contenders for the republican nomination. all four are here and ready to go on the record. right now all eyes on the white house. in less than 24 hours president obama traveling from the white house to the capitol where he will he us his long anticipated and promised jobs plan. unemployment rate staggering 9.1%. joining us senator john thune of south dakota. ready for tomorrow night's jobs speech? >> i am. >> greta: what do you want to hear? >> i want to hear something different than what the president said before. what he has said and doing hasn't been working. as you mentioned 9.1% unemployment rate. two million more unemployed today than when he took office. the debt has by 39% since he took office. gas prices doubled. health insurance rates up 19%. food stamp recipients up 41%. this is a bad economic record. his policies haven't worked

many what i hope he comes out with are new ideas. i would like to see him declare a moratorium until his term in office ends on new regulations. that's what i heard the most about when i was traveling over the august break. i would like to hear him say we are going to reform the tax code and make our country more come -- competitive. that he's going to send trade agreements up to capitol hill. something he's been sitting on since he took office. those are all things that would help the economy going again. >> greta: it is bleaker. people talk about the unemployment rate 14 million people without jobs that doesn't count the 11 million the unemployed who have had to accept part-time jobs or jobs that don't meet their original skills or people who can't find jobs. it is even bleaker as we go into this speech. let me ask you this. 9.1% is the national rate, staggering. why is your state 4.7%?

what is your secret? >> in our state we got conservative governance. something we don't have in washington now. >> greta: for a long time? >> over time. favorable business climate. no corporate or personal income tax. great workforce, work ethic. those are things that are attractive. in south dakota, it is a great place to do business. it is probably one of the better kept secrets. we are proud of it. we think the things we are doing are working well. if you tried other places in the country namely washington, d.c.. @út have a detroit, milwaukee, any of the huge urban centers with all those economic problems. there are some states that are doing well, nebraska, obama. there are some states that are doing well. of course there are some that are a nightmare. >> i think a lot of states are defying the national trentd>tr

sore some of the reasons i mentioned. a lot of the states in the center of the country have many of those key elements that i mentioned. i think those things work well when you are trying to create an environment that is favorable to economic growth and job creation. >> greta: i think there is a head wind coming up. not just the unemployment rate. i think republicans are loaded for bear and are sour on him and have given up. may not have a huge amount of willingness to entertain any of his ideas, am i wrong? >> i agree. one of the reasons is the gap between the rhetoric and record. the president is making a big thing out of this. asking for a session an or an opportunity to speak to a joint session of the congress. he's sort of raised the stakes which would suggest this is going to be something big, bold, visionary different than what we've seen before. i hope he lives up to that. we certainly need that.qm right now, as i said, based on his economic record everything that he has done to date has not worked. we've lost 1.7 million jobs

since his stimulus bill passed. that's not a record that you want to take to the american people when he's running for reelection. i think he's trying to chain the narrative. but he has to change his policies. that's what we are going to be looking for. >> greta: nancy pelosi was not happy speaker boehner said there would be no official republican response. after the state of the union the other party responds. why is there no party response? is that a snub to the president? what is it? >> i don't think -- there's going to be plenty of responses. i think you are going to hear from a lot of republicans. he get >> greta: they are going to be here at 10:00. >> you will hear from them. there will be small business people commenting on what they hear the president say tomorrow fight. the other thing is, from what we've seen so far, maybe we will be surprised, what is been leaking out of the white house, really isn't anything different than what

we've had before. i think republicans are anxious to work with the president if he is willing to do the types of things to make the types of changes that are necessary get the country back on a path toward economic growth and job creation. we're a little skeptical at this point, based on what we are hearing that is going to be the case. >> greta: what are the democrats saying behind the scenes when you walk down the hall? >> i think there's frustration on their part too. in some cases because they don't think he's been liberal enough. they think more spending and more keynesian approach. i think too there is a frustration among democrats at the president not showing leadership and acting in a decisive way. he has this sort of narrative of leading from behind is really starting to stick with this president. >> greta: what does that mean? >> i think the president is reluctant to take stands. if you look at his budget this year he didn't do anything to address the serious

fundamental chronic problems we have. massive debt, chronic high unemployment. and those sorts of things. whether it is foreign or domestic policy he doesn't seem to step forward and lead. i think that is frustrating certainly to republicans. but also to democrats. >> greta: senator, thank you. now senator mccain about the president's speech and troop withdrawal. nice to see you. >> nice to be back. >> greta: big night tomorrow night the president is going to speak to a joint session of congress on jobs way do you want to hear from him? >> i foe what we are not going to hear, stimulus -- i know what we are not going to hear, stimulus. >> greta: you are not? >> that word now is verboten. infrastructure, investment. all spending again. stimulus, you can understand according to the cbo the last stimulus package, 228,055 for

every job created. you can see why they want to use the word stimulus again. i think you are going to hear some -- the president is going to say some things that we probably want to hear. i would support a tax break for employers as well as employees. i think that there are going to be some other areas of tax reductions that we could support. overall it going to be old wine in new bottles. spending, intrastructure, setting up a bank that will look hauntingly like fannie mae and freddie mac. so, i think it is going to be more of the same. >> greta: so it going to be stimulus? if you are talking about spending, going to call it something else >> yeah they just won't use the word. seriously, we read that the white house has said don't use the word stimulus. use investment, use infrastructure and all that. so, it is going to be i think

pretty much more of the same. >> greta: i suspect while pundits may be dazzled by the new words. if you are unemployed you are going to see through just new words. the unemployed are desperate and really looking for new ideas and fast ideas. this is -- they are not going to rehash old ideas. >> no. i think that most americans have grown tired of speeches. the president has given lots of speeches. what they want to hear is reductions in taxes. i think the american people want us to get on the path to a balanced budget. i think that it -- we could do some things like a moratorium on new federal regulations would be very important to businesses to make investments. i think that if we said look a trillion that is parked overseas, that corporations hold and say, look give us a

plan you are going to invest, create jobs in america you can bring that back. if you tell businesses and corporations that are sitting on a trillion and a half, look we are going to cut corporate taxes, close the loopholes and we are going to provide you with a certainty if the future, which means a moratorium on new federal regulations, then i think you could see some optimism. look, business and corporations are sitting on lots of money. why are they not investing? every one of them will tell you it is because they have no idea of what the next regulation or the next tax increase is. >> greta: i have less for those big businesses sit -- i have less sympathy for those big businesses sitting on cash. they have a lot of responsibility for the mess we are in. the small businesses don't have a lot of cash parked some place. they are supposedly the engine of our economy. so i take it there will be

some effort by the president and also by the public -- by the republican party to help the business. not giant corporations or these job training programs. >> if we had a tax code they could understand maybe do away with the loopholes and special deals that have been gotten by lobbyists small businesses can afford but large corporations can. let me make one comment, it was e housing crisis that started this terrible recession we're in. and both bush and obama administrations took care of the financial institutions in case you missed it, we have new information that bloomberg reported 1.2 trillion went to these financial institutions. we didn't take care of the community banks who do the lending. most of all, we didn't do anything for the homeowners. until we stop the continued decline in home values and

start keeping people in their homes, i don't think this recession or whatever you want to call it, is going to end. and i also again think we should give them a tax code that they can understand and that is simple and straightforward and give them the chance and the certainty for our nut -- for our future. it is really outrageous that we have community banks all over my state that are still in trouble. those are the ones that do the lending. nearly half of the homes in my home state still underwater. huge unemployment problems. and yet, wall seat seems to be doing very well, at least -- wall street seems to be doing well when you look at their pay, bonuses and profits. it is disturbing to my it is sense in arizona. -- to my citizens in arizona. look at the salaries and bonuses. it is incomprehensible. we put middle america in a

serious squeeze here. >> greta: i'm going to switch gears. the report is the president is thinking of drawing down, leveling -- leaving 3,000 troops in iraq by the end of the year. you are opposed to it, senator graham and senator lieberman don't like it. why are you opposed to it? >> in iraq we have several obligations, i think missions that need to be accomplished in order to ensure the stable of iraq. the area of tension between iraq and the kirkuk area, they have no air assets, we should be helping them with that. most importantly, counterintelligence capabilities that would counter some of these remaining organizations that are still and 3,000 troops is not -- will not do the job. in fact, we a be putting 3,000 troops in danger if that is the level that we're sending.

i know of no military leader that didn't recommend as much as 10 to 15,000 or more, in order to complete our mission in iraq. >> greta: do you think no military leader has said to president obama this iszñ a good idea? >> i'm sure no military leader has. >> greta: this is his own idea? >> i don't know who came up with this idea. it is part of the leading from behind. it is part of this withdrawal from areas that like the president announced about afghanistan against the recommendation of the military leaders to keep us from another fighting season. i worry a great deal, if we left just 3,000 troops in iraq, i think their security would be an issue as well. we are going to have or planning to have lots of americans, state department civilian personnel and

something has to be done to provide for their security if they are going to remain there. i think this is a very serious mistake. and i really believe that 3,000 it a be better not to have any than to have just 3,000 there. >> greta: just so i'm clear, is there any military person you have spoken to or heard about who thinks 3,000 is okay to do? one of the thoughts i have you hear the president say i'm going to talk to my generals many anyone you heard who said leaving 3,000 might be an okay idea? >> i have never talked to a military leader that said 3,000 is a good idea. i have heard talk to many military leaders who specifically said around 13,000 would be a minimum. i think that the president of the united states is as a -- has a pattern now of ignoring

thing i can tell you we can't afford after all the investment is to lose. what does he mean by that? let's ask him. joining us senator graham of south carolina. good evening sir. >> thank you for having me. >> greta: explain yourself. >> i asked the general in june , what is the state of play in iraq? they said we were inside the 10 yard line, 1st down with four plays we are about ready to score. everybody is expected if 2012 we would have some troops left behind to do certain things the iraqis are not yet capable of. >> greta: some troops what? >> 15 to 25 is what the pentagon has been recommending. that allows intelligence gathering. air sovereignty they don't have an air force, train their navy, army, counterterrorism to make sure remnants of al-qaeda and iranian militia are defeated and police the kurd/arab border disputes in

the north. you need 5,000 alone to do that. somewhere north of 10,000. 3,000 troops is a formula for disaster. we would be fumbling the ball inside the 10. not one general has recommended 3,000 troops this is politicians changing what the generals say in a way that makes no sense to lose would mean iran would be able to influence and destabilize iraq and they are trying to do that now as i speak. >> greta: i can't imagine a president of the united states makes that decision without calling up a general. did he speak to the generals on the ground in iraq? >> i don't know if the decision has been made. leon panetta says it has not. you don't pick a number you look at the missions. >> greta: usually defer to the guy on the ground. >> exactly. the commander in chief can overall generals, that's fine. but you need to be within in

the ballpark. not one general has recommended 3,000 troops. >> greta: how do you know they are not saying one thing to you and -- >> because i know them, they don't lie. i've spoken to every one of them. >> greta: recently? >> yes about the number of troops. they say we need air sovereignty. we need to continue to train their army and police. they are getting better but not there yet. if we don't have at least 5,000 between the kurds and arabs that part of iraq can go south. we need counter terrorism presence we have 20,000 civilians we need to provide some protection to them. those missions necessitate, require 15 to 25. i think he could do it between 10 and 15. >> greta: why is he doing that? >> i don't know. they say the political market

at home won't bear any more, i don't believe that. i think most americans are frustrated by the war. they would like for it to end. but they don't want to lose. if you could show them 10 to 15,000 troops would secure all the gains we've made, the 4500 who have lost their lives and the dividends of winning in iraq are enormous. having a stable democracy between syria and iran many changing the culture of the mideast, replace a dictatorship with a representative to democracy is enormous ben at this time to us. >> greta: if the 3,000 is the -- wrong number, grossly wrong are we leaving the 3,000 to be sitting ducks, are they at risk? >> yes, ma'am. >> greta: instead of leaving the 3,000 if we pull everybody out does iran move in, not to mention take all the oil that we don't -- does iran move in and does that change the dynamics. >> what is iran's worst

nightmare to have a stable democracy on tear border. their own people hate their regime. if iraq is successful to create democracy it buts enormous pressure on the iranian theocracy. they are trying to kill our troops, destabilize the iraqi he haves at democracy. if successful, they win, we lose. if we can continue the gains we've made, we've gone from 100 something thousand we can get by next year with 10 to 15. >> greta: what is secretary -- what is secretary panetta is saying? the runway. 3,000 people cannot protect themselves and the civilians we have. to me they would be sitting ducks and we would be number lynn the ball on the 10 yard line. here's the iron -- here's the irony of all ironies obama would be making the same mistake at the end of iraq that bush made at the beginning not having the footprint right. at the beginning of the war we didn't have enough troops to secure the country. wouldn't it be a tragedy after all these years and this close to the goal line to fumble the ball because you are worried about domestic politics? most americans have onec"s!sú g they would like to see america always do, win. it is in our national security interests to make sure iraq ends well and we are well on our way in 3,000, so far from what the generals recommend that it unnerve ofs me. i hope and pray the -- unnerve ofs me. i hope and pray the obama administration will change course.

tonight in a presidential debate. joining us mr. herman cain. already i've seen the press release from your campaign an hour and 45 minute debate. we give you more time on the record. tell me how do we make these debates more effective for the candidates and the viewers and the voters? >> the way you make them more effective is first of all, even if we get less questions greta, i think you should give the candidates at least a minute and a half to answer the question. secondly, they need to show a little bit more equity in terms of giving everybody an opportunity to answer the serious issues. and the third thing is, i would structure them where most of the questions focus on the really big issues that the american people care about. we talked a lot about the economy. we talked a little bit about

foreign policy. i don't think we tacked enough about foreign policy many a little about energy. i didn't get an opportunity, because of the structure to talk more about my energy approach. now, the good news is, i did get a chance to talk about by bellwether central issue, my 9, 9, 9 economic growth and jobs plan. i did get an opportunity to do that a couple of times. >> greta: i'm not going to ask you about let me ask you about foreign policy since it was short on foreign policy. the big issue is whether or not the president is going to draw down to 3,000 troops in iraq. what do you think about that idea if that is the president's plan? >> i believe that's a bad idea. once again, this president did not listen to the expanders on the ground. the commanders on the -- the commanders on the ground do not agree with that.

just like the commanders on the ground didn't agree with the draw down in afghanistan. that's very scary in terms of foreign policy and our position in the world. i don't agree with it. why? because the commanders on the ground don't agree with it. they believe it is too much, too fast. and i believe it is going to leave the 3,000 there vulnerable. >> greta: that's what i don't understand. i really can't believe the president isn't listening to his commanders. i'm a little suspicious there are commanders telling him 3,000 is fine. is there any reason why you think, if it is true, that he doesn't have any commanders supporting hill -- supporting him, why would he do this without consulting commanders. >> two reasons in my opinion. one, to carry out a campaign programs and secondly to create a distraction. this president has nothing to talk about in terms of his

record on the economy. zero new jobs created. they are trying to get away from that. if he -- if next year he can say we have pulled out all of the troops out of iraq, then that will give him something to brag about, an with the taking out of bin laden. the american people are not that stupid. >> greta: do you really think he would do that? risking 3,000 people that he would do it not because he thought it was good judgment and his advisers telling him, but for political reasons. you are saying he's putting 3,000 people at risk and risking iran moving into iraq. do it for political reasons is incredibly horrible. do you really believe that -- do you think that's truly why he would do that? >> greta, unfortunately i do. let me tell you why. scenario. we had nearly 100,000 troops

in afghanistan. the surge was working why would he announce to the world that he's going to reduce by the third over the next year and then send an e-mail to the are going to draw down and this is when we are going to do it? >> it will absolutely be a campaign speech. who can blame him i think he's as hard as he can, campaigning. the fact is he has made many speeches over a short period of time. and continues to make speeches but we get no substance. everyone is saying there's not much he's going to be doing, we'll have to see was. what he's doing is campaigning, pure and simple. >> greta: in a perfect worldmv, let's say he a democratic house and senate and of course he's a democrat, could he turn the economy around and create jobs within 14 months? can he move the economy that quickly? >> what people forget is he had all of that. he could have done everything he wanted to do when he the democratic house, senate, he's the president. instead of he focused on obama care. after obama care everyone took a vacation, nothing happened because everyone was so unhappy, the republicans took over the house. now he have -- now you have this situation that is untenable. and there's a lack of

leadership. so he had all of that. everything that you just said, he had. and could have made those things, including frankly, could have raised the debt ceiling without having to go through weigh went through and it would have been easier. -- there would have been a revolt in the country but it would have been easier for him. everything that you just said he had and he missed his opportunity. >> greta: in light of that, are you saying that it is too late in your mind that -- he has had his chance let's wait out the 14 months and get a new president or are you saying there's still something he could do to redeem himself between now and november next year? >> i guess you could say there is always something you can do. i think the public is fed up with speeches. i don't think they want that hear his speech. i think they want action not speech. >> greta: let's say he hadn't squandered the time leading up to this, he had 14 months when you look at the economy and

policies that could be invoked, is it possible to create significant number of jobs in 14 months? >> i think it is going to be very hard. between things work out well, it takes a year to kick in. it doesn't happen the following day. it is not like oh >> the following morning everybody -- oh gee, the following morning everybody is working. everything has been so far off whether it is his dealings with other nations. whether it is the fact that so many other nations are taking our jobs and manufacturing our goods and manipulating their currencies. so many different things are happening that is bad for this country when you look at opec what they are doing with the fuel. part of the problem we have is that every single time we start to make a comeback in terms of the economy, opec does a number on us and we have nobody that knows how to talk to opec. believe me it would be very easy. >> greta: what happened with the stimulus in 2009? was it not a good idea, no

follow through why did the stimulus bill that the president pushed and embraced has been so ineffective? >> people weren't ready. there was nothing to dig because it takes a long time in this country to get permits even if your government -- if you want to build something in this country it takes years and years. you have to go through sometimes an environmental -- just i do it. i have to go through it. and environmental criteria that make it almost impossible to go quickly, let alone go at all. in some cases you can't build. they weren't ready in terms of the projects. probably most of the projects and many of the projects were wrong. >> greta: is that something the building industry and something that the president's advisers should have known in february '09 or was there expectation they could bypass that and do other projects

that would rev up the economy? >> somebody like me would know it because i'm a builder, i build things. i understand how tough it is to get anything built, even if you know what you are doing. a lot of people do know what they are doing. you can get permits. the it gets back to the other factor we have, regulations. if you want to build a city in china, you can build it quickly, literally, a city. they died one day and two weeks later they are building. -- if you want to build a city here, people would laugh. we was the last time you saw a great bridge being built in this country? you go to china, some of the opec nations you see bridge after bridge. streets are lined in gold. you see things that you haven't seen since we were a great nation. we were doing that many years ago. but we don't do it any more. right now our bridges are falling down, our roads are falling apart. it is very sad. >> greta: is that the

president's responsibility or fault for all those regulations? is that something he should have seen? is that congress? why is it so difficult and shouldn't that had been anticipated? >> you have to end regulation. you also have to stop building iraq, afghanistan, we are pending of dollars in iraq and afghanistan and -- every place else. in the meantime you can drive on our roads because there are potholes and our bridges are falling. basic infrastructure. i don't call that stimulus because i'm a big believer in rebuilding this country. i say it is something that has to be done. you can't have bridges where engineers are saying this bridge is dangerous for cars to cross. you have seen it recently where a bridge came down, killing people. i don't even call that stimulus. i call that putting our country back into shape. >> greta: is -- let me go back. we have to study history to figure out where to go.

is that something they should have known in february '09 or not? is that ideology on the part of the president? is that naivete, bad advice, bad luck? >> it is a lot of things. but it is something they should have ódgdj5z and could have planned for. in order to do it, maybe they have to pass a special regulation that -- this would be a regulation that would let member build. people stop projects for the wrong reasons. if you are building a certain project on a certain type of grass you cannot build it. if you are building something that you want built desperately, that is really needed and a certain type of creature is in the way. you can't build it. you a be talking about thousands and thousands of jobs. you may be talking about something that is very, very important for the vitality of the nation. and you can't build it. they have to do something about the regulations. they have to do something
