the risk in every one of these situation, right? >> that's right. and it's easy to gamble with other people's money and that's what the department of energy is doing. >> here is what the white house said yesterday about all of this in terms of not wanting to put out the president's blackberry messages. there is nothing in the documents produced by the department of energy, the office of management and budget, treasury, or the white house that the white house intervened in the solyndra loan guarantee to benefit a campaign contributor. in other words, the white house is saying there is just no evidence whatsoever that there was this personal treatment. what's your response? >> well, for an administration that touted transparency all along, i think this will be an important moving forward as we look throughout 70,000 emails that went back and forth on this. and this is what occupy wall street should be protesting the crony capitalistic nature of when the government makes decisions that are best left for the private sector. >> was there any proof that

individuals who would be facing, you saw it this morning from the tax foundation report 16%, 17%, 18% when they're out shopping. you begin to wonder first of all would there be collection issues on the local level. do you want the local grocery store not collecting federal taxes in addition to state sales taxes and would certain individuals be forced to make choice between sacrificing for the family and making purchases. i do think there are some -- >> can i respond to that? >> go ahead, peter. >> remember those low income individuals will no longer be paying social security tax and employers can give them their sharon of the social security and medicaid taxes. on top of that, in europe they have the collection issue but different ways to collect it you can collect it through the firm's income tax return which still will exist doing evaluative tax style and exempt groceries, give folks back their social security and medicaid taxes they will come out ahead. there are ways of dealing with

morning. >> the white house announcing it will not move forward with a part of the health care reform law. this was new long-term health care insurance. and this is a key program in the president's health care overhaul. health and human services secretary kathleen sebelius told congress it could not be implemented in time. this program was expected to launch next year. said to have design and financial problems. it was intended to be a voluntary insurance plan for working adults supported by premiums rather than taxpayer dollars. but it is now no longer part of the health care plan. now, to a developing story this morning out of pakistan where u.s. missile strike has left three militants dead. several others wounded this morning. officials say the missiles fired from u.s. drones hit a compound in south waziristan just across the afghan border. the compound is reportedly a hideout for a local extremist group with ties to the taliban and al qaeda. gun enthusiasts are up in arms this morning.

says will get this economy moving. spur growth. one of the problems with it is we see this morning fox news asked for some numbers and here they are. it will raise sales tax, governor, in several states above the 15% mark. tennessee above the 18% mark. that's when you add on state and local sales tax. now, of course, you would only be paying 9% in income tax. does this plan hurt the poor and the middle class? >> it sounds like it would at first. but here's the other part of that when you reduce payroll taxes dramatically as this would, and you reduce personal income taxes, you give people more money on the front end and you reduce prices. so it's a good chance that this will level out a great deal more than just simply raising taxes. people point out the increase that the sales tax but you have to combine that with a dramatic release and reduction in both payroll as in the core tax. >> don't you think that's what he is going to say herman cain

>> well, after you're given an opportunity like he's been given over the last two and a half weeks or three and a half weeks victory, florida in the straw poll, you take advantage, with all due respect. yesterday in western tennessee doing a book tour, two stops or three stops in western tennessee and previously was in texas for four stops to sell his book. when you get a surge like this, translate it into strength in the early primary states and otherwise you're going to run the risk of missing the moment that in iowa, new hampshire and south carolina, nevada the early primary states and i think he's missing the opportunity. and four years ago, exactly at this moment, rudy guiliani led to 30% of the vote and spread to fred thompson and both of them squandered their moments and a moments in the son to get the early primary states as a result we're not players by the time we're voting. >> and iowa headquarters,

alternative. ironically enough he's going to layout the details of the plan next monday and that's going to be both good and bad. good for him in the sense that people get a better handle on what it makes, but also bad because people get a better handle on what it means. we're starting to see it now. if people think there's going to be a 9% sales tax, no, 9% federal sales tax on top of what your state and local sales tax are, people think it's a 9% corporate tax rate. uh-uh, it's not a tax on the profits of corporations, it's a european style value added tax so a company will take in sales, minus the cost of its materials and other input and pay a 9% tax on the difference there. and you didn't deduct the cost of labor. that's part of the value added, so it's going to be not a 9% tax on your profits. it's going to be a 9% tax on your sales, minus the cost of materials and some select-- >> and the taxes come to 9%? >> if you make more than
