favorite golfers teach us. amy grant. >> alisyn: she is going to be playing for us. volleyball? >> clayton: i believe tucker you and i are doing a wing tasting contest? >> tucker: midtown is hot with the odors of pork right now. >> clayton: that's normal. walking around the city smells like pork. >> alisyn: summer camp for needy children, sick kids. we will tell you about that and how you can help as well. get to your news. we have a fox news alert for you. this is because late last night. federal prosecutors filed charges against the nsa leaker edward snowden. the charges include espionage. theft, and conversion of government property elizabeth plan is in washington, d.c. with the latest. hi, elizabeth. >> good morning. this is really the beginning of the process of getting edward know den back on u.s. soil to stand trial. federal prosecutors have filed a complaint. really a precursor to getting an arrest warrant against snowden.

it lists three charges thus far. the first that the government property and then two offenses under the espionage act. the first specifically giving national defense information to someone without security clearance. the second revealing classified information about communications intelligence. each of these charges carries a maximum of a 10-year prison steps. chairman of homeland security subcommittee on counter intelligence and terrorism peter king issuing a statement and it reads: i fully support the efforts of the united states government to indict and prosecute edward snowden to the fullest extent of the law. he has betrayed his country and government must demand his extradition at the earliest date. the hong kong police commissioner did hold a news conference where he tells the media the matter will be handled according to law. he also refused to answer any questions about whether snowden was in a police safe house. alli, clayton, tucker, back to you. >> alisyn: thanks so much for the update. elizabeth: meanwhile let's

talk about another big story you have been following the irs how and why they were targeting conservative groups. as you will remember, we knew that the former irrelevancy commissioner doug shulman visited the white house more than 120 times. daily caller reported 157 times. what was he doing there? this morning we have new shocking information. >> clayton: we don't know actually how many times he showed up. he said he went to some easter egg rolls at the white house. he was authorized to go to the white house maybe 157 times and again to the records, the record keeping there is terrible. the white house says we are transparent. we have -- we keep all these wonderful records yet, no one knows where they are. they can't really keep track. we don't know how many times he went. his aid may have got hundreds of more times. >> tucker: 300 times. jonathan davis described himself not as a tax expert but as a political advisor to doug shulman then head of the irs. we know he visited or was

authorized to visit over 300 times both the eisenhower executive building the white house campus and the white house itself. we have no idea what exactly he was doing there just for some context keep in mind the last four years of the bush administration the head of the irs visited the white house a total of one time. so, the president. >> alisyn: he was a slacker that one was really falling down on the job in the bush administration. >> clayton: don't know what he looks like. mystery man. >> alisyn: this begs the question. what were they doing? what were they talking about? is it as tea party groups have reason to believe they were saying who should would he be going after for a more thorough screening of the tax extempt status? >> tucker: middle of a presidential campaign. >> clayton: we do know from some of those meetings it wasn't just easter egg rolls that doug shulman was there. we know from high profile obama officials on sunday talk shows that admitted

they were actually having discussions about campaigns. they were having high level discussions in these meetings and it wasn't just easter egg roll. >> that number 310. are we sure about that they haven't kept good records. we know he signed in 85 times but authorize to go 300 times. it doesn't sound like the records are actually very specific. >> clayton: by the white house's own description. this is not an attack on the white house. thisson their description we don't know how many times. which is almost unbelievable. here is what we do know. that the rot extended throughout the irs. we know that two irs employees went to whistle -- two whistle blowers went to members of congress and said look, the irs is giving tax id numbers to people who are filing fraudulent tax claims and sending them tax refunds. >> clayton: to the tune of $46 million. these refunds have gone out to over 23,000 unauthorized aliens and especially one

atlanta address. one atlanta address 23. that's a busy house. >> alisyn: 23,000 people have dlamed one address that is a full house. >> tucker: morguetown, nowrg the irs sent tax refunds to 6400 people at a single address in morganton, north carolina. that means 38% of the residents in that town live in one building. are unbelievable. >> alisyn: suggest there is fraud that the irs is either willfully overlooking or just incompetently overlooking and that they are letting money to the tune of $46 million go out the door. >> tucker: to illegal aliens. people not authorized to work in this country. maybe authorized to be here but don't have the correct permits to work in this country and they did it knowingly according to these whistle blowers.

computer glitch grounded hundreds of flights overnight. about two hours airline workers could not check in passengers, print boarding passes or monitor the weight of the plane. they are running at full capacity again. lawyers for foxnews.com reporter are asking a judge to let them see the notebook written by colorado theater shooting suspect holmes. they need to determine how significant the contents of that book are to the trial. citing confidential sources winter noted the notebook contained violent drawings of shootings. now holmes' attorneys are sources claiming she violated a gag order. well, russian president vladimir putin upping the ante on the super bowl ring he is accused of stealing. new england patriots owner robert kraft reportedly said putin took the ring during a meeting in 2005 but putin says he does not even remember of the ring or the meeting.

reason only. that is so that the police can't see or use whatever evidence may be on those devices. >> alisyn: right, it sure seems suspicious. rod, you have had experience in the past working cases that involve professional athletes. on with them? is there a preponderance of professional thieves who get in trouble more than the average population? >> yes. i think it is. the reason is pretty simple here is the deal. i have investigated cases and talked to high profile athletes before. it's almost like hitting the lottery go to having $2 in your pocket alisyn to 2 million literally overnight. the problem becomes this on the football field for these athletes they have a referee blowing the whistle any time they make a foul. in the game of life they don't have that referee. they are just out there somewhat on their own with all of this money and they continue to live the lifestyle, alisyn that they had previously been living and there is nobody to blow the whistle. >> alisyn: you mean you say the lifestyle they had been

>> alisyn: 23 minutes past the hour. time for quick headlines. a texas town is seeking justice. west texas is suing the owner and supplier of the fertilizer plant that exploded back in april killing 15 people and destroying much of the town. officials say the owner and supplier both mishandled the chemical that caused the explosion and they should give the town money to rebuild. and facebook says it has fix bug which accidently put the contact information of 6 million users at risk. the glitch was with the dyi tool. it was providing some people with email addresses or phone numbers which were previously not accessible.

>> tucker: fox news alert. nsa whistleblower edward snowden officially charged by the u.s. for espionage, theft and conversion of government property. so what does this mean for snowden and can we anticipate his next move? he is in china at the moment apparently. joining us now is former cia operative gary. thanks for joining us. >> good morning. >> tucker: i'm glad the government is spying on me and everybody else in this country hard to be sympathetic to snowden because he fled to china. how much more complicated does that make this case that he is in a country that basically is our enemy? >> well, clearly, you know, the fact that he is in china was ho is our main adversary in terms of the whole issue of cyber attacks is a big problem. and it makes it a counter intelligence problem from day one. >> tucker: what does that mean a counter intelligence problem the fear -- >> -- we have to assume that the chinese have possible control over him,

access to him, access to information, other information he may have downloaded. i mean, it came at a time when we were accusing china of hacking into the u.s. this is a propaganda bananza. i do not suspect the chinese will be turning him over any time soon. they will determine the pace of this crisis and also, i mean, he knows enough about the system to try to go off the grid. i don't think is he going to try to fly out of there on a commercial airline. if he wants to leave, he will lose on a chinese junk. >> tucker: does the u.s. government need to spy on all 300 million americans in order to keep the country safe? >> well, look,s you know as a senior ops guy in the counter terrorism center, nsa's information is useful at times. when they did that presentation they really did change the narrative. they made it look like they were the originators of all the information that stopped 50 attacks. well, we don't know at what point did they come in. were some of those separations discovered by human intelligence and they added on? they did a great job of

sort of overplaying the useful -- nsa's information is useful and is important. it's not the end all, be all. if it was only 50 attacks that they stopped over a decade. that was not that many. that was a week's worth of activity in baghdad during the war. >> tucker: in afghanistan, there is at least one american being held, an army sergeant beau berg bergdahl who has been held since 2009. prisoner exchange five senior guantanamo bay. here is what herald suggested we ought to do yesterday. listen to this. >> israelis traditionally have traded 400 palestinian prisoners for one israeli pow. i similarly, this is the only prisoner of war. beau bergdahl from idaho.

unbelievable. how is this done? joining us now is dr. natalie. a physician at nyu. the medical center there. doctor, i mean, that's of course a touching piece of video. but it also raises questions. can deafness be cured? >> this is a procedure that's new for children. this brainstem auditory implant which is what it is called has been around for a number of decades. the typical spror something called cochlear implant. >> that didn't work for this little boy. >> exactly they did that what he is missing is actually something called the cochlear nerve, the auditory nerve which is transmitting a signal from the inner ear to the part of the brain called the brainstem that's responsible for the motor and sensory innervation of the face and neck. so they tried the cochlear implant on him to see if that would work and it didn't. what they have done is surgically implant electrodes into the brainstem and then they place an external like speech processor on the skin. and that transmits these sound waves that breaks them up into little
