thank youvery much. we'll continue with cheryl casone and carbin' in. some are states are looking to slap drivers with a mileage tax. will this slam the brakes on the recovery. carbin' in crew. wayne rogers and tracey burns and john layfield. welcome to all of you. john, layfield. my energy man is this any time for a mileage tax to be introduced in the states in the country in >> absolutely not. had it has nothing to do with the economy recovery. it is stupid. lottery is being sold. give it to the schools. it never went to the schools.
8:31 am
it went to the general fund. that's what will happen here. you will have all of the mileage tax. what are you going to force it. people going to work every day. give them an exemption or crews like the post office. so many different layers and what if you are pulling a tractor or bus. there will be so many . if it go to the roads with a flat tax but it doesn't by the way. >> what if you have an electric car? >> to joins point. if they do it, some things could make sense. get rid of all of the other taxes . get rid of the gas tax and put a mileage tax on the road. on using bridges and tunnels. but the money will end up in somebody's pocket.
8:32 am
you love veg as, admit it. and it sounds like brother to me. it is a tax on the vehicle. it is off the cuff. you want to be in pol teches? this is political suicide. thal not work. divent or 30 or 40 years down the road. cities are grid locks that is one thing. that's not where we are now. you have to drive to work? it doesn't make a lot of sense.
8:33 am
here is the thing. old prices are going down. >> cheryl, it is an invasion of privacy. we have a threat they are going to use domestic drones to track us and a device in your car to tell you where you go every mile. it is nutty and doesn't work. politicians originally put a tax on gasoline they should have say we have a depreciation rate. it takes so much to maintain. we have to match that with a tax. they don't do it they take the money and spend it. it is a nutty idea. let me finish, please. >> and the other thing that could be done. you could privatize roads. just pay a tollat the road and then you use the road and that road gets the money to maintain the road.
8:34 am
why not do that. >> for the first time in months he is talking sense. it might sound lud crus but it is not. 18 50s. there was private roadways. and you said the user pays. this is more about more control from big brother. can can i interrupt. it is a good idea johnathon. what is next. going to tax you for looking at the sunrise and breathing. it is the misuse of funs. john is right.
8:35 am
>> 25 percent of the gas tax now goes to services other than than protecting the roads and fixing the roads. and even the money that was used. and it is what they would do if they leave the money. there are privacy concerns. what they are talking about is correct. if you want to deal with congestion deal with it the problem with mileage how do you implement this and f150 truck and a toyota priust. how do you deal with an 18 wheeler. you pay for the services they use. and i think i should pay for that and if i use the road i
8:36 am
should pay for the roads. but the money goes in the general fund. he makes it interesting, kris. it is a service i am using, i should pay for it. if you buy a airline ticket you are paying for it in part for airline security. there should be a mileage tax or contax. they have to get the money from somewhere. >> this is the problem. this is not europe. united states is a unique culture as we know. forget the monitoring part that freaks people out in the political spectrum. but there is a mileage tax. i think it is a cregret that people yourt had cannot afford it. who will be the politician to recommend this? who? that would be political
8:37 am
suicide. >> to wayne's point. privatization has been done in chicago. but coming in the government it benefits the government. >> with all due respect. i am not sure that is the best idea either. going from mileage tax to privatizing the hoyce. >> you are giving politicians too much attention. they were investigating steroid and baseball when the housing crisis blue up. >> oh, my gosh. i am blown about the fact that wayne and johnathon agree. >> and wow. >> christmas miracle in june. thank you very much. >> all right. comug -- coming up. >> this is an iphone.

lawmakers are looking to cut class toz save cash. with kids falling behind can america afford it? and buckle up the furry friends. pet owners face jail time if their pets are not wearing a belt. by what's getting done. the twenty billion doars bp committed has helped fund economic and environmental recovery. long-term, bp's made a five hundred million dollar commitment to support scientists studying the environment. and the gulf is open for business - the beaches are beautiful, the seafood is delicious. last year, many areas even reported record tourism seasons. the progress continues... but that doesn't mean our job is done. we're still committed to seeing this through.
8:41 am
>> well, you've heard of students cutting class and how about lawmakers cutting classes? california now planning to allow kids to skip the second year of science so the state can save money. but the u.s. ranking 17th in the world in science, john said dumbing down of science is hurting the economy. >> silicon valley in
8:42 am
california . bill gates begged the administration to increase we need 15 million jobs that americans will not be ready for. if you get a science and math degree. you will get a job. and instead of trying to push this on the young people. this is half of it. and cutting education and telling kies to skip science class. >> i don't think it will make a difference. they have 100 percent more in education for the country. s.a.t. scores went down. in california 30 percent drop out rate. the problem is that education
8:43 am
is a and do you think? >> oh, my god. that is on a maul level and math classes cut. but what is the money spent on? fancy dinners. and i come back to the iphone. that is disgusting. it is broke. but the politics aside. what point do we as governments stop with the cuts that could harm us in the long term like this one potentially. i just can't imagine. it is a reality of where we are. and compared to the chinese.
8:44 am
i tell you, it is bigger than class sizes. there is a cultural problem in the country right now in terms of how we valley math and science. it is getting worse for decades. we actually are number three when it comes to how we spend for students. it is incredibly slow. and we are third in spending on spending.
8:45 am
you have a qualification that said you have to take two years of education. you want a fat smart guy or fancy moran. >> we are all agreeing and that feels well. i have to agree with kris. the way society is using smart people is wrong. and so much emphasis on the guy who makes basketball shots with the eyes show. the guys creating rocket are nerds. >> when you are starting to deal with unemployment you are giving a guy with an aspirin for a head wake when hoe had a brainn tumor.
8:46 am
the system is of education. private test scores are higher . they spend less per pupit. emily's just starting out... and on a budget. like a ramen noodle- every-night budget. she thought allstate car insurance was out of her reach. until she heard about the value plan. see how much you could save with allstate. are you in good hands? fiber one. uh, forgot jack's cereal. [ jack ] what's for breakfast? um...

>> i amuma from washinon. another european crisis. the european union may bale out spain's bank. pain would be the fourth member of the euro wrone to get a life line in years. and attorney general eric holder pointed to federal prosecutor who leaked the security information. president obama vowed to get to the volume of how the new york times got that information. >> and colleges are lowering tuition fees. and they will pay $5000 less than those state students who are legal residents.
8:51 am
and governor sarah palin will join us to answer your questions, stay with us. okay. forget the dog house. you may end up in the jale house if you don't buckle up your pets. drivers are facing fiance for not putting a seat belt on. it is a bone to pick. you have a problem with this? >> you go on a blog, cheryl? i don't ghet it to be honest. the government's responsibility is to protect individual rights. it is not a couch or -- we need to move back. you don't want to do it. >> wane, wane. okay, sorry. but i know that pets are members of our family and they
8:52 am
can be projecle and there is a lot of good for that. >> i like the idea that john treats the done differently. most treat them like children. what difference does it make. for the betterment of the dog or people. you want to kill children -- why not -- wear the sets off -- belts off anyone. >> we are talking about dogings . what iff you own a snake or a pet rock or hamster. this is insane. we have 16 trillion in district attorney debt. i don't care if you own a snake or put it in the car. >> it is in new jersey, this is your home state and considered in new jersey
8:53 am
animal crueltiy. >> what johnathon just said is animal cruelty. there is a lot of people who really love their pets . the way you treat your children treat yourr pets. if you can't treat them that way you shouldn't be a owner. maybe it should be up to the owner to take care of the pet. snake or cat or pet rock. >> a thousand dollar fine and time in jail in new jersey. some are saying it is extreme. yes, that the fine is high. i am married to a dog lover. if the choice was to save me or our dogs, she would choose the dog. i will say it is fine for the sake of my marriage. >> fair enough. johnathon yourr point. i understand that you think
8:54 am
pets are property. we disagree. and at the same time 1,000 is too high. i mean. >> it is i understand there is a fine for not having your buckle up is higher than the fine for your child. it is a bewildering. if you are a dog owner you think animals have rights. >> whether they do or not. does congress have the time to make laws. what about living your own life. >> it is not necessarily a seat belt. all they are asking you to do is tether the dog. that is crazy. you don't want to seat belt everybody else. >> to johnathon's point. they are not doing this to save animals. they are broke and need another 1,000 in.
8:55 am
