[ applause ] >> brett: welcome back to orlando and the republican presidential debate. we're partnering with google and the florida republican party. now to the topic of foreign policy. all we've been showing you these word clouds. all the searches on foreign policy. israel is the biggest, the words used in questions. that brings us to the first question. this week with palestinian efforts at the united nations the issue of the future of israel is a big concern to questioners. governor rom any, top question voted in the foreign policy section. >> as president, how do you approach the new reality in the

middle east specifically with regards to our ally israel and the threat it faces from iran, hamas and now the palestinian authority? >> very simply you start out by saying you don't allow between you and your friends and allies. the president went about all this wrong. he went around the world and apologized to america. he addressed the united nations and chastised our friend for israel in building settlements and said nothing about hamas launching rockets into israel. he threw israel under the bus. right course, if you disagree with an ally but in public you stand shoulder to shoulder with your ally. the right course for us.... [ applause ] >> it's not to try to negotiate for israel.

the right course is to stand behind our friends, to listen to them and let the entire world know we will stay with them to support them and defend them. with regards to iran that represents the biggest threat to israel we have to make it abundantly clear it's unacceptable, it is unacceptable for iran to become a nuclear nation. [ applause ] >> brett: thank you, governor romney. mr. cain, palestinian authority brought their bid of statehood to the united nations. how would you respond to the declaration of a palestinian state? >> it starts with an extension of the reagan. peace through strength. my philosophy would extend that through peace through strength and clarity. this administration has not made it clear how it stands with israel. when i was in israel last month i met with the deputy prime minister and he made it shockingly chillingly clear that given everything that is going

on, number one, israel will defend itself with all of the tensions going on in the middle east. they made it real clear he wasn't real sure how this administration stood when it came to israel. i made it clear, but i would also make it clear to the other people in the world that if you mess with israel, you're messing with the united states of america. [ cheers and applause ] >> if in fact it was clear to the palestinians whether united states stood they might have had second thoughts about trying to pull such a move without negotiating with israel. >> brett: here is comparison of searches on google for israel, pakistan and afghanistan over the past few years. you can see the lines here. israel dominates the searches except for a few critical moments in time for pakistan.

which brings us to this. governor perry, if you were president and you got a call at 3:00 a.m. telling you that pakistan had lost control of its nuclear weapons at the hands of the taliban, what would be your 1st move? >> obviously before you get to that pointed you have to build a relationship in that region. that is one of the things this administration has not done. just yesterday we found out through admiral mullen, hicani has been involved, a terrorist group directly involved with the pakistani country. to have a relationship with india, to make sure that india knows they are an ally of the united states, for instance, when we had the opportunity to sell india the upgraded s-16s we kheod not to do that. we did the same thing with taiwan. our allies need to understand clearly that we are their

friends. we will be standing by there with them. today we don't have the allies in that region that can assist us if that situation that you talked about were to become a reality. >> brett: if the security situation were to fall apart in iraq in 201, would you support sending u.s. troops back to the region to stabilize? >> i'm not taking them out of the region. i believe we need to listen to our generals and they have been clear.... [ applause ] >> we need to continue to stabilize iraqi government wants and needs our intelligence, in particular. we need to have anywhere, hearing numbers of 20,000, 30,000 troops potentially to remain in iraq, not indefinitely but to continue to make sure this is a stabilize transition. this is the difference between congressman paul, governor perry

and huntsman and myself. i stand up and say we engage in iraq and afghanistan. we engaged because we want to be successful. we want victory. we want to have accomplished a national objective for this country. we're not a political agenda to withdraw troops. so the first thing is to make sure there is success. to the answer the question on pakistan, we should be establishing relationships in pakistan with allies of ours, folks like relationships with president musharraf so if in fact something like that were to occur we can work in concert to make sure that the coup could be overturned and make sure those nuclear weapons do not fall in those hands. working with allies, we want to work in that country to make sure of the problem. >> brett: many of the questions

we received had to do with the u.s. economy. russell had the top voted video question in the section of foreign policy. >> when are we going to get someone in the white house that can stand up in these other countries and say you are not getting any more of our money. you send billions of dollars in overseas that take.... >> i think there is a lot to that. i have been a strong supporter of international assistance but a couple of good reasons to review the program. i would virtually replace all government aid that would encourage american companies to create jobs. our bureaucrats giving their bureaucrats money is a guaranteed step toward corruption. second when you have countries voted against the united nations consistently you have to ask

yourself why are you giving them anything? we came out of world war ii with a generosity that made perfect sense when we had 50% of the world economy. it's a different world. i want to go back to your question on pakistan. i think people need to under. this world is in danger of becoming dramatically more dangerous in the not too distant future. people talk about iranian weapon there may be 100 nuclear weapons in pakistan and the example you used is not too farfetched. >> brett: thank you. governor, here in florida charter flights to cuba have resumed. is there a problem with that and what are your thoughts on u.s. cuba policy? >> i think the biggest threat to national security is that we are

bankrupt. i promising to submit a balanced budget in the year 2013 and included in that is 43% reduction in military spending. i think it's crazy that we have foreign aid to countries when we are borrowing 43 cents out of every dollar to do that. military alliances, military alliances are really key to other countries taking up the slack. with regard to flights to cuba, you know i'm in favor i think of the whole notion that trade promotes friendship as opposed to not. i would be inclined to looking at establishing or supporting those kinds of flights. >> brett: governor, thank you. >> excuse me brett. i could weigh in this. >> i would like to weigh on this according to the state department's website there are four nations that are faith

sponsors of terror. cuba is one of those nations. we would never have flights between the united states and cuba if they are state sponsor of terror. megyn kelly is on the topic of social issues. >> i just want to respond to my friend, rick santorum. we do have a difference of opinion here in terms of overall foreign policy. i think as the only one with foreign policy experience having lived overseas four different types, we don't have a foreign policy and we don't project the goodness of this country in terms of it will be, open markets and human rights. right now our core economy is broken. we're 25% of the world's gdp. the world is better place when the united states is strong. guiding anything we talk about from a policy standpoint needs

to be fixing the core. after ten years of fighting the war on terror, people are ready to bring our troops home from afghanistan, rick. this country has given it's all. [ applause ] >> special forces capability but we're going to have to do that in every corner of the world but we need to fix this th core and get serious about what the rest of the century holds on for this country. >> just because our which is sick doesn't mean that our values are sick. we're going to stand up for those values to make sure that our country is safe. bottom line that you just mentioned, we should be fighting for to win, not fighting wars for politics. this president is starting a war in afghanistan with one hand tied behind our generals, not giving the troops they need. not giving the rules of

limit? >> i think thomas jefferson stated it best. he was the author of the religious liberties that he valued so much. that is the united states government should not be a state church. that is really what the fundamental was of separation of church and state. when jefferson wrote a letter to the danbury baptists, they wanted to know will you have a national church in the united states? he said no, because we believe in freedom of conscience. we believe in freedom of speech. that a foundational principle in the united states but it doesn't mean that we are not people of faith and we should exercise their liberty in a public square. freedom for all people to express our beliefs in god. >> this question stirred up controversy online. it comes from steven hill who a soldier. >> in 2010 when i was delayed dloid in iraq, i was a bay soldier and i didn't want to lose my job. under your presidency do you intend to circumvent the ban on gay soldiers in the military. >> i would say any kind of special activity has no place in the military. to make it a provision in the military we're going to recognize a group of people and give them a special privilege remove don't answer, don't tell. to try to inject social policy in the military and military's

job is to defend our country. we need to give the military, this is all volunteer, the ability to do so in a way that most efficient in protecting our men and women in uniform. i believe it undermines our ability. >> what would you do like soldiers like sfeechb hill. now, he is out. now, he is out, so what would you do? >> we're playing social experimentedation and that is tragic. going forward we would reason statute that policy. it would be reinstituted and i would not throw them out because that would be unfair to them because of the policy of this administration, but we would move forward in conformity what was happening in the past, sex is not an issue. it should not be an issue.

do me with respect to life. i have spent a lifetime dealing with life, but i think the law doesn't solve the problems. only the moral character of the people eventually solve their problems, not the law. time to time and wishing happy birthday. talk to him on a relatively regular basis. i highly respect the president and his public servants. what we have in difference is probably as much in style and substance on various issues. you know i was very vocal in my disagreement with him on medicaid part "b" that the federal government should be involved. that is an expensive program. i was also vocal against no child left behind. it gets back to the federal government has no business telling the states how to educate our children. >> thank you. we've been showing you these throughout the night. take a look at this one. all the questions on healthcare. you can see the big word, obamacare, chris has the questions on healthcare.

[ cheers and applause ] >> we all share in the happiness your situation, but if you say if obamacare had been in affect when you were first being treated, you would be dead? >> the reason i said i would be dead on obamacare is because my cancer was detected in march of 2006. from march of 2006 all the way to the end of 2006 of that number of months, i was able to get the necessary c.a.t. scans,

go to the necessary doctors, get a second opinion. get chemotherapy, get surgery, rekruip rate and get more chemotherapy in a span of nine months. if we had been on obamacare, and bureaucrat would have told me when to get the c.a.t. scan, that would have delayed my treatment. my doctors tell me because i able to get the treatment as fast as i could based on my timetable that is what saved my life because i only had a 30% chance of survival. now, i am here because i can do it on my timetable and not on bureaucrat's timetable. this is the one of the reasons a lot of people objecting to obamacare because we need to get bureaucrats out of business trying to micromanage healthcare in this nation. >> governor huntsman, you say that president obama's healthcare plan is a trillion dollar bomb dropped on taxpayers and job creation, but i wanted to show you the top voted question on youtube. it was submitted on healthcare. it comes from ian mcdonald of michigan who says he has a health problem. watch it, sir. >> i am a student so for me and those like me democrat healthcare reform allowing us to stay on our insurance longer would be a godsend. if you were elected would you work in the state position of the party to repeal this reform. if so do we pray really hard that our illness --. >> chris: what about provisions that he talks about. the one that allows kids to stay

on their parents' policies until they are 26 or not limiting coverage for preexisting conditions. president obama says the only way insurance companies can afford to provide those kinds of reforms is with the individual mandate where they get a lot of new customers? >> when i hear this discussion i think of my daughter elizabeth who is sitting in the front row who suffers from juvenile diabetes. i am also reminded we are fundamentally approaching healthcare reform the wrong way. one trillion dollar bomb of obamacare is creating such uncertainty in the marketplace that businesses are not willing to hire, not willing to deploy capital in the marketplace. so you are sigh what do we do? er say we go out to the states and let the statements experiment and find breakthroughs in hour we address. it's a three trillion dollar industry.

i want to do like we did in utah. in direct response we need affordable insurance policies. we don't have affordable insurance policies. we got one in a state of utah a strip down bare bones that young people can afford. then you can whittle the high percentage of people that are uninsured because they have an affordable policy. number two you have to deal with cost containment measures like harmonizing medical records. we'll turn to the states where we'll find answers to this terribly difficult program. >> brett: in the last debate you criticized governor perry for mandating sixth grade others get the ppv vaccine to prevent cervical cancer. then afterwards you suggested the vaccine was linked to mental

retardation and it could be a potentially be a dangerous. american academy of pediatrician says the ppv vaccine has an excellent safety record. do you stand by your statement that the vaccine is potentially dangerous, if not should you be more careful when you are talking about public health issues? >> you first, i didn't make that claim or statement. immediately after the debate a mother came up to me and she was visibly shaken and heartbroken because of what her daughter had gone through. so i only related what her story was. here is the real issue. governor perry mandated a healthcare decision on all 12-year-old little girls in the state of texas. by that mandate those girls had to have a shot for a sexually transmitted disease. that is not appropriate for a governor to make. it's appropriate for parents

make the decision in consultation with their doctor. here is the more important point. governor perry made a decision where he gave parental rights to a big drug company. that big drug company gave him campaign contributions an hired his former chief of staff to lobby him to benefit the big drug company. that is what was wrong with that picture. [ applause ] >> brett: i'll give you 30 seconds to respond. >> i got lobbied on this issue. i got lobbied by 31-year-old young lady who had stage four cervical cancer. i spent a lot of time with her. she came by my office. she talked to me about it. i readily admitted we should have an opt in for this program but i don't know opt out most parents don't get. the fact is, i erred on the side

of life and i will always err on the side of life as a governor and president of the united states. >> brett: i have another question for you, texas has the most uninsured residents of any state in the country, 25%. in the last debate you blamed it on restrictions imposed by the federal government, but we checked about that, sir. in fact, the feds treat texas like they do all the other big states. on its own, texas has imposed some of the toughest eligibility rules for medicaid. in fact you rank 49 in this medicaid coverage of low income residents. isn't the uninsured problem because of decisions made by texans? >> i disagree with your analysis because we've had a request in to the federal government so we can 6 a medicaid waiver for

years? >> the federal government has stopped us from having that medicaid waiver. allowing the state of texas or for that matter the other states that were making reference here to have them give more options to be able to give the optional, there is a menu of options we could have just like jon huntsman talked about that. is how we go forward with our health care. each state deciding how to deliver the healthcare. not one size fits all. the whole concept of not allowing the states to come up with the best idea about how to deliver healthcare in their state you. the fact is people continue to move to the state of texas, some of the highest rates in the country because we have created a state where opportunity is very much the worth of the day there for finding work and what have you. healthcare is part of that. we're proud of what we put

together in the state of texas. >> brett: governor romney, governor perry called romney care socialized medicine. he says it has failed in western europe and massachusetts. he warns that republicans should not nominate, his words, obama lighted. >> i don't think he knows what he is talking about the. let me tell you about our system in massachusetts. 92% of our people were insured before we put the plan in place. they have private market insurance. 8% of those people that weren't insured. let's find a bay to get them insurance. market based private insurance. we didn't come up with some new government plan. our plan has good parts to bad parts. the things i changed, some things i like about it. it's different than obamacare. what you heard from herman cain

is key point is that obamacare tends to put someone between you and your physician. it must be repealed. if i'm president on my first day in officely issue an executive order which directs the secretary of health and human services to provide a waiver for obamacare to all 50 states. that is bad and unconstitutional and it shall not stand. >> brett: governor perry. >> i think americans just don't know sometimes which mitt romney they are dealing with. is this the mitt romney that was on the side, against the second amendment before he was the second amendment? was it before the social programs from the standpoint he was standing up for roe versus wade before he was against roe versus wade. he was for a race to the top.

we'll go down the row. governor huntsman. >> first of all. this is a human tragedy playing out with 15 million unemployed. so many million, they have absolutely given up. they talk about foreclosures in new hampshire first time ever in the middle-class. i would drop something on congress, one my tax reform package endorse by the "wall street journal.". two, seriously regulatory reform. three, energy independence, pickens had great ideas of converting to natural gas. its 3500,000 job creator. it would get the engines of growth like nothing i can think of. would do is repeal obamacare. >> brett: governor romney. >> all across america you have families sitting in there living rooms and kitchens with a calculator and a checkbook seeing if they have enough money to make ends meet for the month or week. you have people filling out job application forms knowing there are hundreds of other people that are doing the same thing. these are tough times for a lot of people but we are patriotic people. we place our hand over our heart in the playing of national anthem. no other country does that. if we have a leader that notion how to lead, america will remain the hope of the earth and strongest nation in the world. i'll do it. that are job killing. then we sit with congress and we lower those corporate tax rates. we lower those personal tax rates and then we put our plan to make america energy independent and that is the way you get america working again. >> brett: congressman paul? >> government isn't going to be expected to create the jobs. they have to change the environment. you can't do that intelligence you understand where the depression comes from and you can't understand that unless you know where the bubbles come from. i've been arguing this case for 20 years and warning about bubbles in the housing bubble, nasdaq bubbles and lots of other economists have been doing the same thing. you have to deal with the federal reserve system. you have to deal with free markets and you have to deal with the tax program and regulatory system. then you can get your jobs

because the people will create the jobs, not the government. [ cheers and applause ] >> brett: speaker, gingrich? >> 32 years ago we were in the same place. we had a failing president. he gave a speech. people wrote about the presidency being too big. nobody could do it. a leader came along, he said when your brother-in-law is unemployed its recession. when you are unemployed it's a depression. when jimmy carter is employed its recovery. [ laughter ] nothing will turn america around more than election night when barack obama loses decisively. [ cheers and applause ]

last thing reagan said in his farewell address, he was concerned about the future of our country because we're forgetting who we were. didn't remember what america was all about. that is the problem right now we have a president who doesn't understand what america is all about. america is a great country because we are a country that believes in god given rights to every single man, woman and child in america. we built this country from the bottom up. believing in free people to live their lives in service to themselves and community and their god and in so doing we transformed the world. we had a leader in reagan who believed in you. president obama is the new king george iii who believes in things being dictated. we need to replace them with someone who believes with the american people again.
