consider the front-runner. texas governor rick perry will join me in just a moment. he has attacked the an anyoned one on everything from israel to the economy. tomorrow he will -- he will turn his attention to the eight republicans who will join him at the gop debate in orlando, hosted by the fox news channel way is his strategy heading into tomorrow night? joining me governor rick perry. welcome, good to see you. >> good to be on again, thank you. >> sean: we appreciate you being back. looks like things are getting heated. last couple of debates, back and forth today and the last couple of days between you and governor romney. is it personal or business? >> it is business. listen, i think it is important for the people of america and certainly in republican primary to see the clear differences that the candidates have and we need to nominate someone who will have

a stark, clear difference between the republican nominee and president obama. i think i am that person who can clearly delineate the differences. we don't need to nominate obama-lite. we don't need to nominate someone who will blur the lines between president obama and our nominee. this election is about the future of america. who is going get america back working again. i think i can handle that part of the job creation side of it as well as anybody that is going to be on that stage tomorrow night. >> sean: do you think some of the other candidates -- that's a rough term. if you are going to say maybe some of the other candidates are obama-lite that's the worst thing you can call me. hannity you are like obama. >> i think it is important that we have a clear distinction between any of the candidates. when you take a look at what mitt did from the standpoint of romneycare in massachusetts, you are going to have a hard

time finding a difference between obamacare and romneycare that's the facts. there's no way around it. the facts are the facts. >> sean: he's made a distinction. a federal mandate and what the stays do on their level. and he's explained it to me in interviews and in the last debate were you in. -- do you not buy that distinction? >> well, i think the real clear distinction is that he stood up and said that on o'reilly factor that one of your fox programs, that it was the right thing for massachusetts. but it wasn't the right thing for massachusetts. beacon hill study out this last week said it cost 18,000 jobs in massachusetts alone. the total cost of romneycare was eight billion dollars. think about what that will mean across the country if obamacare goes into place if it cost 18,000 jobs, the same

type of program, and he said it was right for massachusetts. it wasn't the right thing for massachusetts. it is a job killer. we need to repeal it, in its entirety. >> sean: for the record he supports repealing obamacare. i'll let you guys get into that tomorrow night. enough front of me, i principled it out, the issue keeps coming up. -- it is about you, your position, on social security, you used the term ponzi scheme. it goes deeper. if you read it in its full context and in the book here. you conclude this is going bankrupt. you walk through the history of social security. people wouldn't receive it until they are 62, at a time when most people are expected to die at 60. that was a surprise to me, i didn't know that the question is, where are you with social security now? there are some people that think that you're saying it ought to be repealed. you seem to be giving a

different message in these debates. it might be good if you can clarify what you want to do with social security right now. >> yes, sir itch the most important issue is anyone -- who is on social security is approaching social security age, made plans for the retirement with that social security in mind it will be there for them. for anyone to say that it is different than that, that's the old tactic that the democrats used back through the years to try to scare the senior citizens that's irresponsible. if anyone on that stage that's a republican and wants to be a republican nominee, is trying to scare our seniors with this issue that somehow or another, i'm going to do away with social security, that's not appropriate. it is irresponsible. here's what we know. that the program as it is set-up today is not going be viable in the future for our young people.

those kids know what a ponzi scheme is. you are paying into something and it is going to be the ones that pay in first, there's not a pay-out for them when their time comes. kids know that. 25 to 36-year-olds know that program is not going to be in place. so let's have a grown-up conversation. republicans have identified that social security is wrong. a lot of republicans, including paul ryan, has said the same thing that it is broken it has to be fixed and i agree. i agree this is a upon ski -- a ponzi scheme. are we going to raise the age at which people become eligible for it? are we going to allow the young americans out there that are working to have private sector account-type options? all of those are appropriate conversations to have. but the key is, those that are on social security today, those that are approaching the

age of being eligible for social security, you don't have a hinge in the world -- we made a sacred pledge it is going to be in and fully funded. don't buy into the scare tactic let's talk about how republicans are going fix social security for the future of this country. >> sean: this is an important point. if people would read your book, i think it goes deeper than what happened. you said, if you say social security is a failure, which you did when you wrote the book you will inherit the wind of political scorn. all of which has happened. seniors might think you want to cut benefits they paid for. new culture of do something, it is now trumps any constitutional restrain and feeds the political beast in washington. i hear what you are saying. save it for those that are on it. those that are reaching social security age. you say it is a sacred prom. what about for future generations? would you consider another system or do you want to fix

that system? >> i think we ought to have a conversation. is there a better way? are private accounts an appropriate thing for a young american to say, i'd rather manage this account myself. i'd rather put the dollars in there, manage the account myself. there may be some other young workers who say, i don't want to mess with that. i would rather the government run it. it may not be as much but i don't want to mess with it. do we need to means test it? do we need to talk about phasing in, if you will, the age upward? obviously, we are going to live into substantially older age than what was expected. >> sean: i'm going to live longer than liberals would like governor. this was a good point too. the life expectancy when they created the program, as you pointed out was 60. your benefits didn't kick in until 62. this was from the beginning not designed to extend decades

out into people's lives. you would like to have a conversation about options, choices for younger people, save it for the older people. i want to make sure i'm clear. means test perhaps, naught on the table. raising the retirement age on the table. operate-out -- opt-out is that an option totally? >> it is an option for some state employees in some stays we talked about that in the book as well. galveston, brazoria, bobby jindal in louisiana they've had luck with that type of program with state employees or retired state employees that's what we are talking about here. those ought to be conversations that we have. this ought to be about giving people options. i'm all for that. i think the american people understand that now. marco rubio, he talked about this in his campaign.

johnson talked about this in his campaign. both of those individuals n the united states senate today. so you can have this conversation. it no longer is that third rail that no one can talk about. as a matter of fact, i think americans appreciate people being honest and upfront with them about social security. >> sean: it is interesting, i hope you are ready for this. if you were get the nomination. remember when paul ryan talked about medicare. they had a paul ryan lookalike throwing grandma over the cliff. are you prepared for the demagoguing that comes with this? >> i've been doing this for a pretty good spell running three times in texas for governor. i think americans are ready for someone to look them in the eye and say here's the straight-up about what is happening in our country. they want someone that can get in country back working again. i'm not talking about just working to make government work. i'm talking about getting the private sector back, creating the jobs and the wealth in this country so we can truly

>> sean: we continue with my exclusive interview with rick perry. governor, let me ask you this. we have the worst housing market since the great depression. the longest period of sustained unemployment since the great depression. 46.2 million americans now living in poverty. nearly one in four children living in poverty. what has -- ultimately, if you win this nomination you are going to be running against president obama. make your case to the american people, what would you have done differently? what did he do wrong? and how do you get us out of this? >> well, the biggest issue that is going on is we are spending money we don't have on programs we don't want. obamacare is a great example. forcing a program that the american people don't want.

now we've read it and looked at it. repealing obamacare would be one of the first things i would within my power either with executive order, obviously working with the legislature to get rid of the rest of it. the second thing we need to do is remove, if you will, pull back all of those regulations they put forward epa or wherever those regulations are coming and killing jobs. those regulations are probably the biggest job killer out there. then work with the congress to restructure taxes on the personal and corporate level that's how you get america working. during the period of time that i've been governor of texas, we've created over a million net new jobs. since june of 2009, 40% of all the jobs created in america were created in texas. we have a blueprint for getting america working. we've done it for the last decade. we've led the nation in the creation of jobs. people understand if you will empower the private sector, if

you will empower those small business men and women across the country out there and remove the double whammy of overtaxation and regulation they will risk their capital and create jobs that will create wealth that's how we get in country back on track. that's how we payoff this monstrous debt hanging over the country. and it is how we have a foreign policy that people respect. because we got the power of an economy to drive a military and in turn, gain the respect of those allies and those that are our competitors. >> sean: do you think president obama doesn't get that? >> i gotta think that he must not. we tried this keynesian theory a couple of times under this administration. it has failed miserably both times. it won't ever work. you cannot spend your way to prosperity. it has never worked and it never will. my instinct s he just dsn't get it.

>> sean: there's been a -- a battle between you and stimulus funds. you rejected some of them. i think fully you didn't want to accept anyof them. you thought it was in the best interest of the people of texas if other states were getting it, you would accept it. >> we sent a lot of money to washington. the fact is, to not take dollars that we send to washington, d.c. would not had been in the best interests of the people of the state of texas. the purity of the notion you are not going to take any money. if they make the trade we don't have to send any up there, we have a deal. >> sean: some people said you used the term once succession is that something you believe? >> no, i never used that term at all. >> sean: why was it reported? >> i have no idea to be honest with you it was never a factual bit of reporting. it was shouted out by an

individual at an event at a tea party actually. i said listen, america is a great country. we have no reason we would ever dissolve this union. i said i get it about why people are frustrated, because they are seeing washington spend this massive amount of money, huge debt being created. people are really frustrated with what they see in washington, d.c.. i understand that, didn't agree with it, but i understand -- understood it. >> sean: two issues in terms of people writing me, calling me, conservatives that like you, have two issues. one you dealt with this the last debate. you thought it was a mistake the mandatory hpv vaccination. the other is your position on immigration and interstate tuition. as you look in retrospect if somebody does not enter this country legally, do they deserve the benefits of citizenship in that way?

no, as a matter of fact, that should not be -- the dream act friends the federal dream act -- for instance the federal dream act, not for it. those people who came to the united states by no fault of their own. remember this is a texas issue and education issue not an immigration issue. texans by an overwhelming majority, 181 members of the legislature, all but four voted for that bill to allow those young people who had been in the country for at least three years in our schools, doing the work, on their way towards getting a high school diploma. they were pursuing citizenship. we wanted those individuals to be contributing members of our society, not a drag on society. that i think is the american way. now, all of these issues about immigration, that are coming up that are being debated. we would never have that conversation if we would secure the border. it has been the failure of the federal government to put the

boots on the ground to put the strategic fencing in place to put aviation assets along that border so we can immediately respond to the border when we see activities. we know how to secure the border. 400 million dollars in texas doing it. >> sean: three names off the top of your head that have come to mind when you think of potential vice president, if you were to win. everyone is going to be targeted on him. he answered social security. i asked him about immigration. he had already answered i felt the hpv vaccine issue enough. he said i was wrong, i'm sorry. there's nothing else he could add to that. what did you think of these answers? there are differing opinions. rove and morris thinks he need to moderate on social security. >> this was the strongest that i've heard him on those issues. look, i think back to ronald reagan when he first ran in 1976 and then 1980. by the time he ran again in 80 he had run once before so he had been through the drill. prior to that ronald reagan spent 20 years marinate going in conservatism. he wrote by long hand his own radio addresses. by the time he ran for president, both times, actually all three times, he understand -- he understood the logic behind conservatism. >> sean: are you saying you don't think romney does?

>> i think some of the unease that conservatives feel with romney and governor perry on different levels that they want to hear a stronger defense of conservative principles. when you were asking him about social security. he gave you an answer and he has been better than he has been previously. i want to hear more meat on the bones, passion, strength from him. i think we haven't quite gotten there he will get better as a candidate as all of them will. >> i think they are playing it a little close to the vest. you don't come out and show all your cars in the beginning. he's been a little timid. he hand participated in interviews, yours a big one for him. tomorrow will be key that is going to be huge. everybody has to stay up and watch that we'll get something more concrete at that point. >> sean: i think all these candidates are growing. like "american idol" some people are gonna take

why wouldn't they testify freely? >> the scandal chickens ar^ combing home to roost for the obama administration. this is one of the top three biggies on my list. a half billion dollar massive big green boondoggle that has blown up in their faces. the solyndra executives are conveniely able to invoke the fifth amendment because of the criminal investigation that is going on with the fbi. again, with regard to that probe, it is not really clear what is going on. taxpayers are still in the dark about how this solar racket all worked out. as with all of these scandals that we've covered over the years classic pay for play. and it is combined with what i love jim demint's description of this, venture socialism. where the obama administration has been put in the catbird seat of picking what it

believes would be the winners and losers and ignoring all of the red flags about this green jobs bomb! then being able to get off the hook! that's the thing. we pay, we are paying for this. >> sean: 535 billions that's a lot of money. a lot of poor people. the 42.6 million in poverty could be helped. fast and furious, solyndra and lightsquared. lightsquared and solyndra interesting in this regard. they both have two things in common. they've got big bundler donors to the obama campaign in 2008. they have access to high ranking people in washington. that results in money that was not wise to spend and money poured down the drain. the question is, are you buying access? is this pay to play? give us money, help elect us,

we'll kickback this money to you vis-a-vis the taxpayer money? >> yeah it is textbook pay for play, obviously. in the case of solyndra and the case of lightsquared what we have are complete denies -- denials from the white house and their spin there's politics had anything to do with it. when in both cases you had long-standing relationships between the democrat party, team obama and these donors who were able to siphon hundreds of millions, if not billions away from the taxpayers for their failed ventures. i think the lightsquared one is particularly worrisome to me. is similar to fast and furious in that these are both reckless judgments that did and may have risked american lives and american security. >> sean: there's two other components that's a very important one. remember, in the case of lightsquared, you are dealing

with gps guiding our missile systems. they try to influence and persuade general shelton to change his testimony. so we've got that aspect. one other point that i haven't brought up yet. fox news reported it yesterday. in 2005 then senator obama invested close to 100 grand in sky terror the company that chained its name to lightsquared. -- that changed its name to lightsquared. >> absolutely. i go through this in my column. all of the links of the all of the public docents, all the campaign finance documents that showed that obama was invested in this company at a very interesting and curious time. in fact, "the new york times" reported in 2007 that when he made this decision to invest close to $9y,000, $100,000 stock in sky terror, that --
