society. this president is putting us on a path where our lives will be ruled by bureaucrats and boards, commissions and czars. he is asking us to accept that washington knows best and to provide all. >> bill: that will be the theme of romney's campaign throughout the rest of the year. that mr. obama is a far left guy who wants to constrain individual freedom. for his part the president knows is he going to be defined as a militant progressive. it doesn't seem to bother him. his theme this week is that college loans should be kept at 3.4%. >> michelle and i, we financed basically our entire college and law school educations with loans and debt and for the first 10 years of our marriage we were paying stuff off when he we were supposed to be saving for maliyah and sasha. >> okayed the low college interest rate but allowed it to laps in 2012.

so the president is running around college campuses saying he wants to keep the rate low. fine. at this point nobody is objecting. there is no issue. the rate is going to be kept down. 3.4%. but mr. obama uses any and all opportunity it tell americans that he is there for us. that his administration will provide. therefore it is a race between a self-reliance guy romney and a provider obama. talking points has said this before. mitt romney will model his campaign on the 1980 ronald reagan run. at that time jimmy carter was the progressive guy and the economy was in big trouble. governor reagan carter far left asked the question are you better off than you were four years ago. guess what romney asked last night? >> four years ago barack obama dazzled us in front of greek columns with sweeping promises of hope and change. but after we came down to earth, after all the

celebration and the parades, what do we have to show for three and a half years of president obama? >> bill: so there you have it. romney running as reagan. obama running as obama. and the american people forced to decide whether they want unfettered capitalism or a federal provider that's the memo. now for the top story tonight. how did ronald reagan defeat jimmy carter in 1980, six months before that election a gallup poll showed carter leading reagan 41% to 34%. joining us now from washington dick morris the author of the upcoming book screwed, how foreign countries are ripping america off and plundering our economy and leaders helped him do it. the book comes out may 8th. we will tell you a little more about it after the segment. all right. ronald reagan was well behind jimmy carter at this point in 1980. how did he overcome? >> well, he overcame because

the carter administration was floundering every day over the iran hostage crisis. and he looked weaker and weaker. his presidency became a single issue presidency. just focusing on iran. and he just looked incredibly inept. there were huge gas lines and stuff. high interest rates, high unemployment. high inflation. but i think there are very important differences between the carter campaign and the obama campaign. even as you are correct. that romney and reagan will run similar races. but the incumbents are very different. i think barack obama has essentially given up trying to persuade the majority of american people to reelect him as president. i think instead is he trying to persuade a minority to turn out disproportionately and reelect him president. everything is he doing, is aimed at a special interest

constituency where he wants to hype the turnout. this week as you suggested, it's students. the trayvon martin thing. talking about the texas voter i.d. law aimed at latinos. every week it's another part of his constituency. and is he using the politics of division and envy and animosity to try to raise that turnout level. carter never did that he never had a core constituency of that sort. >> bill: but there were similarities in the sense that carter was running, as you said, an economy that was just terrible. inflation off the chart, unemployment high. and then he looked bad with iran. he still led reagan. he still well ahead of reagan. but reagan basically got him in the debates. i think that's what happened. that reagan came across as much more confident. much more credible in the

debates than carter and that's what turned it for him. >> certainly the debase -- debates helped. all of this, bill is, based on a fundamental misreading of what the situation was back then and what it is now. people are not reading these polls accurately. they are saying that right now it's very close and in most polls obama is somewhat ahead. totally untrue. obama is way behind. >> bill: let's -- fox news just put out a poll today and it says if the election were held today, how would you vote for? mitt romney 46%. barack obama 46%. but you say even though that's a statistical tie in the fox news poll, it is a -- it doesn't mean anything because the president is well behind. >> well, t means there are two defects in it. first of all and i hate to criticize fox news. >> bill: no, no, no. polling is polling. go ahead. >> it's surveying registered voters not likely voters.

>> bill: correct. >> four out oof ten people that answer that phone are not voters. so we're not going to have -- >> bill: they might not show up for romney either. >> no. but rasmussen polls likely voters and he has obama behind 48% to 43%. that's more like it. the second thing is as i mentioned last week, i went back to 1964 and looked at every race where an incumbent president was seeking re-election. and in seven out of the eight cases, bush in 2004 was the only exception, the president lost all of the undecided vote. so even if it is 46% to 46%. it's really 54%, 46%. >> bill: the thing that struck me in the fox news poll released today is the independent voters. this is 46%, 33%. >> 46% 33% in favor of romney among the independents. that's up six points since march for the governor. and obama is down 7 points among independents since march.

>> that's true. >> bill: why is the president losing independent support? >> the president is running an absolutely stupid campaign. his campaign is based on the assumption of not appealing to the middle, not even regarding the middle. he is just going after the left. is he trying to recreate the coalition that elected him in 2008. he is trying to recreate that environment. but instead of using hope and change and up lift, is he using envy and fear and dislike and distrust. and the course of it, he looks horrible. his personal approval ratings are dropping. he looks non-presidential. and he is alienating the swing voters massively. whoever thought up this strategy is an absolute idiot. >> bill: all right. but they must have internal polling that shows the only way they are going to prevail because of the bad economy and because of the gas prices is to mobilize the left and to try to get in the minority vote. they must have internal polling that shows that.

entry and prosper into this country. joining us now from washington with some perspective sarah carter a reporter for "the washington examiner" who does a lot of border reporting. first of all, you know, i want to say that this is good news in a sense that we want a controlled border, we want to have immigration that's legal and fair to everyone. and it looks like this is happening or is it an illusion? >> you know, it's a little bit of both. i think what we're seeing right now is we have suffered a very bad economy, a very bad economic situation. and, you know, i spent my day talking to folks, even some illegal immigrants here in the state who are working who say they absolutely cannot find enough work, you know, with housing and contracting and a lot of their friends have gone back mainly because of that a bad economy. what we want to think about here is this. if they are going back because of a bad economy. what happens when the economy starts to pick up again?

>> bill: they will come back wherever the money is people are going to governmental exactly. >> bill: i would like to see a tud study, look, border apprehensions are down 70%. 70% since 2005. >> yeah. >> bill: that's a big, big number. all right? so -- >> -- bill. >> bill: go ahead. >> what i was going to say, bill, let me tell you today i was speaking to some folks in the department of homeland security people ha work along the border. those numbers are misleading. those apprehensions are down doesn't mean they aren't getting them. >> bill: the border fence much more extensive than it was in 2005. i can't imagine what that all of this manpower and hardware down there and they are not getting them? >> it helps. >> bill: that would mean that the border patrol would be the most inefficient force on earth if that were the case. >> it's not that they're inefficient. they have been inhibited in some cases from doing their

job. look what's happened in arizona. arizona felt two years ago it needed to pass sb 1070. you know, their bill, their immigration bill which is right now in the supreme court. there is a reason for that. and as you note, there is an influx of illegal drug trade in the united states and that hasn't slowed down either. >> bill: that is one thing that i don't understand. there are narcotics on the streets of almost every city in the country. people can get whatever drugs they want. a lot of it comes through the mexican border. >> absolutely. >> bill: the people traffic is down. but the drug traffic but maybe they're getting it in another way. i don't know. do i know this. i believe that the concentration on the border, particularly in arizona where they said no mas, no more. we will do what it takes to make it very very hard for illegal immigrants to exist in this state. we are going to give our police power. we're going to punish you if you look for work. we are going to punish the employers. that has got to be an

inhibiter. it has to be. >> it is an inhibiter. i have been told by ice agents as well as border patrol agents that as soon as that started coming into play, people were fleeing arizona to other stays. >> bill: going over the border is not as intense. >> exactly. >> bill: i do agree that the economy does. here in new york where i live, there are still tons of illegal aliens getting painting jobs and jobs in construction. >> sure. >> bill: it's in the liberal states, the sanctuary states, california, new york, maryland, massachusetts, it's still the way it was. but pew says that a lot of people going back and, you know, that's what they say. i will give you the last word. >> and we are seeing other states jump on arizona's bandwagon. whatever happens in the supreme court and we see justice sotomayor right now questioning the obama administration, that's a big move to say that maybe the supreme court is going to allows arizona law to stand. so this will be interesting to see how --

analysis. bill, your blind hypocrisy concerning nbc has reached new low attempting to conflate the nbc news division with that cable network is laughable. this is not a joke. i told you the other night that nbc news runs msnbc. it's the same manage. ment. i also told you they use the same people. andrea mitchell is the chief foreign affairs correspondent for nbc news. here's what she said yesterday on msnbc. >> i have the advantage or disadvantage as the case may be of watching newt gingrich and mitt romney at the same time on side-by-side screen. it's my job. somebody has to do it. >> bill: with us in the studio david maher who teaches media in politics. sally quinn ms. mitchell seems to be over the line here ms. quinn, disparaging an entire political party when her job is to cover the news objectively, am i wrong?

>> yes. >> bill: tell me why. >> i don't see it that way at all. i don't understand what the fuss is. what is wrong with this? have you ever tried to watch two speeches at once and then try to report or speak about either one of them. it's impossible. when you say she had the advantage or disadvantage it's really hard to try to make something of it. >> bill: discussion on msnbc. didn't have anything to do with sally's technological problem it had to do with who she was watching. >> i don't think so. i don't think so because she said she thought romney's speech was good and romney's speech was good. so i think that. >> bill: you are giving her the benefit of the doubt. are you, professor? >> i'm not. i think there is a definite blurring of the lines for a whole host of reasons, comcast which owns nbc and msnbc is under great financial pressure. they are leveraging their personalities. but it's bad for broadcast tv

journalism. people think nbc news is hard news. msnbc is an ideological kind of entertainment. when she crosses the line like she did. >> bill: she actually has a show, andrea mitchell on msnbc. here is my point, sally, let's say that you are correct, i mean, we can't read ms. mitchell's line. i want to be fair to her had. let's say you are correct. just -- she should have said that she should have clarified that what if carl cammeron, our main campaign guy comes on "the o'reilly factor" as he does occasionally and says, you know what? cover obama people. somebody has to do t. come on. come on o. [ laughter ] you know what the outcry would be. even if he was saying i'm overworked. you got me running around and, you know, i'm clearous. it would have been taken in ideological way because that's what the liberal press wants to believe. now, what i do believe. >> you are right about that. the liberal press would have said that they were somehow
