>> rick: hello p welcome it a brand-new hour inside america's news headquarters. i'm rick folbaum. >> arthel: i'm arthel neville. topping the news this hour, four men charged with 2976 courts of murder. we're live at guantanamo bay for the latest on a very dramatic day in the arraignment hearing for the self-proclaimed mastermind of 9-11 and his co-conspirators. >> rick: could laundry promote buying american made products? be a thing of the past? we'll tell i couldn't those laws are in danger and who is urging the president to make sure that

does not happen. >> arthel: plus, words from chris christie on why washington needs to grow up and, quote, treat the american people like adults. >> rick: we begin with politics and president obama officially making a second bid for the white house starting today. speaking at virginia commonwealth university, the president trying to fire up the youth vote both here and in ohio state university. bringing his new campaign message forward to thousands of supporters. chief white house correspondent ed henry live in richmond, virginia. hi, ed. >> good to see you. you're right, the president bringing the first lady out. he's still working a line here, virginia a critical state. ohio earlier. this was his official kickoff. republicans say look, he's been campaigning for months now. they don't really believe this is the official kickoff.

but you heard the first lady saying fired up, ready to go, something they had in 2008 to get crowds going. you mentioned the college campuses here at virginia commonwealth earlier ohio state. the youth vote was critical in 2008 and the president saying again wants to be all about hope and change. but as you can imagine, as an incumbent president, it's harder to make that case that you're all about change now that off record and so what the president is trying to do is very clear, both of these rallies, he's trying frame this as not a referendum on his record, but a choice between him and the policies on the republican side and he's trying to tie mitt romney to the republicans in congress. take a listen. >> after a long and spirited primary, republicans in congress have found a champion, they have found a nominee for president who has promised to rubber stamp this agenda if he gets a chance. but virginia, i tell you what, we can't give them the chance.

not now. not with so much at stake. this isn't just another election. >> after the president used some similar lines earlier in ohio, the republican national committee immediately jumped on that and went back and found the president in the same state of ohio back in 2008 suggesting he had some of these economic problems solved by now. take a look what the rnc is doing. >> the question in this election is not are you better off than you were four years ago. the real question is, will this country be better off four years from now? are we satisfied? of course not. >> republicans trying to say the president is now trying to shift the goal post. four years ago he said the question would be are you going to be better off in four years? now in 2012, he's suggesting this is about the next four years.

not the past four years. they think he's just trying to buy more time and mitt romney was here in virginia, he's going to ohio where the president was earlier monday. i suspect we'll see a lot of that between now and november. these two nominees going back and forth to the very same battle grounds, neither one is going to cede these critical states. >> rick: i guess it's fitting the race is on of the ed henry in richmond, thanks so much. >> arthel: the race is on and the economy front and center on the campaign trail. president obama in ohio and virginia today. ed henry reporting on that. trying convince voters that his policies put the economy on the right track. but the latest jobs report could hinder his efforts. the labor department says only 115,000 new jobs added in april. dispinting report that romney campaign is quick to highlight. molly henneberg live from washington. hey, molly. so the romney camp obviously doesn't buy the president's argument that the economy trends

are going in the right direction. correct? >> hi. that's right. former governor romney says americans are wondering why it's taking, quote, years and years for the economic recovery to occur. and his campaign pressed that point as the president went on the road today. >> when president obama is announcing his reelection, it's fitting that gloomy economic news is going to be the back drop for his campaign announcement because all we've seen over the past three years are stagnant economy, higher gas prices, and people are really struggling for work. >> looking at the numbers for april, 8.1% unemployment. that's down from 8.2% in march. but look at that second number. 342,000 people were disurge canned and gave up or dropped out looking for work. and therefore, are not counted in the unemployment numbers. the romney campaign is quick to point that out and romney said, quote a sad time in america when so many people who want to work

can't find jobs. arthel? >> arthel: we heard the president on his official kickoff of his campaign for reelection, he says, are we satisfied? of course not. the white house is saying the economy is continuing to heal examine it takes a long-term view. what can you tell us about that? >> the chairman of the president's counsel of economic advisors points out the unemployment rate has fall finance 9.1% in august to 8.1% in april and he says most of that drop is due to, quote, increased employment. he goes on to say, quote, the economy has added private sector jobs for 26 straight months for a total of 4.25 million payroll jobs over that period. krueger says the u.s. needs to continue with president obama's economic blueprint that is, quote, helping us dig our way out of

week, but there has been a recent uptick. what's needed for a healthy economy? economists say the weekly rate needs to be consistently below 375,000 to show the market is improving. the yellow line on this chart shows that level within well above that since 2007. >> rick: one of the most anticipated criminal trials in american history finally underway at a military base in cuba. the self-proclaimed mastermind of 9-11, khalid sheikh mohammed and four other men facing a judge. carry charged with nearly 3,000 counts of murder. the arraignment comes more than a decade after the worst terrorist attack on u.s. soil. christmas eve intelligence correspondent katherine live in guantanamo bay with the latest. >> thank you, rick. right now we're in the 7th hour of the hearing and been

told to expect recompetition that's highly unusual. the men have not entered pleas and even if they enter guilty plea, there is no guarantee of the death penalty because that will be up to a military jury. there has been lots of bizarre episodes. one of the defense attorneys, a woman, civilian, was representing one department, someone who has a long history with bin laden's family. he insists on having his civilian lawyer wear the long black dress with the head covering. she got up in court and she suggested to the military prosecution that the women on that team ought to dress more modestly. she said, quote, for fear of committing a sin under his faith. that was a reference to the defendant. when we saw the five men today, they're accused of murdering nearly 3,000 americans. they have look a lot different than the pictures we're used to seeing. khalid sheikh mohammed is older. he is thinner. and his beard is dyed red with henna.

the other detainee was brought in a restraining chair and once he was positioned in court by the guards, they went back outside and brought in his prosthetic leg. he lost that leg fighting in afghanistan. then there was someone who lives with hijacker mohammed atta in german and at one point he blurted out that there was a plot to kill them and the military would describe it as suicide. there was serious issues that were brought up in court today. the military defense attorney's complained they are not getting resources they need to defend these men. one of them claims that he hadn't had a dedicated translator for a year. he have doesn't speak arabic. others complain about the level of classification for the information. they have say the government wants to keep a lot of stuff secret because it's embarrassing to the government. the chief prosecutor sees it differently. >> there really are sources and methods about future attacks and

future dangers -- again, i understand the skepticism. it is not a justification to not disclose information because it is embarrassing or because it violates a law. >> it seemed pretty clear when the suspects came into the courthouse behind me that they came here with a strategy and that their strategy was to frustrate and delay the process. we saw something very similar. i was in court with them in 2008 when they were rained under the bush administration and in that proceeding, what they tried to do was take control by acting as their own attorneys. i said this many times in my reporting today, what seemed to get lost in all of this is the fact that these guys are facing a charge sheet that's an inch thick and takes 56 pages to list the names of all of the victims here. rick, back to you. >> rick: katherine, thanks so much. as she mentioned, some of those victims' family members are

watching the 9-11 arraignment at gitmo. some of them are watching the proceedings on closed circuit television at military bases across the east coast. take a listen to this. >> going to be a lot of family members. they walked out because what he's saying, he's saying hurtful things and to bring up memories of your loved one and my son is never coming back. i miss him terribly. it's not going to bring him back, but you know what? this will give me a little satisfaction knowing the mastermind has been brought to justice. >> i'm going to see the people that killed my sister face-to-face. that's what do you in america. you go and you face your fight and that's what we do. we bring people to justice, like it or not. >> the human side of me still, i don't -- i'm glad i don't know anything about that way of thought or that way of life and i will not be terrorized in any

way or change my life in any way because of it. it's been changed and altered enough. >> we will have much more on this developing story coming up, including whether this newly designed military tribunal system is up to the challenge of trying the worst u.s. terrorists in american history. >> arthel: the final results are in from iran's runoff election and support for president ahmadinejab appears to be crumbling. voters went to the polls yesterday. the government saying it was a big turnout. conservative lawmakers claim it's a show of support for the religious leadership defiance of the west over iran's nuclear program. ahmadinejab supporters in the parliament are now outnumbered by conservatives who have turned against him for allegedly challenging the authority of the clerics. >> rick: let's go back here to the united states now and focus our attention on powerful storms tearing through the nation's heartland overnight. at least one tornado touching down in southern minnesota. take a look at sop of the damage

election driven by the state's unions. and democrat and republican leaders are looking for hispanic voters this cinco de mayo. >> arthel: president obama also taking some time this week to mark cinco de mayo, reaching out to latino voters by reemphasizing his commitment to immigration reform and specifically pushing support for the dream act which is legislation that would provide a path to citizenship to children of immigrants living in the u.s. illegally. here is some of what the president had to say. >> there is still plenty of unfinished business, including picking our broken immigration system and it's long past the time we unleashed the promise of all our young people and make the dream act a reality. >> arthel: this just as a new report on the census reveals that the number of hispanic registered voters has dropped 5% across the country. so how could this affect the 2012 election? bringing in now brad blakeman, former deputy assistant to

president george w. bush, martin frost is a former democratic congressman from texas. good to see both of you. >> good to be here. >> arthel: i know you have been following the president's day, even today on this cinco de mayo. the president mentioned how he's going to, if he gets a second shot, will get the dream act signed into law. you had some people saying this is contrived, using this day to bring up immigration, his support for immigration reform. and others are saying that perhaps it's appropriate as we celebrate this day. it's particularly big celebration among mexican americans. congressman frost, do you think it's contrived or appropriate? >> come on, this is a at this of celebration in the hispanic community. of course you bring it up. i think we will both agree that this election is going to be very close this fall and there are certain states where the hispanic vote could make the difference for obama. colorado, maybe even arizona, nevada, new mexico, and florida.

assuming he does well in those states and mitt romney has kind of given his back of the hand to hispanics. during the campaign earlier this year, he criticized governor perry for being for the dream act, criticized newt gingrich for suggesting there should be a path to citizenship. romney is way off base on issue that affect hispanics. so of course it's appropriate for the president to bring this up. >> arthel: brad, how do you see it? >> i think this day of celebration for hispanics, but it's a day of shame for the president. in 2008 he promised the hispanic incident moo that his priority would be in his first term, in fact, his first year, would be immigration reform. even mentioned it in his first state of the union. and after the state of the union when democrats controlled the white house, the house and the senate, where was the president? he didn't fight hard for immigration. on the contrary. he ruled that of ideology instead of rel right and went to health care and forgot about immigration until, what do you know, it's an election year and

it's sin co-dimaio and months before an important election. hispanics all over america, especially in battle ground states, should remember what the president did and what the president said in 2008 -- >> arthel: we know -- >> did he nothing in to 2012. >> arthel: you know the dream act was vote before congress a year ago. passed in the house, majority of the senate voted, but ultimately it didn't pass and the president saying, if i have this job for the next four years, i'm gog bring it back up. >> the key here is that -- brad is a good fellow. we do these things all the time together. he can't escape the fact that romney has taken extreme anti-immigration positions. >> he's not antiimmigration. >> now that he's going to be the nominee, but when he was running for the nomination, he was way far to the right of other people on the republican party on immigration issues. >> we're not granting amnesty. we're going to have a fair and equitable relationship with those people who are here, but they're not going to jump the line over people who follow the

rules. >> that's when grin hitch -- >> arthel: let me jump in. let me show you a fox news poll. this is important to latino voters, we took it in february. we're talking about most important issues in 2012. here it is, the economy and jobs, 29.1%. and in fourth place on this particular list behind education, health care, then immigration. 11.9%. so i want to ask you, congressman, i think you were speaking when i broke in there, how intense is this fight for the latino vote going to be? >> it's very interesting. i represented a large hispanic community when i was in congress. hispanics ought to be natural allies of the republicans. they're culturally conservative, patriotic. they're entrepreneurial. they have a lot of small businesses and yet, the republicans repeatedly reject the requests of the hispanics for reasonable immigration policy. i'm quite frankly, i like the

fact that the republicans are so wrong on issues that affect hispanics. hispanics ought to be republicans, but they're not for some very good reasons. >> arthel: brad, i'm going to give you the last word. as we showed that list, there was 11.9% was the interest among latino votes that we polled, as you know, romney vowed he would veto the dream act. so getting back to that and seeing that the hispanic voter, in most all americans -- we're just breaking it down into demographics, economy and jobs, 49% overwhelm league important. so do you think that's going to play in governor romney's favor? >> hispanic voters are the same as every other bloc of voters as you see in your poll. they're not interested in jobs and the economy. yeah, they're interested in immigration, but legal immigration. they're legally. they're citizens. they have the right to vote and they want to see the laws upheld equally and fairly and equitiably. so in that regard, they're not different. what the republicans have to do is left the latino community

know they went with obama last time, he let them down. now republicans need to step up and offer hispanics a pathway to which they can have an affinity to the republican party. it's not enough to ask for their vote. you got to show and earn your vote to -- >> romney are have a hard time being heard because of his positions. >> arthel: because brad, romney -- he vetoed the dream act. >> that's okay. romney going to come up with his own plan. it was brought up again, it's been brought up several times. the reason why it failed is this: there isn't a bipartisan consensus as what is fair and equitable. the democrats want amnesty. republicans don't. and certainly a majority of americans feel that same way. >> nobody is for posing amnesty. >> arthel: thank you very much for both of your perspectives. see you next time. >> rick: spirit airlines reversing its decision not to refund the fare of a vietnam veteran who was medically unable

to fly. refusal to fork over $197 in air fare to this man, sparking such an outcry from veteran groups and people of all over the country that the ceo says he plans to set things right himself. laura ingle with more on this. >> the ceo of spirit airlines is doing an about face and is now personally offering a to refund jerry meeken that $197 ticket. it is a surprise move after giving a defiant interview to fox news.com two days ago, saying the exact opposite. the airline's top boss said it would be fundamentally unfair to give jerry meeken his money back when the airline has a strict no refund policy. he explained then that meekens had a choice to spend a little extra money to cover a wide range of unexpected events, but he didn't. >> when he bought his ticket, he agreed to the nonrefund ability feature. he actively chose not to purchase the $14 insurance.

but then after his situation changed, he wants the benefit of that. >> he asked for a refund after his doctor told him his cancer spread and he couldn't fly. the airline's initial response created an instant backlash. over 40,000 people so far have liked to the boy scott spirit airlines page. the ceo released a statement saying while the airline seeks to balance customer service and demand, sometimes, quote, we make snakes. he goes on to say this: i did not demonstrate the respect or the compassion that i should have given his medical condition and his service to our country. all of us at spirit airlines extend our prayers and best wishes to mr. meeken. the airline will donate $5,000 to meeken's favorite charity, the wound warriors project. meeken's tells fox today while he appreciates the donation, he hopes the airline will review special circumstances like his on a case by case basis instead of applying that blanket no refunds allowed policy.

>> arthel: fox news is america's election headquarters. mitt romney now the presumed republican nominee and all week long we've been breaking down some of the names being tossed around as his potential running mate. tonight we looked at a contend who are is a rising star in the gop. wisconsin congressman paul ryan. fox news bret baier has more.

>> the next president of the united states, ladies and gentlemen, mitt romney! >> hearing top democrats talk about wisconsin congressman paul ryan's budget that has already passed the republican house, you might think mitt romney has already chosen him to be on the ticket. >> romney-ryan plan. >> romney-ryan budget. >> romney-ryan budget. >> governor remain knee hasn't shied away from the ryan budget plan. >> i applaud it. it's an excellent piece of work and very much needed. >> this is a person who led a very clear path for our party and for our nation. >> romney is not just handing out compliments. many analysts say he's making a decision by openly talking about the ryan plan that is clearly seen by democrats as a fruitful line of attack for them in the fall. >> you campaigned with mitt romney in wisconsin. spent a number of days on the trail with him. he embraced your budget. is that a full embrace. >> i never expect people to

embrace every little decimal point, every little stretchy line item. but it clearly he's embraced the kinds of reforms that we're talking about that are necessary to save and shrink medicare, to prevent our debt crisis from occurring, to reform the tax code to get jobs back in the economy, and to stop all the crony capitalism. stop the corporate welfare. what the president is doing, is i want to take more money from successful small business, bring it to washington. that doesn't grow the economy. that grows cronyism. and we reject that. >> you've heard people say, i know, that if mitt romney fully embraces your budget and goes whole hog and holds up paul ryan as an example, this is what we're going to do, that there is a vulnerability in some analysts' minds that he welcomes attacks, what do you think? >> i hear this all the time. look, i heard this when i put my budget outs in the first place. do we want to fix this country's problems or not?

that's the choice. >> all analysts seem to agree the choice of ryan by mitt romney would be a bold one. >> if you pick paul ryan, you're going full monty to take it on the budget and the deficit, regardless of all the pain that that would create. we're going to take your cough syrup, america. that would be the kind of campaign that could work, but it would be a very, very different kind of campaign than we've seen in modern times. >> paul ryan, budget genius, very important. good guy, romney is close to him. talks to him a lot. the down side is, you nominate paul, one, you take real player out of the congress. and two, you're going to relitigate the ryan plan which has policy advantages, but some political baggage. >> when you hear that you're on a short list for mitt romney, what goes through your mind? >> i'm pretty busy doing my job. i hear that, okay.

if they ask me to consider it, then i'll consider t. but that's months away from that kind of decision being made as far as i know. i like my job. i think i can make a big difference doing what i'm doing because i think we have a fiscal crisis on our horizon and i feel like i played a pretty constructive role in preventing that from happening. >> rick: from marketing consultant to political aid, to speech writer for the late congressman presidential candidate and vice presidential nominee jack kemp. he was elected congressman of wisconsin's first district when he was just 28 years old. and then house republican leaders realized ryan was a budget whiz. they moved him up the seniority line quickly, vaulting him over 12 more senior republicans on the budget committee. in 2011 at the age of 41, ryan became the youngest chairman of the house budget committee. which brings us back to his budget plan. ryan sees it as a pivotal point in the 2012 election. >> we knew that if we offer solutions that they were going

to demagogue those solutions. but we feel that we have a moral and a legal obligation that if we don't like the direction the president is taking the country, we should do something about it. more importantly, we've law that says congress has to pass a budget every year by april 15. we think we should follow the law. the senate for three years has decided not to follow that law. the president has given us four budgets and never in one of those budgets has he proposed any solution to this fiscal crisis. so what they decided to do is offer no solutionses of their own, wait for republicans to offer ours, then divide, distort and distract. >> the president was talking about student loans. he says your budget cuts back on pell grants and essentially said that republicans are turning their backs on young people. >> well, i think every week we're going to see the president pander to various groups in this country in order to try and build an election coalition to try and win this election. pell grants, for example, dramatic increases in spending

over the last number of engineers p we've seen a corresponding dramatic increase in tuition increases. we don't sign up for the addition increase that the president is proposing and apparently if we're not increasing spending as much as the president proposes, that's considered a huge cut. >> is he wrong when he says this stuff? >> yes, he's wrong all the time when he says these things. we're used to that. everything he says about our numbers and budgets, we're used to him tell things that are dramatic distortions. >> alt times, democrats have taken attacking the ryan to new levels. taking this ad showing an old lady being pushed over a cliff. then there was president obama's invite to paul ryan to sit in the audience as he lambasted ryan's budget. >> nothing serious about a plan that claims to reduce the deficit by spend ago trillion dollars on tax cuts for millionaires and billionaires.

>> are you ready for mitt romney for you pushing the grandmother over the cliff? >> i've been having these ads run against me for years. so we're all used to this. >> another looming factor could change wisconsin's role in the election and romney's calculations on picking ryan as a running mate. the state's republican governor, scott walker, faces a recall election june 5 for proposing, then passing a law that stripped most public workers of collective bargaining rights, inciting major protests at the state house last year. >> if walker prevails, then that means wisconsin could be in play this fall and that would to some degree raise ryan's profile in this. if walker loses, then i suspect it will diminish his chances. >> ryan gets back to wisconsin and his family as much as he can. often rushing straight to the airport after house votes to get home to his wife and three children. if there is something that people don't know about you, what is it? >> probably lot of things they don't know about me. i'm a dad, i'm a husband.

i like to hunt, fish, i'm a big outdoorsman and most of all, i like playing with my kids. >> so it's not all about budgets? >> no, it's not, not when i'm home on the weekends. >> you get home, you manage to get -- >> i sleep on a cot in my office. i don't have a place in d. >> yes i'm here four days a week. after the last vote i head home. i go to milwaukee, head home. i'm like a dad. >> you make the record from the capitol to the airplane? >> i've got that down to a science. getting from voting to the flight to get home for dinner. i make it home for dinner. >> he's a cheese head, loyal green bay packers fan, foes of lambeau field decorate haves. while there aren't too many him on overseas trips, he made quite a few. mostly to the middle east. president obama and vice president biden are signaling they'll run on their foreign policy record. >> great with me 'cause it's not a very good one. >> why? >> look at their successes. there aren't any.

with this transpacific agreement that's being negotiated, they're saying -- the president is surprising, is supporting this. he's saying, we're not going to support that anymore. we're going to now let the best product, the best service, the cheapist win, and i agree with that. >> rick: sounds like free market kind of idea. >> surprisingly, it really is. and it's completely contra so to what we've seen come out of this administration. it makes you wonder what's behind this. there has got to be more to the story. >> rick: the ulterior motives, what do you think could be behind this move by the administration? >> well, i like it, i love it, i'm a free market person. but what i think is happening is all of these countries are buying our debt and our debt is -- the interest rates are so low, of two give them another incentive to buy our debt. maybe by opening up our market social security going to allow them, and especially our government market, will show them -- we want you to buy our

debt and we'll let you compete for our business. i think that's what is happening here. >> rick: but i'm just wondering if we're out to try to boost u.s. manufacturing, if we're out to try to help the american worker, why wouldn't we keep a policy like this? i don't understand that part of it. >> for a couple reasons. because a loft those products -- there are companies that make a lot of money off of our government and doesn't necessarily give us the best price. let competition win. if our products aren't good enough, then they shouldn't win that business. it shouldn't be artificially inflated. for you and i as taxpayers, we want our country to buy the cheapest, most efficient products and if our manufacturers in this country don't do it, then they shouldn't win that business. >> rick: all right. this is something that's being negotiated, as you mentioned, through a trade pact that's being negotiated with foreign countries. we'll see how it works out. ed, thanks so much. >> great to see you.

that advice. people will cheer, they'll say oh, that, chris christie sounds great. but just remember george bush standing this and saying, read my lips, no new taxes. it was brilliant politically. just wasn't true. >> rick: so it's easy for him to say these things because he's on the side lines, is that what you're saying? >> that's exactly what i'm saying. every four years there is often a candidate who comes out and says, like bruce babbitt did or paul songhas, we're going to have to make the hard cuts in social security, or like mondale said, we're going to have to raise taxes. none of them ever win. americans will say, i say, tell us the truth. but oftentimes when we hear the truth, it then becomes a negative ad. it gets used against you. you get hammered with it. people say to themselves, gee, if he's saying now that he's gog raise taxes, you know, how much are they really going to go up?

>> rick: what does this mean for his chances, because a lot of people are still talking about him getting into the race, this time as a running mate to mitt romney. when he goes out and makes speeches like this, in this case to the cato institute, do you think using language like this, saying things like, don't confuse the american people liking the solution with accepting it, he said last night. they don't have to like it. but they know in their heart they have to accept it. is that going to make it easier or harder for someone like mitt romney to even think about taking him on as a number two? >> he can take him on as number two because mitt romney will set the policy. and you can believe he'll say things like that, as long as he doesn't follow up by giving the specifics. that's why we're going to have to raise taxes or that's why social security can't continue to cover everything, or that's why medicare is going to have to face some tough cuts. it's all well and good. he can talk about honesty until
