or even healthcare you guessed wrong. tops news whether mitt romney was a bully and who is dining with president obama at george clooney's hollywooded house. chances are you may have time to read all about that stuff but no doubt you would much rear have a job. a job is what really matters to you. with so many americans out of work do voters really care what mitt romney did as a teen ager or who president obama is having dinner with tonight? karl rove joins us. take a stab at this one how the news media seems to be at least not completely or totally but certainly a significant amount of discussion about governor romney 50 years ago and the dining tonight of president obama? >> well, the george clooney fundraiser in los angeles is catnipped to the press because it brings together the president and a celebrity in hollywood with a lot of people who walk the red carpet at the

academy awards. it is not substantive. it really has very little impact on the outcome of the election but they like covering it because it melds a couple of things they like. the other one is interesting to me. the washington post rather eastbound tensive story looking at what -- extensive story looking at what mitt romney may or may not have done when was in high school as you say nearly 50 years ago. that clearly is rather are odd journalism. i'm not sure we learn much about that. governor romney said if i did anything that offended people i apologize, i don't remember the incident in question. i'm not sure it adds much to our knowledge of him and really frankly is a weight of time and effort by what used to be one of the great newspapers in america. they are devoting these kind of resources to this kind of a a story. on the republican candidate i don't remember them examining some of the lost -- barack obama's lost years at ox dental

or what he did as a community organizer or in depth large story investigating his reverend wright's comments. i just don't remember that. maybe that was there and i missed it but it seems to me to be silly journalism. >> greta: jobs that is what so many americans talk when you get out the bellway and go across the country people are scared to death. their houses are underwater and they can't sell their houses to move to a job because they can't get rid of a house. is jobs still the issue for november? >> yeah. absolutely. every poll you see has the economy and jobs way out in front of any other issue. everything pales by significance. it is generally followed by deficits in healthcare and debt but way out in front is the economy and jobs. this is why the administration welcomes things like a discussion of celebrity dinners in los angeles or governor romney's pranks when was in high school. they would like to be talking about anything but jobs.

there is a reason why and it all has to do with numbers, greta. remember the jobs report last week? for every one person who got a job there were three people who dropped out of the workforce all together. one out of every six americans is unemployed, working part time but needing desperately to get full-time work or so dischannelled they dropped out of the work force. and everybody knows somebody in the one out of six. 75 to 80% think we are still in a recession. two thirds of the american people think the president's economies have had no effect on the economy or have hurt the economy. and then we saw this poll today from gallup released people were asked if after the election do you think if mitt romney wins will he do a good job on the economy or do you think president obama will? 61-33 say that about romney. and 52-44 about obama. this is why team obama wants to talk about anything but jobs economy and what are we going to do to get the country going

again. >> greta: as a candidate, either the president or mitt romney what can you say about jobs that you haven't already said adnause ruffled m? >> we have all heard it now. >> and we want to hear the next step. this is important for romney. not simply for romney to gram teak. what the challenge for mitt romney is to find a way between now and the november elections to systematically lay out what it is he will do in order to get the economy growing again. what is it that he is going to do. to say it and have a discussion with the american people where they get comfortable with it. we know the numbers themselves will have a big impact. at end of the day it will be the numbers themselves is plus a vision on the part of mitt romney that will decide whether or not he wins. and it will be a -- it will be the numbers and a vision on

behalf of barack obama to see whether or not he can stay in office. and his vision is going to principally be i think trying to paint his opponent mitt romney as a rich guy who only cares about rich people. i was taken aback in the president's speeches, the kickoff speeches at virginia commonwealth university and ohio state university he said governor romney sincerely believes that if millionaires like him are prosperous and get along that is all that is needed everybody else will do okay. really did governor romney ever say that any mays? i'm not familiar with it. but that is the tone we will hear during the campaign. >> greta: what i don't understand and maybe it doesn't poll well. either raise taxes or cut spending. that is sort of a crass way to say it but you that is what the argument boils down to besides the issue of whether we should cut regulations or things like that. i never hear any one seizing upon the enormous amount of

waste in our government. night after night after night we talk about billions and millions. it is extraordinary, this government. nobody runs than. >> president obama did run on that in 2008. he said i will scrub the budget line by line to end government programs that do not work. he has had three and a half years to do it and it is not credible for him to make that argument. romney is saying we need to put our fiscal house in order and cut unnecessary spending. he has to give a little substance and give a little proof about what he is talking about. plenty of time. 180 some odd days left. has to be a systematic plan. the campaigns have to have a clear idea of what they want to talk about and when they want to talk about and then go deliver that in a way that gets inside the hearts and minds of americans. plenty of time left. president obama has a problem in that he has a record to deal with, governor romney has a

problem in that he has to lay out a vision and add to the critique made of the president's policies. >> greta: is the president's in favor of gay marriage is that going to be a factor in the race? or even for governor romney come november? >> it will pale in significance to the economy but it will have an impact. it will have a positive and negative empact for president obama. it will energize gay activities and get him more money and help him among younger voters. he announce announce a day afte north carolina amending of the constitution to add a definition of traditional marriage. he won by 15,000 votes. i think he probably in north carolina suffers among advocates and opponents of gay marriage because he made his

statement the day afterwards. i think it will have something of an empact. it will matter in a couple of close states. i don't think it is going to decide the contest because the contest is going to be economy, jobs, deficit spending, affordable care act and throughout that all the question of leadership. in fact, i think the biggest difficulty for the president in this is probably leadership because look it looked like joe biden did this and then in the cleanup afterward the the obama white house said the president was going to do this but closer to the convince and beaden got over his skis and we sort of felt like we had to do it now. what that says is the president made a political determination he was going to make an announcement on this issue at time calculated to give him the biggest political benefit and his regret is that he was forced into it by his vice president speaking his mind on a sunday morning talk program. that ain't exactly the sign of a good leader.

>> greta: the karl rove election map tonight. if it were held tonight who wins and who losses and where is the focus. >> don't look at that map. i want to caution everybody. send up at rove .com and we will send you the map every two creeks and eventually we will start doing it every week. if it is unchanged from two years ago it points towards if the election were held today, barack obama would be closer. romney is represent ared by the red and pink states. the fact of the meater is this election is going to be close. and this map trails the national polls. in the national polls we have gallup and rasmussen and political battleground showing governor romney tied or ahead and yet this map shows him behind in the electoral college and that is because the map relies upon polls that may be months old. the map shows, south carolina, as a tossup state. there is no way south carolina is going to be a tossup state

going to be wisconsin of 2000 and 2004. bush narrowly lost by less than 5,000 votes i think it was wisconsin in 2000 and half a percent in 2004. if walker wins then wisconsin could be a battleground state. if walker loses or it is a narrow, narrow, narrow, narrow victory wisconsin could be elector like twin cities. >> i think it will be an interesting state to watch. >> new jersey governor chris christie is chopping away at obama care. he made plain he is saying no. says he won't do it and the governor issued a veto to do it? what did he do? >> byron york joins us. what did he do today? >> the obama care law requires the states to set up exchanges by january 1, 2014. if they don't do it the federal

government does it for them. a lot of states are setting up exchanges which are going to be websites where people who are uninsured can go and shop for the best sort of insurance. there would be requirements on the insurance and all sorts of other stuff. that is what they set up. states are starting to do this now and more democratic states than republican states have done is so far. the new mexico legislature passes this -- the new jersey legislature passes this bill to set up an exchange and cristie as no. on, republicans oppose obama care. proper practical argument which is there is a supreme court case right now. >> greta: one of the first things you you said is that under president obama's healthcare is that states have to set up the exchanges. if they do not the federal

government will for them? what is the incentive anyway for the state if the feds are going to do it for them any way? >> they have some flexibility in designing it themselves. >> in designing the website? >> the way the cover and is offered and certain details about that. the federal government is making available what are called exchange planning grants. so the yes is fib money to the states to do it. >> the state gets to hire their people. >> exactly. all they have to do is take money say yes and do it. there have been some republican governors who said no we are not going to do it and others who say well, look, as a practical matter we need to do this. the fact is the future of obama care is unclear right now and it could be completely declared constitutional so everything moves ahead. b, just the mandate could be declared unconstitutional and that could affect the exchanges

or c, the whole thing could be declared constitutional and everybody could say let's go home now. >> greta: and the timeline for this is six weeks away because the end of the term is six weeks. >> it is not like the supreme court decision is a year and a half away. it is coming early summer. so let's wait see what happens. if the law continues then we can do something. >> greta: it just occurred to me. if they get federal grant money to do this in some ways if any spent a lot of time building the websites turns out that the man is struck down or the whole healthcare lawn is shut down we would have a lot of busy work and money pend all for knot. >> there are advocates including conservatives who advocate setting up exchanges

this is a fox news alert. tonight a fugitive wanted for a double murder and kidnapping is dead and the two little girls safe.dnapped now, it all started last month when police say adam mayes murdered a tennessee woman and her oldest daughter in herssisp home. the family's two younger daughters a 12-year-old and 8-year-old.

helped to distribute the star wars trilogy, avatar, titanic were in texas and oklahoma. he had been in a film convention on may 1, came back and was at a friend's home a little to the best of los angeles and was staying with friends until early that evening 10:00 at night and then just picked up and walked out and drove his black mercedes away and nobody has seen him since. >> greta: why was he saying at some friends because his wife reported him missing the next day when failed to show up to pick up the child to take the child to school. i assume they were separated or are didn't spend the night at home. >> according to family members they say h his staying at that family friend's in oak park, his home is 10 miles to the east. was not unusual. sheriff investigators have questioned that friend and found nothing strange about it. gavin smith loved his family and he was family oriented and

that you know of? >> nothing. they in fact went to bed and gavin was down stairs in the family room watching television. they believe he left sometime around 10:00 in the evening. got into his car and drove off. he was -- he was apparently wearing purple sweat pants and casual clothes. nothing you would go to a business meeting or dinner. it was comfortable clothes for lounging around in. he wasn't planning to go anywhere but he did get up and get in the car and just leave. >> greta: and the road i take it there was nothing unusual about the road from there to the family home. there aren't cliffs or anything like that in the area? >> not in the area of oak park although there are a number of various canyon roads in the area between west park and the hills by are dicey. you have areas like where there are steep offdrops and go down

taxpayer expense. the guilty money wasting party this time miami dade county. the florida county spending millions and millions of taxpayer dollars on hundreds of new police cars and other vehicles that the county just didn't need and just let sit rot in a garage. "the miami herald" patricia mosay joins us. good evening. how many cars have just sort of been sitting and rotting. >> at the peak there was 1200 cars in the spring of 2008 in a county garage. they were being maintained and slowly put into circulation but as of last year there was 340 and then as of last month there was 157. >> greta: why were all the cars kept? i mean why the overbuying? >> well, here is what happened. it was two decisions. one in 2006 they bought 908 vehicles in bulk. this was an $18.9 million purchase it included a lot of police patrol cars.

and then a year later they decided they were going to reduce the size of the county fleet and that meant a lot of older vehicles that were used were put in storage. and then couldn't cancel the old order from a year earlier so they had this glut of new purchased vehicles and unused old vehicles together in the garage. >> greta: why didn't they try to sell them? >> well, they said eventually we're going to have to use these cars and even though it will take us longer to put them into service that is the better way to get value than sell them because you know cars once they have been sold and basically driven off the lot lose a lot of their value. >> greta: did miami dade stop buying cars in about the year 2006 and have this fleet in reserve? >> they did stop buying cars and. >> greta: totally? carsd tried to put the cars into situation. they bought some of the cars that they needed on a case by

case basis but didn't make any big bulk purchases. >> greta: is any one up in arms and saying this is not a smart way to do this? >> the county was kind of in a tizzy last month when this came out again and there was new commissioners who had no idea this was going on. some of the veteran commissioners were told about this a couple of years ago but you said we really didn't realize there were cars there from 2006 or 2007 and they asked the mayor for a report and that is when said he has been trying to put the cars into service more quickly and now what is left is police patrols, some vans that the county uses to bus children to summer programs. and some other cars that they are hoping to put into service throughout the summer. >> greta: well, that is a little odd that they claim that they didn't know about it. "the miami herald" there is a memorandum going back to june of 2010 where the county

manager was talking. wrote a long memo about all the cars. >> this is an election year. in 2010 there wasn't this kind of outrage perhaps this year things got a little bit more political but in any case it got the ball roll and people much more aware about this and now the mayor has committed his administration to providing updates to the commission every time there is a vehicle purchased about how many cars are in reserve and why. >> greta: what is the money from? is this from property tax? what is the source of the money that went into buying the cars? >> well, they put it in the budget every year to kind of replace the cars that they need. i mean for example the police department goes through 8 or 9 patrol car is on average every month just because of wear and tear, c crashes and other needs that they have. they budget for a lot of these cars in advance because they know which departments, building, permitting, construction, are going to need cars throughout the year.

is almost hostile towards the inspector general position. could you elaborate on that? >> in some cases they are. administrations should not be able to pick and choose which ones to fill and not fill because of a political agenda. i think the important thing is we need to find reforms that guarantee both an initial ig and line of succession so that simplygain will be have sem an empty slot. >> it is not unique to the administration and i said i think part of it is these of hard jobs sometimes to fill. i think we in congress with our overblown rhetoric about federal employment and the value of public service make them less desirable. the compensation oft season not comparable to what you can have in the private sector with a comparable skillset and i think the senate confirmation process has become to burden some that

some people just give up. >> i was astounded to see there is no inspector general for four years in the department of state with mammoth programs. i saw some of the waste and incredible spending when i visited afghanistan last year. now, i'm wondering who is responsible for not having someone responsible. that kind of outrageous spending on overseas aid programs is going unchecked. >> president obama is showing that he does it. want any internal people looking around. he doesn't want an internal auditor. the pest way to avoid any confrontation with within his own agencies, just don't appoint an internal auditor. just don't have an inspector general and you won't have any problems. that seems to be the attitude. >> greta: coming up, 18 dead bodies found in a popular tourist and retiree spot dismembered and meant to intimidate and scare others. where did this happen?

from america's news headquarters i'm elizabeth prann. president barack obama voicing optimism about the economy while on a fund raising tour on the west coast. the president saying the economy is getting stronger but a new associated press poll shows most americans disagree. 22% say the economy improved in the past month and almost two thirds of those polled disapprove of the president's handling of gas prices. a panel of federal health advisors back the first drug shown to prevent hiv infection in healthy people. the food and drug administration advisory panel recommended an approval of truvada for those at risk of

two mini vans in which the 18 dismembered and beh headed bodies were discovered. they were discovered after an anonymous tipoff. this is common in the drug war here. somebody said go to this particular place and you will find this and that is what they found. the note there is often a note with them is from the millenias drug cartel which is an offshoot of the zetas. a smaller cartel affiliated with them. and perhaps this might be payback for something that happened in november in the state capital guadalahara at that time 26 bodies found in three vehicles and new generation cartel claimed responsibility and all those people back in november were zeta the victims. so now the tables have been

turned. >> are the victims people who are members of a competing or warring drug cartel or gang? or are these in th innocent cis or relatives? who are these people? >> they are human beings. that is one way to look at it. the police say it seems apparent because of the age of the people although some of the bodies so badly mutilated it is hard to tell what gender they are but the police are saying that these are, indeed, members of the new generation drug cartel, the victims in this particular case. but you sometimes it is very hard to tell. it also -- the forensic scientists have said that for some reason these bodies were refrigerated and then dumped. they had been stored for some days in fact before they were actually dumped in this large quantity. it is horrific even by mexico
