mr. #1: we are back with the panel who is talking about the heavy cost of obama care. on wednesday department of health and human services fessed up and saying that the cost to help states set up're interchanges will be doubled the estimated two billion dollars. the costs will come in at 4.4 will reach 5.7 and 201 ande billion in 2014. now the exchanges were set up

so small businesses and individuals not covered could compare and shop for plans. one of the states that declined the exchanges is texas. i spoke to attorney general abbot to ask him why. texas is one of the 26 states that did not join in and doesn't plan to expand medicaid. why not? >> on the exchangings what the federal government wanted the state to do was federal subcontractor with us picking up the tab for doing their work. as we saw last westbound. sebiluous said the cost will more than double in price. this is going to be a costly operation and operation that now the federal government is going to have to pick up, and frankly because of the challenges of implementing the change necessary the entire united states. governor, this is one of the reasons why obama care is

going to implode. your other question medicaid expansion. let me explain why we will not do that. united states supreme court and obama decision specifically said it the hotel california situation. states can check in but once you check in you can't check out f. we check in the system where the federal government will reimburse 102 percent and then rarched it down to 90. it would be a contractual agreement with a party that is 16 trillion in debt and not continue to reimburse the states at that rate. meaning that the state of the texas and all of the other states opting in the system will pick up greater percentages of the tabs of the bill cutting in our ability to provide things like education and transmission transportation and things that states are suppose tod provide. >> mike: there is talk about

how much pressure the states are under. i talk to governors and attorney generals. they are under squeeze from providers and hospitals and from other medical practitioners who want all of the federal money coming in. have you felt squeezed in texas and are people putting the pressure on saying this is free mon yewe need to tak advantage television? >> i really believe, governor that people are recognizing tw three different things. one they are recognizing as we are learning more details how obama care really workings. th are seeing the magnitude of the problems with the system and how obama care may not work at all . the another thing, governor, the healthcare providers and doctors who are caedn provide the care and tcaid syste under them becae ty on the patients doesn't mean

sometimes under 50 employees. how do you navigate all of that? >> good word. well, that is what is challenging about what we are going through at little rock tours in that we have a unique industry not only for the motor coach industry but transportation industries in general. when our drivers are out on the road, vuto keep in mind they spend the night in hotels and they will go off for a group for a week and spented seven dapes in the room. we pay them by the day and their part-time hours add up quickly on the road and we are trying to figure out the full-time equivalency and ire the healthcare withve to our employees or not because currently i checked our last pay roll and if you add up the total number of hours and add to the full-time staff which
