4:01 am
>> brian: right. >> steve: we want to know about day two, but first we have to talk about the weather. 7:00 o'clock in tomba. we start with a fox news alert. tropical storm isaac picking up steam. national weather service says the storm could become at any moment a category 1 hurricane. right now it is heading for the gulf coast. jonathan is there live in new orleans with the very latest. the people there are worried because they say the storm surge could be 12 feet there. >> that's right. could be anywhere from six to 12 feet, depending what the storm system does. right now we're not experiencing any rain, but as you can see, the gusts are really picking up. we're experiencing strong winds here. residents aren't taking any chances. everywhere you look in new orleans, you see people boarding up homes and businesses. the airport is closed today. airport officials making it clear that that airport is not going to be a shelter during this storm. winds aren't the only threat. one concern, of course, is
4:02 am
flooding. certainly during hurricane katrina, there was massive flooding, especially in the lower 19th ward, that section of new orleans that was completely flooded when the levee system failed. since then, nearly $15 billion has been invested in shoring up that levee system, improving the levee system. manures did not see this storm as the first real world situation that will put that levee system to the test. most people we've spoken with say they're optimistic the levees are going to hold. still people taking no chances. some people evacuating. most people hunkering down in their homes and bracing for the storm. back to you guys. >> steve: all right. jonathan live in new orleans. hurricane warnings now out for new orleans, biloxi and gulf shores. >> gretchen: we'll keep acon on that throughout the day four. now the rest of the headlines. fox news confirming that rob portman of ohio will play
4:03 am
president obama in romney's debate rehearsals. the ohio senator sat down with sean hannity to talk about exactly how he prepares for that role. >> how do you prepare for that? do you try and get in their head? do you look what they say? >> the key is to be tougher than they are so that when dick cheney was halfway through his debate he thought, that's not so bad. i'm glad portman is not here. >> gretchen: he played obama in 2008 for john mccain's debate prep and joe lieberman in 2004 for cheney. he's good at this. the family of a u.s. activist killed in 2003 will not be allowed to sue the israeli military for their daughter's death. rachel cory was trying to stop palestinian homes from being destroyed when she was crushed by a bulldozer. her parents filed a civil suit against the military after her death was ruled accidental. on a military appeals court ruling that the trial for the suspected fort hood shooter will move forward. however, the court did not

get about 100,000 bus business clearwater and saint pete. when emergency services tells you they can't guarantee the safety of these buses coming across the causeways, you saw that the secret service tore the tents down in front of the forum, which meant you had very few entrances and earn would be standing outside. if you think it's going to be a driving, sustained rain, windy rain, you know, you got to make that decision. it's the right thing to do. you got to err on the side of safety. >> s ahead as you said yesterday. we're going with a full slate of speakers. ann romney will be speaking, governor bob mcdonald of virginia, nikki haley, and the keynoter, chris christie. give us a preview. >> i think chris will be chris tonight, but i think earlock a little bit about the mitt romney storm from his perspective, why he thinks we need a change in the white house.
4:06 am
i think you may hear some things about the fact that the president made a lot of promise, but he didn't deliver on too much. the pack that of the matter is, this is a job review. and the question for the american people is do you want to have four more years of this sort of trajectory that we're on, this barak obama economy, or do you think it's time to get somebody in the white house that knows a simple thing, how to be a person of your word, make a promise and keep a promise? i think governor christie will capture some of that tonight. >> gretchen: one of the reasons he was chosen is because he is electrifying. he's done a good job by many accounts in new jersey, but he also says what he thinks. is there any truth to the report that's asked to tone it down tonight? >> none. nobody wants to mess with that michael jackson attitude. >> steve: tell me about it. >> no one is going to do that. but you know what? i think that prosecuting obama for what he promised he would deliver in this country and what he's delivered is something that
4:07 am
chris christie can do very well and also i think you're going to see a side of governor christie that maybe sometimes doesn't always come across in the 30 second clips. >> brian: you see the arm recollection that's a truth detector. we're testing your pulse. we're going to ask you some questions. >> i got to get my body off. >> brian: there's a few people that have been talked about as possible surprise speakers. so we have to find out if your blood pressure picks up when we mention certain people. i watched a lot of -- we're watching the "rookies" as a child. sarah palin corks she be the surprise speaker tonight? >> gretchen: thursday night. >> brian: yes or no? >> steve: you got a slot.
4:08 am
>> steve: i think it would work better if you had a magic 8 ball. >> brian: ted nugent? no word won the special speaker is. >> i think everyone will have to tune in on thursday night and check it out. it's going to be a great night. >> steve: donald trump? whoa! >> gretchen: he was gog do a surprise, though. he was going to do a surprise monday, but then it got canceled. he would maybe be on the short list of surprise. >> shear what i can tell you, as far as monday is concerned, we have absorbed all of the folks from monday into the rest of the week. as far as thursday night is, this is going to be a big night for mitt romney. i think a big night is telling the mitt romney story, about a good and decent man that knows how to fix things, that everything he's touched has been successful and he's lived the american dream. he's a generous man. that's something that our party this week you're going to see
4:09 am
embracing. the american dream. you know what? we're also the party that embraces success and there isn't a democratic parent or a republican parent that doesn't want success and the american dream for their kids. so i think it's about time that we tell that message. >> steve: yesterday you really took -- you drew a great comparison and a contrast because i don't imagine that the democrats, at their convention next week, are going to have a gigantic debt clock to remind everybody that we're in big trouble. >> a nation that has to surrender its sovereignty to its bond holders can't guarantee prosperity or freedom to anybody and we should all remember that. >> gretchen: it's going to keep click away and reach $16 trillion by the time mitt romney takes the stage. >> that's right. we also lit up another debt clock yesterday which just accumulates the debt the amount of debt our country has taken in during the course of the convention. i think it will open up a lot of eyes. >> brian: it will be interesting. you know republicans are responsible for some of that debt, too. you can not pin it all on
4:10 am
president obama. >> certainly not. there is plenty of blame to go around. however, this president promised two things. one, he would cut the deficit in half by the end of his first term. biggest structural deficits in the history of the world under barak obama. the second thing is he said that president bush was unpatriotic for 4 trillion in debt. in less than half of that time, president obama has not only put us in a trajectory, not only beat than record, but put us on a trajectory to accumulate more debt than every single president before him combined. that's the barak obama legacy. >> brian: you say you're going to tell the story of mitt romney tonight. is that also admitting it has not been effectively told to this point? >> no, i don't think so. i think it's reasonable that people are just getting to know mitt romney. this is going to be saturation of the air waves. people are going to get to know who mitt romney is, what he's about. a lot of people don't know, i think, enough about mitt romney's personal life --
4:11 am
>> brian: because he does not like to talk about it. >> he's a very humble person. when you're a humble person and it makes you feel uneasy to difficult yourself an at a boy. in politics, sometimes people are all about themselves. when someone comes around and he's about everyone else, that means it's incumbent on us to tell that story. >> steve: a lot of people haven't heard his story yet and tonight, we learn it. reince previn, thank you for joining us. you want to go back out? >> brian: you got 20 guest appearance today. i think you got a lot to do. >> gretchen: thanks for stopping by. >> steve: thank you very much. >> gretchen: coming up, another example of wasification of america? one school district is making it easy for kids to pass, by lowering the standards. >> steve: plus work is winning the ad war at this point? frank luntz is here with a brand-new set of dials to see where voters stand. he's in our news room. he'll be with us next.
4:14 am
>> steve: well, after being delayed by isaac, republican presidential detainee mitt romney now on his way to tampa today. we're hours away from that very big speech from the person who knows him best. fox news chief political correspondent, carl cameron, joins us live now from massachusetts. carl, tonight is ann romney's turn in the spotlight. right? >> that's right. and the romney press corp., mr. romney, mrs. romney, are now at the airport, outside of boston. the roar you hear are the engines. we're standing underneath the wing while secret service goes through our bag and now they're enroute to tampa.
4:15 am
mrs. romney's speech will happen this evening. mr. romney is accompanying her today to tampa, florida. we haven't had any confirmation or for that matter, refusal to any denial that mr. romney would take part in the festivities. he is not part of the schedule until thursday when he will officially receive the nomination and accept it. however, he's showing the moral support. her obligation, her path really is to show the human side of mitt romney, to talk about his life, talk about what makes him tick. she'll talk about their early life together. he's been telling the story of their teenage romance for years. she'll go out and talk about how it was to start a family as mitt romney was starting a business and his time really sort of as a pioneer in private equity and building bain capital into what it is now, firm with an international reputation and tens of billions of dollars and profits and revenues over the years. she'll talk about his family
4:16 am
life, raising a family, what he means to the kids, how he interacts with them. of course, they're faith in church. all of this about mitt romney tonight delivered by his wife. who better than the spouse to talk about the man who would be president? of course, also the keynote speech from chris christie. that's very big deal. and mitt has been talking about that for the last several days. >> gretchen: carl, thanks for the update. you're traveling with them from massachusetts to florida. thanks so much. let's head to brian who is with frank luntz. >> brian: thank you. both the romney campaign and obama campaign have been in an ad war over whether or not the president ended the work requirement for welfare and welfare reform that was so successful and put into play in 1996. here to show us how the two campaigns tried tell their side of the story to voters, frank luntz. welcome back. you did this on sunday. let's begin with mitt romney. what was the focus? >> university of phoenix was the sponsor because their objective
4:17 am
is make sure people get educated and not get on welfare. we tested both sides. romney's attack for changing the welfare rules. out of all the welfare ads this one ran the best. let's take a look. >> in 1996, president clinton and a bipartisan congress helped end welfare as we know it, by requiring work for welfare. on july 12, president obama quietly announced a plan to gut welfare reform by gutting it. under -- you wouldn't have to work. welfare to work goes back to being welfare. mitt romney will restore the work requirement because it works. >> i'm mitt romney and i approve this message. >> brian: it's a bipartisan plan that passed in '96. that's kind of the results you got just now. >> the showing of bill clinton signing the welfare legislation is really powerful because it says to obama people, even the democrats supported it and why
4:18 am
is barak obama gutting it? so weak republican, weak democrats, everyone looks at that and says this is wrong and i disagree with the president. >> brian: the president understands this is an issue. he rolls out another ad. >> exactly. his ad goes right for the credibility because he knows that welfare continues as an issue, he's going to lose swing voters. let's take a look. >> i'm barak obama and i approve this message. >> seen this? mitt romney claiming the president would end welfare as work requirements? the "new york times" calls it blatantly false. the "washington post" says the obama administration is not removing the bill's work requirements at all. in fact, obama's getting states to move 20% more people from welfare to work. president clinton's reaction to the romney ad? it's just not true. get the facts. >> brian: so your analysis of those lines? >> it's equally weak. that they think that -- the public looks at this and sarks i
4:19 am
don't really know which side to believe and so in this case, i'm going to believe the attack because i don't want any rules changed. it's not just getting people off welfare. it's putting people to work that is so powerful. in fact, the single based accomplishments that the american people gave the republican congress in the 1990s was that welfare reform because they don't want people taking money from the government. they want people to have the pride of a job. >> brian: in reality, the truth is, governors want the option of weakening the work requirements and by doing that, they are weakening the welfare reform? >> i never get into the specifics because in the end, the average american doesn't know the specifics. i know that on this battle, on television, mitt romney is beating barak obama. >> brian: i think on some level, you told me i'm above average because i did get into specifics. i'm going to review the tape and find to out if you complimented me. >> on certain areas, you're way above average. >> brian: work the dials on that, frank luntz, good to see
4:20 am
you. mr. network. coming up straight ahead on this show, he is paul ryan's workout partner on capitol hill. but can he beat me in a race up the hill and up the stairs? we will find out next unless frank wants to replace me on that race. and president obama is trying to paint mitt romney as an extremist. but will that attack stick? don't answer, frank. former mississippi governor haley barber has been scrambled to answer that question and a few more coming back on "fox & friends" in tampa. don't go away hey! did you know that honey nut cheerios

gulf as it's about to become a hurricane. let's head now to maria molina who is working her model, live in new york at the extreme weather center. what have you found? >> good morning. it does appear that isaac is now trying to develop what appears to be an eye wall. we're starting to see that happening. you can see it right there on the tropical satellite. a blob of showers and storms. right there is what looks like could be an eye wall, which would be an indicator that it could be gaining hurricane status this morning. we do have an update coming out at 8:00 a.m. and we'll see ifle national hurricane center thinks it's a hurricane. right now marks millennium sustained winds at 70 miles per hour. the wind is not going to be the big story with isaac. the big story is that it's going to slow down. it's a very large storm system. because it will be moving so slowly as we head into late tonight and into tomorrow morning during landfall, we're expecting a prolonged event with a lot of heavy rain. locally up to 20 inches of rain, up to 12 feet of storm surge forecast across parts of the coast of louisiana and
4:25 am
mississippi. big-time impacts coming up with isaac. >> brian: yeah. they got to find a way to drain that and pump that out. thank you very much. now it's time to go inside to a guy and two anchors. see what angle is picked because governor haley barber not only does he know politic, but hurricanes. back to you. >> gretchen: thanks, brian. >> steve: he's spying on us! >> gretchen: in an erie coincidence, forecasters are predicting the storm will head on the same path as 2005 areas hurricane katrina, which struck almost exactly seven years ago this week. included on its path, the state of mississippi. >> steve: joining us now is the former governor of the great state of mississippi who led that state during katrina examine beyond, haley barber. good morning to you. >> thanks. >> steve: i noticed, it's probably just the governor in from you mississippi, when maria was talking about the weather, you were taking a close look at the track. it looks like it's going to be a little to the west of mississippi, but still there is going to be a storm surge. >> yeah. people don't realize, or maybe they do, hurricanes rotate counter clockwise, which means the bad wind is in the northeast
4:26 am
quarter. so if it's a little to the west of you, that's almost the worst thing 'cause that means you're taking this right across. >> gretchen: how did the rebuilding of mississippi, how will that come into play now, if in fact, there is storm surge or any damage? >> gretchen, if the winds pick up, it will be a huge difference because we lost 63,000 units of housing on the mississippi gulf coast. a lot of them built before world war ii. everything has been rebuilt according to the new hurricane code. it's much stronger. if the water rises, that still doesn't make much difference. you still get flooded. this looks right now, hurricanes are incredibly unpredictable -- it looks right now like it's mostly rain and rising water. not a lot of bad wind, knock on wood. >> steve: sure. when we booked awe couple of weeks on the ground to be here today, we were just going to talk politics. but we're talking isaac and politics as well. i'm curious what you think of
4:27 am
how the democrats are trying to portray mitt romney as an extremist. here is a guy who is a moderate governor in massachusetts. he was a republican in a democratic state. severely being portrayed as an extremist by barak obama. what do you think? >> the good news is the american people don't think much of it. they may have some things they're concerned about romney because they don't know him very well, but it's not about his political philosophy or his policies. shear a guy who is running for the nomination of the conservative party of the united states and he was the least conservative of the serious candidate, yet he won the nomination. immediately our party is united behind him. and that's a tribute to mitt but mostly it's a reminder barak obama is the great uniter of republicans and conservatives. >> gretchen: also the president seemed to take on that strategy after the announcement of congressman paul ryan as the vice presidential pick. so do you think that he was trying to align the two of them together because arguably,
4:28 am
congressman ryan has been more conservative on certain policies than mitt romney? >> one thing we know, this is my 12th presidential campaign. if you go back at least ten of them, in every campaign, a democrat message is the republicans are going to cut medicare, the republicans are going to do away with social security. >> steve: that's right. >> so that was coming. this just sped it up. frankly, my experience is that helps republicans. we saw in the past election, the more medicare is talked about, the more information people have, the more facts that are on the table, the better the republicans do. so having a long debate that is informative will be good for us. >> steve: absolutely. it's good you would remind folks that the democrats have been suggesting that republicans are going to throw grandma off a cliff for decades. >> that's exactly right. i have to just say this, medicare spinning has only gone down once in the history of the program. it was under bill clinton. it was a democrat presidency. there was nothing wrong with it.
4:29 am
the biggest rip to medicare ever is obama taking $716 billion over the next ten years that was supposed to go to medicare and diverting it to obamacare. >> steve: all right. governor, always a pleasure. thank you very much for joining us live. >> gretchen: thank you. coming up, one school district wants to make sure more kids pass. so now they're gog make it harder to fail. is this a good idea or is it just the woosification of america? we report. you decide. >> steve: president obama says he's now ready to make concessions to republicans once reelected. so why now? we'll get congressman darrell issa's take on that as he enters -- the stripping down to fighting weight, coming up next. let's ask one who has experience with the president and his quest for compromise. congressman darrell issa who is shame of the house and oversight committee and honorary co-chair for the california co-chair delegation. good morning. >> good to be on with you and good to hear the president saying the same thing he said so many times before and never done. >> brian: he did four years ago. >> he's been saying it steadily. let's forget that he is not trustworthy on this issue. let's assume he really means it. as soon as this election is over, he and his party will be looking at midterm elections and taking back the house, perhaps taking back the senate. so i think the question about when you reach out to the other side, you reach out to the other side every day or you don't reach out. this president has been in the don't reach out side. >> gretchen: wasn't that all part of the hope and change message? a lot of people voted for president obama because they actually believed that that kind of compromise, they were tired of the bickering going on on capitol hill. they thought maybe he was gog reach out -- going to reach out. it didn't happen that way.

>> unlike bill clinton when didn't reach out when he had majorities, but did when he lost his majority, this president didn't reach out when he lost his majority. when he had majority, we understood he ran rough shod, did what he wanted to do and ignored the republicans. but when we took the house and we said, let's do something. he did things like invite paul ryan to the white house by trickery and embarrass himself by ridiculing ryan's program in front of him, having brought him to the -- in saying, i really liked this. >> steve: i don't know how effective this particular strategy would be, when i'm reelected, i'll start compromising, because is that his only plan? there is some suggestions that there is a real good possibility the republicans could win the senate. so they would have the senate and probably the house as well. so the only thing he could do would be compromise and besides, it doesn't look like he's got a plan to do anything. >> he ran on hope and change. he didn't run on trust. he's now running for reelection and clearly he can't run on trust. in washington, you can be fierce
4:39 am
partisans, you can disagree, and then you can find ways to come together. there is plenty of examples, orrin hatch and ted kennedy would be one that everyone knows. it's okay to disagree. it's not okay to say you're going to do something and then not do it. unfortunately, the american people can pretty well tell that this president is not going to reach out after the election when he never has another election to face. >> brian: chairman, there has only been one example that i can remember of a compromise over the last couple of years. ron widen and paul ryan came together on some type of co-sponsor reform and i understand there has been blow back on ron wide finance other democrats saying why did you do that? why do you think that republicans should be the ones who should be envisioned as people that are compromised? what evidence do we have that you guys are looking to compromise? >> that's a good question. widen hasn't just been compromising with paul ryan of the he and i were consumer electronics show looking at internet innovation and freedom.
4:40 am
so there are people on both sides of the aisle who have a history of coming together. i think he brought up the best point, which is paul ryan is one of those people who has reached across the aisle from the day he came in 14 years ago. so if we're looking for somebody who is going to reach across the aisle, who is going to company down to the house and senate as vice president and really try to make a change and bring compromise, he's on the ballot. >> brian: i think people look at the second term and fear about his whisper to medvedev. are you one of those people? >> i am. russia is a situation that clearly, we see it going the wrong way relative to real democracy and the wrong way relative to the assets of that country being available to the broad group of people. >> brian: they had a submarine in the gulf of mexico without even telling us! which we stumbled on. >> this isn't the first time. the only difference is this one could have been lost.
4:41 am
>> gretchen: i think in general when people heard that comment to medvedev, they took it bigger than just with russia. they took it as that possibly the president would have liberty to have flexibility on everything. >> the president off the air, intended the off the air remark came through, it said something. it said, he's willing to say whatever he needs to say to get reelected and then he's willing to, behind the scene, also tell -- people that are not our friends, oh, we're going to do that. understand, the whole history of reagan is because he was willing to compromise, but only after he stated honestly his principles and made sure the other side knew it. that's what this president lacks is the ability to stand by his word and his principles and then make compromise and again, this is where paul ryan has a history, a public history for 14 years. it's reason that he is elected in the democratic seat by overwhelming majority because he does reach across the aisle. >> steve: i'm picking up that you're probably going to vote r.
4:42 am
just a feeling. congressman, a real pleasure. thank you very much. have a great convention. >> at least here on thursday night, i sure will. >> brian: darrell issa has a business background. >> gretchen: coming up, why is this person getting in the face of a massachusetts republican? it turns out the star of the video may be tied to one democrat's campaign. what happened to the idea of civility? laura ingraham has something to say about this one. >> brian: coming up congressman aaron shock is here. the captain tells us about america's greatest threat and the congressman challenges me to a race up and down the stairs where we will not reveal our abs. >> gretchen: i thought you were doing pushups. >> brian: i think we're racing up stairs now. i'm going to look for the escalator these fellas used capital one venture miles

>> brian: you're in congress. 62% say they blame congress. 54% say they blame the banks. some say corporations then george bush, then foreign competition. then 34% blame president obama. if people want to know why he's still close to mitt romney on the economy, isn't this really the poll we should be looking at? >> i think there is the frustration that things haven't been fixed. i think what we have to keep talk being as republicans is look, president obama said himself when he got elected, if i don't have this thing turned around in 3 1/2 years, it will be a one-term proposition. he hasn't turned it around. he's been ceo for four years. he's controlled much of congress for two years and his policies failed. at the end of the day, he needs to be held accountable for it and we need to give somebody else a shot. >> brian: if there is somebody who knows with fixes and a way to fix the situation is paul ryan. what can you tell me about what he's been working on? it's hard to tell someone i

summer as a missed opportunity. maybe someone like paul ryan should have been selected in june so the horrible stuff that's been written about paul ryan the last few days would have been written about a month and a half ago and wouldn't be intruding on this introduction of romney to the national audience. >> gretchen: one of the big things now is to get the national attention, if you're with the romney campaign during this week, people arguably start paying attention during this time. so there is this rumor now that there is going to be a surprise speaker on thursday night. do you know who it is? >> i don't know who it is. but again, given the fact that we know who the vice presidential pick is already, that was no surprise. i think they feel like they have to offer something to keep people tuned in. we have some anchors who left for the gulf coast to cover the hurricane. that's fine. but they want the eyeballs on this spectacle, this convention this week. they're going to have to tease it out as long as possible. i would not be surprised if they
