over. a go sign for the economy with 227,000 jobs added and most say it looks like a real recovery new when you see this month after month of over 200,000 jobs. >>alisyn: they were better than expected and a shining spot was the 31,000 manufacturing jobs were added which is good after manufacturing fell off and everyone complains nothing is made in america. but 31,000 manufacturing jobs add but zero construction jobs. >>dave: and there are 13,000 construction jobs lost in the last in, so it is hard to know what to make of that. you want housing to start to rebound enough to be building. but the president is pleased.

construction jobs, lost, does that reflect what is happening with housing. or what is not happening? >>guest: what is not happening. we have talked about manufacturing which is key for the united states, absolutely, and a huge mistake to move so much overseas. you cannot just say, bring it back now, it is a long term investment. >>clayton: you are a small business expert, what do you hear? are they hiring? are they able to get the money and loans to go out and hire? >>guest: not even close. here is the problem. you talk about innovation. innovation is the $10,000 or $25,000 investment. we do not have that cash flow. so you may have a great idea where do you get the capital.

refinance is own by fannie mae and you cannot have had a late mortgage payment in the last six months and only one late in the last 12 months. so if you meet those requirements, you can go ahead and explore that option. if you look at the numbers you have 11 million homeowners underwater on their mortgages which is nearly a quarter of all borrowers. of the 11 million, only four million of those loans are owned by fannie mae or freddie mac. of those four million they target 1.6 million people they can help which is more than 10 percent of all underwater borrowers so the question is, is this a political ploy? or a program that is aimed at actually helping eliminate the mortgage crisis. unfortunately, while i am happy there are some that can be helped i do not believe for a second this is going to actually make a significant impact on the north crisis.

individual taxpayer identification number. what that enables is illegal aliens to file a return whether they're paying income taxes or not and receive what's called the child taxpayer refund. instead of paying taxes in the system irs is allowing them to gain a tax refund although they're not surprised to work in the united states and they're also not authorized to really even in the first place, file a return because they're not supposed to be working in the first place and earning an income. >> clayton: amazing. here are the numbers behind this thing, additional tax credit that folks have been receiving, illegals and i don't know how many is going to illegal. 924 million n 2010, up to 4.2 billion dollars for that child tax credit. do we know how much of that is going to illegal immigrants? >> well, the problems is that they think that a lot of it going to illegal immigrants, but because the irs isn't exactly keeping track of who they're handing out the individual taxpayers numbers

to, they can't really keep track of who is supposed to be getting the tax credit, why are these people filing a return in the first place, and another aspect of this, that's pretty alarming, the irs is turning the other way when it comes to illegal immigrants applying for the tax credit with social security numbers of legal workers or u.s. citizens. >> clayton: remarkable and the here is the response from the irs, ne say any suggestion that the irs shouldn't be paying out the credit under current law to itin holders is incorrect. the irs administers the law and if the law were changed. the irs would change its programs accordingly. what do you say to that? >> i would say the irs is right on this one, that the tax return loophole requirements and to get this tax refund were loosened in 2001. and the regulations were boosted in 2009 with a stimulus, so it's behind the
