we are learning more about the u.s. soldier suspected of the shooting massacre last weekend in afghanistan. staff sergeant robert bales awaiting prison in kansas. friends and neighbors say they know bales as a family man. the 38-year-old is seconded of walking off his base and shooting 16 afghan civilians as they slept. case see stegall is live with the latest. >> reporter: we are talking about a highly decorated soldier. top military officials say this soldier received 21 various medals and other awards in his 11 year career with the u.s. army. hedon three tours of duty in iraq. -- he had done three tours of duty in iraq and arrived in afghanistan, a m he was not happy about according to his civilian attorney. the lawyer who has been hired to represent robert bales says

his client was under the impression that his days of serving on the battlefield were over. >> he was told that he was not going to be redeployed. the family was counting on him not being redeployed. he and the family were told his tours in the mideast were over. then literally overnight that changed. >> reporter: bales was stationed out of joint base lewis mckphord in washington state the small -- lewis-mcchord in washington. the small neighborhood where he lived has been overrun with media this week. those who knew him can't believe the man they saw playing with his kids on the front lawn is accused of carrying out this massacre and sparking international outrage. >> i just feel so sorry for him and his family because i feel he's just a victim of a terrible, terrible war. when something happens like that it is related to ptsd.

>> reporter: 11 of the 16 innocent afghan civilians are said to be part of the same family, nine of the victims were children, some of the bodies were set on fire. at the beginning of last month, bales was assigned to a force that was paired with local villagers to provide security to the locals. also yesterday, a senior u.s. defense official says bales was drinking in the hours leading up to this attack which of course would have violated u.s. military order banning alcohol use in -- inside war zones. >> rick: casey, thanks. >> arthel: afghan president karzai blasting the u.s. government over the handling of the investigation into the killing of those 16 afghan civilians. karzai also accuse u.s. investigators of stonewalling and refusing to cooperate with their afghan counterparts.

some of this rain is turninging into snowfall on some of the higher elevations of the sierra,gú4?h -- big time accumulations locally two feet as the system keeps heading eastbound arizona dealing with a lot of rain and snow tomorrow up to two feet possible as well among some of the higher elevations this is going to be a mess along the rockies. as the system keeping heading east monday expect a line of storms along the center of the country with heavy rain up to three, four inches possible, locally higher amounts along eastern portions of oklahoma up to eastern kansas. some of the rainfall, unfortunately along the center of the country will be coming in the form of severe weather, one area of concern for today as we head into tomorrow, a larger area from texas up into parts of nebraska. main concerns here will be for large hail, damaging winds isolated tornadoes. stay head if any warns are issued for your area what is

51% of voters said they disapprove. ford, they are not blaming the president for the gas prices but they seem to not like the way he's dealing with it. >> absolutely, the perception on main street is the president could do more. frankly, if gas prices continue at this high point for a long period of time it is going to hurt the middle class. if the gas prices continue further it going to slow consumer spending and hurt the president because he's pinning his reelection hopes on an economic recovery. >> rick: i've heard some smart people say that there is nothing this president or any president can do to chain the gas prices in the short term. but so what, there's an election coming up. -- does this president not have to pay attention to the way people perceive him? >> of course he does. i think the challenges, we need to be clear about and the administration needs to be clear about why we are here. we have impending war in iran

in the middle east. we have wall street speculation that is diving gas prices up. we have a long term trend in china, india and other populations growing rapidly that will overlong term increase and decrease our ability to continue to depend on big oil. more than anything what the president has to do is communicate to the american people there are no short term solutions. weed into a big vision on alternative energy -- we need a big vision on alternative energy. >> rick: for the president, he's off to a couple important swing states nevada, new mexico, oklahoma, ohio. places where he's going to talk about american-made energy. is this a sign the fact that his reelection campaign is sending him off to these various places, that they realize now that they are not really winning with -- on this particular issue? >> no, they are not winning.

frankly, the president has 8,000 executive branch stars he might want an oil czar, they are getting beaten up on the keystone pipeline issue and offshore drilling. by the world market sets the price for oil the president can do more. he has to show that he can do everything in his power to help ease the middle class suffering from gas prices. so far he hasn't done a good job. >> rick: what about the keystone pipeline project environmentalists would go nuts if he an about face on that and say maybe he would support it. think of all of the independents out there, folks who are scratching their heads wondering why exactly the president isn't showing more support for a project like that, that could provide some help energy-wise and could create a lot of jobs. is there an opportunity for the president to maybe shift to the middle here? >> not at all. keystone, what we know is the fact it is going to put more

money in the pockets of big oil. it is going to potentially harm -- american taxpayer is going to bear most of the risks in terms of what could happen with our water supply and the nastyiest -- it is not going to impact gas prices here because that's the keystone pipeline is about sending the excess oil overseas. >> you are off base there. oil is traded on a futures market. stated future action to help relieve pressure can affect current price. the president is not doing everything he can do. even if the oil does go abroad and doesn't stay home it increases the world supply, hence the world price goes down. you guys got to get an oil czar. >> i think we have an oil czar nearly 150 million dollars in 2010. i have no idea what they will

be spending this year. big oil companies are getting 20 billion dollars worth of subsidies. i can't see any argument being made coming at the expense of >> what about lifting offshore drilling moratorium? the president can do more. that's the perception he is fighting if he doesn't beat back the perception he will be pumping his own gas in november, because he will be out of a job. >> rick: so much focus on the unemployment numbers. if folks paying $60, $70 to fill up their tank isn't that the number that the president's reelection hopes are going to be riding on? >> i don't think it is the sole number. i agree, for some of those people i see riding around in suv's spending $100 every couple days to fill those tanks up, i know it is real, really getting them right in the pocketbook. the issue is not whether or not the president can do this in the short term it is about

imaginations of residents of valencia for generations. amy kellogg is there. >> reporter: the nice thing about welcoming spring in a place like valencia, you get the feeling it is here to stay there won't be sneaky reversions to winter. the festival here that welcomes spring and celebrates st. joseph goes on for several days. it resolves around displays of figures larger, much larger than life. it is also a celebration of lights and sounds, best demonstrated by something called the 500 pounds of gunpowder that goes off in ear-drum crushing bursts over 10 minutes everyday sounds that left me cowering but leaves the children cheering for more it goes on around lunchtime from the 1st of march until the 19th, st. joseph's day. the city filled with people, streets lined, squares as well,

>> rick: mitt romney tries to wipe out the competition for the presidential nomination. some are wondering whether the problem is that voters aren't hearing enough from him. romney taking part in the last fox news gop debate in january. election watchers say that mr. romney should take part in more debates or it could hurt his chances with voters. susans rich professor of law and political science joins us now. always good to see you. -- there's a conservative blogger who said it was mitt romney's debate performances that convinced a lot of people that this guy was legit that he could go head-to-head with president obama in a general election. maybe he needs to get back out there to seal the deal. what do you think? well it is a risky strategy. good debates and he had some not so good debates. the usual calculus as you know, the front-runner the one who doesn't want to debate, the

guy with money is the one who doesn't want to debate. it is usually the guys with less money, like santorum, fewer voters like a newt gingrich who want to push a debate so they get in the picture. >> rick: you talk about front-runners i think to a lot of people around the country, even though governor romney may have the mostuei÷ delegatee doesn't feel like a front-runner that is the perception that a lot of people have. that rick santorum continues to surge and emerged as a real threat to romney winning the nomination. of course newt gingrich would love nothing more than to have more debates. what do you think about in idea that maybe he's got the most delegates but he's not the front-runner if he doesn't get out there and talk more especially about some of the positions that rick santorum has taken over the last month, he could have a real problem. >> look, he's got a problem. i think the front-runner for

those who sit around like us and do the math and say well, how many delegates do you need to get from point a to point b. he is still the one who is in the best position to win the delegate map. but he's not a front-runner. the republican party is clearly not all that comfortable with him. the danger is, just as you said, newt gingrich would like nothing more than to take him on. rick santorum, all that free tv time to point out to people that mitt romney has not been consistent on conservative issues. if that is something that will help mitt or hurt him? if he's going to do debates needs to do better than talking about his wife's two cadillacs or knowing the owners of nascar. this is a guy who has been putting his foot in his mouth a little. >> rick: those were off-the-cuff remarks he made to reporters he wasn't in a

debate situation. back your guy walter mondale in '84 talking about gary heart he said where's the -- gary hart he said where is the beef line. i was a teenager and i remember to this day. isn't there a opportunity for governor romney perhaps if he were to go out there and really score some points? >> perhaps. i have to tell you the where's the beef was scripted. i remember lloyd bentsen and i was sitting there with i knew jack kennedy, i knew that was coming. the danger for romney is he does come across as scripted. when he goes off-the-cuff, he makes mistakes. if he is standing between santorum and gingrich, the danger for him is they are both going to be aiming the fingers in his direction. maybe he's got no choice at this point but to try to ignite the republican base. but, it is also a big risk,
