service and nursing industry and account executive as senior clerk. my question to you is the unemployment rate in particular among female vets is staggering. at one point, it was at 16.6%, twice that of men. why is it particularly difficult for women coming home from service to find work and how can that be changed? >> well, unfortunately, i have found recently because of my plight that there are very limited resources for female veterans. and i'm hoping that the president would address that issue and make it easier for veterans, female veterans especially to be able to get back into the work field and not only to just re-enter the work field but to be able to make the amount of money, decent wage to be able to be productive not only in the work force but in their homes especially. >> all right. 34 year vet of the navy and the

>> good morning, juliet. it's dry right now. i will say about 20 minutes ago, we had a downpour so it's very characteristic of this tropical depression. it was a tropical storm when it passed through biloxi here. bought a lot of landfall. very sporadic and earlier, dave mentioned inland flooding. that's a big concern and i want to show you why. because here on the coast, look at all this water, a lot of people can relate. it's labor day weekend. here's a boat ramp. typically boat ramps are dry. they're not filled with water. this is not only storm surge, but obviously, it's high tide right now and all that rainfall that we've seen. so think about how much water we're having here, experiencing here all this water in the gulf. now imagine all that water inland and north of us coming down. that's going to be a big concern. flash floods are unpredictable. they can be very, very dangerous. that along with tornadoes is something that everyone northeast -- northeast of us really need to be concerned about as we wrap up this labor day weekend. juliet, back to you. >> thank you very much, elizabeth. sorry about that. we were just chatting about the

weather, of course. let's get out to the weather and maria molina who, i believe, is outside with the latest. >> surprise. i'm inside! >> why would i think you were outside? >> that's crazy. >> sorry. >> it's ok. good morning, juliet and it's incredible to see all that flooding occurring across louisiana and as you mentioned earlier, we have all the wildfires in texas because of the drought. we have no rain from the storm system and gusty winds coming from lee helping to spread the wildfires. two totally different situations in two states that are next door to each other. we have tropical depression lee bringing in heavy rainfall and pumping in moisture from the gulf and bringing in a threat for severe weather this morning. there are a number of tornado warnings across the state of alabama and florida panhandle. we're keeping a close watch on. this rain stretches to parts of the northeast. it's not just because of lee but a cold front. that same front is bringing in relief from temperatures or hot temperatures across the city of actually dallas today expecting highs in the mid 80's but a lot

good morning to you, doctor. what is the lesson to learn from what happened at playland in rye? there was a big fight that broke out what's the takeaway for you? >> the main issue is the veil has become a very polarizing image and at any time there was a restriction on the wearing of veils or the expression of the need to veil, that can be somehow triggering islamaphobia in an inappropriate way. i think we're in an era of disproportionate sensitivities and disproportionate fears about islamaphobia and this unfortunate incident is a great example of that. >> i think it was strange, though, that other amusement parks, six flags, for instance, doesn't have that sort of ban. it makes you question as to why playland did. >> that's a great point, but i think the reason for that is the wearing of the veil has become a new ritualistic image of islamic

orthodoxy and it's a new phenomenon. most amusement parks haven't seen it. we're getting reports of insecure veils that resulted in death. perhaps this is an opportunity for six flags to consider their own safety proposals. this in a way means that doesn't mean that i don't agree with people veiling. we have complete freedom of expression but safety comes first. >> yeah, and they were very clear that was part of their rules and restrictions before that. we want to turn the page to the anniversary of 9/11. we're less than a week out from 10 years after 9/11. and the federal government is issuing guidelines on 9/11 memorials. a little clarification, we said a moment ago that these guidelines do not mention al-qaida. that's not true. they do, however, it appears down play al-qaida. we have not seen the entirety of these 9/11 memorial guidelines. why is that? why is it something that hasn't been made public?

>> i think that's interesting. yes, we do not have documents to go on but i would suggest that's because the documents were meant to be private or reflect perhaps the ambivalence or concerns about how we commemorate 9/11. anniversaries of memorials are reflections of the past and there's a need to retell the colossal event in this country. there's a fear that the inflaming sentiments might provoke islamaphobia. we have a great difficulty to separate out act of terror from islam. we have confidence that they'll be able to create this great sensitivity in their communities. >> that's well said and the best i've heard anybody phrase it. i appreciate the clarity. >> i was going to ask you very quickly, because this is not a religious ceremony, there aren't going to be, you know, imams and priests and rabbis and so forth,

>> hurricane irene may be long gone but the devastation remains in some parts of new jersey. doug lazader is live in washington with the latest on the president's visit there yesterday. doug? >> the white house pretty quickly declared federal disaster areas along irene's path and the administration is promising help for those hit by the storm but there are some big funding questions ahead. we saw the president touring some of the hardest hit areas where the culprit was rain, not wind. he visited both wayne and paterson, new jersey. irene dumped so much rain there that the passaic river crested at twice its normal flood stage. the president offered condolences and promised that the federal government would pick up some of the tab. >> we are going to meet our federal obligations because we're one country and when one part of the country gets affected whether it's, you know, a tornado in joplin, missouri, or a hurricane that affects the eastern seaboard, then we come together as one country and we make sure that everybody gets the help that they need.

>> the problem is that fema is really in a funding bind. we're just about at the end of the federal fiscal year and fema only has about $800 million remaining in its disaster relief fund. that's not much. the white house did request another $5 billion from congress but that won't cover the losses from irene. it's not clear where any of this money is going to come from or if congress will be able to identify savings elsewhere to help offset the costs. otherwise, all of this is simply added to the national debts. back to you guys. >> doug lazader live in washington, thank you very much. it's interesting to hear some of the comments about chris christie, of course, the governor of new jersey and barack obama. has been critical of obama but there they are and all that stuff. >> you can put aside politics even jay carney, the white house spokesman says during natural disasters, both parties put aside politics to get to the bottom of it and help americans.

for explosions. so be careful. a scary ride for passengers on board a united express flight traveling from chicago to canada. terrified flyers screamed as the plane skidded off a wet runway while landing at ottawa international airport. all 44 passengers got off safely. the plane suffered substantial damage to the undercarriage and a wing that leaked fuel. extreme weather alert now. fast moving wildfires whipping across texas, burning thousands of acres fueled in part by the winds from tropical storm lee. dozens of homes have been destroyed. at least two people were killed when they couldn't escape their home in time. thousands more homes have been evacuated as the fires burn all the way from austin to dallas. and another weather alert in the gulf where the threat of flooding continues to rise. elizabeth prann is live in biloxi, mississippi and has the latest on tropical depression

lee. hey, elizabeth. >> good morning, juliet. the sun starting to come up. we wanted to give you a different location caves been showing you the flooding in the marina. we want to talk about other dangers following the coat tails of tropical depression lee. that is the beach. the rip current. we've already heard of two weather-related fatalities, one in texas, one in alabama, both involving incidents where people were getting in the water. what officials tell us is the danger is what you can't see. i know people perhaps on our west coast are used to seeing bigger waves. the gulf is usually very calm. so in the next 24 to 48 hours, people need to be very concerned if they do head to the beach. you can see not a lot of beach goers this morning. typically people wouldn't be laying out, but they would be enjoying a morning stroll, a lot of visitors. another hit this area took is the economy. these beaches would normally be packed. we talked to casino owners who told us they would normally see

from 90 to full cavity over this holiday weekend and there is from 30 to 60% capacity. juliet, back to you. >> juliet: elizabeth prann live in biloxi, thank you very much. all right. speaking of another weather forecaster -- well, she's a forecaster and an expert here. maria molina, what's going on with all of this? >> we are watching what's left of lee. right now a tropical depression, but still gusty across parts of louisiana, mississippi and alabama. we're look at the sustained winds with the storm system of up to 35 miles an hour. still relatively significant. some of those gusty winds stretch as far west as texas where we still have that elevated fire danger because of the gusty winds. no rain, and the drought that's been going on and we have currently some ongoing wildfires east of the city of austin, texas. otherwise a lot of rain being sucked up from lee and also combining with a cold front that stretches from texas all the way up into the interior portions of the northeast. we're looking at a very widespread area of showers and thunderstorms, heavier stuff

across tennessee and mississippi. but there is lighter stuff that we'll watch throughout the day today and actually throughout next several days. by thursday you'll across the northeast. we were hit hard by irene, so there is ongoing flooding. unfortunately, we're going to continue to see that heavy rainfall here for the next several days. widespread, four inches possible additional from mississippi up through portions of the northeast. locally, you can get up to ten inches specifically across tennessee, parts of northern alabama, and also higher elevations in the appalachians across portions of the mid atlantic. guys, back to you. >> juliet: thank you very much. it was a hero's welcome in boise. you're looking at troops from the idaho national guard returning home after more than a year in iraq. the soldiers greeted by family and friends, holding signs and cheering, well deserved. all of them saying there is no place like home.

they face a $5.5 billion payment this month that they say at this point they could not make. will they get a bailout? will congress allow them to tear up union contracts? that remains to be seen. they want to lay off 120,000 people and close 3700 post offices. but congress holding a bit of that up. >> juliet: one of their -- their biggest expenditure is the labor, paying for the people that work for the department. that's pretty obvious. but interestingly, i didn't really realize this, the contracts that have been -- the negotiations that have been going on for decades with these union, leaders essentially have no layoff plan. none of them could be laid off. >> let's be clear about some of those numbers. you said labor, it's 80% of their operating expenses. 80%. we talked about the differences in some of those companies that outsource some of the package delivery, like fed-ex. they're 30% of their operating expenses. >> go to labor. >> ups, about 53%. so clearly much higher.

the problem. this is emblematic of this administration and the direction that this country is headed. the american people know how to mourn, how to reflect, how to think upon this day, especially as a new yorker, as a first responder, this is something that's very personal. the idea that the white house is going to give me guidelines on how i need to do this is represencible and again, the more government you have, the more personal liberties. i think this epitomizes that. how i reflect on 9-11 is certainly a personal liberty and think that the president of the united states would put out a guideline because i'm not capable of doing it myself? i mean, i think that goes to the arrogance of this administration. >> one of the ways you want to observe 9-11 is going to be in a sense, included in some legislation that you want to introduce and will on wednesday. if you can tell everybody about it. >> i will be dropping legislation as soon as we get back in congress to make a national monument out of the

9-11 cross. we've heard about this i beam and the atheists don't want it in the museum and again, let me just say it is not about christianity. this cross was a symbol of comfort and hope for 9-11 first responders, for family, for all those that were part of this horrific, horrific terrorist attack and it's part of the healing process. it's part of that closure. and it's part of the history of that situation and i mean when i say situation, i'm talking about from the attack all the way through 'til today where people are still trying to heal and put their lives together. >> one of the things also, we're not privy to this private security information, hearing that americans need to be vigilant and one of the guidelines is warn the americans they must be prepared for another attack. scary to hear on the tenth anniversary of 9-11. >> that's the reality. the world changed on 9-11. the united states changed forever. we will always have to remain vigilant, unfortunately,
