p.m. . silvio berlusconi's political party will conditionally support a technical governmental the governmental headed. gregg burke is standing by live in rome streaming from there. greg, what on do we know? >> reporter: a lot of celebrations right now outside the president's palace and that because silvio berlusconi had to go there for the resignation. they had a last vote on austerity measures. he had a cabinet meeting. just about an hour, hour and a half ago up to the presidential palace when it became official. we all knew it was going to happen but sort of a popular reaction, you can see that he was been on the scene in italy for the better part of the last 20 years. always as a protagonist. he always hasn't been in power for the last time was three and a half years and brought down because of the great economic crisis. he had internal problems, no

doubt about that. you get an idea how silvio berlusconi really had split the country. he certainly had half the country with him and lots of fans, as well. tochbtd are the ones you are seeing outside. it's been a long three years for them and are anxious to see him out of power. as you say the next prime minister will probably be a very respected economist. he is trying to come up what is called a technical government but it will be an uphill battle on two fronts. first is not having all the political support he would like to have. he will have a tough time there and also for the measures he has to pass. italy finds itself very much in the middle of this european debt crisis. they are going to have to pass some very unpopular legislation. that is going to be tough going. >> gregg: and marte is regarded as a political neofite that knows little about the political

machinations that goes on in rome. gregg burke with breaking news. thanks very much. >> heather: we have learned that joe paterno has gotten a lawyer, a well known criminal defense attorney. legendary football coach was fired earlier this week. you'll remember that in the midst of that school child sex abuse scandal. paterno not charged with anything. they just played their last home game losing to nebraska, 17-14. it was the first game without paterno at the helm in more than 40 years. david lee miller is live at the stadium with the very latest. >> reporter: there was a mix of different emotions today, among them, of course, scores of disappointment but sadness, anger and frustration. there was also a great deal of remorse. in the history of college sports

one thing that just about everyone agreed on is that a game like the one that took place today at the stadium has never happened before. before the game there was a moment of silence that was observed by both teams. players from each team knelt in midfield. interim coach for 73 state tom bradley, quoting him "the most powerful moment he has ever witnessed in his career." fans packed the stadium and there were still thousands more outside tailgating. they came to support the school. some said it was unfair that joe paterno was on the sidelines today. others lashed out the media for coverage of the scandal. here now is a sampling of some of the people we talked about. >> i think the important thing we're still here with penn state pride. we still want to be here for the players and the rest of penn

state. we are all in support of them. >> are you a joe fan? >> my question is for you buddy. i don't answer the question. >> are you out of the area. >> i think it's a lot of birthness for the coverage of the skachbld on the role of joe paterno. he was not at the stadium today. he sent a letter saying they should move forward not to focus on him. during the game, heather, a few times his picture flashed on the big screen tv the stadium erupted into applause. there was a great deal of security today. earlier there was a bomb threat. it turned out to be nothing and there was some concern there could be some violence after the game. at this time it looks like things are relatively quiet. penn state fans disappointed going home a loser, but this is school that plans on rebuilding for the future. >> heather: a lot of disappointment on and off the

>> the american people. it's a safe answer for any reporter moments before the debate. it will be the tenth. south carolina is the home of first southern primary very, significant. tonight's debate is mostly if not all about foreign policy and international affairs and first of the debates focused exclusively on that. for mitt romney it is an opportunity to show that he does in factory have a command of foreign policy. as businessman with private sector experience and self-professed job creator his emphasis has been on the economy and jobs not so much as one time governor in massachusetts, so for mitt romney who has been leading the polls he will be the center of attention. it's an opportunity he can get beyond domestic issues. >> for herman cain who has been tied with romney at the polls and doesn't have foreign policy experience, he will answer a lot of questions he will surround himself with experts that have a

full understanding of such complex issues but he needs to show he has understanding of them, as well. foreign policy is a difficult issue for these candidates, lots of worldwide issues to deal with not only in terms of international tension with allies and enemies but it's also economic. we're going hear a lot about global economic turmoil, what to do about greece and italy. it's foreign policy and international security and affairs but there is always money when you have these debates. >> heather: speaking of cain he has had a rough couple of weeks. how will he and other candidates position themselves politically? >> reporter: perhaps most importantly dealing with a rough go, rick perry has a lot of work to do tonight. texas governor's debate on wednesday was weak by his own admission and he stepped in it when he forgot the energy department is one of three government agencies he quit.

as texas governor he has some international experience to deal with. he is a border state. that will be border security and illegal immigration it will be focused on. in addition to them dealing with those issues, all of the candidates have a tremendous amount riding on tonight. we're seven weeks away from the first votes in iowa and the caucuses. when you subtracted out the time for holiday shopping and weekends, there is really only 30 campaign days left before the first votes are cast. all of the candidates have a tremendous amount riding tonight. watch for newt gingrich to excel tonight. he is well renowned as having a dense and complex command of issues. tonight on foreign policy he will show off he is the smartest guy in the stage. he has been syringing in the polls. there is a growing expectation that this might be the moment for newt gingrich to increase his surge of momentum.

there is going to be a lot of other candidates trying to prevent. that watch jon huntsman, not significant in the polls but as the former obama administration ambassador to china, he could have a lot of to say tonight. >> heather: thank you very much. carl cameron on the campaign trail for us. >> gregg: in this fickle republican race look what voters are flirting with again -- newt gingrich. he is tied in second at 15%. cain is still in the lead at 18%. can the former speaker surge last? let's bring in jail any weinstein. some gop candidates have risen to the top only to crash and burn under scrutiny. so is the rise of newt gingrich based less on merit and more on default? >> i think they've tried the republican primary field has tried a bunch of candidates. a lot of them have floundered.

now, they are looking around who can be the proverbial anti-romney candidate. who haven't they tried yet. newt gingrich is there. and he very substantive person. you don't want to hear what every other candidate says you wanted to hear newt gingrich. that is very attractive attribute that he brings to the table. >> gregg: and he brings baggage, as well. as you know gingrich has been so low in the polls he has escaped scrutiny. that may change. here are the potential problems among some republicans. we'll put it up on the screen. he once endorsed cap and trade. now, he opposes it. he advocated a health care mandate. now he doesn't. he would fine a $300,000 ethics violation. he was paid $300,000 by freddie

mac before it failed as a consultant. then marital infidelity led to two divorces. then you go to his resent flip-flops. he advocated intervention in libya, then within days he was arguing against it. he praised ryan's medical plan and then he called it right wick social engineering. he global warming, he said hey i would do it all over again. has he gotten a free pass over these issues and that might that now change? >> absolutely. which is why by the way all these issues is why he was overlooked at the beginning. people knew about all this personal baggage. they are coming back because all of the anti-candidates have floundered. he will face scrutiny and remind people about the flip-flops and what not.

what has happened napg italy today, we don't want a guy that will bring bunga parties to the white house. the question is, gingrich is presenting as an ideas guy. he is trying to run an idea-based campaign. can that overcome some of his personal indiscretions and policy indiscretions? we'll find out. >> gregg: then there is his notoriously testy demeanor which columnist wrote this. he has a first class intellect but his temper, when he was speaker -- look, is his temperament feisty, combative, it can be

stinging. is that an asset or a liability? >> look, this guy, he is a professor. he has ph.d.. he was a professor. sometimes he is obsessed with his own thoughts and interesting solutions to things in the midst of everyone else's ideas. its quality that might not be attractive generally but i think the base likes how he is testy with the media, dismissing his questions, impossible to explain health care solution in 30 seconds. that is attractive to the base right now. it will be attractive to the independents? that remains to be seen. >> gregg: some people say it's mean but other people it's freshing and exactly what we need. we'll wait and see. >> heather: you can't completely

commandos in venezuela. police snatched him back in a firefight and arrested several individuals. >> heather: president obama stepping up the pressure on the super committee charged to cut government spending and a deadline on november 23. the president speaking two to leaders a a on board air force one. molly henneberg has the latest. >> molly: president obama is warning the congressional deficit reduction super committee not to weaken a law that goes into effect if they can't come to a deal. the white house says the president called democratic center patty murray and another senator in part to get an update on negotiations. but he would not support any measure that waters down the law. that would enact deep spending cuts in 2013 including $500

billion from the defense department if there is no deal. today the army chief of staff cautioned that those cuts could be, quote, devastating. >> we realize in the department of defense we have to contribute. we have issues in the country and we have to resolve these economic issues. it's like we don't think we should have some cuts but we have to be careful. >> they have until november 23rd the day before thanksgiving to find a series of spending cuts and tax hikes that add up to $1.2 trillion over ten years. the head of republican committee says the president's spending is part of the problem. >> we have to have a deal. our country is approaching $15 trillion of debt. for all the talk that this president loves to spew out of his mouth, he is on pace to accumulate more debt than every

single president combined. $15 trillion. >> molly: white house says the process will require, quote, tough choices from both sides but the president is committed to a balanced deficit reduction solution. >> heather: molly henneberg reporting live from washington. thank you very much. >> gregg: now to the rising tensions with iran over its nuclear program. hillary clinton trying to turn up the heat demanding that the islamic republic respond to a blockbuster reported showing that iran so the brink of building a nuclear bomb. rick grenell joins us live. secretary clinton said in the coming days we expect to have iran answer the questions raised by the report. what does that mean? >> you know, i have no idea. iran has answered, they have consistently said that they are going ahead with their program

and that it's for peaceful purposes bu even though others have questioned how they could be building certain aspects of the program. i'm not sure if hillary clinton is trying to ignore the problem or if she wants a different answer and she keeps asking the question. it's puzzling. the security council has been very clear. they have said that iran must stop enriching all uranium. >> gregg: they said that years ago. iran has said no. they have been hit with five sets of sanctions. they proceed with impunity. won't most sanctions which is what the administration is talking about prove eastbound equally feckless which means that the world will have to be faced with a nuclear iran unless israel launches a tactical strike? >> let's hope not.

nobody should sit by and watch iran get a nuclear weapon. let's make one thing clear. in 2006 the international atomic energy agency which is a u.n. body referred the matter to the security council. that was in early 2006. bush administration responded with five skef iran resolutions immediately and by the time of the obama administration came into0's we had a building pressure on the iranians. it wasn't work but it was helping. the obama decided to relieve that pressure. they have produced one resolution on iran since they have been in office and they have done nothing for 17 months. nothing at the security council for 17 months. so you ask yourself how the iranians are getting the message that the world not allow them to get a nuclear weapon? i don't think so because the

obama administration has been weak. >> gregg: israel has been test take long-range missile. how likely or plausible is a preemptive strike by israel and what would be the blow-back in the region? >> first we have to say we hope diplomacy works. i wished that sanctions would have worked. i wish we could continue to put sanctions on but this administration decided to take it off. now i think we have to decide, are you going to allow iran to get a nuclear weapon or are you going to take it militarily. we have been forced into a corner by the obama administration and i hope that israel responds or we respond with them to stop the iranians from getting a nuclear weapon. >> gregg: if israel does not act and iran succeeds in building nuclear weapons, won't that invariably trigger a dangerous arms race in middle east with turkey and egypt seeking nuclear bombs works that be far worse

than the blow-back sparked by an israeli strike? >> of course. it would be catastrophic because there would be actually competition in the arab world to get a nuclear weapon. let's be very frank. there are other countries that will immediately try to pursue one, as well. you have african countries and latin american countries, we're going for one ourselves. i have the technology a pakistani scientist that was allowed to take his knowledge and give it to a lot of different countries. you've got the north koreans who are selling their technology. you can get the technology. someone needs to stand up and say this is absolutely wrong we're not going to allow this to happen. >> even the syrians got it before the israelis took out their nuclear weapons position. the theory of containment, it

worked with the soviets because they -- you say many things about the soviets. they were in the kremlin rationale. but tehran is regarded as a fanatical regime. here is what the "wall street journal" wrote this week. iran is regime shaped by a cult of martyrdom. one that sent -- >> gregg: would the threat of nuclear retaliation against the iranians fail as a deterrent because of their mindset? >> maybe, i think that is a very real question to ask. there are enough people in iran that love peace. they are very smart and advanced country. i would hope that we talk a lot about the moderates. i hope the moderates would stand up and stop this from happening. again i have to go back. i now it sounds like a broken record. the only way containment is

going to work if s if you keep the pressure on in a consistent and real fashion. this administration has done nothing on iran for 17 months. how can we allow this to happen? you cannot with a straight face you are putting pressure on the iranians like secretary clinton is saying, she is waiting for an answer. they answered 17 months ago and someone needs to step up than allow it to happen. we've got a history with the clintons of allowing things to happen, like the u.s.s. cole. there was no response. so somebody needs to stand up in this administration, we are going to do it and allow the israelis to do it. >> gregg: all right rick grenell good to see you. >> heather: coming up. fallout in the wake of a

greene. thanks for joining us. >> a tough day. they held the football game. they lost on the field. obviously they lost off the field, as well. your thoughts, i begin with you mercedes. should they have played the game today? >>have to have it strong. but they haven't done enough we are going to make sure this never, ever happens again. they fired paterno but in terms of having all the checknesses balances in place. we're going to have hot lines and make certain we have better security. we have to make sure we have the right reporting lines. they haven't done anything of that. the allegations are so horrific. anybody that has read the grand jury minutes they detail what happened to all of the victims. >> crimes against children are some of the most horrific crimes

you can prosecute. the fact this was a systematic pattern of abuse over a period of time. i think they should have fired mccleary that was still a coach at penn state. yes, he did report it to joe paterno but he lost his job like notify the police, how can you justify this individual still having his job. he obviously saw what happened. why didn't he call the necessarily why didn't he step in and break it up and do something to protect that innocent ten-year-old. >> we know from reading the reported. i read in the entirety which is incredibly hard to do, at least as far back as 2002, investigators let joe paterno, they let them know what they were investigating. why did it take this long for something to happen? >> i think this is an opportunity to not just look at

penn state as an institution. with we have seen an example of bureaucratic institution -- maybe there is a bigger conversation why institutions like this go first to protect the themselves and not to protecting innocent victims. so if anything good can come out of this, it's really sad to say. i don't this is just isolated for penn state. there is a situation that we're not aware of. if we take a lesson from a bigger standpoint and look at how do we stop this, hopefully it will happen. >> heather: do you think he should face criminal charges, as well? >> right now the grand jury other things have to come forth. but open to some sort of civil lawsuit. certainly the university is going to. >> and potential damage to penn

state could be hundred million dollars. and mood disdowngraded the state of penn as a result of this controversy. they figured, now you might be a bad debtor. >> heather: speaking of lawsuits. after a series of old sexual harassment complaints was threatening to tainted herman cain. what the future of his run for the white house. i have meant with lynn wood when i was working down in georgia. richard jewel he was representing the centennial park incident. she tough. he is intimidating. he doesn't think too highly of the media. >> and he is bullying woman. i was offended at the statements for them to think twice. if you have been sexually harassed, what message does it send when you have the department of defense very

detailed reports of sexual assault cases and sexual harassment cases that are reported and wide numbers of one that aren't. regardless of good legal work he has done on other cases i think is another situation in line with how flawed cain's campaign has been. >> you know there are so many women out there. i have been practicing 21 years and i have seen thousands of them. what he is saying, if you are going to make these allegations make sure you have the information and documentation and don't make allegations without having the supporting documentation. >> based on sexual harassment, you think twice, you think four times, you have friends thinking four. the majority of women who are sexually harassed should not be dumped into a smaller number of cases where people are making false accusations.

from a very important gop presidential debate. tonight republican candidates showcasing their foreign policy skills for the first time since the debates began and here is the line - up. michelle bachman, herman cain, jon huntsman, newt gingrich, ron paul, rick perry, mitt romney, and rick santorum all expected to be there, as well as our own chief political correspondent, carl cameron. these debates, they have themes, some do, but are they really about political posturing and positiving? >> they have become that. in many ways they replace retail politics in early voting states because for the less heeled candidate, they used to go there and campaign aggressively. now they've -- this will be the tenth debate since may providing them with a national odd wednesday with which to campaign. for two particular candidates, tonight is a tactical necessity almost to reverse what's been a

very tough few weeks. rick perry had a really bad debate performance on wednesday in michigan when he was unable to name the third government agency that he would cut, that's one where he said oops because he forgot the energy department, as one he wanted to do away with. it really is important for him to put that behind him. he's been joking about it like crazy since wednesday, trying neutralize it with humor. now the question is whether he can put public stance in on foreign policy. the second is herman cain. he's been batting sexual harassment allegations. there is still news conferences and future revelations a possibility. it really is an important opportunity for them to reverse the trend that's been negative. for the rest of the field, like mitt romney and others, it's mostly about trying to avoid screwups. that's always in the tactic in debates debates with the front runners. >> gregg: if i were rick perry, the first question that would be asked of me, i said say, i have

three answers for that, and then take it from there. you got to make fun of yourself and he's done a good job of that. when it comes to issues of foreign policy, which is tonight's theme, who might be good? who might get sort of the short end of the stick there? >> one of the people to watch for tonight particularly is the one who has been sort of rising out of relative obscurity in the polls, newt gingrich. he's made it clear in his campaign stops around south carolina in the last few days that he is looking to really win tonight outright and show he's got more foreign policy and international affairs experience, savvy than the rest of the field. so he's going to really try to exert himself. interestingly, gingrich himself earlier -- last week credited rick santorum with having a very, very strong foreign policy portfolio if his days in the u.s. senate. so santorum will probably try to press his advantage. he's been gray gresssive over his career, particularly with iran and middle east terrorism.

so those two important to watch. someone who has not gotten a lot of attention is jon huntsman, the former governor of utah, because he was the obama administration's former ambassador to china. such an important role on the world stage and an economic adversary to the u.s. he might be able to capitalize on that. mitt romney does not have is a lot of international experience. but he talks about his economic experience and job creation on an international level. so he will focus on that and don't forget michelle bachman sits on the intelligence committee on the house. and she can flex policy muscle. >> gregg: herman cain may have been studying the play book a little bit in the run up to this one because he's a little bit short on experience in that regard. all right. carl -- >> he's acknowledged that he is needs to get people around him to help him with that advice because he doesn't have that experience. >> gregg: he's a quick study and a smart study. we'll wait and see.

carl, thanks very much in south carolina. >> heather: and president obama beginning his economic conference with asian and pacific leaders, along with the first lady, he arrived in his home state of hawaii overnight. topping the agenda for president obama are some issues of pretty major concern to voters, how to boost u.s. exports and create jobs. chief white house correspondent ed henry is live in honolulu, hawaii. tough assignment, ed. the president has a couple of international assignments on the agenda, but his focus is very much on home. right? >> you're right. he realizes he's on u.s. soil right now here in hawaii, but then on to australia and indonesia and unemployment at 9%, he needs to make sure he still is focused on jobs and that's why in his comments so far today in honolulu, it's been all about international trade in the asian pacific region and what that means for u.s. jobs

back here at home. the president trying to use the model of the south korean free trade agreement that he negotiated, just signed into -- ratified in recent months, something that was a bipartisan victory for him because you had speaker john boehner and other republicans on board. the president saying and revealing he now has a framework for a new trade agreement, transpacific partnership with smaller asian nations and his point basically was with europe going through the debt crisis right now, the u.s. really needs to look to asia to create some new jobs back at home. take a listen. >> we're not going to see massive growth out of europe until the problem is revolved and that will have a dampening effect on the overall global economy. but if we can at least contain the crisis, then one of the great opportunities we have is to see the asia pacific region

as an extraordinary engine for growth. >> in addition to focusing on jobs here at home, the president may be trying to mend fences with the business community. he's had an uneasy relationship with some business leaders. so he had a ceo summit to kick off the summit in honolulu. one of his comments, at one point he said, we've gotten a little lazy over the last couple of decades in the u.s., need to step up our game on international trade. that's the kind of comment that sometimes rankles business leaders who don't feel like they've been lazy the last couple of decades. >> heather: so this trade deal that he's pushing does not include china. why not? >> well, look, part of this clearly is the u.s. trying to show that they can work with singapore and vietnam. some of the other smaller but rising economies in the pacific, not so subtle reminder to china that we don't have to just trade with them. the president making clear he's going to stand up to china when he thinks they're being unfair with their trade practices, but also saying in his comments the

u.s. cannot fear china, that if there is a level playing field, he believes the u.s. can compete and win with china and he's got a bilateral meeting later today with the chinese president. so all eyes will be on that. >> gregg: are you the only guy in hawaii in a suit and tie? >> look, i usually like to wear aloha shirts here, but that's around the holidays when the president is kicking back. he's in work mode right now in a summit. i don't want to be disrespectful to the apec summit folks, all these important leaders here and be around here in an hawaiian shirt. >> gregg: you are a very classy and dapper guy and i hear you were drinking a coke a moment ago. i hope there is a little rum in that puppy. thanks very much. >> no: you're going to get me in trouble. >> gregg: thanks. very tense moments in the white house. actually there were reports of some shots being fired nearby. police scramble to check out the

situation last night. witnesses hearing gun fire, seeing a couple of cars racing down the street. one later found abandoned. ak 47 also recovered. the president and mrs. obama not at the white house at the time. nobody is in custody there. new safety concerns over the types of batteries being used to power electric cars. auto regulators are examining the safety of those batteries after a general motors chevrolet volt caught on fire in a testing facility three weeks after undergoing a side impact test crash. now the u.s. national highway traffic safety administration is asking all auto makers who plan to market electric cars to take a look into the fire risk posed by lithium batteries. heather? >> heather: the clock is ticking for the super committee charged with cutting government spending. the deadline for a deal, november 23. but with negotiations dragging on, president obama is turning up the pressure, calling for swift action and laying out a new warning to the panel.

molly henneberg is live for us in washington with more on this. hi, molly. >> hi. some republicans doubt that the president really wants a definite sit deal, but according to the white house, president obama called the bipartisan leaders of the super committee yesterday. that's democratic senator patty murray and republican congressman jeb hensarling to push the group to come to an agreement on time. he spoke to them yesterday by phone while he was on air force one headed to california. white house said he also made clear that he does not want them to water down the law that goes into effect if the super committee and congress don't come to a deal. that law would automatically cut government spending across the board starting in 2013, including more than $500 billion in cuts for the military. press secretary jay carney said, quote, the president made clear he would not accept any measure that attempts to turn off part of the enforcement mechanism. we'll see what congress does. the super committee, six republicans, six democrats, is working to come up with

>> gregg: time for a quick check of the headlines. police in oakland, california handing out eviction notices for a second time at the occupy wall street camp. pressure mounting against protesters to leave after a man was shot and killed in the area thursday. the father of a missing boy in washington state reportedly losing hope his son is still alive. two-year-old sky metalwala disappeared last sunday after his mother admitted leaving him alone inside a car. today police searching a park looking for the missing toddler. and no evidence so far of foul play in the death of mexico's interior minister, but with the country's raging drug war, there is plenty of suspicion. the helicopter carrying the minister and seven others crashed yesterday in mexico city. >> heather: will the debate over taxes start to change in washington? there are reports that some house republicans now want out of their pledge to never raise

taxes put forth by grover norquist. some of them signed it nearly two decades ago. meanwhile, senate democrats now saying that taxes on the rich are in play. all of this as the super committee is pressed to come up with a plan for cutting the deficit by a thanksgiving deadline. quickly approaching. but if they fail to reach a deal, what happens next? let's bring in our political panel, karen, former nrc communications director and dawn, and former special assistant to president clinton. thank you for joining us. >> thank you. >> heather: i want to begin first, karen, with you, and this pledge. all but six house republicans are listed as signers of the norquist's pledge, meaning a voting majority of the body is on record opposing tax increases. americans for tax reform, they list two house democrats as pledge signers, 40 gop senators and one democratic senator have signed on. so with word that a lot of the republicans want off the list

all together, is this a sign of compromise and maybe cooperation amongst the parties when it comes to taxes or is it an indication of breaking promises to their constituents? >> i think it's the reality of the super committee. they have a couple of choices that they have to make in a very short period of time. if the super committee fails, then you're gog have automatic -- going to have automatic cuts that go into the defense budget. you could gut the defense budget if the super committee fails. to find some sort of compromise, i think it's likely that the republican also have to agree, at least to some cuts in tax loopholes and grover norquist considers that a tax increase, so be it because they're going to have to decide they can't make enough cuts in order to meet the deficit reduction limit that they're charged with finding. so if they can do some cuts and if they can close some tax loopholes, then i think that's probably the best compromise

they're going to come up with. >> heather: don, what about you? now that these republicans want off the list? >> they implement add doomsday machine. with that looming, there is really no way you can cut your way out of this, regardless of the pledge they made. we can't be like greece and thely. we've got to get our way out of this deficit mess and they're going to have to agree to some sort of revenue increase, whether it's considered a tax or not. there has got to be some increases. >> heather: revenue increases is what we're calling it. >> yeah. here is the other very real possibility: if the super committee fails, and i know a lot of people on the right don't like to hear this, but if the super committee fails, not only are you going to have automatic cuts to the defense budget, but we could very well be downgraded again because it further weakens the continents that moody has in washington's ability to get something done, get this deficit under control and like don said,

make sure that we are not going down the road of greece and the european union. >> heather: i want to take a look at this in terms of washington's ability to get something done. this latest poll shows that 60% of people, this cbs poll, do not approve of president obama's handling of the economy. nearly double the number of poll respondents think the economy is getting worse more than better. so no one is really winning this battle. what needs to happen, don? >> well, i think compromise is what's going to really have to get us out of here. you're right north texas one is winning this battle. everybody looks good. congressional approval in the single digits. obama pretty low place. democrats are going to have to give, which the indications are they are on some of their pet programs. republicans, the real issue is can republicans sort of figure out this internal battle between really cutting government to shreds and getting out a definite sit and quagmire we're in? that's the choice we have. i think at the last minute, with

the super committee, it will come down to the middle of the night, we won't know what's on it until it passes, but i think they'll do it. >> heather: i don't know. latest ward is instead of actually coming up with a deal by november 23, they'll come up with an outline for a deal and karen, as you said, that will mean $1.2 trillion in automatic cuts. half of those coming from the pentagon. so who do you think ultimately will be held accountable if that that is what happens? >> that's really bad. i actually think it hurts republicans more and here is why. if you make those cuts to the defense budget and a lot of republicans i'm hearing on the hill think, that's fine. if we get a new republican president, he'll just reverse those cuts. not so fast. that's not how the budgets work in the different agencies. if department of defense is told, listen, here is how much is automatically going to be cut from your budget, they start slowing programs. they start cutting out programs immediately. to ramp that back up is very

big. he served much longer than most governments in post-war italy. most governments lasted 11 months. he once served for five years straight. this time it was 3 1/2 years. so certainly it is a humiliation to be leaving the scene and leaving the scene in this way. his popularity has fallen. he lost some allies and then he ended up in what is really a big economic mess that italy is not out of just yet. heather? >> heather: everyone seems to think that mario monty will be the new prime minister. is that a done deal? >> well, it's not a done deal. it looks like he'll definitely get the task of forming a new government, but you're already seeing some opposition to it. the idea behind monty is that he is a technical guy above the political fray, but that's never really true in italy. so you're already seeing some opposition. he may get in. it will be interesting to see, though, how long he lasts. he has a lot on his plate. basically more of what they did

claims against sandusky. he never filed any charges. seven years later, he disappeared, his body was never found. let's talk about the old case and what it might have to do with the scandal today. joining us, jeanine pirro, host of "justice" with judge jeanine. this is very odd. is there a connection or a coincidence here? >> we really don't know. you said it right, gregg. the truth is that he has been declared dead, but there is no evidence that the district attorney who actually investigated jerry sandusky in 1998 is truly dead. what we do know is this: the guy was an elected district attorney. he was well respected. he calls his girlfriend and says he's going for a drive one day and then he never comes back. they find his car, curious, there are cigarette ashes and the smell of cigarettes in the car. the guy was intolerant of smokers and no one could smoke in his car. also what's curious is that on

his own personal computer at home, he had researched how to get stuff off of a hard drive. although his d.a. computer was found in the river with the hard drive not connected to it but later found, what we do know is that he researched this, what could have been on that computer was this connected to his refusal to prosecute sandusky, or is it connected to something else? >> gregg: here is the deal, he sets up a sting operation and nabbed jerry sandusky, gets one of the alleged victim's mother ross confront him and officers are surreptitiously listening in. here is what sandusky allegedly confesses that is overheard by these officers. quote, i understand i was wrong. i wish i could get forgiveness from you. i know i won't get it from you. i wish i were dead. wouldn't that have been enough, were you the d.a., and you were a d.a. for many years, wouldn't

that have been enough to bring charges. >> what do you say? >> gregg: i think yes. >> in a minute! he admits what he did was wrong. he wants to kill himself. i've got evidence of a child who can corroborate that statement along with what happened to him. for me, that's enough to go forward. >> gregg: why is he not bringing criminal charges? >> you have to watch my show because i have a sitting district attorney and friend of ray greekcar who is going to talk about the pennsylvania law and i spoke to ray's nephew who says there is a reason my uncle didn't go forward. >> gregg: here is another thing. his brother, roy, committed suicide by jumping in a river. his body was found. this was before ray disappeared. >> so then you draw the conclusion that possibly the district attorney was depressed and bipolar like his brother? the truth is he wasn't. he was not suffering from depression. there was no suicide note. he was looking forward to his retirement and any comparisons are certainly interesting, but

there is no evidence anywhere. >> gregg: let's talk about the penn state scandal. we learned over the last couple of days that penn state university officials have not fired, but suspended what is essentially the whistle blower, coach mcqueerry. >> the grad student who witnessed this. >> gregg: but never went to police initially. >> no, but what he was required to do was to report up the chain of command and that's what he did and now the reason he's not gone is because he is protected by the pennsylvania whistle blower law. >> gregg: can't retaliate against a whistle blower. >> you can't change his status or do any of that stuff. but i got to tell you, in the court of public opinion, how you see a man sodomize ago ten-year-old, you run home and tell your daddy? it doesn't work for me. >> gregg: to some extent, isn't joe paterno a whistle blower because he, too, went to his boss, a higher authority, and

>> gregg: hemp is sitting on top of many of the polls for the republican nomination, but will sexual harassment accusations throw him off track? >> heather: the polls from rasmussen indicate that more people think the allegations might be true. 51% this week compared to 39% last week.

so what else do the polls tell us? joining us, president of the rasmussen reports pain com, scott rasmussen. thank you for joining us. >> happy to be with you. you said it, it might indicate that this could be a problem for herman cain. 23% say it's very likely the allegations are serious. most appear to be waiting for additional information. so these numbers pretty fluid at the moment. >> gregg: ethics is sometimes a rather elusive issue among politicians. how does herman cain stack up against others? >> well, 67% say herman cain's ethical standards are at least as good as most of a typical politician and i know that's a low standard, but even a majority of democrats say that cain's ethics are at least as good as the norm. got to point out as well that even after these allegations have come out, we have shown him on top of polls in both south carolina and florida.

other firms have shown him top in national polls. so this isn't something that knocked herman cain out so far. >> heather: so you have romney, gingrich -- wait. when is the third no. i'm just kidding. i'm making fun 'cause you got to look at the overall favorability ratings. perry and his 53-second gaffe. what about overall? >> there is three candidates who are seen favorably by more than 60% of republicans. those are the top three. romney at 67% and practice few points behind you've got gingrich and cain. among all voters, mitt romney does the best. 48% have a favorable view. rick perry really struggling, just 25% favorability. 61% unfavorable among all voters. >> gregg: what do people think of reporters who dig up, ask questions and dig up information? what do they think? >> they think that if the

candidate is somebody they don't like, they think they'll publish the information and verify the facts later. by the way, a majority also believe that if they found information that would hurt a candidate they do like, they burr that. americans have come to believe that reporters are activists. not observers. >> heather: let's switch gears and talk about reporting the facts from politics to penn state. how do people feel in terms of how penn state has handled these sex abuse allegations? >> this is a terrible story all around. this point was taken before the decision was made to fire joe paterno and the university president, but only 8% said they had done a good or excellent job. negative reviews for the school. >> gregg: what about impact on enrollment? >> 8% say good. we have new numbers coming out next week in terms of how people
