courtesy of "consumer reports." >> rick: we begin with politics. presidential race back into high gear on this, the first weekend after the republican national convention. both candidates making a major push for votes in swing states. president obama an hour away from attending his second rally of the day in iowa. governor mitt romney and congressman paul ryan wrapping up a campaign stop? jacksonville. now more. we know how important the undecideds are, but governor romney is pitch to go persuadable voters to, right? >> yes. we're hearing from some top republican researchers that there may be a bloc of voters out there that voted for obama in 2008 who first -- but could be convinced to vote for mitt romney if they are nudged by somebody that they know and like. well, mitt romney seemed to be going about the task part of the time yesterday asking the

supporters here at this rally if they would help him peel up at least one obama backer each. and listen. >> to find one person who voted for barak obama last time and they're out there. you can usually tell where they are because on their cars, you see the glue from where the butcher sticker used to be. all right? so you can find him. you need to go to those guys and each one of you needs to find one person who voted for barak obama and convince him to vote for paul ryan and mitt romney. >> part of the strategy has to include going after the folks that are still undecided, although that scene is a relatively small percentage on both camps. and fortifying the base. that's what they were doing here in jacksonville. >> rick: where are they headed from jacksonville? >> we understand that the planes may have departed and headed in separate directions.

paul ryan will be spending some time on monday campaigning in the state of north carolina. yes, that is the home state for the democratic national convention. but it won't be nearby. it will be on the other side of the state in greenville and this was previously announced by the romney campaign, not only the location was up for grabs or yet to be disclosed. for mitt romney, he's going to head to new hampshire and spend three days in debate preparation. you remember that rob portman, the ohio u.s. senator, was tapped to play barak obama in their debate preparations. that's going to be happening over the course of three days in vermont. so it does appear mitt romney will be coming off the campaign trail for at least a few days next week. >> rick: steve in jacksonville flax fellow, thanks so much. >> arthel: the republicans dominating the national spotlight this week. now the democrats are gearing up for their turn, putting the finishing touches on preparations for next week's democratic convention in charlotte as the city gets ready for the big gathering. mike emmanuel is there and live

in charlotte. mike, ahead of the democratic convention, president obama didn't waste time. he took aim at governor romney. talk about his line of attack. >> that's right. president obama, when he comes here to charlotte, recognizes he needs to lay out a way forward for the country, to give voters a reason why he deserves a second term. as for critique of what the republicans did in tampa, here is the president in his own words. >> when governor romney had his chance to let you in on his secret, he did not offer a single new idea. just retreads of the same old policies that have been sticking it to the middle class for years. he talked a lot about me. they talked lot about him. they didn't say much about you. >> so a bit of a rebuttal from the president of the united states ahead of his convention here in charlotte. he will be visiting some key battle ground states between now

and the time he comes here to accept the nomination for another four years. then will make the case to the american public, why he deserves another term. arthel? >> arthel: mike, what about making the case there in charlotte, since the democrats hosting their convention there, does that mean they expect to win in north carolina? >> the recent polls suggest is a nail biter in terms of the state of north carolina. the real clear politics average of recent polls in north carolina shows romney up by seven tenths points of one point. a razor thin margin. president obama won by three tenths of a point four years ago. so clearly both sides are planning to contest north carolina. it's not clear if hosting the democratic convention here in charlotte will give the president and his team a bump coming out of the convention. but definitely a lot of work ahead here on the ground not only in the coming days for the democrats, but clearly the republicans are going to fight for the state as well. >> arthel: so the star is shining on north carolina next week and probable will he again

come november. mike, thank you very much. >> thank you. >> arthel: remember that fox news channel is america's election headquarters. we're going to bring you all the action from the dnc. we're live from charlotte all week straight through president obama's big speech on thursday night. so check it out. >> rick: let's talk about the weather. new mandatory evacuation underway in st. tammany parish where a canal lock is in imminent danger of failing, we're told. the water still nearly reaching the roofs of homes in louisiana, but for hundreds of thousands of folks who are living in the gulf, the biggest problem now is the power. crews are racing to turn the electricity back on. now more from new orleans where the risk of flooding is not over. isn't that right? >> that's right. first that warning out of st. tammany parish. as we speak, the emergency operation center is calling for the mandatory and immediate evacuation of a couple hundred homes between locks 1 and 2 of

the pearl river diversion canal. they say failure of lock 2 is imminent. then i want to show you some video, some recent video from placquemine parish in particular, the broughtway parish. residents thought they would be okay in this relatively weak category 1 hurricane. many of them ignored the mandatory evacuation, stayed in their homes and then, because the storm was moving so slowly, it started forcing water over a local levee, flooding the area and they had to come in with boats and rescue the residents. today many of those residents were able to return to their homes for the first time in boats provided by the local government. able to get into the second floor of their homes to salvage what they can. rick, they can't get into the first floor because the first floor is still under water. >> rick: arthel has family in new orleans. i asked how they made out. she said the biggest problem was the power and i gather that's the problem for a lot of folks

in those parts. >> yeah. it certainly is. crews have been working day and night trying to restore electricity. they brought power back to about half of the customers who lost it during the storm. but there are still 400,000, about 400,000 homes and business that are still without electricity. that means you're living without ac. >> miserable. every day gets a little worse. it's really hot, i slept in my truck last night with the air conditioning because it was no way to go to sleep. >> rick, i know arthel knows exactly what the weather is like. this late in the summer. you add the hot temperatures to all of the moisture, the additional moisture that hurricane isaac left behind in the atmosphere. it makes it feel all the more muggy. back to you. >> rick: jonathan, thank you so much. isaac could actually bring some much needed rain to parts of the

midwest. what's left of the storm is moving into areas that have been dealing with a severe drought. that's been another story of the summer. some farmers fear that isaac may be a mixed blessing for their crops. >> yeah. really would be great if it would come easy and soak in. the rain -- it's not going to hurt anything. we just don't need a lot of wind with this rain. hopefully we can keep the wind out, keep the rain coming nice so it sex in and doesn't all run off. >> rick: is isaac a positive for those struggling farmers? rick reichmuth has more? >> not everything he was hoping for, it is coming down a little too quickly. we'll see some flooding with it. ultimately any kind of moisture there is good. it will help fill up some of the reservoirs and helps with the winter crops and then kind of gets the soil at least ready for next year hopefully. in the short-term, a loft severe weather and these line of storms you see firing there, all of those have a lot of moisture associated with them.

we'll see a little localized flooding. this is where the threat for severe weather is today. and already with that, we have three different tornado watch boxes in effect. a few tornado warnings that have been popping up from time to time. look at these four here, around the boot hill of missouri. around the jonesboro area of arkansas. that continues to pull up toward the east very slowly. we'll see some good rain out of it. imbedded in some of those thunderstorms, we might see three to four inches of rain accumulating. this is where you see that, those yellows and o is where we see more of the rain accumulating over the next couple of days. over towards parts of the mid atlantic, get ready. 'cause we could see some flooding rains there as well over the next couple of days. kind of a mixed bag. today is the first day of meet logical fall, our seasons start a few weeks earlier than we actually see it from the sun angle. along with that, incredibly warm temperatures still building here across parts of the central plains. that's one story we're watching. as we were saying towards new orleans, incredibly humid with all the water that's still

sitting this. it's so warm heating everything up. tropical season continues. this is tropical storm lesley that we'll watch. the official track pulls it toward the northwest and then it gets kind of stuck here around four or five days from now. most indications are that this pulls off towards the east. we can not rule out that it gets stuck here for a few days and has some sort of impacts across parts of the northeast. couple weeks away, we'll continue to watch that. i want to bring that up for everybody. >> rick: rick reichmuth, thanks so much. >> arthel: i want to tell but a major national security ruling. secretary of state hillary clinton now saying she will meet next week's deadline to decide whether the pakinstani base haqqani network should be designated a terrorist organization. peter doocy has more from washington. >> secretary of state hillary clinton has until september 9, next sunday, to explain to congress why the pakistan haqqani network either is or is not a terrorist organization. the state department is already

said some members of the network , including one who was killed last week by a u.s. drone strike are terrorist, but so far they've been trying to weaken the militant group without pinning the word terrorist to them. >> we are drying up their resources. we are targeting their military and intelligence personnel. we are pressing the pakinstanis to step up their own efforts. >> there is a big debate within the u.s. government about thousand poe here with some military brass pushing for the haqqani network to be labeled terrorist. while some in the obama administration wonder if doing that would put pakistan on the cusp of being labeled a state sponsor of terrorism and one administration official is quoted in today's "new york times" as saying the optics of designating look great in the chest thumping is an understandable expression of sentiment, but everyone has to calm down and say, what does it actually did? even if the state department does start calling the haqqani network a terrorist organization, there is no guarantee that would stop people

>> rick: glad you're with us on this saturday. a quick check of the headlines. louisiana beginning to pick up the pieces after being pounded by hurricane isaac. 400,000 customers without power. some people are allowed home to clean up. two fans died after falling from the upper levels of stadiums during football games. 20-year-old man from tennessee

died last night when he fell at the georgia dome. the day before, a 25-year-old fan fell from an escalator at reliant stadium in houston. best selling author injured in a small washington state. richard bach's most famous book was jonathan livingston sea gull. he suffered a shoulder and head injury. >> arthel: politics now, president obama campaigning iowa today, just days ahead of the democratic national convention. the president taking the stage in a suburb outside des moines where he accused mitt romney and the republicans of offering a outdated ideas at the rnc. that, he says, won't help voters dealing with the struggling economy. ed henry live in sioux city, iowa. you heard new lines from the president today, i understand. he's offering this after the big speech. >> that's right. bottom line is a big crowd, 10,000 people there for the

president in the des moines area. this is the third time i've been with the president in the last three weeks in iowa. ohm six electoral votes, yet he's spending an awful lot of presidential time here. the romney campaign says they think that's because he's on defense in a state he won in 2008. the polls hoe it neck and neck. the obama campaign pushed back is they say no, they're just trying to compete in every one of these battle grounds, big or small. as you noted, there were new lines from the president. they've said for days that the president did not watch the republican national convention. nevertheless, he seemed to have a lot of opinions about what played out. that's 'cause his aides say he reads it on his ipod and reads news accounts about what was head and he pushed back hard and said a lot of the views expressed in tampa were from the last century. take a listen. >> despite all the challenges that we face in this new century, what they offered over those three days was more often

enough, an agenda that was better suited for the last century. it was a rerun. we've seen it before. you might as well have watched it on a black and white tv. >> i mentioned the president a very large crowd, 10,000 people there. a little less friendly reception when he arrived in sioux city. you'll see at the airport there, general aviation area, there was a sign up, two signs. one said, mr. president, welcome to sux, those are the call letters essentially for the airport here in sioux city. the next one said, and we did build this. so a elements bit of a shot at the president from some people here in the local area. there is a big crowd here as well in sioux city waiting for him. just saw his limo drive in. he might be a little early. >> arthel: i'm sure you'll bring us when he comes. you mentioned that the president is hitting battle ground states

on the road to the dnc in charlotte and his rivals are not sitting on the side lines, are they? >> that's right. we heard, you'll remember, joe biden had been planning to go to tampa to sort of counter program the republican convention. that got called off because of tropical storm isaac. now we're told that the vice presidential nominee on the republican side, paul ryan, will be in north carolina. not in charlotte, in the eastern part of the state. but he'll be there on monday as things start to get kicked off. it shows that north carolina is just like iowa here. the polls here show a very tight race. it's one that the president won and probably for the decades, republicans want it back. they're sending paul ryan in to try to do it. >> arthel: ed henry, you said the president's limo has arrived. let us know when he gets on the podium. thank you. >> rick: governor romney launching a new campaign offensive this weekend. the now republican presidential nominee officially, that is, hoping to appeal to undecided

voters, specifically those who may have voted for president obama four years ago, but who are unhappy with the job that he's done. capitalizing on his momentum after taking center stage at the rnc where he delivered this line. >> you know there is something wrong with the kind of job he's done as president when the best feeling you had was the day you voted for him. [ laughter ] [ cheers and applause ] >> according to the latest rasmussen report, daily tracking poll, the governor enjoying a boost from this week's convention. gaining three-point lead over president obama in just the last few days. jehmu green is a fox news contributor, the former president of women's media center. and matt heelen is the founder of the heelen group, consultant for the national republican senate orial group. matt, if governor romney will win, he has to peel away some of the voters who cast their ballot for president obama four years ago. is he not? >> he definitely will.

i think he and paul ryan articulated a couple points. one, paul ryan hit this message hard. this is a failed presidency. we're talking about a presidency where we have $5 trillion in new debt. unemployment has been up for the entire presidency. and the cost of living for middle class families has really been hitting the incomes of those middle class families. and then what mitt romney had to do was to prove to the american electorate that he has the substance and the depth to be president. i think the rnc convention hit that ball right out of the park and i think you're going to see even a bigger bounce out of this convention or -- >> rick: we watched some of the convention together. this seemed to be a common thread throughout a lot of speakers that it was okay to be supportive of this president in the beginning, that everybody wanted him to do well because that meant that the country would do well. but that he hasn't gotten the job done and it's okay to make a change. how will that message resonate, do you think? >> i think it's a mistake, rick, for governor romney to really go

down that track because it just does not add up to what is factual on the ground because yes, we were happy when he was maturitied, but many women and their husbands how happy they were when he signed the lily led better act into law where they have a better chance of getting equal pay for equal work. ask all of the families, military families, servicemen and women when he ended the war in iraq how happy were they. let me tell you how happy i was when he killed osama bin laden. and i went down to the 9-11 memorial and celebrated with thousands of strangers. we were happy on that day. we are happy that he has drawn down the war in afghanistan. there are many, many i think moments that romney is completely dismissing that this line of attack is not going to play well with people who can say, you know what? his record actually has affected me in significant ways and there is not -- they're not going to buy how you like me now tour.

of course he's going to get a bump out of the convention, to be expected. he can enjoy it for a few weeks. but it's not going to last. >> rick: matt, were you surprised by how hard the ticket seems to be going after the youth vote? this is a group of voters who typically do vote democrat. but we had that line from congressman ryan the other night talking directly to those recent college grads saying it's time to stop looking at that fading obama poster in your bedroom in your mom and dad's house and start to start making a move to get on with your life. is that going work? is there any way for the republicans to convince young voters to go with them? >> i think without question, it's going to. at the end of the day when the president runs for reelection, it comes down to ronald reagan's old saying, are you better off than you were four years ago? recent college graduates right thousand are not better off than they were four years ago. most middle class families are not better off than they were four years ago. despite a couple of nice things

that president obama has done along the way, most americans believe that this economy is not working and they want a change. it bears out in the polls across the spectrum. of course, to your first question, romney has to add obama voters to win this race. and i think he's doing a really good job of targeting them and being specific about his plans to make things better. 12 million new jobs, energy independence by 2020, and to get the economy moving again. >> rick: jehmu, as for the democrats, as we wrap up our discussion today, what is the main point that this president has to make in charlotte? how does he convince folks to give him another four years when by all accounts, by all measures, the economy is just not moving as quickly as it needs to? >> yes, rick, it's not moving as quickly as it needs to, but i think the message that we're going to hear from president obama is that it is moving in the right direction. and governor romney and congressman ryan want to move us

backward. there was a lot of nostalgia in tampa and a lot of talk about we have to go back to better times in the past. i think a lot of people are going to see through that and say, you know what? when president bush was in office, this is what got us here to begin with. we don't want to get back to those policies. i do have to say about young voters, really quick, rick, president obama, $1,000 increase in pell grant. paul ryan, romney, they would cut pell grants by $830. but tens of thousands of young people who turn 18 every day, they recognize that that's important to them and i think president obama will get their vote. >> rick: jehmu, matt, thank you both. we'll have you back on. thank you for joining us have a good one. >> arthel: when we come back, a federal judge making a major decision that will affect voting in a key battle ground state. we'll tell you who is happy about it and who is not.

welcome back. bottom of the hour, time for the top of the news. explosions rocking cities across syria. new amateur video allegedly showing the regime bombing rebel strongholds around the country. the government claims they beat back a major attack on an air base. rebels say they captured a regime base in the east.

>> rick: u.s. reportedly striking another blow against terrorists in pakistan. pakinstani intelligence saying u.s. drones fired a barrage of missiles, killing at least five suspected militants on the afghan border. >> arthel: threats of severe thunderstorms and isolated tornadoes in the middle of the country, the remnants of hurricane isaac still making trouble, we're closely watching the weather radar and will bring you any updates. >> rick: a bit of setback after a federal judge rules to restore voting in ohio. governor romney was there earlier today where the gop wanted to restrict early voting to military personnel only. a change democrats say was aimed at discouraging voters most likely to support the president. molly henneberg has more. what argument did the democrats make to the judge that convinced him to conclude that the law was unconstitutional? >> hi, rick. first, the law would have ended the early in person voting on the friday before a tuesday

election, except for military personnel and ohioans living overseas. lawyers for the obama reelection campaign argued that it wasn't fair to stop voting. for some people, meaning servicemen and women, but not for overrules the judge agreed and told ohio that the state could not implement that law. in response, the obama campaign put out a statement saying, quote, we're pleased the court agreed to restore equal and fair access to early voting. they said people of ohio overwhelmingly expressed their desire to preserve the system which was so successful in recent years. on the other side, lawyers for the state of ohio had argued that the local boards of election need those last three days to prepare for the big election day. rick? >> rick: is there a possibility that the ohio attorney general could appeal this ruling? >> yes. ohio's attorney general says he likely will file an appeal on tuesday. he and the secretary of state, both houstons, say it's not

unusual for states to try to accommodate military personnel during an application. dewine said, quote, we have always allowed distinction for military voters and to say this violates equal protection is wrong. there is already ample opportunity for everyone to vote and under secretary hugh said previous directive, they would have been able to vote at their board of elections october 2 through the friday before election day. now according to the judge, they'll be able to vote all the way up through that monday. democrats believe those last three days are key. their lawyers told a judge that in 2008, around 93,000 ohioans voted during that final three-day window. rick? >> rick: molly henneberg live in d.c thank you. >> arthel: china is finding itself in unfamiliar territory following reports its warehouses are facing a build-up of unsold goods. this is result not guilty a huge back log of everything from plastic tubing for ventilation

systems to steel beams and bed sheets. so just how serious is this situation and what does it mean for the u.s. economy? >> patricia powell is the founder and ceo of powell financial group. good to see you. >> good to be here. >> arthel: first let's talk about this backlog of goods. what does this significant nigh? >> it signifies that china is slowing and it's been slowing now for six straight quarters. the most recent gdp numbers coming in at 7.6. it's not the absolute numbers that are important. it's the change and the change is declining. what they've done is made a classic mistake. they've kept manufacturing, expecting next quarter to be better, next quarter to be better and it hasn't been. they are loaded up with goods and nobody is buying. >> arthel: speak of manufacturers, is this good for american manufacturers, perhaps, to gain some of this home item and what about that economy, the u.s. economy, as well as the global economy? >> actually it's bad for everybody. it's bad -- china has been one of the bright stars in the world

economy for the last four years as we've gotten through our banking crisis and as we switched to the attention on the sovereign debt crisis in europe. china has been a bright star. now china is declining. if you think about it, if you think about china declining, the sovereign debt, at least half of europe is in recession, we have our own fiscal cliff. lot of bad news converging tame. not good news. >> arthel: so is this going to be the trend to come, you think? >> i think we're going to have a lot of trouble for about the next 12 months. we'll have to really pay attention and hunker down and be careful about what we're doing. businesses are pretty good at that. government is not so good at that. but it does not bode well for the next 12 months. >> arthel: i interviewed u.s. trade ambassador ron kirk a few months ago. and he told me that the administration, they're focusing on tougher and more equal trading measures with china as well as expanding their trade partners through the

transpacific partnership. how much do you think of what we're seeing happening in china is a factor? >> we have to be real careful because what china is gog want to do with all those goods is dump them. they're going to dump them on the world market and be bringing down the prices and they're going to be really hard to compete. we have lots of laws and treaties about antidumping. so they're going to have to be very careful about that. i would be cautious. >> arthel: absolutely. i had something to say, but i'm going to keep it to myself. patricia powell, you're the expert on this. >> hunker down is what i would say to everyone. >> arthel: should consumers beware? >> consumers should be careful. hunker down and help their neighbor who doesn't. >> arthel: patricia powell, thank you very much. >> rick: thank you. major medical scare at one of the most popular tourist spots in the country. up to 10,000 campers who stayed at yosemite national park may have been exposed to a deadly disease. anna kooiman with the details here in new york city. what do we know? >> after staying at a camp

ground in the yosemite national park, two people are dead and two others have contracted a virus. health officials saying that brings the total number of infections to six. hanta virus is carried in the fecs e, urine and is a vie la of deer mice and other rodents. the centers for disease control warning 10,000 people who stayed between june 10 and august 24 could be at risk of developing hanta virus. infectious disease specialists say hanta virus has a six week incubation period and a mortality rate of 36%. more than a third of the people who get the disease will die. >> shortness of breath and cough which progresses to respiratory failure. we have to put the patients on mechanical ventilation, on machines to support their breathing. >> park officials closed them on talks saying the design made it easy for mice to nest between the walls. two epidemiologists are currently working in the park to

figure out why the rodent population is larger this year and trying to see how much of the population carries the virus. campers are worried. >> i did think about it and i know i had my dad calling me. he knew we were staying here and he was concerned. >> seems like low risk, but if you get it, obviously it's very serious. definitely something we've been talking about. >> 2010 report from the california health department warned park officials that rodent inspection efforts should be increased after a visitor fell ill. the state says that while officials there did take steps to deal with the problem, there are limitations given its location, of course, the wilderness. >> rick: anna kooiman, thanks so much. >> arthel: some touching stories at the republican national convention, including a couple who talked about how governor romney stood by them during one of the darkest times of their lives. was it enough to humanize the republican presidential nominee? we'll talk about it.

me give you a simple recap. the economy is not where it needs to be. and it's obama's fault. and only mitt romney knows the secret to creating jobs and growing the economy. and then there was a lot of talk about speaking hard truths and making bold choices. but the interesting thing was, nobody ever bothered throughout the three days to tell what you these tough choices were going to be. they didn't really explain what they were going to do. when governor romney had his chance to let you in on his secret sauce, he didn't offer you a single new idea. it was just a retread of the same old policies that have been ticking it to the middle class

for years. >> arthel: president obama getting his supporters reved up as he is on his son fireworks and even helped with the boy to draft a will. he wanted to save some of his worldly possessions, things that kids have. so what impact can these personal stories have on the american public? do they help reveal the human side of a politician? susan is a professor of law and political science at usc at a fox -- and a of course news contributor. good to see you. >> good to see you, art. >> arthel: i know you were watching as we were. and the testimonials, do you feel that they were able to paint a kinder, gentler, compassionate side of governor

romney? >> well, yeah. these stories are obviously very moving, i think all of us have become a little teeny bit jaded and i say this is true on both sides to hear the personal stories and hear the personal connections. let me be honest, art, i don't think that's mitt romney's problem. i don't think people think of mitt and mitt romney or the romney family as cold and unfeeling people. obviously mrs. romney has had some serious health challenges over the years. mitt romney has stood by her. i think most people have a sense they have a strong marriage. good parents, great family. so while these confirm these are decent human people, i don't know that that's the problem mitt romney has. what they don't prove -- >> arthel: what's his problem, do you think? >> well, i think he's got two problems. the first one is i don't think people are certain that he knows what it's like to wake up in the

morning every morning with that knot in your stomach because you made promises to your kids that you just can't keep 'cause you're in financial trouble. in other words, i don't know that he's made the connection with the middle class on economic issues. not as a human beings but on the economy. >> arthel: the economy is important, but people were, some of the governor romney's nay sayers, if you will, they were saying that he can't connect. but it is those personal stories help you realize that he is a human person. doesn't make him have a cold heart. let me play this part. this woman knew him in massachusetts more than 25 years and she told the convention how romney visited their premature daughter in the hospital. >> as i sat with her in intensive care consumed with a mother's worry and fear, dear mitt came to visit and pray with

me. as our college cree, he was one of a very few visitors allowed. i will never forget how, when he looked down tenderly at my daughter, his eyes filled with tears, and he reached out and gently stroked her tiny back. i could tell immediately that he didn't just see a tangle of plastic and tubes and wires. he saw our beautiful little girl. >> arthel: susan, if you're jaded or not, those stories do touch your soul at some point. before i let you go, tell me, if in fact, and usually the candidates get a bump after those conventions as governor remain knee did, what do you think governor romney has to do moving forward to maintain this momentum? >> i think he's got to lay out that plan. i think he's got to convince people this election is about us, not him ultimately. i think he's got convince people that their lives will be better if he's president. >> arthel: susan, good to see
