dropped inert munitions just off the south korea coast. in addition to the rhetoric from north korea be, which is not new he we should say. they do this all the time, but our secretary of defense is taking this seriously. we have now witnessed a chilling display from the north korean military and people. take a look. look at this. thousands of soldiers and students marching through the capital of pyongyang throwing their fists into the air and slogans mercilessly punishing aggressors. one banner reads u.s. army out. another says only death to those who dare to invade us. and while experts believe the north is years away from having a nuclear weapon capable of hitting the u.s., our government is taking the latest threats seriously as i mentioned. jennifer griffin is live at the pentagon, as they said it's not unusual to hear bellicose language from north

korea especially when it comes to the west or the united states, but it's chuck hagel's reaction that's gotten a lot of folks looking at this a little more seriously today. >> well, also don't forget, this is the first time that you've heard this extended provocation and rhetoric from the young kim jong-un. we've kind of heard this rhetoric before, but this is the longest period that we've seen this escalating tension with no end in sight. he we do into that china and russian are concerned and asking the u.s. and others to lower the rhetoric, lower the tension on the korean peninsula. we've received photos of kim jong-un making war plans, we're told, with his national security team shortly after midnight local time. kim jng you know signed orders that places north korean rocket forces on stand by. and the pentagon says they haven't seen any movement on that front yet. the animated state defgs announcer who said this quote, he finally signed the plan on technical preparations of

strategic rockets of the korean people's army, ordering them to be on stand by to fire so that they make strike anytime the u.s. mainland, its military bases in the operating operational theater, the pacific, guam-- >> and the north koreans seem to be headed in a different direction here. and so, we will unequivocally defend, we are unequivocally committed to that alliance with south korea. >> secretary hagel and the pentagon are taking the threat seriously. the b-2 bombers that flew 13,000 miles round trip from it the u.s., we're told, dropped inert 2000 pound bombs as part of the exercises with south korea. they can carry up to eight, 5,000 pound bombs, however, we've learned it's the first time the u.s. has ever sent b-2 bombers to the korean peninsula. this was not a pre-planned

flight, we're told, as part of the ongoing exercises with the south koreans. the pentagon made the decision he recently in light of of kim's new threats. this was designed to send a clear message to the young north korean leaders and the pentagon worries he's backing himself into a corner with his threats and state tv is playing martial music and u.s. diplomates say this rhetoric is higher than anything in the past under kim jong-un's father and grandfather. the possibility for miscalculation is huge. and the u.s. prepared a campaign plan which would have allowed the u.s. air force to destroy the entire north korean air force in 100 hours. retired generals say they could do it faster today. megyn. >> jennifer thank you. correct myself i said b-52 bombers, it's b-2 bombers. and context in north korea, it has over 1,000 short and

medium range missiles, as far as military strength goes the armed forces have approximately 1.3 million active personnel and the north has over 600 combat aircraft at its disposal. when it comes to life style, the north korean people are practically living in the dark ages. take a look at the nighttime image of the peninsula. south korea is lit up and not a lot around pyongyang. 17 times those of the north. developing right now, the white house responding to concerns over the epa's latest proposal to cut down on gas and automobile emissions. the epa says the new standard would achieve the same environmental impact as taking more than 30 million cars off the roads. for critics warn these rules could charge drivers at the gas pump at a time when the people don't have the money to spare. chris stirewalt is the host of

power play on fox nnews.com live. it's been no secret that president obama is focused on environmental issues and that the epa would be similarly focused, but right now, as the polls clearly show that the number one issue for americans is the economy and jobs, look at that. 41%, by far over the next closest issue, which is the budget and debt, you know, is this the time to be unrolling or unveiling a new environmental regulation that's going to cost people more at the gas pump? >> well, the irony, megyn, is that for the regulators here and for the president, the second term is great, in terms of doing stuff about global warming and other environmental causes that are very important to more affluent people and the president's political base, but if you don't start now, you can't have them in place, it takes so long to work through the bureaucracy, that if you don't start now, you

can't have them in place by the time you leave office, so if they're serious about dropping the boom on this stuff, they're going to have to start now and it happens at a super inconvenient time for the president politically. >> he they say that the white house says that the price of gas is going up less than a penny, but the oil industry says it could rise as much as 9 cents a gallon. the white house says this is going to save up to 2400 lives. that's interesting how they calculate it, but 2400 lives and 23,000 children may avoid respiratory illness as they slash smog and soot forming pollution over the next couple of decades. i mean, it's hard to challenge that because we don't know, you know, what's actually going to happen with these emissions, but you know, at what political price will this come for the president. people want clean air, but don't want high gas prices. >> here is the deal, people deal with the immediate concern in front of them and what they're facing first and

americans, the same middle class americans that president obama made his whole campaign about, when he was running against president obama, and he said he wanted to be a warrior for the middle class and fight for these people and those folks are feeling economically anxious and have seen their paycheck shrink, gas prices go up and health care and insurance gone up. take home pay is down and outlays are up. they are is he nervous, it's not a good time for the president who has seen his ratings approval, and it's not a good time to talk about why it's worth making gasoline for expensive when people are paying $72 a tank to fill up their cars. >> it's not just environmental issues, he's focused on gun control, on immigration reform, on gay marriage as of late, and you know, again, i look at that and it's all about jobs and the economy and so many people are still out there suffering, i mean, to what extent does that drive those dropping poll numbers we've seen for president

today. have you heard about this? 7,000 oklahoma patience being urged now to get tested for hiv and hepatitis after public health inspectors discovered dirty and rusty instruments in the office this have dentist. that's not what you want to hear. the unsanitary conditions exposing thousands to the virus that causes aids. trace gallagher at the breaking news desk. this is a nightmare. >> it is, the oklahoma board of dentistry called it a perfect storm, wayne harington, is a medicaid provider, and has patients with hiv and hepatitis. and two, the breeding ground. a patient of the doctor tested positive for hiv and hepatitis and no known risk factors except for dental care. the board of dentistry did a

surprise inspection at the office and there were numerous violations, including using rusty instruments on patients with known infections. now, rust is a sign the instruments is pourous and cannot be sterilized. reusing needles, contaminating of course both the patients and the drugs, pouring bleach on wounds until the wounds turned white and allow unlicensed dental assistants to administer some of the medication, some was expired in the 1990's. here is the health department. >> the magnitude of these infractions in clinical practices and the unknown length of time that the practices may have occurred have prompted public health to begin systemic notification of dr. harrington's patients and recommend testing for hiv, hepatitis c, and hepatitis c viruses. >> 7,000 patients in all

district will soon anow certain teachers to carry guns in the classroom. this is not the first district signing off on potentially having teachers carry guns. and administrators say this is a more sensible response, tragedies like newtown than critics suggest, joining knee now -- me now is kelly, and david sweet, a superintendent of harold independent school district in north texas. david's school implemented in 2007. one gentleman is about to do it and one gentleman who has done it already. let me start with you, kelly, the person who is about to do it, right? and ask you whether you-- what the reason is for this? >> well, primarily we're looking at the safety and security of our students, particularly after what happened with sandy hook elementary in december and our school board just felt like we

needed to take a strong look and stance how we're doing safety and security from the standpoint of securing our campuses and some of our departments. and so, as a result, we formed a committee back in january about 26 members of the community, including law enforcement, sheriff's department, school resource officers, community volunteers and representatives from each of our campuses and an administrative representative including myself to take a look and see exactly what procedures we want to put in place as far as addressing the needs of safety and security on campuses. >> megyn: and now the teachers, it won't be all teachers, you have to go through a -- you have to get a concealed handgun license and pass a gun training course and decide which teachers have it and which won't. but what sort of reaction have you had from the parents in the school district? >> you know, it's been very good, very positive. we have had very positive comments from our community

for taking this stance and of course, we had active participation from community members. we surveyed our faculty and staff in addition to meeting with our committee on a regular basis and we've had a very good skrooutpouring of support and we appreciate that so much. and because with texas safety of our students is paramount just like it is across the state of texas, but we feel like we're going in the right direction. we are going to hire two additional resource officers in addition to looking at what employees we're going to ask to consider, carrying concealed handguns after they obtain a concealed handgun license. >> megyn: you're just not going to hand out the firearm, they've got to be trained and let me jump in, i want to get to david as well. i want our viewers to know that a lot of these school districts are in a very rural

areas and some don't have police departments and some just have sheriff's department and could take 20 to 30 minutes to get there not like living in the big city you think you can depend on the police to get there and david you, among other reasons in the wake of the virginia tech tragedy back a few years ago in 2007, you decided to implement this in your district, how has it worked out? >> it's worked out fine. we've not had any issues, and we've had outpouring on our social media and facebook and et cetera, graduating us from our parents for being proactive and protecting their children. >> yesterday, we have on this program, editor of the des moines register, that published an online interactive map showing everybody which school district had security and which did not have security in the wake of complaints they took that map down. and some of the editorial remains on their website. your thoughts on that, david, as an administrator of a school that obviously, you're charged with the responsibility of protecting these students.

>> well, i think it's -- you know, i don't know what word to use, that judgment i would say is asinine bordering on criminal if they're doing that. megyn, let's put this in perspective. they're not the first people to do this. the federal government did this in 1990 when they made schools gun-free zones so they did this in essence 23 years ago, did the same thing that the des moines register did yesterday or two days ago, so this is not the first time. >> megyn: there's been so much concern if we give teachers guns, is it going to result in an accidental death, is a student going to get his hands on the gun. i want to ask you about this, as somebody living with this policy already. >> it's an interesting thing, these are concealed handgun licenses, in the status quo, you have resource officers and security guards in open holsters. it's not going to happen if you walk up to someone, you don't know if they have a gun and not going to reach inside the clothing and groping, we have rules against that in society.

is that a fact? >> people love this kind of stuff. this ufo document is more popular than the fbi investigations into celebrities and civil rights leaders. since the fbi released this, a million and a half people have taken a look at it. the document was written back in 1950 by this guy, the head of the d.c. office of the fbi at the time. now, the memo was relaying a story about flying saucers and space men that was witnessed in new mexico by people, including a police officer, a highway patrolman and an army guard. the memo was sent to then fbi chief j. edgar hoover and kind of detailing what they saw, it reads in quote here, they were described as being circular in shape with raised centers, approximately 50 feet in d diamet diameter, each occupied by bodies in human shape, but three feet tall dressed in a fine cloth of texture.

the witnesses claimed they exploded in an explosion of fire. and the fbi didn't investigate the claim. because of freedom of information act and they dumped these things. the fbi says that some of the tabloids connected this to the 1947 rozwell incident, remember that, with the aliens and so forth, but this document they say was actually written in 1950, three years later and they weren't trying to hide it. they said they publicly released this back in the 1970's as part of freedom of information, and it was public and people to look at, but the fbi to does acknowledge they he didn't look into it so the mystery remains unsolved and they ended their memo saying, quoting here, sorry, no smoking gun. the mystery remains. the rozwell accident-- roswell incident is heavily debated, to that one 1947. >> megyn: i can hear my twitter feed lighting up right

convenient, and just democrats on this particular issue when you had a republican candidate running for president who clearly calculated-- >> it's not about just the democrats. and try this with you, mike, it's about the man who signed it into law, bill clinton, who has reversed himself. he has explanations why he did so and barack obama, who was a he vocal opponent of gay marriage, and even as he was running for reelection most recently was an opponent of gay marriage until the very, very end, and hillary clinton. these are all either presidents, possible future presidents, secretary of state, these have been important voices on this issue and the charge by bill, they were not being sincere. >> i think if i'm hearing alan's answer correctly, all politicians do this because it's politically expedient. if he that's the case then bill and hillary and president obama change their position according to alan because it's politically expedient and somebody ought to call them out on it, alan, all we're-- hang on we're not talking

enjoyed the clock on/clock off aspect of life. when they were home, they were with their families and didn't have blackberry or voice mail for people to track them down. that's not the way it is now. if you want to ask about body image. >> yes. >> megyn: which is so big in today's society. it wasn't so much 40 years ago? >> i think it was less so. i think that now because literally, you know, with this snap chat and all of these different apps now, literally, there's one now where you send a photo of yourself, people can look at it, decide whether to hold it or not. you're alerted if they've saved it. you can pick on another app from seeing pictures that randomly appear. who do you think is hot. all of this image is consuming our capacity to feel settled, to be at one with our thoughts and say, listen, i'd like to get to know you. no, i'd like to know your picture and it better be good. and so it's the three extra pounds, maybe used to be 33 extra pounds.

and we're hearing from a parent who calls an a guide for criminals who want to target their children. we've chosen to put black dots over the pins in the map, but originally, the map had red dots and green dots. green for dollars that have security and red for schools that have no security and gray for schools that did not answer and we changed all the dots to black to not give out that information. now, the original map details a school district's name, location, and whether it had security guards or offices like you have here. and lists the name of the school and asks, does it have guards or not? we blurred this out as well. and yesterday the paper's vice-president and editor joined me by phone and he explained that was in answer to an outcry after the newtown school shooting. >> we heard from residents,

examples, it's the search who else would possibly be on the list. i want to leave you with this. dr. carson, majored in psychology at yale, comes from a broken home, got himself out of detroit, university of michigan school of medicine. johns hopkins children' center 25 years, think of the number of children he's helped in that role. he was one of the first to separate conjoined twins in this country, he was named one of the living legends by the library of congress in 2006. presidential medal of freedom winner in 2008. he's got a scholarship fund that has more than 5,000 scholars in 50 states, the man's done a lot of good for this country. both democrats and republicans and now it remains to see, to be seen whether the johns hopkins medical students accept his apology, accept his good works and think he's appropriate choice to speak to these next generation of doctors. you guys, thank you for being

that guy in the white shirt was eventually arrested and is now filing suit against the police department saying they were the ones who were in the wrong here. the cops say, it was an accident. joining me now jonna spilbor former prosecutor and now defense attorney and julia morrow, also former prosecutor now defense attorney. let me start with you on this jonna, i can understand accident if he hadn't just hit the guy. i mean, how do you-- how do you hit him one second and then hit him again moments later and say, oh, i didn't know, i didn't see him? >> yeah, this is as much of an accident as if he took out his baton and started flailing about the guy's head. he didn't bother to slow down. talking about two people no helmets on a dirt bike, that police activity was completely unnecessary. they could have done something else to try to stop them and let's be real, these guys weren't running over a pack,
