking out on jobs and the economy. the front-runner, texas governor rick perry, said the president has spread what he calls economic misery uh across the country. mitt romney plans to unveil his own jobs package on tuesday, two days before the president speaks. and john huntsman of utah says the u.s. needs to come together on an economic plan. >> today we are divided, and it is totally unnatural, unamerican for us to be divided as a country. we will not be able to get our act together as we improve our economy and get back on our feet. i put forward a specific list of proposals, and i think that's unlike anyone else in the race. >> huntsman is proposing a major tax overhaul, and an over haul of the tax code that would include eliminating the home mortgage deduction.

het ?er. >> thank you, steve. we appreciate it. and it might be early in the game to talk about this, but there are plenty of predictions out there including which state could be the best predictor of the 2012 race, and which one republican candidate really has the best shot at beating president obama? how accurate are the predictions? our political panel weighs in coming up. back to our top story. the property damage right now happening in the deep south. tropical storm lee is dumping torrential rain and the storm is moving slowly which is bad news. it gives the drenching rain more and more time to batter a large stretch of the coastline. it could bring a total of 20 inches of rain as it stalls over the southern states. flood defense systems are now being tested in a major way. we go now live to new orleans. crai -- casey, what damage are you see thrg?

>> we are experiencing wind gusts at the moment of probably 40 or 45 miles an hour. it is extremely windy. it is not raining at the moment, and that is good news. some of these squalls come through, and there are moments where it is dry, and that allows some of those floodwaters to recede. but we have been driving around new orleans today, and i have to say some of the damage is fairly isolated. we are talking about some downed power lines of a few thousand people that are without power and downed trees. the primary concern, of course, is the flooding. take a look at this video that was shot in jefferson parish. that's five miles southwest of where i am standing. it is in a low-lying area. a lot of flash flooding, water over the roadways, but no serious reports of flooded homes or injuries associated with the storm. we are seeing the same pictures also coming out of the lower st. bernard parish where the sheriff's department distributed some half a million sandbags ahead of lee

making landfall as this system hovers over the gulf states even more rain is expected throughout the day today and even into tomorrow which is why, greg, the mayor of new orleans is saying we are not out of the woods just yet. back to you. >> no, not by any stretch. casey, what about the levys? how are they holding? >> they appear to be holding pretty well. yesterday there were reports of breeches in at least three spots of the back levy in the plaque man parish. bulldozers were in that area trying to shore those up. but we understand they were not serious breeches because only voluntary evacuations were put into affect there. we understand from the army corp of engineers that all of the pumps in and around the crescent city seem to be working doing their job. officials say that about eight inches of rainwater was sucked up by the pumps and moved over into lake pontchartrain. we just went over to lake pontchartrain within the last hour or so, and everything

seems to be holding there. obviously this is a fluid situation. however, the army corp of engineers constantly monitoring the levies, but no major breeches at this point to report, and we hope the rain continues to stay away. again, the bulk of the storm actually came ashore a little more to the east of new orleans. so the serious bulk of the storm did not hit the big easy, and people here are breathing a sigh of relief in terms of that, greg jie. that's good news. but -- >> that's good news. but it is fluid and we will check back with you. thanks ?ie. libyan rebels are claiming near victory at one of qaddafi's last remaining strongholds. the rebels surrounded the desert town, and they are now just waiting for orders to launch a final attack. we go now live to dominique in t ry poli. >> hi there. this is a major setback for those here in libya who thought they could actually see an end to the bloodshed as

the remanence of colonel qaddafi contemplating surrender. about 90 miles south of us here, it appears the fighters there, some 100 loyalists, are prepared to dig in and fight until the death. one rebel summed it up this way saying, "they have no way out. either they surrender or they die" it appears the rebels will have to do precisely that, wipe them out. one of the rebels was saying, look, they are completely surrounded. here is what he had to say. take a listen. >> the forces as you can see, and this situation is under our control. our force is kilometers from the center. today we are going on. >> the situation creates two

concerns, one immediate and another long-term. the immediate concern is whether loyalists in qaddafi's hometown will also refuse to surrender, and whether we will see one of the of the toughest fights there because the loyalists are some of qaddafi's strongest supporters. they have been given until september 10th to decide. it seems likely his loyalists will serve. theish other issue is what happens as a result of the fight? the tribe there is split down the middle. some support qaddafi and some support the rebels. depending on how many people are killed, that will cause a rouse between the tribe. and require respective of what happens to the qaddafi regime and remanence it will play out long-term in libya's history and the worries and the concerns that continue about a civil war can be hatched in what happens from tonight onwards. back to you. >> streaming live for us from

alorida teenar now in police custody for impersonating a physician's assistant. police say this 17-year-old scammed his way into an id badge at the medical center and used it to roam the facility for five days. during that time he offered assistance to doctors and -- in emergency rooms and performed exams and even cleaned and dressed wounds. matthew's father had no idea what his son was up to and has no idea why. >> if you can come up with a reason, i'm all ears. i am completely and totally all ears. i don't know if i need to get him some psych -- psychiatric

help, i don't know. >> hospital management says according to their records all patients involved received the care they needed. albeit maybe from a 17-year-old. he may have tried something similar though before. records show he was kicked out of a sheriff's department program for teenagers after repeatedly wearing equipment that might mislead people into believing he was a deputy. >> i think he is imitating maybe from the book or movie frank avignol -- >> "catch me if you can" jie. yes, he was a pilot and all these things jie. c yes and he did them well. trying to prevent another curve ball from hitting the housing market, federal agencies like fema stepping in to help hurricane irene victims and being to waive fees. it may not be enough for homeowners already struggling to pay their mortgages if the insurance companies fail to come through.

should the feds step in and help out, or would they be looking at a new wave of foreclosure crisis if they did not? our anchor of "bulls and bears" is here to join us. does it make sense for hud in their doing this to give foreclosure relief to people whose homes were damaged by irene? i get damage relief. i understand that. but mortgage relief? >> well, you know, there is a question in many people's minds if anybody should get foreclosure relief. but these people are in many states -- you have to be in a federal disaster area. there are lots of homes that are underwater literally and figuratively underwater. >> financially. >> financially they are -- >> you owe more than the value of your home. >> yes, your mortgage is more than what you can get. many of these places could be going into foreclosure at a rapid rate.

and that could be just a crisis literally in new england. >> let's put up the graphic on this screen. we are not just making this up. this is serious stuff. these are the numbers, the percentage numbers, of upside down mortgages in the state hit hard by hurricane irene. you begin to add up the numbers and translate those to figures, and you are talking about thousands and maybe tens of thousands of people. if you can't get a payout on flood insurance and you are under water on your mortgage, you might just walk away, ?riet. >> we heard an neck dough tally that some people are thinking about that. the mortgages are more than the house is worth. now they can't get flood insurance to help. what's the use? >> thanks to waiving fees, overdraft, atm and stuff like that? >> on a short-term basis, basically i think chase was offering it until today, wells fargo until last friday. but

most banks will talk to you. that's if you ask them. if you are a hardship case, you would be surprised. they may waive some fees. >> like most americans every time i write that insurance check for the home, i shake my head and go my goodness. are my and everybody's insurance premiums going to go up as a result of this? >> well, the thing is that is so interesting is that you can only get flood insurance from the federal government. >> right. >> and it is a completely strapped, almost out of cash -- >> it is broke. >> yes. and so is this going to be another bail -- bailout? if not what is going to happen to people? they are not getting the money they have paid in. >> even if it is not flood insurance, let's say your home is damaged by falling trees and so forth. your insurance premiums will go up. >> absolutely they will go up. some people are talking about

double-digit percent. >> i didn't know this, but if you lose your job as a direct result of this particular disaster or hurricane, you are eligible for what is known as dua, disaster unemployment assistance. >> that is important. i think that is less controversial than the foreclosure relief. and helping somebody for a short time back on their feet. >> it is going to take a longtime to get on their feet. thanks very much. when it comes to predicting the presidential elections one state is head and shoulders above the rest. the primary to keep your eyes on this political season, we will tell about you that straight ahead jie. and did you hear about this? serena williams making a foul call off the court. >> really? i'm stunned. >> very late night tennis match had something to do with that. what she says about male tennis players that has

still in toll -- in politics, anything can happen, and there is still time for the gop picks. which will challenge president obama in next year's election, but there is a panel that is already hearing from a study that says what happens in new hampshire could predict who wins the 2012 election. another study, this may be even more interesting as you examine biographical factors and it picked rick perry as a challenger with the best chance of winning the presidency. joining us now to talk about it is the chairman of the civic action committee and howard dean campaign manager joe trippy who is a fox news

contributor. let me start with you and let's put on the screen a poll. rick perry leading 26% to romney's 18%, and perry's numbers have jumped up 13% in august, an increase of 13 points. that happens to match the research model that examined 58 biographical factors concluding perry is the only republican likely to beat president obama. what do you think? do you buy this political oppressions? >> that said, anything can happen and right now it is looking very much like the fact that the gop presidential nominee is going to be either texas governor rick perry and mitt romney. but there is a lot between now and then. we have to get through a heck of a lot of debate. we have new primary rules and a a new calendar that is in flux. it is hard to make that determination. that is certainly in governor perry's favor. >> it is not winner take all,

but proportion gnat distribution. -- proportion at distribution. i know you think it is too early to be making bold predictions. but give me some of yours. >> it is always bold prediction time. we don't even know if the republican field is full. we don't know if sarah palin is in or out. there are other people that could get in. chris christie is still thinking about it and may jump into this thing. i will make a bold prediction. i think there will be a third candidate. there will be an independent candidate in this race in 2012 and trying to decide who wins new hampshire with a third party candidate or an independent candidacy. joy joe,-- joe, be really bold and tell me who the pd is going to be? >> i don't know the answer to that yet. that's unclear to me.

there is a group out trying to organize 50 slots in each state for third party candidates. they are doing really well. they can fill it by providing the slot and somebody will step up and take it. >> trust me, if we win in colorado we will win the white house. >> that's what i'm saying. that's my point. it is predicting that he is going to be it is crazy at this point. >> i mentioned the study that says, wait a minute, new hampshire is really the predictor. do you buy that, and if not what other states do you think the nominees really need to focus on to win? >> i think that the nominees really need to focus on florida because florida is really the battleground voter. if you can connect with a florida elect, you can win the presidency. on the republican side of the aisle since 1980, what is wrong with south carolina? it has been right for our nominee every time. but i do really think you need to look closely at florida, ohio, nevada and colorado

because if you can connect with them, you can win the white house. >> the president's approval rating is underwater, as they say. in other words, more people disapprove than approve. the key voting group that propels him to the presidency really seems to be deserting him. look at this among independents. 31% approve while 55% of independents disapprove of how the president is doing. and by the way, a different poll found that 57% of independents say they are going to vote for somebody else. how does the president get those people back? >> it is the economy. the jobs speech he will be getting will be important. >> even the white house says it is not going to turn. >> it is not going to. that's part of the problem. part of the bigger problem is in politics, if the economy

turns tomorrow it takes six months for people on the street to feel that. it has to turn quick here and no one thinks that is in the cards. i think going back to the states, ohio is one i will point to -- the person who wins ohio will be the next president of the united states. it will mean a lot of electoral votes and it is up for grabs. >> one outline i would like to throw in there is the president has a like ability factor that is difficult to measure. that's what is keeping him up-to-date. and i think he will have to play on that. i think they will have to show more than a plan. they will have to cut into the president's like ability if they go to the white house. >> you can tell it is like ability because the approval rating is in the 40s, but when you specifically go to issues of jobs in the economy, wow.

it really dips into the low 30s. do people make a decision based on like ability? >> i think it is his like ability. and i think there is no way about it. people are upset over both parties and the establishment in both parties. depending on who is in there, this could be a very brutal negative election on both sides. in terms of knocking down the republican and winning that way. >> and speaking of brutal, there was a brutal fox news poll that says 74% think that sarah palin should not run for president. ouch. do you think that influences her, or does she not pay attention to that stuff? >> i'm not sure sara pays attention to that. with sara we never know. i will say she wants to influence the debate on the republican side. i think she wants to say -- have a say in who the nominee needs to be. that's where sara comes in. >> maybe wants to be a mini

king or queen maker. >> great to see you. joe lost some weight and you look great. congratulations and thanks for being with us this long holiday weekend. >> thank you. we are keeping watch on a storm causing some serious problems in the gulf region right now. tropical storm lee is stalling, dumping heavy rain on the gulf coast. maria is in the weather center. >> it is just shy of 14 inches, and that's from thursday morning to sunday morning and a lot is being pumped in from tropical storm lee. the strength is 45 miles per hour and 20 miles to the northeast of lafayette, louisiana. the big concern with lee is some of the rain bands that are clashing on land and actually produce some rotation, and then there is the threat for the tornado.

there are two watches, one that doesn't include parts of the florida panhandle. 245* part east from the center of the storm system we are looking at precipitation from lee. 245* watch is in affect from 11:00 p.m. eastern time, and there will be an on going threat. we have the second watch that includes parts of new orleans and southern mississippi and alabama, and there is currently a tornado warning north of the new orleans downtown area including some of the parishes out there. if you live in these areas, seek shelter immediately. a lot of moisture being pumped in. it is shy of 14 inches across parts of louisiana. we are expecting more rain over the next several days because it is going to be a slow mover. the reason why lee is going to begin to track in a more north, northeast direction is because of a front that is producing rain across the northeast. guys, the same front will bring relief to texas as far as temperatures go, but no precipitation in store for texas, and there is still gusty winds over that state producing elevated fire dangers because of the drought, the dry weather and

the gusty winds. >> they could use a little moisture there. a major number for president obama asking the president if he had any shame when it came to the debt ceiling. tea party congressman joe walsh is back, and now he says he is skipping the president's joint speech to congress on jobs. what kind of message does this send to voters? the panel weighs in.

tea party congressman joe walsh is stirring up controversy, refusing to attend the president's job speech before a joint session of congress. this week saying he doesn't want to be, quote, a prop for the president. instead walsh says he will host a small business forum in illinois. and this, of course, not the

first time walsh has made some headlines with his comments. you may remember this, the congressman posting this video on his website aimed at president obama, asking, quote, have you no shame, sir? refer together recent debt crisis. so is congressman walsh crossing the line? joining me is the former president of the women's media center and judith miller, author and fox news contributor. thanks for joining us on this labor day weekend. >> great to be here. >> thank you very much. >> this definitely isn't a good sign in terms of bipartisan support. >> shame on you, congressman walsh. i agree with his fellow republican adam kissinger who said you show up out of respect for the presidency, and because you want to find some ground -- >> common ground. >> that's the appropriate attitude to take. he may not want barack obama

to be president, and he may try to change that in november of next year, but until now he is the president and he shows up. >> standard and poors already gave a lesson to congress saying, listen, you have to work together. you have to do this. by a congressman dhog he baiiveg she saying, i don't want to play ball. i want to take my ball and leave the playground. that's not good politics and it is not good for the constituents. we already have a backlash as a result because we were down graded. we have to work together. you have to be respectful of the president. >> but not the first time he caused controversy, so not a huge surprise that he is doing this. >> not a surprise. i think he wants the attention. this is exactly what is making so many people frustrated with what's happening in dc. i'm glad that he is having some redistricting issues and is going to have to figure out what district to run from. this is not the type of person we need in congress. if anything can come out of this, maybe women will see this type of behavior, and

more women will get into the political process so we don't have this extremely disrespectful, regardless of what side of the aisle you are on. you have to have respect for the office of the presidency. i think many democrats did for bush. i did. looking at the office and not just the person who is in there. if we continue down this track this congressman wants us to go down, we won't get anything done in washington. >> we'll see what happens on thursday. we'll see if it is in fact another speech, just another -- this is the fifth address to the joint session of congress, or if it does have some meat to it. but you have to show up to see. >> have a meaningful dialogue. he is not dhoog if he is not there. >> she not helping his unemployed constituents by not being there. >> there are 14 million americans without a job right now. >> exactly. >> every year it gets here earlier and earlier. and now one store in arizona is actually selling christmas decorations on labor day weekend. this is true. is this a sign of a desperate

economy or a savy store owner cashing in on an early dose of the holiday spirit? it is a swimming pool store too. >> the perfect solution is, if they are selling swimming pools they can sell an icy machine so they can ice the swimming pool and put the christmas tree decorations on top of the ice. you can skate around on the ice september. >> from you doing your christmas shopping you making better budgeting decisions and you won't have much stress and an anxiety. there are folks who wren couraging folks to do their shopping earlier. >> i don't think it is the bad economy. i think it is empowering consumers to just make decisions about christmas presents and a lot more balance.

as it stalls over the gulf coast states, huge amount of water big concern for the crescent city where painful memories of hurricane katrina are still fresh. casey stegall live in new orleans with the latest. >> reporter: day three now of relentless rains and wind, battering the big easy that is because as were you saying, the system is really creeping along. it is essentially stalled out, moving at a snail's pace that is dropping all of this rain. it comes and goes in waves. you can see the dark storm clouds moving in behind me over the mighty mississippi river. as a new squall moves in bringing more heavy rain and wind with it. just as predicted, extreme amount of flash flooding in southern louisiana, in the low-lying areas. we have seen cars underwater, some roadways shutdown. like in jefferson parish, about five miles southwest of

new orleans proper. let's take you to lower st. bernard parish, 500,000 sandbags could not whole the waters back. it is important to point out the flooding you see is not a result of any levee breaches. it is just from a ton of rain on an already saturated area. >> we are expecting 15 to 20 inches of rain in the new orleans region, as a result of the tropical storm. as all of us who have been through this know, it is not how much we get but it is how much in a short period of time. >> reporter: interestingly, the main energy provider sent crewmembers from new orleans here over to the east coast to help restore power for hurricane irene. at the height of this storm there were some 35,000 residents in and around new orleans without power. a lot of those crewmembers obviously brought back ahead of lee making landfall and they are making progress,

happy to report that up in has been whittled down to just a few thousand now left in the dark this labor day weekend. >> gregg: did people get out, evacuate, what happened in that regard? >> reporter: there were some mandatory evacuations in some of the lower lying areas. some people have been allowed to go back home in some of the other parishes there were voluntary evacuations. people with special needs, elderly, people at high risk. we are hearing of people that are allowed to return to their homes, as these flood waters recede. the interesting thing about this coming in spurts, is that you will have periods where the sun might peak through there is no rain falling that allows the flood waters to recede a fair amount some are allowed to go back in their neighborhood. it is unclear how many people remain under mandatory evacuations. at one point yesterday it was

6,000 unmandatory evacuations. >> gregg: casey, thanks very much. >> heather: meteorologist maria molina is tracking the storm in the weather center. we did just get the new advisory. tropical storm lee still a tropical storm, still has the sustained winds of 45 miles per hour moving north at five miles per her. still a slow mover center still centered over louisiana at 30 miles for the northeast of the city of lafayette, louisiana. mortar recent shall rains. reports shy of -- more torrential rains. we think some local areas are going to be looking at totals of 20 inches. the other big concern, those tornado watches still in effect across coastal areas. outer rain bands crash on top of land there's friction and we start to see rotation. of course already some

rotation with the storm system. a lot of those thunderstorms rotate and produce tornados. both of these watches in effect until 11 p.m. eastern. we have several warnings, please stay alert if you live in these areas. just because this isn't a major hurricane you are still looking at big concerns with flash flooding and tornadoes. tropical storm lee's track is forecast to continue in that northeastward track. our graphic is a little funky. expecting to see a lot of rain from the system by tuesday should not be a tropical system any more. possibly between four to eight inches of heavy rain across parts of tennessee, high elevations of the mid atlantic, locally up to 10 inches. some areas, let's say northern georgia, that could go from dealing with the drought to flash flooding. of course, we'll keep an eye on this. also the severe storms tonight. >> heather: do not attempt to drive through that rising water.

city. he issued a statement from atop a bridge over the flooded passaic river, the river that has destroyed so many neighborhoods. this week the river crested at 14 feet, twice its flood sage. local search-and-rescue teams rescued 100 people. there are still thousands without power. here's the president. >> the president: we should not unestimate the heartache that is going through a lot of these communities and affecting a lot of these families. we want to make sure we are there to help. i'm going to make sure after the cameras are gone and attention is somewhere else that fema and federal officials continue to work with our local officials to make sure we are doing the right thing. >> julie: that federal relief couldn't come soon enough. 16 counties in new jersey have been declared disaster areas. the governor wants 21 counties declared saying they really do need federal aid. >> gregg: talk to us about the

reducing their company's tax bills or increasing refund checks at a time when millions are out of a job and many are wondering, what gives? joining us anchor of fox business network's bulls and bears, brenda buttner. people look at these really big money figures. they really are saying, what gives? good thing or bad thing? >> it is hard to know how exactly it you would change it. the government could step in. that hasn't proven to be very useful. one thing to keep in mind, ceo pay is set in large part by the boards of directors. their pay has risen significantly as well. many tend to be pals and cronies of the ceos. that's one thing that is happening. i would like to point out, these numbers are egregious, huge. but if you look at the median

ceo pay of a small business and most businesses are small, it is something like $275,000. still a lot of money, but nowhere near the rest. >> heather: let's look at the big numbers. 25 highest paid ceos average 16.7 million dollars in annual compensation. 22 of them getting net pay increases last year. this is of course according to the institute for policy studies. big money numbers watch is even more interesting, 13 of the companies, from what i understand, pay increases coincide with a decline in the corporation's tax bill or increase in their tax refund checks. what do you attribute that to? >> it is not because profits are declining. many tend to be public companies. they are being paid in stock

options. which makes a lot of sense, because it is more pay for performance. their stocks went up. that's a lot of what happened. i think that's one thing we have to remember. >> heather: ultimately this is what they are paid to do, correct, to save their companies money? >> yes. but you would -- paying no taxes, i mean you know, like in the case of ge, i mean that is amazing that something like that could happen. we all have to pay taxes. i don't know anybody -- >> heather: what do to change it? >> again, you have to look at the boards of directors. i think they are key to change the ceos. maybe ceo pay could be set in a different way. i don't think more regulation and having the government come in with more is really the answer like saying, having the pay czar saying you only get this or you get this. that's anti-capitalism.

unveil his new job's creation plan before a session of congress. given the unemployment figures that came out friday showing not one new net job created last month, the president is likely to face a load of skeptics. joining us to talk about the president's economic and political challenges, john fund, senior editor of american spectator. there's a couple of polls out. new fox news poll showing 60% of voters profit -- disapprove of the president's handling of job creation. that is a record high disapproval, a record low approval. another fox poll may be more disturning for the president, voters have low expectations of him. -- 42% think he has absolutely no idea how to create jobs, not a clue. john, if that is a reflection of the country's loss of confidence in him, can he regain it with some bold

ideas? >> certainly. but, whether these ideas are going to pass congress or b, give him enough support on the left that he can hold democrats is the question. the president has retreated time and again in the last year. he's retreated on the bush tax cuts, on the debt limit. he just retreated on the epa ozone rule friday. if the president goes much further, he risks either democrats in congress saying we are not with you. or a kamikaze primary challenge which would train dr. drain his resources and distract from his message. if the president doesn't move towards the republicans, can he move towards the democrats? no the republican house and a lot of democratic senators aren't going to support another stimulus package. the president is stuck with popular sounding thins in the middle. the question is will they do much good and could they work

politically by november 2012. >> gregg: what would be those things in the middle that might be palatable to the other side? >> extending payroll tax cut social security to employers. that would be relieving a tax on capital and job creation. there's innovative unemployment programs such as one in georgia, where people volunteer to go into training for some companies for part of their time on unemployment. rather than sitting around the house or looking for work, they are being trained and some of those companies might hire them. >> gregg: if the president presents something semireasonable along the lines that you are representing. and the republican party rejects it. might the gop be perceived as negatively, obstructionists? >> sure. i think part of the president's team wants that. harry truman won a come from behind reelection battle in

1948 campaigning against a do nothing congress. the problem is the kinds of things i just outlined are reasonable. i doubt the republicans will put up that much of a fight. republicans claim to love tax cuts how are they going to argue against a payroll tax cut which goes directly to workers? >> gregg: john boehner is going to give a speech one week after the president. i imagine a major speech on jobs from the republican point of view. what would you expect to hear? >> i think he will focus on two this is. one, the united states has the second or highest corporate tax rate in the world that is a real drag on our creating jobs. secondly, repatriation of capital. a lot of american companies that have capital sitting overseas, earned overseas they would like to bring that capital back but the tax rates are too high. i think he will talk about job creation, tax reform. if the president were bold would take a lead from

ronald reagan who said junk the tax system, get rid of loopholes and lower the rates at the same time. i wonder if both parties have the clinical will to do that kind of heavy lifting before the election. >> gregg: back to the president, what little we know of it so far, it may include government investment in infrastructure, which is a different way of saying stimulus. look, if it is a short term stimulus that he ties to long term deficit reduction, will republicans be hard-pressed to say no to that? >> depends what kind of infrastructure it is. if it is a lot of wasted money in the projects that are marginal use like the first estimate 2009, probably not. if it is things that look as if they will have a return on investment, probably they will look at them. the problem with these jobs the president's problem is not just economic, it is political. he already admitted one of the
