to spend next tuesday or in washington or would you rather spend it the injuries si shore. i have to make tough decisions as president but this wasn't one of them. >> dana: presidency must go on despite three scandals with congress in recess. the white house could shift focus away from them. they reportedly advised staffers to spend 10% of their time on the controversies but bob schieffer had this advice. >> president needs to rethink his entire communications poliy top to bottom. it is hurting his credibility and short changing the public. >> dana: so we're going to kick this around. eric, president obama goes to jersey shore. one of the things if i were governor christie, the tourism industry is a $40 billion industry and they wanted to make sure people know that they are open for business.

>> eric: i think was interestingly timed visit to jersey shore. i get it after the tornadoes in oklahoma, what do you think he is going to get there by the weekend or memorial day weekend to hit oklahoma, sure enough he did. i'm pretty sure that he made the spin around jersey shore to kind get people's attention off the three scandals. there is benghazi, irs and department of justice phone scandals going on. let's keep it in the news and say, okay president obama, thanks i'm a jersey resident. that is my governor. you did it and you did your thing. >> dana: every administration, you try to make it look just fine here, but what were you hearing from your people. >> bob: first of all from my peeps, first of all it's not unusual to do what he did. the jersey shore does depend on

a lot of revenue in three months. >> eric: i'm sorry to interrupt but what obama going to jersey shore have to do anything with the jersey revenue? >> it says we're open for business but having said that was it conveniently timed for memorial day? yes. it is what it is. i think he did a good job as president. these scandals are not going away. they will be around for you to pick on him next week. >> dana: andrea, let me get your take, he want to moore, oklahoma. listen to him here. >> whenever i come to an area that has been devastated by some natural disaster like this i want to make sure everybody understands i'm speaking on behalf of the country. fellow americans are praying and thinking about you and they want to help. so i'm just a messenger here letting everybody here know you

are not alone. >> dana: what do you think. >> andrea: i think it is effective. it appears he wants to stand with victims. they are victims in oklahoma. they are victims in new jersey what happened to them. over the weekend he also talked about military rape. i thought it was not the timing or the place to do it at a commencement, but he wanted to stand with the victims of that issue. however, there are victims in the three scandals. conservative groups, james rosen associated press and the families of the benghazi fallen. i do think he is trying to just distract. hope this story goes away. he was in a blue state with a governor who is very popular, chris christie is very popular and it allows him to say, i'm here, i helped fix this. i sit shoulder to shoulder with chris christie, he ran ads all this weekend at the jersey shore. we're stronger than the storm. it's a great way on to highlight the job he has done, as well.

>> dana: let's get greg's take whether or not this will hurt or help governor christie if there is any sort of political ambition. >> greg: first i have to hand it to president obama, even when he is working he is at the beach. pretty smart. i think the story about whether it hurts or helps. the story the left likes because it makes the right seem petty. i will say this. there is a tendency for christie to come off as star struck. not just with obama, but he was giddy school girl around springsteen. he just fluttered. it was like justin beiber. i'm not running for president. you don't want a president that gets weak in the knees great star power is there. >> dana: like george clooney. >> greg: good for you. >> dana: let's move on.

even though they had this and the attorney general eric holder piece was kind off the back-burner. you had over the weekend, eric holder is under a lot of fire because of whether or not questions of whether or not he lied to congress about the subpoenas in regard to the a.p., and i feel like the administration hopes it's going away but to me it's league from behind. do you think it's time for the white house to say we need to get in front of this and deal with eric holder. sn a lot of people think it's inevitable he will be leaving. >> bob: i spent friday and saturday down with some of my poops. >> where were you hang ougtd this weekend? >> bob: it was in a rough neighborhood. there is a general sense among

democrats, "a" you can say about this conveniently timed, but this is not going away. it's expanding particularly the holder piece of this. there is a general sense that holder cannot save survive this. when you call lead press people to have a discussion that means you are in trouble. >> dana: this is bizarre. one of the interviews eric holder was the daily beast 6 not necessarily the "new york times" but trying to get the message out there. >> greg: people are familiar with daily beast, it's a newsletter for animals. holder gives damage control a bad name. generally when you are involved in damage control you are controlling other people's damage. he is now 99% employed in controlling his own damage. the one thing he doesn't have to worry about is success control. that is one thing he hasn't worried about it because he hasn't experienced any success.

everything he does is disastrous. >> bob: that is a little bit of an overstatement. i sat next to justin beiber and asked him what he did for a living. >> dana: they think there is a key question for reporters are missing. in the wake of the a.p., the phone records and revelation of james rosen being subpoenaed. president obama says i talked to the attorney general. i asked him about this. he and i expressed mutual concern and asked him to get back to me in 60 days they report that holder's signature is on the subpoena for james rosen. the attorney general forthcoming with president obama, the s president obama comfortable with the answer that holder gave in the oval office or is it a different answer?

>> eric: it seems with all these scandals, president obama has a lot of people that know a lot of things and knew for a long time but somehow it doesn't make to obama. all of them have had conversations with president obama. for 14 reason he didn't know about the scandal part of it. knows about the thing going on. he knew about benghazi. he had people from the irs coming to visiting him throughout the left and even talking about something around this but doesn't know a scandal happening. it's completely disingenuous. and very quickly, rush limbaugh said something. he is right. they are going to have various investigations going on into these scandals but they will all be separate investigations. they will find something little. if you put them all together. it rocks the presidency. individually may be not so much. >> dana: i wanted to ask andrea

about that. because of the preponderance of evidence i think that the administration would benefit for a change at department of justice. even as loyal president obama has been to eric holder and vice versa, a change of personnel could change the story line completely and end up helping them. >> andrea: hundred percent. not just the department of justice. i think he could do it irs, within the white house, he could do it with his press secretary. it would allow him to say he has zero tolerance because the holder stuff, the holder contradiction of what he told us what he knew on the subpoenas have completely and painfully put us closer to president obama. i don't know why he could do that. if i could commented on the schieffer piece. i think he gave great advice. when bob schieffer you top down communications problems you have one. david axelrod came out this

morning and just bashed schieffer. i think the on fox news camped and others if they hadn't been bashing fox news for years, if they hadn't been bashing talk radio or and showing their hands all of this would not be plausible. >> bob: a lot of republicans are calling for a independent prosecutor. darrell issa says we know what we are doing. but more republicans argue the better standpoint. >> eric: like you said the other day, the minute you go to special prosecutor, everybody in the white house clams up. >> dana: we're going to find out because holder is going to be reaching out to news organization and going on an offensive. did you get a call. >> greg: yes, i did, we are going to have a brunch at apple

business. and when you look at this stuff, don't you get the idea that president obama looks at running the united states as no big deal? he is above the fray. he is above the fray is beneath him. so in fact he is not running the united states. he is running a bed and breakfast and ignoring the complaints. >> dana: meanwhile, his administration is frayed. got to run. >> bob: i would not all be surprised if some people were there were responsible a lot of this that are not there now. >> greg: george bush's fault. i say we go back to gerald ford. >> dana: and congress may be on recess but many aides spent preparation for investigation into the irs. we'll get you up to speed on what you need to know about that controversy next. ♪ ♪ ♪

about practice as far as back spring of 2012. jack lew treasury secretary was made we're by i.g. of march of this year and dennis mcdonough heard about it on april and president obama says he heard about it just two weeks ago. this is laughable. these are major players in the obama administration. some as far back as two years ago. >> bob: these are very senior people who are the exact kind of people to keep bad news away from the president. he may have had some idea about it. i do think there is a smoking gun? do they think they circle here and should they lie, and should they be gone? absolutely, but i think this is

not something that ends his presidency. >> eric: if in fact president obama did know about it and he going on national television and says i learned about the way you did, on tv. >> andrea: he as comfortable time trade he is incompetent. 80% of the time they talk about obamacare and 118 meetings, what do they talk about rest of rest of time. basketball? what were they talking about in these executive meetings? i think what is most troubling, as jay seculo, he is frequent guest on and he is about to file ten more lawsuits of groups saying they are still being targeted by the irs. irs says they stopped eight year ago. they still haven't gotten their paperwork. they are audited and being harassed. tea party groups, conservative

groups. they are not stopping this whatsoever. >> greg: i think that the scandal is now becoming through the media a blame the victim phenomenon. you sent me an article over the weekend. thank you for that. basically saying that if the tea party that should have seen this coming in effect being for small government is the equivalent of dressing like a street walker. it's like the sexist notion you had it coming. why should you be surprised. what happened was the government big government does this finally went too far. for five years american has been dining on soaring soaring rhetoric and the irs just gave small government which is basically all of america first battle cry. this is it. >> wheat on ryoe that sandwich? >> greg: does it matter?

>> dana: i try to put my self-in their shoes -- i can't imagine a scenario it's inconceivable you won't have told the president. he has top secret clearance, most secret in the world. she is the chief law enforcement officer of the world. they didn't tell him for worn two reasons, they didn't think it was a problem. now, they outraged and worried about it or wanted to keep it from him because of politics? or they actually kept from him on purpose so they could continue doing it? it's inconceivable. >> eric: it was his idea in the first place. irs admitted to unfairly targeting conservative groups for tax issues, that is ludicrous and grounds for outrage. adding to the fact that the irs will be in charge of medicine ministering obamacare. question everyone must ask, if they are willing to ambush

conservatives for tax matters why should they act any differently with obamacare. >> bob: and out of massachusetts the number of small companies that are opting is very small. it's not big a deal. having said that, think you've got a situation where there is so many investigative things going on, all these lawsuits, this is lot of weight that is going for a long time. much more than benghazi and a.p. reporters. >> andrea: i believe politically the administration will, if obamacare implementation fails which it will and targeting of small businesses or people are wealthy being led by the irs they are going to blame republicans on all of this. the, he they distracted us. they should try to stop it

anyway. >> eric: this is what the irs try to do with obamacare. they are collecting information from employers, how many employees do you have -- then it goes to who qualifies for subsidies and most important who gets penalized and how much they get penalized for not offering obamacare. >> dana: even if they follow the strict letter of the law and guidance fuaq conservative person you are never going to trust it. that is the problem that is undermining of the entire system. you are going to have grounds for a grievance to say i don't deserve that penalty. >> greg: but the undermining thing makes it so great. if you join the tea party now, you create a force field against coercion by the irs through obamacare or anywhere else. the moment you mobilize the irs becomes immobilized. if you are part of a left wing party prepare to be apparently

chinese hackers have gained access to designs to more than two dozen weapon systems. the president will discuss cyber security with chinese's leader when they meet in california next week. this is more than two dozen major weapon systems, this is critical to the missile defenses. combat aircraft and ships. i know we think terrorism comes in different ways but if they are really to hack our systems and continue to do it which it looks like there is no signs of stopping. this is much greater. >> bob: is it going to get through people's heads, the chinese is greatest single threat to the security of united states. advanced patriot missile systems army system for anti-ballistic missiles. it goes on and on. they come over here they get educated. then the corporate cyber security breaches where they

prosecuted already, mostly get people jobs in u.s. defense corporations. they are chinese citizens and report back to china. the ones that get educated here and hack into our systems. we've got to get focused on this we have the islamist being the center of attention. but the chinese don't like us and we need to get even with them. >> andrea: maybe a plan to limit student visas. >> bob: it would be limited tomorrow. >> andrea: and the money at this senior military official saying the chinese has saved themselves 25 years and billions of dollars of research and development by stealing our stuff. >> eric: they've been doing it for a long time. they have been stealing our technology, defense technology, but they have been stealing intellectual property for decades. they come over here and pretend to tour plants. they will put gum and walk

as i recall i don't think it was mentioned. al-qaeda is getting into cyber security and targeting us. what i would say if were the obama administration, why not have a global push so when president obama meets with the chinese leader he will say, i would like to president you from this signature "x" amount of countries this penalty is going to happen. chinese deny it. but use the great popularity of president obama and use all the allies to push against china. >> andrea: putting pressure in china in the past, even on human rights issues. we seem to be hamstrung. we owe a lot of money. we seem more hesitant. >> greg: all we care about is the pandas. i don't no who is worse the chinese or eric holder. why don't we pay the hack eggs to conduct the investigation into benghazi. at least they might find out who

she needs help. she is dying of cystic fibrosis. she only has weeks to live unless she gets a new set of lungs. she could get adult lungs but a rule prohibits anyone from under 12 from receiving an organ before an adult. she at the bottom of list. here is her mom. >> the only thing between standing my daughter living or dying, she is ten and not 12. that is unreal for me. >> bob: it's absolutely ridiculous. the duays even if they far less problems than she does gets those organs first. they set up, change.org to get them to change them exception in her case. this girl has every right to live. if she can't get it and somebody than a lot older that doesn't need it as badly it seems to me immoral. >> eric: they need to make the exception for her immediately so

she can get that set of lungs and then change the rule. don't wait for the rules to change. let's do it to make sure she survives. beautiful little girl. it's the ability for human judgment. rules are rules. we have rules and there are exceptions that could be made but i admire for working hard to figure ou way to get her story in front of them. she could be an example for other people in the future. so maybe someone you know. i think in the future some of the questions are going to be heart-wrenching but the government will make them. >> greg: that is the key lesson you come away from when you look at bureaucracy. it replaces human judgment. there is no human judgment in burr rock cast and there is only making cold decisions. >> look where our healthcare is going. it will be government

bureaucracy where david axelrod as admitted it's too vast for opponent to control. if you look at the one case in the healthcare system, reason why there were these funky rules and they weren't that way for the children is because there was lat of statistics. a lat of statistics. put all this focus on statistics, but, to your point, the human element and i can't imagine any adult that would put themselves before a child. i mean, how callus would you have to be to jump in line over a little girl who is literally days away? >> just to leave the bureaucrats alone. people who make these decisions are independent nonpaid surgeons and others around the country. they have these rules and i know it's difficult. it is difficult. but as dana said, there is human dimension here. this little girl, why does somebody who is 70 years old get lungs when this little child cannot. iean, with all due respect to older people

euthanasia. at some point our health system is going to be strained because some of you very old are taking from very young. >> greg: i'm smelling a death panel for bob. >> kimberly: why does somebody who smoked get lungs before a little girl who had no control over her illness. >> dana: can i understand from the panel's perspective doctors this hasn't been triedbefo. we don't know what the legal implications might be if the doctors are talking about if something went wrong are they going to be liable for it. you have clinical trials and innovative surgeries where people try something. i think it is worth a shot to give this little girl a chance. >> bob: it is worth a shot. children are the future of this country not people who are 85 years old. one more thing is up next and i know i will get a lot of mail on that. >> greg: from me. ♪ under the impression ♪ i was somewhere in between ♪ i was only told just me and you ♪ not some of the things we got to do ♪ or places
