senator rand paul is fired up about the debate and here to talk about it. keeping an eye out for you, cashin' in right now. >> hi, i'm eric boling. our cashin' in crew in just a moment. first to senator rand paul. senator, you are a huge proponent of privacy rights other lawmakers are adding to calling for more security cameras? >> if the government is going to use cameras to watch us, they need to have probable cause. they need to have an argument in the constitution then i'm okay with it. but willy-nilly in open spaces, i'm against that. one thing that is was lost the cameras to catch the men in boston were private cameras and i'm not on against private companies to protect their property. >> eric: we talked to a bunch of

people. to the last person everyone said i want more cameras. i want it especially in areas that are prone to attacks. they want more -- why shouldn't we have more? >> i think in the aftermath of the terrible tragedy where all of us wanted to get young men that committed the atrocity. we want to see them tried and convicted. i think there is a lot of emotion and. 70% of people they would trade all their freedom for security after 9/11. that number is more back to 50/50 but it's a slippery slope. some day you may have cameras everywhere. think of 1984 where the cameras were in your bedroom and in your dining room. you never wept a moment's notice without being watched. there a downside to that. >> eric: i'm in the camp that says more cameras. if i'm not doing something wrong

no problem. is where is it unconstitutional to have more cameras? >> you have to have probable cause for the government to be involved in surveillance. we had a big supreme court case last year whether or not you can put a gps tag on someone's car without a warrant. it's not that the government can't do it but they have to ask and this guy is committing this crime and this is our evidence so fall. we want to follow him in gps. imagine the world if you had politicians who didn't like their opponents and they put gps tags on their opponents. you have seen the acrimony in washington. would you wanted side to do surveillance on their enemies or people that don't like their speech. its terrible precedent allowing extension of cameras. >> eric: the difference here being you are targeting one or two persons -- tracking device on a person. my point was a general area, a

camera that takes a picture of a general area, wouldn't that be a crime deterrent? >> we have a lot of that. that is my point. there is a different standard for government and private businesses. government has enormous power and it can be abused. a private business, macy's or gimbles can have cameras to protect their property. if you look back how much footage came from government and how much came from private cameras, i think the vast majority of the images to hunt these two boys was actually private cameras and private images. >> eric: recently some have said that you are inconsistent on your policy on drones from 13- hour filibuster. do you care to clarify? >> my policy on the drones and filibuster hasn't changed. if people will rewatch the 13 hours in their spare time, they will find i used the same anally ji of gunfight in liquor store, police can use deadly force to

repel deadly force. i'm still against drones, targeted assassination and huge believer of the bill of rights. >> eric: looming debt debate. i assume that you are not in support of growing our debt. would you advocate a government shutdown to send a message to president obama that we are spending too much? >> no, but what i would advocate is not raising the debt ceiling. if you don't raise the debt ceiling, you can still make payments. we bring in $200 billion a month. our debt payment is $30 billion. you could pay our soldiers, social, medicare but not enough for research like roll up beef jerky or research on goldfish or $500,000 for a menu to mars. you would have to cut government but not raising the debt ceiling is going to a balanced budget.

>> eric: have the house republicans let you down in this? they seem to be caving in on a lot of areas. how does it sit with you? >> i am not sure what they are going to do on the debt ceiling. i am for making a stand on the debt ceiling and always have. i think we could have the country come behind us. look at the sequester, increase in spending and the sky was falling they said. he shut down the tours at the white house same week he agreed to send $250 million more to egypt. so there is money but a matter of prioritizing. i think it's irresponsible to lay off air traffic controllers that we need while sending money to countries that we don't have. >> eric: what is the motivation behind the white house, white house tours, national parks, like the faa, people want to take their flights but they are delays.

what is the motivation? >> i think to politicize this and show that absent government couldn't exist on a little bit less money. i think it's backiring on them particularly when you show that they have eliminated guided tours at the white house. same thing they sent $250 million to egypt. we can't afford to rebuild every nation in the world but we should keep our capitol open. they are seeing through the political games. we'll see what happens. i think the american people are coming to our side, for gdness sakes, the sequester is the least we can do. >> eric: it's always good some good old-fashioned conservative values. senator rand paul, thank you for joining us. coming up millions of americans buried under student loan debt. one city is telling grads, it will make the debt go away. is it a small price to pay to

off those students will rent or buy a home in a distressed area. that is the payoff. so the city gains by getting an educated people. they have to have a degree, either two-year or four-year degree to qualify for this. they don't think ghet by just being there. you are getting educated people, upscale people to come into a downscale area. that is going to help everybody. they will create jobs. they will spend money and do all of those things that is good for that area. >> eric: jonathan, i am guessing you don't like the idea? >> you getting more subsidy and wealth destruction. they subsidize you to go to college and you have $25,000 in student loans now it's going to subsidize so you can live in area so you can pay off the loans you were supposed toed pay off in the first place. $25,000 in student debt is

because of the government intervention. this is more of the same. using taxpayer dollars to benefit certain constituencies at the benefit of others. you need employers to actually invest in the community, not subsidies. >> they are going to spend that money anyway. i see them spending in a positive way then go down the drain. if you look at the history of agencies in any city you will see that works. >> eric: this isn't the free market. i'm not sure where you are at on this. free market would let these people who are graduates go find a job. >> i also think it's the state being somewhat free thinking in saying, hey we have a problem. let's come up with a way to do this. we're not getting help from the colleges. they are not decreasing tuition anytime soon. the federal government, not the state government the federal

labor market. >> eric: julie, providing tax incentives is allowing them to keep more of their own money. they are using taxpayer money, people that have paid their taxes and putting towards student loans for people that aren't those same taxpayers. >> i don't see the difference. one case you are using a case for tax base attract talented labor. >> it's weolth redistribution. i tell you, you talk about taxes niagra has the second highest property taxes of percentage of home value of any place in the country. history of corruption in their government. high crime. why not address those issues. you are using a tax expenditure in a labor pool. student debt, average student is coming out of college, unemployment is 9%. the average debt is somewhere close to $30,000. you have seen important reforms. >> listen, go ahead. >> you wanted the kids to come back. let them come back and fix this town where they were raised. they have vested interest in it. everybody knows that jonathan doesn't want to help children and doesn't want to help them shape or form. >> eric: that is not a fair shot. >> i was going to say, these people -- this money is going to get spent anyway. you have a downtown area that is destroyed. it's you know, you are going to bring p.m. back and rehabilitate the city. that is going increase the

start positively about ben affleck. >> is your heart bleeding? >> it not bleeding for them. the criticism is the point. 10% of this country has 90% of the wealth. 1% has 93% income gains from the recovery. middle income neighborhoods are disappearing, poor neighborhoods are increasing. it's not that he is hypocritical or not but bringing attention to the international monetary fund and world bank saying income equality is threatening the economic recovery. >> eric: go ahead. i'm pretty sure that people on welfare in america is getting more than a buck 50 a day? >> people, even the quote, unquote, poor in america live very richly compared to world standards. i have to hand to it ben affleck. he is going to crash diet and bring attention to himself and assuage of guilt for being american. i'll be celebrate actually.

i'll be eating a pizza a day. an entire pizza every day to save whoever, i live in this great country. why are poor countries poor? they are dominated by collectively, tribalism and if ben wanted to make a difference he would be advocating capitalism. >> eric: i want to get julian in here. highest income inequality gaps are in communist countries? >> no question. i agree with that. eric, that doesn't lessen the fact that almost all economists say it's a huge problem as well. >> eric: i'm for the free market. >> and it comes back to the wealthy, get all the benefits in this country. i think its joke. we are almost at 50%. people that get welfare checks that are on food stamps.
