consequence, former adviser of president george w. bush, karl rove. >> thanks for having me. >> it seem this is strategy is now set -- do-ing nothing congr, blame the republicans. when in reality, the democrats didn't support his bill. >> yeah. >> there is fundamental truth missing in what he is saying. >> yeah. i loved it. the president is blaming the republicans when it's the failure of the democratic senate leader to get this through. look, the incompetence of the administration and its failures are at several areas. they're failures of policy, the stimulus bill didn't work. the affordable care act, every promise about health care reform has turned out not to be true. there is the president's own personal leadership failures. he leditous believe he would change the tone in washington. we thought it would be for the better, not for the worse. there are problems with the execution, the blocking and tackling of the administration. then finally, there are the political ineptness of the administration.

this week, you know, going out and embracing the up on wall street movement, which i think is going to cost him a credibility with the exact voters he needs -- swing independent, business-oriented democrats and culturally conservative blue collar that he needs to win in 2012. >> i look at images of up on wall street, obama's supporting him. debbie wasserman schultz and i look at the signs and the public opinion polls 30 -- what 33% think that the u.s. is worse than al qaeda? that's the democratic party you are supporting? >> yeah. this is a group dominated by kooks. this is a toxic group that -- that it doesn't really know what it wants that is infiltrated by extreme elements that do know

what they want. nothing can take over a rebel quicker than somebody who knows what they want when they are dealing with people who don't know what they want. >> let's talk about the scandals. we have talked a lot about solyndra, $535 million down the drain. $1.2 million for sun power, same story. political connections, buys access, money poured down the drain, lost money. and the fast and furious, may 3, 2011, the attorney general said, quote, i probably heard about this for the first time in the last few weeks. we now have five specific examples that prove that that statement he made before congress is not true. >> yeah. well, if it is true, it is an appalling incompetence, where there is no chief of staff, no top aides to the attorney general who reading these memos as they come in the door and say, you know, there is no regularly scheduled senior leadership meeting of the justice department where somebody can say, i read this

memo and it's deeply troubling to me and it's addressed to you, attorney general. i think you need to know what i found out about this terrible program. i have to give him the benefit of the doubt because it's extraordinary for the attorney general of the united states, goes before congress and knowingly lies. but if he didn't lie, that office is being run by a bunch of incompetents, keystone cops with no cops. i mean, having been in government, i am astonished that there would be that much paper going to the attorney general. >> but he bragged about the program, himself. prior to him saying, i just found about it. i suspect he lied. i think this is going to be a very big scandal. we will see if he is able to survive. i doubt he will. let's move to the g.o.p. nomination. we have watched a number of surges of candidates. the most recent surge is herman cain. can herman cain, tied or above mitt romney -- can he sustain

this momentum that he has gained in recent weeks? >> you know, we'll see. but i doubt it. you are right. we have seen the trump surge, the bachmann surge, the perry surge. if you take the real clear politics average, it's 22 for romney, 20 for cain, 14 for perry and then we have paul and gingrich at 8. but there are two things. let's remember that four years ago at this exact moment, october 13, it was rudy giuliani at 30 and fred thompson at 20. mccain at 14, romney at 11 and mike huckabee who made a real good run at it, 6%. so these things can change dramatically. what is the status of the polls in the early states and how strong and effective is the organization that the candidate is building, both in the early states and then financially in order to have the resources to convey the message? this is where cain, who has

drawn passion and enthusiasm from his debate performances, i think is coming up short. he's not been raising much money. he will probably step up the pace because of the internet. but i am mystified. he did four stops in texas. today, he's on a bus between going around western tennessee, which votes on march 8. i mean, if he's serious, he needs to be spending virtually every waking moment in iowa, new hampshire, south carolina, florida and nevada. if he ain't in those five states, he better be in atlanta getting his sleep and kissing his wife. this won't have a happy ending. >> what do we make of this? mitt romney has been at the top tier the entire time, same numbers. good debate performances. is this a battle between establishment and tea party activists? they didn't like romneycare or are they looking for something

else? >> look, i think we are -- we are rushing this thing to expect it to be decided before we actually have people going to vote. again, i go back to four years ago. rudy giuliani was in the lead, fred thompson was in second place, and neither one of those guys were there when the voting started. we have to be very careful about this. this contest gets real when we go to iowa, new hampshire, south carolina, nevada, florida and then toward the end of february, arizona and michigan. until then, a lot of this is moving around. look, for example, the latest poll that shows herman cain, "the wall street journal," nbc poll, it was 336 people, republican adults, not even proven past primary voters, with a plus or minus of 5 1/2%. but we are all falling all over ourselves saying it represents scientific and precise. we have to be very careful. herman cain has a bump.

let's see how durable it is. but i don't think it's going to turn into -- these things are not going to matter until we actually start turning out to vote on january 3 in iowa and the rush of primaries in february. >> we may have one december 6. >> yeah. you know what? i think at the end of the day, i think at the end of the day, new hampshire will want to be part of the process, follow iowa and still have a comfortable distance between it and the next contest, which is capable of doing. if it moves it forward to january, i suspect that would make mitt romney happy, but i don't think that would make the republicans happy. i am not certain it's good for the process. >> karl rove, always good to get your insight. >> you bet. thanks. >> the race is still up for grabs when it comes to who will take on barack obama? frank luntz is here with reaction to the ever-changing g.o.p. field and herman cain. and the jobs bill couldn't pass the september and senate

doing so well. i listened to the interview with karl rove. i think he's right that herman cain doesn't have the same grassroots organization as other candidates. but we are in the process of putting a group together next week for your show in nevada. viso many herman cain people coming out of the woodwork, people who had never been involved in politics want this man as their next president. >> newt gingrich has been hovering around the 4-5%. now he's 10%, hit double digits. by most objective beings with very good appearances in the debates. let's show newt gingrich, you dialed him on the issue of jobs. >> if you assume washington remains the way washington is right now. it's hopeless, we might as well buy greek bonds and go down together. in the reagan administration, september, 1983, we created a 1.1 million jobs. obama's socialist politics

tax rates. if we did that. you remember when ronald reagan lowered the rates, we had growth of 6 and 7% a year. that's how i get jobs. you need the economy to grow. you don't get shovel-ready projects that government does. those are band-aids and they never create millions of jobs. you only create millions of jobs with economic growth. >> i agree with all of the things you have in here, but the president seems to be it's my way or the highway and you are hurting the country. well, he had his way. he had both houses of congress. he forced legislation down the country's throat. made grandiose promises of what would happen, none of which did. now he says it wasn't big enough and i am going to try it again. >> part of the republican jobs plan is that we are willing to talk with the president. but the president needs to stop and desist from pass it now, pass it now. all of this campaign rhetoric and the emotions of enry and

let's go get those rich people. he needs to stop that. make an appointment to come to capitol hill and talk with his opponents in a reasonable, rational, non-emotional manner and we could pass a jobs package. there are democrats who are for allowing money to come back from overseas at a lower tax rate. there are democrats for lowering the corporate income tax because it is greater than most of europe. we could get compromise, but it would take leadership from the president. you may be right. he may not be willing to show a compromise or leadership. >> again, but he's now -- he's aligned himself with the up on wall street crowd, which has extremist views as we have chronicled on this program. he just, he has had rigid ideology. he doesn't seem to have the willingness to open his mind to any good idea, except his idea.

>> in many ways i see a personality flaw -- it's rigid, ideology, he clings to. it he accuses people of clinging to guns and religion, he seems to cling to his rigid ideology. >> i don't often give the president political advice. but i would tonight. if he wants to have a chance at winning re-election, he has to do something. for example, if he wants to build infrastructure and bridges, perhaps he needs to acknowledge that giving $500 million to one company, solyndra, that's more than my state gets in an entire year for roads. $500 million was given to one crony of his, more than a whole state's funding for roads. he wants to build roads and bridges, he has to do something different. >> sun power got $1.2 billion in loan guarantees themselves. i know you are supporting your dad for president. last question, what do you think of herman cain's 9-9-9 plan?

>> i like the simplicity of promote egg plan that people can get their mind around and grasp. i don't like having an income tax and a sales tax. even the people who promoted the fair tax, a national sales tax, one of the things they depended on was eliminating the 16th amendment and having no income tax. there is a danger to having an income tax and a sales tax because they get ratcheted up over time. instead of 9-9-9, i fear 21-21-21. >> why do i think that could be a possibility? unless you have the balanced budget amendment. >> i take -- i take herman cain at his word and i think he's sincere in trying to do something good. but i fear it will be ratcheted up because spending has such an allure for politicians. i wouldn't do it without a balanced budget amendment. but i wouldn't entertain a national sales tax unless we eliminated the income tax. >> rand paul, thank you for being with us. >> coming up, we have this

steadily, far beyond wall street and it could turn out to be the protest of the era. >> it began here in new york city. but they have spread across the country to at least 25 major cities. >> we are a few blocks of wall street. this has become a national movement. >> as of tonight, it has spread to more than 250 american cities, more than a thousand countries. every continent but antarctica. >> this -- this could turn out to be -- what is it -- the protest of the current era. oh >> you know, this is -- this is a bug that affects reporters when thy get too excited. it reminds me, several years ago, rachel welch was supporting abortzion on the larry king show. she says we are going to take our message to the 52 states in this country. he said, you mean 50 states, district of columbia and where else?

she said, no. all 52 states. now we have a thousand countries on the globe, which is interesting because we only have 197. >> all right. but i think she did correct herself later. so in fairness, but my point is they try to blow this up intlo something bigger. all right. the one thing that is interesting, all the accusation's -- tea party's racist. congressmen saying they want black americans hanging from trees. all of these really outrageous statements. and it's pretty fascinating to me, the tea party movement, people say they want lower taxes, repeal obamacare, first principles. they go to an event, they clean up after themselves and go home. they are trying to compare up on wall street to the tea party. let's roll the tape. >> let me ask you about this up on wall street movement, which seems to be growing by the day. is this the liberal version of the tea party? is that a good thing for the white house? >> is there a lesson for the democrats or the president in

how the republicans dealt with the tea party, in terms of how the president could mobilize these anti-wall street demonstrators? >> the revolution is being televised and tweeted on facebook. the up on wall street protest, all washington can talk about. is this the birth of a new kind of tea party? >> you know, considering the way the media treated the tea party rallies, or ignored them or went with the false accusations, accusing an entire group of people that want -- the count tree live within their means and balance their budget, what do you think of that? >> i think the media need to put their pom-poms down with the wall street protesters and to recognize, after they take a drink of reality, to recognize that the wall street up oners are the exact opposite, the exact opposite of the tea party. what do i mean by that? in france, in italy, in greece nspain, in portugal, where you

have these protesters, all of them are demanding more of the government. the wall street occupying people, they are demanding more. the tea party is the only movement on the face of this earth demanding less. it wants less. so it's the opposite. >> it really is. >> of what the media portrays. >> hardly a member of the white ring conspiracy, 34% of those up on wall street lunatics are convinced the u.s. government is no better than al qaeda. 37% say capitalism can't be saved, it's inherently immoral. they are not telling that side of the story. they think it's unfair when we look at the signs that are being held up there, which are extraordinarily bizarre. >> one thing i wish the media would do when covering left-wing demonstrations, stop talking about them and cover them. go there and show footage of people talking. let the american people see what's going on, instead of

doing this -- this interpretation game. tell the truth about them. >> all right. one thing that's infuriating me is the coverage of herman cain. herman cain is soaring. he has been attacked by cornell west and by harry belafonte. get this -- accused of being a racist by a guest on cnn. >> good evening. we begin tonight, keeping it honest with the words of herman cain. some are contradicted by facts. some seem barely tethered to reality. herman cain says some of his critics are racist. you know believe he's a racist that's a pretty heavy indictment. stick by it? >> yeah. i think that herman cain to some extent is the perfect racist because racism is most effective when it has a black face. >> racism is most effective when it has a black face. so you can't be an african-american and be a conservative without being a
