expected anywhere between 8 to 12 inches of snow across central portions of the state of minnesota including cities like minneapolis. keep that in mind through out the day today. it is not a good day for traveling. we have a number of winter storm warnings in effect. where temperatures are hovering around the freezing mark we have the freezing rain coming down and also ice accumulations. an ice storm warning is in effect through the southeastern parts of minnesota talking about slippery roadways so power outages wlbill be a concern out here. sometimes ice can be worse than snow. there's a severe threat width spread across parts of of the ohio valley into the florida panhandle. talking about more tornadoes possible damaging gusts as they head east. heather and patty ann possibly

the next ten years. >> the president's budget will replace the sequester which was designed to be bad policy for everyone with not just $1.2 trillion in deficit reduction but $1.8 trillions in deficit reduction. in other words it will go further than the sequester. >> it would reduce the value of itemized deductions for families in the top tax bracket. they can only reduce tax bracket to 28 in their income. it would deduct charity mortgage interest and others. the change would bring $500 billion for the next ten years but it wants to adjust medicare including higher premiums for couples making more than 170,000 a year he wants to adjust social security by changing the inflation form ma. that would raise 100 billion over the next ten years.

republicans and paul ryan wants to balance the budget over the next decade he wants to do it would you t-- without the new taxes and wants to repeal the healthcare initiative saying this is moshe of the same. -- more of the same. >> we have a deficit on the horizon. the president proposes a $1 trillion spending increase eclipsed a tax increase. the total deduction in the ten-year budget spending 465 billion is 119 billion. the deficit reduction will start 4 years after he left office. >> raising the federal cigarette tax by $0.94. that would raise 70 billion which he wants to apply to an early childhood education program. >> elizabeth pran, prann you have a lot going on down there.

expectation of privacy. the agency reiterated that in the 2010 presentation. keep in mind the electronic communications privacy act says e-mail open or stored on an e-mail provider server for more than 180 days can be obtained without a warrant. the 6th sir accoucircuit court appeals part that was unconstitutional and said the government must obtain a probable cause warrant before having providers turn over messages. the aclu says the irs doesn't seem to be following that decision. it only applys in the 6th circuit and wars against fighting cases intends to challenge the request only because there's a time in the ruling. that information in the e-mails would be stale. the irs manual continues to explain no warrant is required for e-mails restored for more than 180 days.
