in tulsa, oklahoma this hour after an apparent shooting spree left three people dead and two more critically injured. police believe the same person or group of people is responsible for the attacks, which happened within three miles of each other at around the same time yesterday morning. police don't think the victims new each other. they are trying to figure out the motive. >> the political meeting of blitz is about to begin in pennsylvania. gop frontrunner mitt romney has bought $2.9 million of commercial airtime there. a romney win in the keystone state could knock rick santorum out of the race. santorum is romney's closest opponent and poo is his home state. the polls in pennsylvania vary. a public policy polling survey from thursday has romney ahead by 5% over santorum. but a poll puts former senator santorum in the lead by 4%.

the real clear politics average also shows santorum ahead, but only by 2%. meanwhile romney is making a power move courting a key demographic, women voters. president obama has not said it but several democrats have started raising money what they call the republican war on women. republican activists expects ann romney to make the pitch to voters. yesterday president obama made his own pitch to women. mosted a conference on women and the economy. his office insists it was not a campaign event and he didn't mention any candidate by name but i warned about electing people who want to end programs that help young women. >> when people talk about repealing healthcare reform, they aren't just saying we should stop protecting women with pre-existing conditions. they are also saying we should kick about a million young women off their parents' healthcare plans. when people say we should get

bush administration. budget numbers obtained by fox news do in fact show that spending for the western region conference for the gsa went up substantially during the bush years. $93,000 was spent in portland, oregon, and two years later in oklahoma city and then the last conference of the obama administration, $840,000. so the present administration is trying to make the case that the increase of the budget under the bush administration went up 248% from 2004 to 2006. then 102% two years later, but only 28% during the obama years. an administration official telling fox news, quoting now, at least we have taken swift, bowl, forceful action to hold those responsible accountable and to put in place brokes to make sure it never happens again. if bush administration officials had acted under their watch, the 2010 debacle could have been avoided. end quote. speaking on fox and friends this

morning, a former gsa official under the bush administration suggested the administration is spinning the numbers. >> well, when you are talking about that, it sounds good to say it went up over 100%. it went up about $250,000. >> a lot. >> it's a lot. but when you start small, it's easy to say it increased a lot. but really it wasn't vague -- vegas, it wasn't a million dollars. >> republican investigators on the hill will further examine gsa spending. as much as the conference scandal has drawn a lot of media attention, it pales in comparison to the billions of dollars the fsa incurs each year from sitting on empty or underused government buildings. two later planned hearings later this month. >> thank you. >> this congressional republican budget is something different

grimm. the pre says it guts things we need for training. what is your reaction to that? >> it's simple. i think the president has gone beyond his normal arrogance and is now at a level of uberace. it's simple, mr. president. how do you want to pay for this? you can't continue to borrow, tax and spend. the country is broke, it's going toward bankruptcy. all i want to know is where is the money going to come from? all we hear is tax the rich, tax the rich. you can't tax the rich to pay for everything. there just isn't enough rich people, there isn't enough money, and he doesn't want to explain where this is going to come from. his budget is $11 trillion to the debt. he's already increased the debt by $5 trillion in just over three years. >> we should note this plan passed the house but it has virtually no chance of passing in the senate, which is controlled by the democrats. the senate hasn't yet put forth its own plan but congresswoman, do you see areas of of compromi?

>> i think we have to but the ball ryan budget puts america on the road to ruins. we need to look at the buffett rule. warren buffet, he believes in fiscal responsibility. congressman grim stated that we have a deficit. yes, we do. and we also have an accumulated debt partially because of wars that have not been paid for. why should we be giving the wealthiest people in our country more tax cuts that we can't afford. the congressman and i have a love of the marine corps. every marine shoulders more than his oregon her share of the load. those at the top, the top 1%, why should we be giving them more tax cuts of $250,000 and more, billionaires, millionaires on wall street, for example, when the average family then will be asked to voucher out on medicare for their parents and their grandparents? when kids in school will have more difficulty paying for their

education? there's a fair and balanced way to do this, and anybody who is a marine noise trouble a better way to do it. i think there is room for compromise but the romney-ryan budget doesn't do it. >> medicare would be competing against private healthcare plans under the plan. explain the benefits of that idea. >> well, first of all, it does not affect our current. it doesn't affect anyone within 20 years of becoming a senior. that's a misnomer. and it's not avoucher program. it's not a voucher program, let's correct that. and there's a way to opt out also. this time the ryan plan gives an option to opt out of this. but i also want to mention one other thing. with all due respect to the congresswoman. we keep talking about the buffet rule. that's about $7 billion in increased revenue. here's the problem. you use that six different times. where are we going to use it? are we going to use it to pay down the debt? no. infrastructure, are are we going to use it for the other programs? you can't use the same $7 billion six different times

so it's misleading to the public to think it's going to solve the problems. it's $7 billion and it's barely scratching the surface. it's a drop in the buck. the other problem with medicare, if we do nothing with medicare, it is guaranteed to go broke. it's on a path to bankruptcy. that's what the medicare professionals are telling us now. that's what the trustees are saying. so we have no choice but to do something. the democrats plan is to do nothing and leave it as it is. >> let's let congresswoman come in. this plan also reduces corporate tax was the idea of stimulating the economy. you disagree with that theory? >> well, you know what, if they invest it in the usa, i'm all for it. i'm a jobs democrat. i know the way out of deficits and accumulated debt is to grow this economy. so you just can't keep giving money away to those who then take if offshore. we have to invest in this country. we have to invest in research and development, which the romney-ryan budget cuts, they also don't invest in education at the level that's important.

the time and channel. let's check back in with peter doocy. he's live at the scene of the military jet crash in virginia beach. hi, peter. we are hearing that officials are optimistic everyone has been accounted for thankfully? >> that's right, patty ann. it was piloted by an experienced teacher and a student and we know it was a younger member of the flight crew, the student, s, who is apologizing to people in the apartments for crashing a plane into their apartment. i spoke to the man whose porch the pilot parachuted on to. he came out and asked him if he was okay. he said he was fine, he was just very, very apologetic, sag repeatedly he was sorry for crashing a plane into their roof. i spoke to another neighbor who lives up the block. he said the plane flew over his backyard just above the power lines, and the bay he sees it, these pilots are heros. listen here. >> the pilots did an incredible job. there was a small area of open

land and that's what those guys were shooting for. they came in, you know works the nose up and down and the amazing thing was the house over here, i actually, from seeing the plane as it came in, the plane had actually -- this is how low they were to the ground. the plane had disappeared before they popped the ejector seats. these guys road these things to the absolute last seconds. >> now the damage was devastating. the apartment manager just told me 64 apartments were burned and 42 were destroyed. authorities say everyone is accounted for and alive, but they aren't positive that there were no fatalities just yet and here's why. >> we have accounted for everybody on the apartment manifesto. we can't give 100% all clear because we don't know if there are guests or family members there. but nobody has been -- we have no reports of any missing people

within five years would be able to hit the united states with a missile. so we are now one year closer to that. of course, the north korea answer have a nuclear are weapon. by four years they will shrink it, make it into a miss and hit any city with pinpoint accuracy. by then we will not have any reliable defense against it. >> you mentioned the two things that north korea needs to perfect for this to happen. they have to perfect the nuke itself and the missile to carry t they are expecting to lawn were a missile test in a couple weeks. you expect that to be followed by other tests. >> in two years they conducted miss i am tests and within months of those tests they detonate add nuclear twice. you have to remember they sell both miss also and nukes. i mean we wouldn't buy a car that doesn't work. while the iranians who are their customers aren't going to buy

being through various un resolutions for us to take this move? >> no i think i don't think we should try to shoot it down. but we should do is immediately after it is launched is to impose the sanctions that the bush administration put in place in 2005. we cut north korea off from the global financial system and we should also impose the sanctions on chinese banks of that been involved in the sale of missiles and nukes to iran and syria. if we within to get beijing's attention, we need to do something to make them sit up and take notice. >> what is your view of the negotiations if you want to call them that thus far? >> well, we've been talking to the north koreans since 1993. we've had the six-party talks since august, 2003. you know, we haven't really gotten anything. what we have done, though, is given the north koreans time to perfect their missiles and their nuclear weapons and we've been doing it because china has been sort of sponsoring the north and giving us, it's delaying things

still like the 29ing of may changes the story line, then let the story line be changed. why fear that? >> leslie, if santorum does bow out, what do you think his future might be, vision president or 2016 candidate? >> well, you know, i wouldn't -- i wouldn't rule out 2016 candidate. i don't know, my gut is saying he's not going to be the vp on the ticket. quite frankly, i mean, right now mitt romney is just saying who is going appeal to win it? because certainly that is the audience that we are seeing has a lot of -- or voters that have a lot of power. but when it comes to, you know, romney, and i've always said this, in the 11th hour democrats do it on the left, republicans do it on the right, most people will get behind that guy. so even those conservatives who view romney as more of a moderate and not a true conservative compared to santorum or gingrich, they will get behind him eventually just like i, a hillary gal, did get behind president barack obama in the 11th hour. >> mark, leslie mentioned women

all the wonderful, terrific, professional first responder from virginia beach fire, police, the emergency medical technicians, and be able to thank them directly for the extraordinarily superb response they provided immediately after the accident and as the mayor said, nonstop for the last 24 hours in dealing with the aftermath of the accident. it was also very important for me to actually put eyes on the site, see what the citizens of virginia beach went through, what they lost, and what they have sacrificed in this accident and to express again my thanks to the mayor for the extraordinary demonstration of courage that so many of the citizens of this apartment complex showed immediately after the accident. it was citizens that dragged our aircrew to safety, out of the fire zone. it was citizens that stepped up and helped move those hoses. it was citizens who evacuated

the other inhabitants of the apartment complex and got that going and saved them from the fires that went through those buildings. it was a pretty amazing display in virginia beach of what citizenship really means, and it came from an awful lot of people who didn't have an awful lot. so i stand in awe of the people here. i stand in awe of what mayor sessoms has delivered in terms of the support to the navy at a very difficult time for us. and i'm very proud of this partnership. it will continue into the future. we will learn from this and we will make the future better for all of us. so thank you very much, mr. mayor, and more importantly, thanks to the people of virginia beach and the chief, the fire chief, police chief, and their troops who did so much to keep this amazing miracle going where no one died that we know of so far in this accident. thank you. any questions? >> can you bring us up-to-date with the investigation, what you know, what may have triggered

the crash? >> i you know, the investigation has just got underway. >> you are listening to admiral john harvey, the commander of u.s. fleet forces of the u.s. navy. before him we heard from the virginia beach mayor, will sessoms. both of them praising the other and also the work done by the citizens of virginia beach. this all in the wake of a navy jet crashing into an apartment complex in virginia beach. miraculously at this point they are cautiously saying that it looks as though there have been no fatalities. forty apartment units in the complex were destroyed. there was a dramatic scene, fire and rescue effort going on. but at this point it looks as though everyone has been accounted for, as the admiral was saying as we ended. an investigation is just beginning into why that training jet malfunctioned, but the city of virginia beach saying they

you can't use your electronics below 10,000 feet when you are flying, you are not alone. the faa wonders, too, and is now trying to figure out if it really does interfere with the plane's systems. casey is live in los angeles with this story. hi, casey. >> hi, patty. the announcement all too familiar for air travelers. it's now time to turn off and stow your personal electronic devices. once an aircraft door is closed, anything with an on-off switch cannot be powered back on until the aircraft cruises above an altitude of 10,000 feet and it is the same story when it comes to landing. for many passengers they understand the rule as it pertains to our cell phone because they are constantly sending signals. but many want to know why items it that do not transmit are prohibited. for example, an mp3 player. an engineering with boeing said the answer is simple. >> the devices on the air craft

are very sensitive receivers, very specific frequencies and modes of devices. the twices you bring on may not be operating on the same frequencies but they have electronics that can interfere. >> but they have new tests to decide which can be safely operated in critical phases of flight. something many passengers are on board with, but not necessarily those like flight attendants whose primary job is to ensure safety in the cabin. >> a book is not a distraction, but an open laptop could be a distraction. it's also a distraction if you have your cell phone turned on because the others around you know you are not supposed to so they are busy paying attention to you breaking the law instead of paying attention to the flight attendant delivering important safety information. >> right now the faa says it is
