1:07 pm
his weekly address but will he be able to find bipartisan support or will it be dead in water. can charlie, good to see you. president says i'm going travel the country telling lawmakers do your job, vote in favor of my economic proposals. given the fact that his job plan already died in the senate this week, is the president governing or campaigning, charlie? >> i think it's a great point, gregg. i think absolutely he is campaigning. i think everybody is campaigning right now. of course, when he blames republicans for killing the jobs plan or not voting on it or whatever, he conveniently doesn't mention that the bill died in the senate which is controlled by his own party which is kind fouls up his story line a little bit. he has to do the campaign just the way the republicans are. one of the reasons we haven't
1:08 pm
seen a cogent plan from republicans as of yet is two things, they don't have a nominee yet but more importantly all the pressure is on obama. they are kind of sitting back watching him take the hits right now. >> gregg: when he introduced the bill about a month ago. after his vacation, the president refused to break it up or otherwise compromise. no compromises even with those in his own party, wait a minute mr. president, we're not going to vote for it. two senators on the democratic side said no. now, that it's dead in the water now he wants to break it up. did his my way or the highway stubbornness waste valuable time as americans continue to struggle? >> i think absolutely. that brinkmanship that he
1:09 pm
played. people called him on it at the time, actually you should be negotiating on this, but he refused. my feeling is time wise he was trying to strike a tenure, a presidential tenure, look i'm in charge here i got the answers you get in line. it's different than it was in 2008 when he skyrocketing popularity. everyone was behind him. nobody really disliked the guy. they maybe disagreed with him but nobody disliked him. it's very different now. we've seen in the amount of time he has been trying to sell his jobs plan, not only has the popularity of the plan gone down, but his own popularity has reached not necessarily new lows but they have gone back down to record lows. >> gregg: it is a new low. i want to fair and balanced. the president's plan had no

chance at all. everybody knew that at the beginning. the senate republican plan was put forth this week the counterpoint the president's plan. we'll pul put it up on the screen. a balanced budget amendment. presidential line item to cut spending. now a cap for corporate tax rate at 25%, remove 3% with holding tax on vendors. repatriate overseas income, zero out and repeal healthcare reform law, dodd-frank, financial reform law. do you see any of that any of it passing and if not aren't republicans only hurting themselves in an election year by reinforcing the president's claim of partisanship on their part? >> it may be a smart tactical
1:11 pm
smart way of going. it's discussing poll thiax most americans despise. the question is, does that story get told. the truth of the matter is, the main story that is going to be told is the bad economy and president obama has spontaneity lot of money trying to fix it and hasn't fixed it. that argument probably wins the day and therefore it might be smart. honestly, it's a great effort i think to try to repeal obamacare. putting it forth at this point it's kind of ridiculous. like you say it's not going to pass. they do i think have a shot at passing something like that after an election if obama loses but right now it's all politics. >> gregg: it invites the question what can be achieved. republicans have said all along, mr. president if you cut this bill up, we are open to things like the payroll tax cut.
1:12 pm
they passed the free trade bills that have been collecting dust and speaker boehner says he is open to doing something on transportation and infrastructure which was also in the president's plan. so are those some things that may be americans can expect to see pass? >> yeah, i think that we are likely to probably see a lot of half measures between now and the election, but as you know, once you get into this we're starting to approach what people call silly season. every second you get closer to an election, both sides just stop working. they stop negotiating. they stop trying to get anything done both because they are afraid of doing something that is unpopular. >> gregg: and you have 13 months until the election. speaking of which, did you see the latest gallup poll, 46% of
1:13 pm
americans now over themselves as independents which means they hold the balance of power in the next election. the president standing with those independents, it is an incredibly anemic 35%. if that is what he is going to get in the next election year, 35%, mathematically he cannot win. is the challenge for republicans we've got to find a nominee who can articulate core party principles in at way that appeals to independents. is that what they are saying? >> absolutely. as you know, gregg, in 2009, the reason that obama blew the doors off the election he did so well amongst independents. there were people on the far right that didn't like him. but independents may have voted against him but they didn't like him. he was very likable guy and such a powerful connection with those guys. against a guy who previously,
1:14 pm
john mccain who previously had a good connection with independents. now three years later, he has lost of that support. that is at record lows. i think even if republicans came up with a candidate that republicans didn't necessarily love, but -- i'm thinking of mitt romney here -- but managed to present himself as sort of a reasonable adult on business matters, wow, i think that could end up being 2009 all over again but going in the other direction. >> gregg: charlie, good to see you. >> heather: deadly mass shooting inside a california hair salon. some chilling 911 tapes revealing the tense moments inside. >> gregg: plus the search continues for baby lisa irwin.

>> gregg: new efforts and $100,000 reward to help find baby lisa. the 11-month-old was snatched from her missouri home in the middle of the night, her mother says. almost two weeks ago. judge jeanine pirro sat down with her parents short low after she was taken. take a listen. >> what's the first thing you thought, debbie, when jeremy comes in and says, where is lisa? >> maybe one of the boys picked her up and was playing with her and put her in bed with them. i knew that wasn't possible. i don't know. there was no one thought. it was just where is she at? we got to find her? >> then when she wasn't in the home, what's your first thought? did anyone come to mind?
2:44 pm
>> no. i mean, not really. panic. >> gregg: joining me, gentleman gentleman mean, host of "justice," you made a couple of trips out to kansas city. just got back about 1:00 a.m. this morning. so thank you very much for being with us. talk to us about your conversations with her. your impressions. >> what's interesting, gregg, is that she is a woman whose story is consistent. now, she is, if you'll remember, she said the police told me i failed the lie detector said. we don't know if it's an investigative technique. >> gregg: police are allowed to lie, the supreme court said so. >> yeah. by the way, i want to say, kansas city pd is on top of their game. but her story has been consistent. but we haven't heard a lot from her. i have the last complete interview that was done by them and she says, look, i don't know what happened. i went to bed. all was well. but there are questions, gregg. your baby is sick, you got a

statistics on infant abduction show it is highly unlike low that a strengtheninger breaks into a house and takes a child, although it happened in the polly klass case and elizabeth smart case. and generally speaking, the victims end up being alive. >> if this baby was kidnapped, you're absolutely right. chances are 95% that that baby is alive. if it was an inside job, then things are not looking as positive, gregg. we all know that strangers break in and i talked to the neighbors. i went up and down the street this week about the family. they say they're a good family. she's a good mother. but there are questions. this is a mystery. tonight we're going ordeal with some theories. >> gregg: at one point early on they were looking at a neighbor that had access code to the garage, which could have gained access to the house. what's become of that and what's become of this so-called handyman that's known around the neighborhood. >> the handyman is known as jersey. jersey has not been seen since
2:47 pm
the baby went missing. i spoke to the neighbor who actually saw jersey and on my show tonight, he describes how jersey was pretty handy with a knife. now, the person, the young person who had the access code to the garage was someone from whom they took dna, but we don't know from the police whether that's coming to. now we've got a $100,000 reward from this anonymous benefactor. whether or not it will make a difference, we hope so. >> gregg: bill stanton, formerly in nypd. he goes out there, does a lot of grand standing and i'm going to find the child and so on and do a brand-new investigation. my guess is, kansas city police got to him and said, hey, you're not licensed here, pal, and you could lose your license and be charged if you act as an investigator. now he appears to be backing off. >> look, i have an interview with stanton on my show tonight as well. but clearly even he admits that he was told what the boundaries were by the kansas city police

>> gregg: the race to the white house, the drama never seems to stop in campaign 2012. >> heather: according to the latest poll from rasmussen reports, following tuesday night's debate, neck in neck, dead heat, mitt romney, herman cain. gingrich a distant third. while the rest of the pack not even seeing double digits this week. scott rasmussen is here.
2:53 pm
what do you attribute that virtual tie to? >> it's a desire for some of the republican party to find a challenger to mitt romney. he's clearly going to be a finalist in this race and every month it seems there is a new challenger. right now herman cain has the chance to make his case. why should he be president of the united states and see if he can convince enough republican primary votator stay alive. the other big story here, a name you didn't mention, rick perry, a month or so ago he was on top of the polls. had some tough debates, tough discussions about illegal immigration. now before a single vote has been cast, we're seeing him sink into single digits. >> i think he's this year's version of the why rudy guiliani crash and burn. if you get rid of all of the other candidates, bachman and perry and huntsman and even newt gingrich and you just have cain and romney what, do you have there? >> a dead heat. 4 #% for cain.
2:54 pm
42% for romney. some people are surprised at this. they were saying, obvious low all the perry people or bachman people would go to cain. that's not the case. what we're seeing is there is a lot of factors that go into making a decision and only one in four republican voters have finally made up their mind. it's going to be interesting to see what happens again, when the caucuses and primaries really begin. but there is a closure case to be made that mitt romney has the best chance of winning the nomination, 51% expect he will to so. but it's far from locked up. >> heather: how about this, if mitt romney or really anyone, whoever the winner is, do people believe that washington, d.c. is going to become one big happy family as a result? >> no. the american people are a whole lot smarter than that. they expect things will get more partisan over the coming year. these numbers haven't changed too much since the early honeymoon phase of the obama
2:55 pm
administration. i expect we would see a honeymoon for a new president, it will last about 60 days. >> gregg: unless one party run the table. wins the house, senate, then there is nobody to bicker with. >> gregg, the senate, you can bicker as a minority all that you want. you can certainly have a bipartisan fight and i'm sure we would see it continue. but what we are seeing is that people think both parties in congress are behave not guilty guilty -- behaving in a partisan process. >> gregg: really have to really run the table in the senate and that's pretty unlikely. >> heather: asked as for one of the most pressing issue, talking about taxes. nearly half of those polled say they favor a candidate who raises taxes on the wealthy? >> yeah. we asked a choice between would you rather have a candidate who opposed all tax hikes or only raise taxes on the wealthy.
2:56 pm
they say yeah, we'd like that person to raise taxes on the rich. the challenge for a candidate to convert this issue into an advantage is voters are suspicious that when someone says i'm going o raise taxes on the rich, the definition of the rich will include an awful lot of other people. >> gregg: coming out of the white house, they have a kind of funny interpretation of millionaires. that would be anybody above $200,000. i don't think they're millionaires. >> heather: especially not in new york city. >> gregg: scott rasmussen. thanks for being with us. >> heather: that does it for us. rick folbaum and arrest they will neville standing by. >> gregg: the latest on the demonstrations in times square. bye-bye.
