>> jenna: welcome back, everyone, a "fox news alert." tracking isaac, the outer bands of the tropical storm lashing florida at this time, isaac could be a hurricane when it reaches the florida keys, a little later today. before moving into those hot waters in the gulf of mexico, where isaac is expected to get even stronger. possibly, possibly morphing into

a dangerous category-3 hurricane before hitting our gulf coast, that is what we are watching for now. isaac already has proven deadly, though, leaving at least four dead in haiti, and toppling trees and power lines in cuba and is heading to the states next, joining us on the phone, the director of the florida division of emergency management, brian, at this point, where and when are you expecting the worst of the storm? >> caller: good morning, jenna, we are expecting the maximum winds to impact the keys later on today. as it passes over there, and we are expecting the effects along the southwest coast of florida, and tampa, starting tonight, in through tomorrow, and, then, finally, landfall somewhere in the northern gulf coast, either the panhandle or alabama, mississippi, sometime on tuesday. >> jenna: you mentioned tampa, any plans or evacuation there? i understand any storm surge in that city could be a problem? >> caller: we're not at this point. the storm moved and the track moved to the west which means the storm surge we're going to

see there is not going to be of such intensity that it would require evacuation but we'll keep a close eye on it the next day in general. >> jenna: what about power, electricity for all the folks in florida. >> caller: we'll see sporadic power outages, particularly in the keys and south florida today, and along the southwest coast as it traverses there but a expect that will come back on-line quickly. and i think the bigger power outages we may be seeing will be -- as it goes tuesday into the panhandle. >> jenna: any last-minute tips at this point, brian? >> caller: yes. i would urge everybody to keep a close eye on the storm and the pat path of it and keep an eye as the forecast gets more accurate, monday and tuesday and make sure you have a disaster kit put together so you can take care of yourself and your family for at least 72 hours, post-landfall. >> jenna: as far as talking about the disaster kit, do you find there is a common item people forget to have in their disaster kit?

had been up 12 cents, since monday. and we are seeing that in florida and we are seeing prices near $3.67 in some gas stations. the issue is, that in between oil and your gas pump are refineries and if isaac tracks through the gulf coast there are major drillers and refineries in that area that have to evacuate. bp is already starting to evacuate some personnel and royal dutch shell has said it stand at the ready to do so. so we are going to see, you know, depending where exactly you live, that prices are already up and they could continue to climb as well. >> jon: specifically in florida there is a price-gouging law there, i know from my im too livi -- my time living there. >> the attorney declares a state of emergency and essentially gas stations cannot charge more than

the average of the month before and, they can get hit with pretty high fines. it depends on how many times they can do it and it can go up to like $25,000 so there is incentive not to, quote-unquote, price-gouge. what they are doing, basically, though, is, they see their competitor down the road, go up by 5 cents, and, they are going to go up by 5 cents and so it is going to be difficult to find lower gas prices, anywhere in the area, really. they track those things pretty carefully. but, the price-gouging law really may have some impact. >> jon: all right, brenda buttner in our fox news room. thank you. >> thank you. >> jenna: we'll continue to watch the storm and next we'll dig a little deeper into some of these key issues for this election. the latest battle in the race for the white house, over medicare. which candidate has the best plan for saving the health care program for our seniors, for all of us, really? we have a fair and balanced debate, next and plus, governor romney and congressman ryan launching a new effort aimed at

>> i'm mitt romney and i approve this message. >> reporter: the state of florida is ground zero for the medicare debate because so many senior citizens live there and one of the romney campaign's most popular surrogates in the sunshine state says republicans can get all the seniors on board with their plan if they explain things the right way. >> the polls show that the romney-ryan ticket is doing significantly better amongst elder voters than younger voters. up double-digit in florida, for voters over the age of 65. but, you have to explain that the romney plan does not change anything for anybody, that is 55 years old and older. >> reporter: but president obama said his plan doesn't change anything, either: >> president barack obama: i propose reached that will save medicare money by getting rid of waistful spending in the health care system, and reining in insurance companies. reforms that will not touch your guaranteed medicare benefits, not by a single dime.

>> reporter: and the word "promises." is prominent in a new ad from the president's chicago-based campaign which argues seniors can't count on mitt romney to guarantee their medicare benefits. >> it is a promise that was made long ago. you work hard, pay in, your medicare benefits are guaranteed. but, mitt romney would break that promise. replacer benefits with a voucher. >> reporter: that ad aired yesterday in iowa, colorado, nevada, ohio and virginia, all swing states and, mitt romney's campaign said the ad is a false attack from a desperate president. >> jenna: more to come. >> jon: now let's welcome angela mcgowan, and, chris kafinis, thanks for being here. chris, mitt romney has said the medicare debate, we welcome it, we -- you know, we are going to take it on and we will win it.

are they? >> i mean, i'm not sure why they welcome it, because, when you look at the demographics they need to win, particularly doing better with seniors, bringing over independents, i'm not sure the medicare debate helps at all. here's a fundamental problem with the romney-ryan plan. it is basically completely disingenuous and the notion of a $716 billion cut they supposedly attack president obama on is false. it's not a cut. it is cost savings and ryan actually includes that in his own budget. the other part here is, when you talk about this ryan plan, cbo did an analysis in 2011, and, the ryan plan on medicare actually increases cost and increases cost, administrative costs go up but privatize the program -- >> the problem -- >> the problem is they'll have a really tough time trying to communicate something the voters, especially senior voters, or soon to be senior voters are not going to buy. >> jon: angela, address the $716

billion cut to medicare the president wants to enforce. >> you had medicare experts who went to capitol hill and said the $716 billion cut would actually hurt seniors now. and, that is obama's plan. now, you don't say in the commercials, obama cut $700 billion from medicare, to pay for obamacare. now, why do republicans welcome the debate on medicare? because we want to get to the issues and put them at the forefront, instead of deflections, divide and distort campaign liberals are running. >> angela... it is great, if that is the case, then tell us why ryan includes the same cut. tell us why ryan includes the same cut. >> he includes the same cut dealing with the $700 billion, dealing with waste and fraud, but, what you did not say is with the voucher system, you have a choice. and, competition is good. and what you guys are distorting, you are saying that romney-ryan will hurt seniors

now. when, your plan hurts seniors now, not in fact us, chris, and it will impact us later but we'll have a choice. obama's cutting it now, ryan cuts it later. >> jon: all right. we started this off by saying that republicans typically don't win the medicare battle, but, governor romney and paul ryan say they want to take it on. they also want to take on the situation regarding women and women's votes. typically, while the polls have indicated that more women favor president obama, but, there is a real appeal on the part of the romney and ryan campaign to women. i want to play this and then we are going to get into that debate. >> just a word to the women entrepreneurs out there... if we become president and vice president, we want to speak to you. we want to help you. >> we want every american to be able to achieve her potential. >> jon: talking about appealing to women there. angela, is it working? >> it is working, i'm so glad

that they came out with that. listen, what the obama camp did that is wrong, they say we are doing a war on women, by reproductive rights. we are not a monolithic group. the president even said that, and the real war on women, chris has been your party, because more women lost jobs than men and secondly, you have a lot of women who want to start small businesses. now, women do support obama but i believe the vote is up for grabs, jon, because in 2010, it was women who gave republicans control in the house. >> jon: chris, what do you think about that? >> i think if you look at every poll, right now, coming out, democrats are winning women by double digits. and the reason why that is the case, is because when you look at issues, whether it is social issues, like abortion, or planned parenthood funding or education, or even on the economic issues, in terms of who stands up for the middle class and medicare issues, considering the majority of people who are on medicare are women and you

look at that and people are more attracted to president obama and democrats' position and here's the fundamental reality. mitt romney and ryan cannot win unless they get within five points, in terms of women, democrats will win, that is i think a fact -- >> i don't think so. >> they are done -- >> i think the women's vote is up for grabs, but chris one thing you are right about on, is messaging, it is messaging. and, once we do the convention and they get out there, advocacy, advocacy, advocacy... >> here's the problem -- >> and what they are doing -- let me finish, please. >> here's the problem,ing on la. >> let me finish, please, chris, once romney and ryan get out there and have the surrogates out there to explain what obama is doing that is hurting women i think we'll have a better chance. >> here's the problem, angela. when you look at the situations like akin's comments and his position -- >> akin doesn't represent the party. >> jon: wait -- chris, quickly. >> when you look at akin and you look at his positions and the radical positions he takes, and how much he alienates women and
