>> happy easter to all the orthodoxed christians. >> that's it for us. thank you for watching. we'll see you >> gregg: this is a fox news alert. we are awaiting a white house briefing from colombia over a growing controversy that is rocking the secret service. white house may address that issue, involving 12 that's removed back from the field and sent back to the u.s. for questioning. one agent facing allegations misconduct involving a prostitute. welcome to a brand-new hour. i'm gregg jarrett. >> heather: i'm heather childers. embarrassing headline coming as president obama attends the summit of americas in colombia. doug is following it live with more. >> reporter: good afternoon. the things that happened before

the president arrived in colombia. fox news has learned from senior law enforcement officials this all begin with a staffer at the hotel where secret service were staying. con sfrontd the secret service that he pay extra money for having an overnight guest in his room. agent balked a and that and then it forced diplomatic intervention. it's unclear whether more prostitutes were involved. 12 agents were sent home and replaced. peter king who is homeland security oversees the secret service calls it an aberration. >> i find it to be an exceptional law enforcement agency. they do a terrific job. this is the exception. any time you have a group of 2500, 3,000 people there is going to be some that do the wrong thing. as far as i am concerned, what i have seen over the years. almost to a man and to a woman, they do an outstanding job.

this is clearly an aberration. >> reporter: also ronald kessler criticizes the culture of the secret service believes this is the worst crisis in secret service history. >> in this incident, the agents could have been blackmailed by these prostitutes. they were married. the prostitutes could have been in concert with terrorists or drug cartel people. it could have resulted in extortion. could have resulted in assassination. agents tell me that it's a miracle there has not been an assassination giving all the corner cutting that has been going on. it doesn't take that much more. >> reporter: prostitution is legal in colombia. it's conducted in so-called zones but it is not tolerated by the secret service.

>> heather: thank you very much. reporting live from us in washington. >> as soon as the white house briefing gets underway in columbia, we'll bring you developments as they happen. keep it right here for the latest updates. >> heather: fox news weather alert. tornado watch in effect for west central nebraska as powerful storm system explodes all across the country. senate weather service warning of, quote, high end and life-threatening weather. the threat stretching from texas to minnesota and parts of oklahoma, kansas and nebraska under particularly high risk. norman, oklahoma getting hit by tornadoes. one that touched down yesterday. you can hear the terrifying screams of eyewitnesses. >> and now today already three new reports of possible twisters and the worst still expected.

mike is live for us in northern oklahoma en route to kansas mike? >> reporter: and that is exactly it. we're heading up to the wichita area where the radar is showing there is a lot of bad weather, super cells. we've got information those are already whipping up tornadoes and confirmed report that a tornado has already touched down dodge city, kansas. we did see some tornadoes down in the overnight hours and yesterday. >> heather: once again that is mike tobin who is covering the storms for us. as they continue to stretch across the midwest. we'll take you back to him as we can. >> gregg: we saw in the center of tornado alley. this powerful storm system is expected to continue to lashing the plane states well into tomorrow. let's get an update on the current tornado with maria

molina. >> good to see you. wichita is one of the cities that is directly in the path of what we're talking about, very dangerous weather. we're talking about very long track, violent tornadoes that are possible and a number of tornado warnings are in currently in effect in portions of kansas. another story we brought you a couple of weeks that the national weather service was going to use a new warning where they would be more specific. we're seeing that in action today. we do have two tornado warnings. i want to tell you the towns of gray and burdet are currently in the direct path of confirmed tornado. this is brand-new tornado warning. we have several countries currently under a ed minnesota and southeastern parts of rush counties and central kansas. if you live here you need to seek shelter. go to a basement. if you don't have a basement some of the homes out here don't

have basements. you need to go ahead and go to the lowest level of your home in away from windows to try to safe out there. we have four tornado watches in effect that conditions are faiclg for some of these severe storms to produce large hail and damaging wind gusts and dangerous tornadoes. they do include portions of northwestern oklahoma into parts of kansas, also portions of nebraska and also into southwestern portions of iowa. many of the watches are in effect through the nighttime hours. we're likely going to continue to see more warnings and watches as they strong thunderstorms continue to fire up. big concern as we get into the nighttime hours you can't see a tornado. it will be hard for you guys. so make sure you have a way you know that a tornado is heading to your area or if you have a basement. spend the night out there. >> we are expecting severe

weather to continue in the overnight hours and likely into early sunday morning. here is a look right in and out across central parts of kansas. a tornado could be on the ground and when the warnings get issued for your country you need to take action immediately. today's severe weather risk include portions of northern texas, up to southern minnesota. highest risk area is right around portions of nebraska, down through oklahoma. so we're going to keep you posted and continue to update as the warnings are issued. >> gregg: all right. maria thanks very much. >> heather: you had lived there. >> gregg: couple years. >> heather: you are well aware of the danger and damage that the twisters can bring in 2007. an f-5 hit greensburg kansas. it brought 200 mile-an-hour winds and it lasted 65 minutes. by the time it was over, all that was left was greensburg was the name.

90% of the buildings were damaged it's right in the middle of the watch area right now. >>. >> gregg: let's talk politics. president urging congress to pass the oh soe called buffet rule in his weekly address today. he once again pitched the idea. it requires americans who earn more than a million dollars to pay a minimum of 30% in federal taxes. >> most americans support this idea. one survey found that two-thirds of millionaires do, too. nearly half of all republicans. we just need republican politicians to get on board with where the country is. >> gregg: so what sort of impacted did this have for the president and democrats come november. jamie weinstein, good to see you. forget the economics of this for the moment. isn't this an incredibly

populist idea and unwise politically in an election year for republicans to oppose this and be seen as defenders of the rich. aren't they handing to the president and democrats a very effective political weapon? >> there is no question that what the president is doing here is pushing something as completely and totally political. he wants to paint the republicans defenders of the 1 percent. this is occupy wall street tax. he wants to paint them as millionaires when in reality the 1 percent pays about 40% of the federal income taxes. that is the message he wants to get across. on face value it seems popular. >> gregg: republicans could really get bludgeoned with this come november? >> this is the type of thing you have to make choices.

it's not necessarily the courage to oppose this. it's the fact what they have put on the table that i think is courageous to get our long term fiscal house in order. president has the buffet tax that will raise about $50 billion over ten years. his budget, $6.4 trillion to the deficit and entitlement problems on the other hand republicans have put their necks on the line by supporting paul ryan's path to prosperity which goes after entitlement reform which is serious to get it in order. is this critically unpopular but so is supporting paul ryan's plan. >> when the president proposed the buffet rule it would raise enough money so we could stabilize our debt and deficits for the next decade. he repeated it again when he

said, it will help us close our deficit. but his own treasury department and you mention this, it's only goes going to raise $5 billion a year if that, if you you do the math, less than 1% of our current $1.2 trillion deficit. deceptive? >> it's ludicrous, no serious tax person on the left or right doesn't think it will do anything to fix long term problems. its political ploy. it's shameful that the president has been in office for three years at this point and hasn't put a serious entitlement program on the table. what he is doing is pure demagoguery with the buffet tax. >> simpson-boles commission ignored the recommendations. he made a curious statement on wednesday. here it is. >> others who are saying, this is just a gimmick.

just taxing millionaires and billionaires won't do enough to close the deficit. well, i agree. >> gregg: is that a ready made commercial for republicans in the fall. even the president admits his own sort of signature plan, buffet rule is a gimmick? >> i think the message they should put out. in the last three and a half years the president has been in office. >> gregg: i'm so sorry. we have to go to colombia. the white house briefing. let's listen in. this is matter that is being looked in an appropriate manner by the secret service itself. it would not be appropriate for the president to be characterizing at this time.

all i can tell you. he was made aware of it beyond that i'm not going to characterize his reaction. it has not and much more of a distraction for the press. he is here engaging the business that he came here to do with the assembled leaders of the americas. this fast growing region of the world is vital to our economic full, to the american economic future as he discussed in tampa prior to arriving in colombia. as you heard him talk about already at the summit in other venues. remarkable progress the countries like brazil and colombia and other countries have made in recent years is of great benefit to the united states economically as well as geopolitically. that is what he has been focused on and that is the substance of conversations of the meetings he

has and it will continue to be the case. >> what does it tell you about the direction that it is taking in the possibility for future summits? >> first of all, there vast majority of the leaders of the americas here are dealing with pressing issues, with economic situations and security. you are talking about a very small number of countries. cuba is not attending the summit of the americas because they are not in line with the democratic charter of the americas. they have not taken the necessary steps to respect their rights to their own citizens. we have said time and again we welcome date when a democratic cuba could be a full participant

in the summit of americas. unfortunately that day has not yet come. with regard to president chavez who attended the last summit of americas, he hassome battling cancer, as well. it's my understanding that he is note going to be attending, but again i think what you have here is leaders from across this hemisphere, north to south, east to west, from different political persuasions and backgrounds coming together. >> gregg: it was the first question that we can tell that the white house press briefing. here is the president of the united states down at the summit of americas hoping to talk about economic cooperation and trade agreements and instead, the first question to the white house press secretary jay carney is about this secret service scandal in which 12 agents have been sent back to the united

states in relationship to something that happened involving one of them and allegedly a prostitute. let's bring back jamie weinstein into the conversation. jamie, you know, the president was over in south korea and it was the open mic incident that was the headlines and not what was happening there. here we are in cartehena and secret service agent allegedly with prostitute. that is not what you don't. >> of course in south korea he made the comment that made the news. in this case you can't blame him for exactly what happened to the secret service. i have read ronald kessler's book on the secret service. there needs to be some reform there. kessler has noted they are understaffed and then it's just a matter of time for something terrible to happen. as he just discussed on your program here just a few minutes

ago that this is the type of thing you can be blackmailed for. it's really a danger that should be addressed. >> gregg: not the first embarrassment under the stewart ship of michael sullivan. infamous salehes and breached security of secret service and got very close to the president. something could have happened. you've been around washington for a while. would you anticipate the resignation of sullivan on his own or at the behest of the white house? >> he could be inched out over time. we'll see exactly what happens here. there have been several errors and at some point, some heads to have roll before you get change. >> gregg: sometimes you need a change in leadership for revaluation and clean house. try and set up new standards. this is obviously incredibly important. we're talking about the safety of the leader of the free world.

>> gregg: new developments to tell you iran goes back to the negotiating table for the first time in more than a year. world diplomats meeting in turkey on tehran's suspected nuclear weapons program. both sides agreeing to meet again and calling that a success, but is the world setting the ball way too low. aaron david miller, advisor of six secretaries of state and author of "can america have

another great president?" >> will they succeed to buy time to further their nuclear program? >> that would be my initial assumption. we talked about war and the international community sat on the collective chair wondering and worrying about whether or not the israelis might strike unilaterally. now, the focus is on let's make a deal. i suspect for the next six months you are not going to have war or a deal because in the end you've got two immovable forces. you have them under great pressure and not ready to surrender their determination to reduce their capacity to produce a weapon and you have international community led by primarily the united states with the president on the record that he determined to prevent iran from acquiring a weapon. i suspect this tom and jerry

game will go on for the next four or five months. its process over results. but at some point i would argue in 2013 the decision is going to have to be made. if the mullahs are determined to continue to develop the capacity which would give them the chance directly to break out and produce weapons, the president may have to make good on his public articulation. >> gregg: let me ask you, they said the following. we do not possess a nuclear weapon. he allegedly as you know issued a acquisition of nuclear bomb by iran. is that a lie? >> the reality islam frankly has nothing to do with it. had the shah not been dislodged from power by the islamists

given the power of iranian nationalism and the conviction that they consider themselves a great power. shah would have wanted nuclear weapons, too. hates a lot to do with iranian a.m. bix and fear that the west is trying to change their regime. no, i do not believe that the iranians have given up their desire to develop the capacity for a nuke. >> gregg: what if they stop just short of this? they actually don't construct the bomb but they create what is known as operational capability. they have all the ingredients and they could assemble in a short period of time that allows them to ability to say -- we don't have a bomb. >> i think that is the one screwdriver turn away from weaponization is precisely i think they are going. they will judge the degree to which they can move toward that objective quickly.

look, let's be clear. if there were month sanctions, if there were no cyber attacks, no political isolation, they would already have a nuclear weapon. indians wanted one and get one. pakistanis wanted one they got one. north koreans wanted one, they got one and israelis have had them. it's very hard to stop states that are determined to acquire these devices. >> gregg: as you pointed out a minute ago, our president has said we will not allow iran to have a nuclear weapon. military strike another option here. so the question is do we do it israelis do it. israel has said military action may be the only way to stop iran from getting a nuclear weapon. do you agree with that statement by israel and do you think they will be the ones to act and not us? >> i don't think the israelis

will act now even though they have convinced they have a military option, they know it's like mowing the grass. they can cut the grass but the grass is going to grow back. this time with intensity iranians would argue, see, we're attacked. >> if there is military action it seems to me in the end, if the mullahs continued it's going to have to be undertaken by the united states. we have the capacity to do serious damage, not only to iran's conventional military to preempt and undermine that program. >> gregg: iran kept the enrichment program hidden for the world for the better part of 18 years. there are at least 27 known nuclear sites. iranians are very clever at the shell game at and deception. even if inspectors were allowed

access they couldn't identify them. if we were to launch attacks to hit key locations there, we couldn't hit them all effectively? >> no. that is correct. which is why the rationale approach would be to work out some negotiated settlement both on the nuclear issue and on the very important issue of iran's regional ambitions, support for hezbollah and hamas and terrorist activity and determination to emerge as the single most important power in the gulf. that would be the rationale approach. reality we don't live in an enlightened or perfect world. i bet the mortgage on this -- no military action this year either by the united states or by the government of israel. this is a 2013 problem. if in fact the unions continue their desire to acquire enough material to position themselves

rosen has apologized but will the comments impact the presidential election. let's bring in our power panel, jehmu greene, a fox news contributor. lis wiehl a fox news legal analyst. and julie rudinski and fox news contributor. thanks for joining us on this good saturday. as former president of women's media center, do you think it will impact the election come november? >> if the romney campaign has anything to do with it. it will because i think what we saw in the war of words over the last few days and all of the attention focused on what one person said who doesn't work for the administration, it is a little bit sad thing. i think when you look at the war on moms that is now being put forward, that is an unfortunate thing. it is an opportunity to talk

about paid maternity leave but we're not hearing that in the media. we're not hearing any vision from the romney campaign around that. homemakers, mothers should never be referred to as women who don't work. that is something i learned very early in reading about feminist theory. if we don't take an advantage, why are we the only industrialized nation that doesn't have paid maternity leave. if romney wants to step in, that is the direction he should go in instead of saying he doesn't know much about it. >> i do want to go back to it briefly. hilary rosen herself, she did not work with the administration but at least 35 times she is at the white house. what was her role here? >> we don't know but as long as the administration backs off as they did and any shelter obama saying we don't agree with this. by the way, my kids know as everybody else, i come to work

[ laughter ] >> no, but the point is very well made. a lot of us can't afford to stay-at-home. i certainly have to go back to work. >> it's the economy. i prefer to stay home with my baby but that is not an option for me. it's something that we need to address. and neither party is talking about that stuff and obama and romney going nonstop for the last four or five days. but women are struggling because a lot of the women have to work, they have to work or they have no choice but to stay home because they can't afford day care. at the end of the day, what does it doing to these women and the children. >> we talk about maternity pay

but the big issue, women are getting paid 77 cents on a man's salary and that hasn't changed. >> romney took three days whether he would support the act. >> let's get back to it. >> heather: perhaps an an opportunity for both sides. >> for democrat side and republican side to coalesce and come together. >> at the end of the day, it should not be just wealthy moms who have the choice to spend time and stay-at-home with their children. that is where we i think we can look from a policy standpoint. whether it's equal pay. you can't spend time with your kids if you are only making 77 cents to a man's salary. >> any husband is going to be outraged that his wife is not making as much. >> she is only bringing in that

amount into the household. the whole family will have that much more money. >> to take an opportunity to do something, a real topic that really need to be discovering. >> and stop the division politically because it's too important to be playing soundbites with. >> i don't think i don't have confidence that we're going to get to paid maternity leave until we have more women running congress and the white house. women make up half of our elected officials, until that time, i we won't see movement on that time. but what we have really address it. being a stay-at-home mom couldn't relate. she meant because of their level of income they couldn't relate. >> she said she never worked a day in her life. that was incendiary for most women. what? really? she is raising five boys. >> and having cancer and all that. >> that is true, to be fair, listen i couldn't imagine raising five boys, but at the same time she had a tremendous amount financial help. nannies and housekeepers and good for her. it's something that. >> but that is what she meant. >> most people women can't financially have five children. you have to balance that with do i have the ability to do that while making enough money to support those kids.

>> a fox news alert. breaking information just in on the secret service scandal surrounding the president's visit to colombia. we're learning as many as 17 people could be involved, including members of the military and some of those are still in colombia. wendell goler joins us live. wendell? >> reporter: this is a summit the president wanted to focus on western hemisphere trade. instead it's boys behaving badly, some secret service and some military. the secret service is planning a clarification and there are more questions than answers. here's what we know.

a dozen members of the detail assigned to provide for the president's security were sent home thursday, another five members of the military were confined to quarters, in that hotel, where the press is staying, after an incident involving one or more prostitutes. jay carney was asked about this a moment ago. i warn you, it didn't cast much light on the situation. >> this is a matter that's being looked into in an appropriate manner by the secret service itself. it would not be appropriate for the president to characterize something looked into by the secret service at this time. >> reporter: general douglas frazer said he's, quote, disappointed by the entire incident and this behavior is not in keeping with the professional standard expected by members of the united states

military. this story started out being one secret service agent object to go being charged are extra for trying to bring an apparent prostitute to his room. that's inaccurate. as many as 11 prostitutes were said to be involved in another report. i'm told that is inaccurate. we are, however, told at no time was the president's security compromised. members of the secret service were sent home thursday, replaced by another 12 member detail. some flew with the press charter on friday. we're looking for more information on this from the secret service in the next hour, but it's taking the press's attention away from the trade the president hoped would be the focus. >> let me ask you about that. here's the president hoping to talk about trade agreements and economic cooperation in the summit of the americas.

and now all of a sudden this scandal erupts out of nowhere. is there anger over this apparent embarrassment here by the white house? how would you characterize their reaction? >> reporter: well, it's certainly an embarrassment because the takes the focus away from what the president would like to focus on. the trade aspect of the summit was light to begin with, and there were other elements that were come to get fore, if you will. the drug decriminalization discussion here. the u.s. objects but there's more talk about that and more talk about the fact that cuba is the odd man out. fidel castro's brother asked not to attend here and because of that, ecuador's president didn't attend, also, hugo chavez passed up the summit.

norman getting approve. a fast moving storm sending more than a dozen people to the hospital. let's go live to mike tobin on the telephone from norman, olympic, oklahoma with the latest. >> we're in northern oklahoma right now, heading to the wichita area because all the radars will show you that the big storms have formed north of wichita and information that those storms are kicking up tornadoes. we have got an unconfirmed report that one tornado touched down in dodge city, kansas. that's unconfirmed. what we know is three tornadoes touched down overnight in norman, oklahoma, in oklahoma city itself and laughton, oklahoma. a storm chaser got video of the funnel cloud and got too close for comfort. the tornado hopped over his vehicle. because he was so close, he couldn't get a good look at the

funnel cloud. what you could see was the hail that generally follows the funnel clouds, just pummeling his car. the kind of damage we saw in oklahoma shows that the tornadoes were not that strong. we saw parts of roofs torn off, structures were still standing. we saw trees that were knocked over. power lines down. things of that nature. there were some injuries but the hospital said people got away with bumps and bruises. think about those tornadoes like the undercard fight and the event brewing now as the main event. forecasters have looked 24 hours and tell us all the ingredients are coming together to produce these life-threatening storms as they have mentioned. oklahoma all the way to minnesota, you need to be aware. they need not to panic but they need a plan in place. somewhere they're going to go in the event they get a warning a

funnel cloud is coming your direction. you need to know where to seek shelter and stay close to a radio, a television, to make sure he get that warning in the event it's given out. >> good advice indeed. mike tobin headed north towards wichita kansas, roughly in the center of tornado alley, a dangerous place this day. we'll keep you abreast. >> for more, let's bring in maria live in the fox extreme weather center. >> just like mike mentioned, you need to have a plan. if you live in these areas like oklahoma, kansas and nebraska, where we have high risk to see long track and violent tornadoes this evening and also into the overnight hours. a big concern is many people may be asleep when the tornadoes hit. we have a line of storms in western oklahoma, also portions of kansas. we're going to see another round of storms overnight along some

of these areas. during the nighttime, something that you can do if you live in high risk areas, we could be looking at dangerous conditions. go ahead and sleep in your basement or storm shelter. it's just one night and you could be looking at a life-threatening situation when you could be asleep. if you don't get the warnings, it could be dangerous. we have a number of tornado warnings in portions of oklahoma and kansas. we want to look at those, tornado watches will run through this evening and another round through the overnight hours because conditions are very favorable for thunderstorms with large hail. we're talking about reports we're getting of baseball sized hail. so that can cause damage, strong winds are expected from the thunderstorms over night and the violent long track tornadoes that can stay on the ground more than several minutes, lasting over an hour and track for miles on end. you can see the thunderstorms

not fair. >> the distinction as to the lunch break, it's heretofore up to the employee. but, it goes forward -- the supreme court is allowing a potential class action to go forward on taking rest time, breaks. >> in california, if you work more than 3.5 hours in a workday, you're entitled to rest breaks and they allowed that to move forward because they see a violation. >> i don't think anybody's saying you can't have the rest or lunch breaks. employers want please employees to be able to function. it's about being a grown up and deciding when it works for them. >> the court was talking mostly about the blue collar workers under a lot of physical stress and they need breaks as opposed to white collar workers who can manage it more easily. >> but still, shouldn't they be given the opportunity to say when they want that break as long as it works with the rest

becomes vice presidential nominee will have his opinions shaped after he's picked. >> ron portman, 60 percent are not sure. that means rob who. >> among republicans, 57%. this isn't taking anything away from him. if somebody gets elevated to the vice president presidential nomination, you learn more in three hours. >> people are thinking rob petri. >> or natalie portman. i'm dating myself too. >> people are sure the economy is a huge issue for them. so when you take it down to president obama and mitt romney, should he be the candidate, who do they trust more? >> 49% trust romney, 39% trust the president. this is a troubling number for

the white house but it's not surprising. 39% who trust him, similar to the 37% to give him good marks for handling the economy. if the economy gets better between now and october, trust in his leadership will improve. >> trust myself to handle major economic issues. talk to me about that. >> we asked people who's judgment you trust more on economic issues, your own or the president, your own or mitt romney. two out of three said i trust my own judgment more than either of these guys. it speaks to the disconnect and lack of trust in the political process. if you're a candidate, it's good you'll have low expectations. but what we're seeing is two candidates struggling to connect with working class voters. president obama lost to hillary clinton in 2008. mitt romney struggled with him

in his contest with rick santorum. it's a weakness in our political process right now. and if something isn't done to improve the economy, it will have repercussions in the next presidential administration. >> this next one surprised me a little bit. i'm from north carolina, huge military population there. when it comes to federal spending on the military and national security spending, attitudes seem to be changing a little bit. >> well, 36% say we're spending too much on the military. that's up 4 points from a month or so ago. what's really interesting about this is only 55% of americans, just over half, recognize that our nation spends more than any other nation in the world on defense. we spend about six times as much as any other nation. what we're seeing is voters i think are saying, we don't want to spend our young men's lives and our treasure fighting other people's fights. we would like to see the

military fighting for the defense of the united states of america. >> scott, i want to asking something. we don't have a graphic but so much has been made this week about a gender gap in the presidential campaign. president obama's advantage allegedly over mitt romney. what do your polls tell you about that? how is the president doing among women romo. >> romney. >> the 12 point gap. the president does 12 points better with women over men and romney with men over women. if election 2008, the gender gap was 12 points in that year as well. obama won women by 13 points, men by 1 point. there's a gender gap but it's not unusual and nothing different from four years ago. >> scott rasmussen, always great to see you. check him out on line. and your book is where these
