states and others deal with a scorching drought. first up, president obama will not say he is sorry in a new interview he troughs apologize for campaign messages claiming that governor romney is responsible for outsourcing jobs during his time at bain capital. she standing firm despite independent observers calling the attacks misleading. steve centanni is live in washington. >> reporter: the president not backing down from his criticism of mitt romney over bain capital. our local virginia television station, he was asked if his campaign would apologize and he said, no, we will not apologize. mr. romney claims he mr. fix it for the economy because of his business experience but voters want to know what is exactly his business experience.

the obama campaign has questioned romney over the period when he was running the olympics but was listed as head of bain capital and his offshore tax shelters. last week an obama campaign aide did suggest that romney might be guilty of a felony by misrepresenting his leadership of bain capital. this prompted him to appear on five, two saying that he is demeaning the office by making false claims. a republican supporter saying that romney had done nothing wrong and the president has gone too far. >> he retired retroactively. he ended not going back to the firm after salt lake city. he was retired from bain. bain is a good company. it's been very successful and created a lot of jobs. >> reporter: republicans also say the president is trying to

divert attention away from the poor economy. >> patti ann: steve, thank you. >> gregg: fight against voter fraud in a battle state. rick scott praising the obama administration for giving the state access to a federal database. homeland security department will now let florida check the federal list for people that are not u.s. citizens that will allow florida to verify the legitimacy of their rolls. >> patti ann: a teen organization in lowell, massachusetts is fighting to take part in the democratic process. vote 17 say they want a voice in local government. they are pushing for 17-year-olds to be allowed to vote in municipal elections and one state senator thinks it is a fine idea. >> for a number of years, many of us nobody comes out to vote and low voter turnout. so it's really refreshing to

have young people say let us vote. >> this is something we want to do. this would be beneficial for us to do to kind of squash that whole culture of disengagement. no, this is something we want now. >> patti ann: the massachusetts secretary of state's office says a special ballot limited to locality elections is constitutional. now, the effort must be approved by the state legislature and signed by the governor. >> gregg: kidnapers threatening to kill two americans taken hostage in egypt. u.s. em was si is ensuring the safe return of a pastor and a member of his church. peter doocy has more. >> the hostage taker says his 62-year-old uncle was thrown into an egyptian jail last week because he wouldn't bribe police

officers who stopped him and after the triple kidnapping to urge authorities to free his uncle. he is using michelle lewis and lisa alphonse from the boston area as tour guides as leverage. we are aware that two people were kidnapped on july 13. we in contact with egyptian authorities who are doing everything they can to bring about their safe release. we will provide assistance as needed. secretary of state hillary clinton met with egyptian leaders today and experts here in the states this situation is a big test for their new president mohammad morsi. >> i think the egyptian government has to demonstrate they can maintain security inside egypt. if it fails to do that it will be severe economic blow to the tourist industry and call into question whether the new government is effectively in

power. >> reporter: all his family wants the s his return and not revenge. >> i'm sure they have their own reasons for doing such. we would just love to return to our normal lives. >> the reverend's son their family's concern for his health and that the reverend is diabetic. >> gregg: peter, thanks. >> patti ann: new push in the senate to free a pakistani doctor in prison. senator rand paul says he has enough to force a vote. his bill would strip pakistan of aid unless the doctor is released. they say he provided important information on osama bin laden's compounded in pakistan that led to his death at the hands of navy seals. three weeks later he was picked up by pakistani authorities and allegedly tortured and sentenced to 33 years in jail. >> gregg: sad news in the

entertainment world, star of stage and screen actress celegste holmes has died. she won an oscar for her portrayal of a lonely secretary in "gentleman's agreement." she was 95 years old. >> a desperate search for two iowa girls. they are searching for elizabeth collins and ten-year-old cousin. two girls were last seen on friday. their bikes were found at a lake after they were reported missing and here is the latest from new york city. >> reporter: hundreds of volunteers and emergency workers are continuing their search today after holding a candlelight vigil for the girls last night. the mother of one of cousins fears they were abducted. they are saying it's out of character for her daughter to wander too far from home. the girl often stays at her

cousin in evansdale while her mother works. they were short seen in downtown evansdale. the girls grandmother called police after they didn't show up. their bikes were found on a trail along a trail by the lake. they have found no other traces of the girls. they have swept the area via helicopter. a plane with infrared sensors proved to be unsuccessful and they used sonar equipment and plans to search other bodies of water today. the girls' families continued to hold out hope. >> my cellphone, she has one. >> eight-year-old elizabeth collins, is four feet, one inch tall and weighs about 60 pounds. ten-year-old is about 4'11" and

has stock build and light brown air and blue eyes. if you have seen that call authorities immediately. authorities still view this as a missing person's case but not ruling out the possibility the girls were abducted. an amber alert cannot be issued for the girls because they don't have a suspect or a vehicle. >> patti ann: let's hope for the best. anna, thank you. >> gregg: more than half of the united states right now is suffering from a drought and it's threatening the water supply. indianapolis, police are patrolling the streets for anybody that happening to filling their pools or watering their lawns or washing cars. if you get caught you will get fined big time. maria will tell us what to expect. >> pretty much almost every state in the lower 48 is currently experiencing dry conditions or a drought. take a look. this is from the national weather service.

that yellow is basically anywhere where we have dry conditions than normal so below average precipitation. you can see upstate new york and parts of indiana, and especially out west. we've been talking about wild firings in new mexico and utah and arizona and colorado. you can see where we really have extreme exceptional drought across those areas. we are starting to see much needed moisture in four corners but indiana we're not expecting much in the way of rainfall. there are a couple of light showers out there right now but not anything significant and most of the state will really be dry as we head into tomb as well. we have dry weather in store for you. most of the eastern part of the country are seeing scattered thunderstorm activity. heavy downpours activity in new york and pushing through pennsylvania. we need the moisture out here. this is welcome news. as we head southward, a lot of

heavy rain around the houston area. they have been dealing with flooding. we did pick up significant rainfall earlier and out west, the moisture is very typical this time of year and we'll take that rain while we can get it. we'll see rainfall out there. extreme heat in place for the midwest. 99 in rapid city and it feels hotter and tomorrow is going to be another scorcher and this heat will be extending eastward, great lakes, heads up, temperatures will be on the rise over the next couple of days. >> gregg: the humidity is just stifling out there. we'll check back with you, thanks. >> patti ann: troubling new reports of airport security breach in london. british media reporting several people on a terror watch list entered the country at heathrow airport. it's not clear if the individuals are still in the country. this comes after a private

contractor failed to provide more than 10,000 security guards for the games. the british has brought in the military t the slack. >> gregg: serious hardships facing thousands of nasa employees. more than 7400 people at the kennedy space center lost their jobs last july when the obama administration ended the space shuttle program. florida got 5700 workers and half of them have found new jobs and quarter of those are out of state. many workers have had to settle for much lower paying positions. >> patti ann: new trend in investing and real page turner. some people are making money off their favorite childhood characters. >> gregg: one father is in big trouble with the law for helping his son skip school to walk down the aisle -- that is dad right there. a bizarre area, dunks for dad. our legal panel takes the case.

while stockton, california is the largest city ever to go belly-up. peter barnes tells us cities and towns all over america are hurting. >> reporter: motor city may be on the road to bankruptcy. in june the debt company downgraded more than $5 billion of their debt to junk bond status. the city's financial problems have been fueled by mismanagement. general motors and chrysler only revved up it's fiscal problems. >> there are some parallels between detroit and greece. greece is an area where they have no economic activity very, weak structurally and they don't have a lot of options. >> of the 20 municipal bankruptcies since 2008 most have been smaller communities but now more struggling bigger cities are opting for

bankruptcy. they have bigger expenses, bigger employee salaries and pension obligations, bigger debt and bigger holes to dig out of. last month, stockton, california with a population of nearly 300,000 became the largest city ever to file for a chapter 9 municipal bankruptcy. >> it allows the municipal government to attack bigger problems. bankruptcy court has brought authority to undo or otherwise modify collective bargaining agreements. >> reporter: three other cities have earned multiple junk bond ratings, itselffield texas and two in rhode island but another 22 towns have a junk bond rating from one of the ratings firm including camden, new jersey home to 80,000 people. >> they have been getting along the last two or three years in muddling through to avoid bankruptcy process. >> reporter: even cities like chicago with stronger finances

and bond ratings are unnoticed. moody's downgraded their rating in april because of underfunded pension plans. >> gregg: peter, thanks very much. >> patti ann: new calls from governor momney's allies to get tougher on the campaign trail. this after obama's campaign manager saying the governor may have committed a felony. scott walker says it's time for the governor to fire back. he is saying the president's team does not want to run on his record. he has to be forceful about fighting back. so joining us to talk about this julie a fox news contributor and advisor frank lauten brg. thank you both for joining us.

>> let's start with the accusation itself. is there any truth that romney is misrepresenting his time at bain? >> absolutely not. several fact checkers including the "washington post" have said there is nothing accurate about what president obama is pushing. he is using bare knuckle tactics to distract from his abysmal record and he has nothing in the future in terms of job creation. he is trying to slime mitt romney and romney need to do what walker suggested, get 60 him because as long as you are playing off of him, peokt is losing. >> patti ann: the felony accusation is extreme. are you surprised that he backed off from that a bitter? >> i'm not because in fact, what the boston globe reported, if it's accurate, than the governor lied to voters or he lied to sec. that is violation of the law. so it could potentially be a

felony. bottom line is this: i do agree with walk other one thing. if you are defending yourself in campaign you are not winning. romney ran an abysmal rate and he can't get back on offense. it's very bad for mitt romney because he can't change the subject to issues he wants to talk about. >> he can change the subject. >> he has to refuted these claims. that is easily done by pounding message after message out there. showing these independent fact checkers that basically say president obama is lying. >> how he can refute it. if he releases his tax returns, let me finish! let me finish. >> you interrupted my, julie. >> he'll be able to clarify once and for all whether he was working for bain. i have to agree with the

governor of alabama who said. julie you are filibustering. >> couldn't the he put it to rest if he released more years? >> a if he does president obama is going to keep digging. he will release 2011 after the tax extension period. he has done required. he has done nothing improper. there the best way for him to flip this, refute and go after the president with respect to insourcing. president talks about insourcing and all he wants to do is increase taxes. if mitt romney would come up with a simplified plan basically we're going to have job creation and focus on the tax code and regulatory code and balancing the budget and bringing down the deficit. i promise you he'll be the next president of the united states. >> i want to quote the "washington post", they say it's ironic talking about the bain

report. should it put the president on the defensive? is the "washington post" right, is people missing the big story which is the bad economy? >> it's not president obama is that releasesed this. it's the boston globe, mitt romney's own paper. this story was not broken by the boston globe. so the reality is mitt romney again, i have to disagree. if he wants to put the story to bed, barack obama released his birth certificate ended speculation. if mitt romney wants to end the speculation whether he work worked ad bain release the tax returns. >> if you are out of good ideas you are essentially flying the other place. that is what he doing to show

joey jackson and mercedes. you came up with something i haven't thought of which is why i'm going to go to you. is this legal? >> you have to consummate the marriage, in order to show that the marriage, there has to be consummated. the teen is living in the father's pent house living the life and housekeeper's daughter is living back in miami in a separate location. put them under oath and ask them this question and find out. >> gregg: there are a lot of husbands and wives that don't live together and a lot that do that probably shouldn't. >> that is great point. have a hearing and find out. the judge jumped to conclusions. is the marriage legitimate? under nevada law it appears to be lawful. why? because of the fact if you are

16 you have one parent's consent it's good. as a result of that they were married, he become emancipated and doesn't have to go to the boarding school but with the judge jumping to conclusion without making that determination, that troubles me. >> i didn't think it existed any more in the 50 states but it does? >> it does. you know the 18-year-old we don't know the legal status. we know she is colombian born and that is another possibility of fraud. >> gregg: all the time one parent signs off minor's. a father signed off on his 15-year-old daughter's marriage. >> yes, indeed, and you need collaboration of both parents. but here is the issue here. in nevada where you have one parent consenting there is nothing he did that was unlawful. we could ascribe negative

tragic scandal what happened with penn state. it was about seven-month long investigation found there was an elaborate cover-up culture at the university which allowed young boys to be suilly abused by jerry sandusky. it found administrators and legendary joe paterno who is now deceased were all complicity the cover-up. mercedes could more criminal charges now be filed? >> excellent question. absolutely because a lot of things, they are going to look at schultz and they are going to look at all of them. they want to president, what did he know. >> gregg: there will be more charges. >> there could be more, but here is what i say. i think it's time for healing. we have a conviction here.

45 on 48 counts he was held accountable. the school and victims are reeling. it's time to move forward to let the victims heal. >> gregg: it's not just through counseling and professional assistance but compensation. i talked to attorney for one of the victims on friday. he said, look, in addition to compensatory damages, it should include a multiplier of punitive damages to punish the university? >> one is the financial wherewithal of the defendant. we know penn state in the wake of the scandal, $73 million has been raised so that is going to be part of it. it's a deep pocket. look at the conduct. it was very damning, reckless disregard for these children. we're talking nine times. >> mercedes and i were looking at the report. 267 pages. it goes on and it's hard.

some statistics on how much this conference has cost through the years. back in 2006 the tab was $486,500. in 2012 up to $670,000. they say they need to do this to provide workshops and training and education and networking for the manufacturers and industry experts but that cost has gone way up more than the cost of living increase? >> listen, i'm going to concede that at a time when our deficit is in the trillions, to the average american taxpayer, hundreds of thousands of dollars isn't all that big a deal. i think it's very important timing issue in terms of the politics of this. i play a little game what would the democrats do? the democrats in a republican administration would be going bezering. they would be turning themselves inside and out i think the g.o.p. ought to pounce on this.

if those costs are passed on to the customers, that deters them from using credit cards and the companies suffer, so, ultimately could this motivate the credit card companies to lower fees permanently? >>guest: no. in a word. i doubt it. if you have watched the history, if history tells us anything about credit card companies they immediate to make money. the truth is, they are offering a service to retailers if you are allowed to use plastic. and debit cards are not part of this settlement, and they are becoming more and more popular now that people do not want to take on debt. but, i think credit card companies will find a way. though always do. to take the hidden fee and hit the consumer in some way. but when you go to the gas station and you are asked to pay cash or credit, and you get a cheaper rate on gas, people do not get upset about that so maybe if this becomes the norm people will not get too upset but at the beginning, forget it.
