doug mcelway live with the news at a red cross cooling shelters in maryland. and doug, how many people are staying at that shelter tonight? >> the red cross tells me they had about a hundred people here last fight, more than a hundred. they're expecting probably that number again tonight and most the people at the shelter were here because a very large tree fell on their apartment and building roof, and it's uninhabitable. so there's a very good chance that they may be in need of shelter, even long after the power has been restored. even though, the american red cross says it's willing to adom kate. >> accommodate. what we have now is not only the emergency shelter, the other thing, we're helping to staff cooling stations and we're doing some emergency feeding and some of the more stricken areas where there's still no power. >> reporter: maryland governor paid a visit to the shelter this afternoon. and bolstering spirits of the

electing mitt romney in november. the high court ruled 5:4 thursday that the the affordable care act also known as obamacare, is constitutional under the federal taxing powers, but while republicans plan to make that new tax a campaign issue, the president's chief of staff says that very few people would actually have to pay it. >> the only thing in this bill that puts a burden on individuals to pay more is a penalty for those who can afford insurance and choose not to buy it and to be clear, that's 1% of the population, in massachusetts, where this was tested in the plan that governor romney put in place, 1% of the population ended up paying the penalty. >> reporter: and lew says the tax, what he calls a penalty will not be a burden to the middle class and that it's now time to focus on the economy and jobs and to move ahead with implementation of the affordable care act, harris. >> harris: he may say it's time to move on, but something tells me the conversation will

continue ott political lines anyway, steve centanni, thank you. let's move on to our border, a country with 114 million citizens leading through a drug war. we're awaiting the results of the mexican election, polls now closed and we could be a short hours away from finding out who voters voted to replace calderone. and as we see the violence spill over the border how will mexico's new president address it. the that could have an impact on our national security. william la jeunesse. >> reporter: as you say, the polls closed here in mexico, two hours later in western mexico. the ballots are filled out almost exclusive by pencil at the polling places and they're at the polling place, by officials from each party.
4:11 pm
excuse me, unlike the last two elections this one is relatively quiet. in 2000, voters toppled 71 years of 1 party rule and six years ago, the far left candidate came within a fraction of winning. but the outcome tonight is not considered in doubt. how they will govern and tap on the drug war, that remains unanswered. >> this is the plaza of the confusion, a major gathering place for social and political causes. while it appears that polls suggest the front runner will become the next president of mexico, there's an uncertainty if he can shake the baggage of the party that he represents. in the end, it's all the same thing, when-- went to the power of 2000 we all thought that would change, but then in the end we're starting to realize that it's the same thing. >> now, pena is the hands and face of pre-a party known for corruption, repression and

4:13 pm
the concern, rather, they have brought in the colombians who brought in the cartels over concern about american officials, this party will negotiate, if you will, with the cartels to reduce the violence and that's the fear and he says, no, he wants u.s. help. back to you. >> harris: william la jeunesse reporting live from mexico city. developing now, new details about a helicopter crash. new video just coming into our news room. the helicopter had been missing. we'll show you the aftermath coming up. also, egypt's new president wants the united states to set free a man who wanted to see americans slaughtered. the push is for a blind sheik for plotting to kill, for the man convicted of trying to blow up the world trade tower in 1993. a message strong and clear. a former marine on a mission to help injured veterans. >> first, i was skeptical that
