more than 200 people had to be rescued from homes and cars. flash flood warnings still in effect for parts of iowa. more than six inches of rain fell this weekend, swallowed up roads. nearly one week after the deadly tornado touched down in moore, oklahoma, thousands gathered last night to honor the victims. ♪ jesus loves me ♪ this i know ♪ for the bible ♪ tells me so >>anna: during this memorial service, a briarwood elementary school spoke of her harrowing experience. she and her students hunkered down in their classroom and sang "jesus loves me" to drown out the noise. >> debris started falling around us and the dirt started coming in and then it turned black and the children were crying. and then i started telling them that they were heroes.

>>anna: earlier president obama toured moore and surveyed the damage. brand-new developments overnight about terror suspects in the murder of a british soldier on the streets of london. three men arrested for conspiracy to commit murder have been released on bail. a tpourg man arrested sunday -- a fourth man arrested sunday is still in custody, this on the heels of authorities confirming one of the suspects was arrested in kenya in 2010 and later deported because they believe he was preparing to train and fight with an al qaeda-linked groups. thousands including the family of lee rigby, the murdered soldier, visited the scene to lay flowers. >> kevin har wick pulling away from the coca-cola classic for the second season. >> there he goes. earlier in the race ten fans were injured when a tv camera support rope snapped and fell into the crowd and

wefpbt down on to the -- and went down on the track. this cell phone video shows several people holding on to the cable. three people were taken to the hospital but have since been released. a statement has been released saying it hasn't determined the cause of the accident and is suspending use of the camera system indefinitely. harvick is the driver of the cheverly -- chevrolet. >> we'll turn our attention to washington. most of congress away this weekend. senator lindsey graham took to the air waves. much has been made in the can stkal in the past -- much has been made in the scandal in the past week and will we get an investigation. he was on "fox & friends" and said that is the only way we'll get progress.

>> how did such a culture come about? how vast was it? who was involved? this does call for special counsel. we need to review that. my belief about the i.r.s. scandal is this culture of going after tea party groups that were on the president's case about obamacare did not accidentally happen. i think it comes from the top in terms of tone. >>anna: when you hear attorney general eric holder is going to be investigating eric holder, somehow that doesn't seem to add up there, does it? >> not really. going to what he said about a special prosecutor, it does have benefits to the administration by appointing a special prosecutor. one, it takes the story out of the headlines for it could be two years no one hears about this. they get to a point their own guy -- we know what happened during the bush administration. that kind of went sideways and a guy went to jail. you never know how that is going to turn out. also, when hillary clinton was doing her benghazi testimony, the

administration on the same day leaked out women were going to have a bigger role to play in combat. they have ways to step on headlines that kind of controls the message. >> appointing your own special prosecutor doesn't pass the smell test. rand paul saying the president in all of this has lost his moral authority to lead. take a listen. >> i think the constellation of these three scandals ongoing takes away from the president's authority to lead the investigation. no one questions his legal authority but i think he's losing the moral authority to lead this nation and he needs to put a stop to this. i don't care whether you're a republican or democrat, nobody likes to see the opposite party punishing you for your political beliefs. >> republicans have been hedging at this point, not really wanting a special prosecutor and investigator. part of the problems is they are not fans of this unchecked authority for years doing an investigation like this -- you brought up the bush administration special

prosecutor. we know what happened to ken starr that dragged on for years and years and years. but at the end of the day can you get to the bottom of it by appointing your own guy? that's the issue here. eric holder would have to sit back and say we're going to go through these resumes here, going to pick somebody to investigate us. >>anna: what is ironic is the tea party is reporting they are seeing an increase in donations and that there is actually a gaining support for the group that of course wants smaller government and less taxes. >> to what paul said, he's definitely losing credibility. i'm not sure if it's the moral authority right now. you have jay carney going out there every single day, the story about the i.r.s. changed three times. at first they said the white house didn't know about it. then they did know about it, then they knew about it at a later date and tried to roll out the p.r. explanation for it. to go out there day after day after day and explain this, i don't know if that is going to hold water with the american people. >> when you have a special prosecutor and special investigation that drags on

for years, the question at hand at this hour is can the department of justice investigate itself? senator tom coburn on this issue. listen. >> you cannot investigate yourself. and i think it's a total conflict of interest. the first amendment rights and the freedom of the press in this country and the intimidation that is going forward doesn't mean you shouldn't investigate it and it shouldn't mean we shouldn't be tough on that. but allowing the very person that authorized the two things that we are very aware of today to investigate whether or not he did that appropriately is inappropriate. of course the other option is to have congress investigate. get individuals like lois lerner to actually testify. get other individuals to come before congress when you're under oath, use the subpoena power of congress and you maybe don't have to do a special investigation and special prosecutor because republicans don't

really want to do that in the end. >>anna: you also wonder would the obama administration ultimately decide this is a good idea just to keep everything away from the press and somehow cut some of these people out of the picture. who knows? heads may roll. charles krauthammer even said he isn't sure that eric holder is going fob -- to be able to keep his job. >> it is memorial day, but does the average american know what's happening in their own country? i hit the streets to find out. >> there has been a lot of scandal recently. does that pwoergt you bother you guys as obama supporters? have you heard about the i.r.s. scandal? >> no, i have not. >> i don't think it's like a huge scandal. >> you really believe that drill? >> i don't know. to me it's not [inaudible] >> the i.r.s. was actually

>> they fight for our freedom. then they come home to face another battle here at home for the benefits they've earned. vets who apply for disability claims are having to wait on average 338 days before they even get a response. with more heroes returning home from war, how will the backlog ever be fixed? pete hegseth is c.e.o. of concerned vets for america. how are you? >> doing well. >>jesse: general shinseki is the head of the department for veterans affairs. under his tutelage these backlogs have been up 2,000%. why has he not been fired? >> secretary shinseki was general shinseki before that incredibly honorable man who has done incredible things for this country. think about it on memorial day, how much time and effort he's given to this nation. it's not about him. i think he's been given a

lot of leeway as secretary of the v.a. and we appreciate it. almost five years into his tenure and the backlog increased by 2,000 percent. it's not for lack of fund. funding has gone up 40% since 2009. the v.a. is exempt from sequestration. he's got a lot of cover from our president who is supporting him. as vets coming home we're looking at this line of growing of bureaucracy that is dysfunctional and calcified and saying we've got to be doing better for vets. they don't have to be waiting in line. the benefits they've earned they should receive in a timely manner. >>clayton: they've gotten more funding, they're not part of the sequestration. what's going on? is it piles of paper work on desks? what's going on? >> there's a floor in north carolina with so many files on it, it is literally structurally unsound. but with so many employees at the v.a. nobody has been fired across the board.

that is why we have called for general shinseki to step down. you know what this is? this is government gone wild. this is what happens when bureaucracy expands in way it's not held accountable. they have given out millions in bonuses to executives responsible for the backlog as the backlog has grown. when you can't fire somebody when they do their job poorly, it is pretty hard to reform a system. we need to shine the light of sort of free market accountability principles that allow people to do their job and get bonuses if they deserve it or be fired if they don't because vets are waiting in line and the bureaucracy has taken the resources. >>jesse: even jon stewart has been hammering at this. this isn't a left or right issue. this is a national disgrace, almost a scandal. has the president shown any urgency in addressing this matter at all? >> that's part of what we're trying to do. we've launched millionjob

>>jesse: welcome back. quick headlines. mayhem in mexico. 16 people killed there, 19 others injured. look at this. after a bus packed with tourists flips over on a crowded highway. mexican officials say it happened when one of the bus's tires blew out causing it to spin out of control and slam into a guardrail. in a town in massachusetts canceling their memorial day parade. they say there are not enough veterans to march in it. they say they will honor vets at a ceremony in a local park. >>anna: 24 minutes after the hour. is this another case of your tax dollars at waste?

a federal audit find that instead of maryland's baltimore city schools spending federal stimulus money to improve classrooms, they put those funds towards things like theater performances and mother-daughter makeovers. you heard it right. joining us to respond is a maryland state delegate. when you hear about this wasteful spending for some of the neediest kids in baltimore city schools, what do you think needs to be done about this? >> it does surprise me. these are all repeat offenders. they have done this with state money. jesse waters and i were working on a scandal with the state prison system. nobody watching the shob and nobody caring about the taxpayers's money. this is happening all over the country with liberal politicians who are mayors or governors of the state. they don't mind taking the money, but then they don't pay attention or respect it. >>anna: i want folks at home to see exactly what we're talking about, if we

the state of maryland just provided $1 billion to the city of baltimore for school construction and i'm introducing legislation that we need a state commission to oversight that. these people cannot manage money, and they don't care. >>anna: with a liberal big government like that, aren't you seeing this happening pretty frequently? what needs to be done? because there are a lot of angry parents in that school system. >> baltimore city has a super majority of democrats and the mayor is going to be reelected until the day she dies unfortunately. when you have that power on one side of the equation and there is no opposition and then you have this liberal big-government attitude that i don't care, it's not my money, it's the taxpayers' money, you're not going to have oversight and integrity and this is going to happen all the time. >>anna: it would be great for them to have these dinner cruises and mommy and daughter makeovers but how about find a different fund to pull it from rather than the classrooms and books and building new schools? >> that's my concern with

more than nine inches of rain. unfortunately there were fatalities and many people injured in that area. today we have a risk of seeing more severe weather. i want to start in the northeast. temperatures are unusually cold and freeze warnings in parts of new england waking up to freeze warnings. you can have frost. even though it is the end of may, you can have frost as you head out the door. as we head farther west, here's a look at our next storm system rolling into parts of the upper midwest and parts of illinois, indiana producing areas of heavy rain. we have reports of severe weather this morning. parts of iowa looking at not just flash flooding but the possibility of damaging wind gusts and large hail from some of these storms. that severe threat today, throughout the afternoon extends anywhere from parts of texas all the way up into montana, north dakota and far east as the state of illinois. severe thunderstorm watch in effect in iowa and parts

of missouri due to that possibility of damaging winds and hail. high temperatures in texas, upper 80's. 74 for the high today in new york city. >>anna: snow and the initial kickoff of summer doesn't seem to go together. >>jesse: what about global warming? al gore said there's supposed to be global warming. >>anna: an oregon teenager will likely be charged as an adult for plotting a columbine-like bombing against his school. police found six home made bombs in his bedroom. police say he had a meticulous plan for the attack and even set the date. classmates were shocked at the news saying he didn't seem like the type to pull off an attack. >> i'd say hi to him in the

hallway. it was like i should probably talk to this kid, make sure he feels okay. i'd talk to him sometimes and he seemed like a nice guy. >> he's like really quiet and you don't really like hear from him a lot. >>anna: some students say he was talking to fellow students about making a bomb and police say a tip led them to make that arrest. chilling journal entries show susan powell predicted her death. in 2008 powell wrote -- quote -- "if i die, it may not be an accident. even if it looks like one. take care of my boys." powell vanished a year later and hasn't been seen since. police name her husband josh, a person of interest. he killed himself and their son last year. al qaeda prisoners getting the spa treatment. spa therapy, exercise. they even have a pool. part of the rehab program, over 2,000 prisoners have gone through the program.

union members are worried their health care costs could soon sky rocket. union bosses sign them up without understanding the full implications. now the membership will pay the price. good morning, brian. how are you? >> good morning. thanks for having me on. >> so, nancy pelosi also says you had to pass the bill to find out what's in it. is basically the concern among your members now that obama care is going to skyrocket premiums and you will get dumped into these state-run exchanges? >> well, there is a lot of concern about that. in the uaw where i work it's not a big concern because we're not part of the multiemployer plans that are more popular in the trades. like in the carpenters union, some of the trade unions, the unions represent employees from numerous employers. and they pull those employers

together and the union helps coordinate insurance coverage for employees from a number of different employers. but uaw is not like that. but there is a concern that in the next round of contract negotiations, the company will put on the table that they want to discontinue our health care coverage and dump us into those state exchanges. i think there's a lot of unknowns left and people are really getting nervous and waiting to see what happens. >> premiums have already risen about $2,000 since obama signed this legislation. do you think, if you see this thing coming down the pipeline, that unions are going to either not campaign for democrats next election cycle, or maybe they will sit out, or even campaign against them because of the obama care catastrophe? >> well, that may happen to some extent. and i think that would be a good

thing. i don't know if all your viewers are aware of the fact that michigan just became the 24th right to work state. and we're looking for reforms and changes like that where the unions get out of politics a little bit and either start supporting some republicans or reduce their political activities altogether. because we want union leadership to negotiate for fair wages, a benefit package, and safe working conditions. we want them to do a lot less politicking and spend a lot less money supporting political candidates. because they have gotten into bed with the democrats. it's a recipe for corruption when you have the union bosses donating tens of millions of dollars to one political party, the democrats. and it's just an in crest white house relationship that we would like to see changed. >> brian, last question real quick. do you guys, i don't know, get

the surface. some calling for special council. do you think that's the right way to go? >> i think that's a no-brainer. it should have happened long before now. you have holder with fast&furious. you see what's happening with obviously the ap and with the issue. then you throw in the irs and the fact that you have one scandal, one problem after another. absolutely should be done independently. >> some republicans have been weary about doing this because eric holder would be able to pick the prosecutor in this. >> listen, there's a problem, obviously. there's a lack of trust. i call for his resignation. there's a complete lack of trust and faith and he should be gone. there should be an independent investigation talked about and review of that agency. what they are doing, if it's in fact, true is completely inappropriate. >> and the irs scandal, visited the white house over 100 times.

scrubbed references to jihad, bleached them out of the training materials for counterterrrorism training and investigations at the fbi. instead of doing that, troops and agents trained in sensitivity for muslims in islam. so that's why we're missing all these things and are in such deep denial. you look at the ft. hood case, for example, that jihadist, he had an actual powerpoint presentation quoting the koran chapter and verse about what he was going to do. he was discussing what he was going to do and warning us what he was going to do. and instead of stopping him, we promoted him up the ranks and then when he went ahead with what he was warning he was going to do -- >> right. >> and cried out. we wrote it off as workplace violence. so that's a prime example.

by democrats. are drug screenings too much when it comes to your tax dollars? joining us is president and ceo for texas association of business bill hannon. good morning. how are you? >> good morning, jesse. how are you today? >> is this a common problem, people smoking dope, sniffing coke? are you seeing that in texas? >> too many people who apply for jobs fail a drug test on a regular basis and therefore eliminate themselves for the possibility of being hired. and we know -- we're not sure exactly what the numbers are. but the employers of texas pay 100% of the cost of unemployment insurance. and they expect those people who are receiving benefits to be ready and available for work. if they're abusing drugs, then they're not. >> what is the aclu's argument against it? it seems they are angry about this. what is their reasoning? >> i'm not sure what their reasoning is.

whatever it is, it's flawed. it's a basic requirement of unemployment insurance that you aggressively seek work and that you be ready and available to take a position that's offered to you. if in fact, you can't pass a drug test, you're going to eliminate yourselves from the vast majority of jobs that are open in texas today. >> and other states require drug testing to receive benefits. arizona, georgia, oklahoma, tennessee, utah, missouri, kansas. there seems to be some momentum behind this. as money runs out and people need to be smarter how their tax dollars are spent. you see this going forward and sweeping the nation? >> yes, i do, as a matter of fact. just last year, finally the federal government allowed states to make a decision with regard to this. in the past the federal government refused to allow drug testing for benefits. but in the legislation passed in congress a year ago, the states
