what do you know about this super pac, ready for hillary? >> it's kind of whole crew that has been loyal to the clintons for the past how many years since 1992 when they first arrived on the scene here in washington. it's all both big front people as well as a lot of big heavy donors that were not necessarily in the administration, but they are clearly trying to get the old band back together for one last hurrah. hillary clinton is doing a good job of playing the receipt sent candidate. she is kind of keeping the speculation alive, signing up on twitter and also makes her much more appealing candidate, she is not spearheading this herself. she is in the process of writing a book. even if she decides not to run in the end, this is all

very smart strategy for pimping that book. >> heather: we're more than three years out before the election. is it wise to start now or will people suffer from hillary burn out like we said earlier, in 2008 people were turned off by her being the presumptive candidate. are they in danger this time, as well? >> i think its threat. you remember back in 2007, hillary, she was the presumptive democratic nominee. she was the only democrat who could pete the republicans. she was the crown was nearly rested on her head in iowa when everybody had dismissed a funny name, barack obama who could never win the white house and never win the nomination walked in and just smacked the crown right off her head.

from there, went into a long time, it was obvious there was going to be no way to come back. she fought all the way to the end much longer than i think she was viable. i think quite frankly it was that fight and drift that people saw that has kept her very much sort of in the running ever since then. she has to be haunted by that memory. >> heather: something they may be trying a little different. main event is super pac over campaigns, they can raise unlimited amount of money. they are capping the amount of $25,000 per person. why that decision to a little more grassroots? >> certainly. bad enough she is the establishment and democratic establishment but it gets worse if it looks like she is bank

rolled by huge donors. i think the biggest reason they are going to the super pac to give her plausible deniability. she doesn't to have be a part of it. it's into the campaign. she is not running anything. they are just kind of trying to draft her and she can walk around and act like she is being receipt sent. -- receipt reticent. >> you mentioned the book that she is going to have out. but will this force her to show her hand a little earlier than she intend ordinary wanted to? >> i don't think so. i'm quite positive when you look at the people that are involved in this pac, there are people that know her very well. there are people that know her thinking very well. there is a very people she would task to run a future campaign. they are not -- and also

u.s. amy kellogg is live in london. >> possibly as many as hundred thousand people turned out for this rally that was put on by the ncri. it's a very organized group, most organized of the myriad 6 opposition groups that exist but critics say its cult. they talk about freedom and democracy in iran, outside the tehran regime would disagree with, the critics say it's not inclusive of other organizations or points of view. the ncri have been known to expose iran's nuclear work but they are stepping up efforts as legitimate political group. they invite a host of u.s. politicians to their gathering each year. john bolton, rudy guliani and others expressing concerns about the iranian regime. >> the u.s. needs to be strong and forceful and

consistent. i think our problem in iran we haven't had a consistent policy that we have kept moving forward. we are too many stop, started negotiations and proliferation question of nuclear matters is very important to us as is the export of terrorism around the world. we have seen that sadly in syria today. >> reporter: some say, however, the real story is in iran where young people celebrated the election of a president who is not a hard liner. last time around there were big street protests and calls for dramatic change. it seems after these elections, significant number of young iranians are relieved to have the process of gradual incremental change in a new president and, of course, heather, the jury is still out on whether in fact iran's new president will be able to instigate some change. whether he will have the will to instigate change in domestic policy easing up

what is the likelihood of that happening, more importantly china cooperating here. let's talk about with the legal panel, kesha and doug burns. you are a formal federal prosecutor, first question to you, feds have filed three charges so far. we'll put them on the screen. they are essentially theft and espionage. one count of theft of government property, two counts of espionage disclosing classified intel. this has to be the beginning. would you expect a full grown indictment will bring a whole lot more charges? >> very definitely and for good reason, under extradition you can only be tried for charges listed in the extradition request. in this case are a couple standard issues. one notable one, staur7bd ones and also the conduct has to be criminal in both,

dual criminality but the political exception is most important. >> gregg: we'll get to that in a second. the problem for snowden legally is this. he readily admits he did it. went on tv and said i did it and he is proud of it. you know, as best i can tell he does not get whistleblower protection under american law because the nsa program was sanctioned buyer a judge and approved by all three branches of government. you only get protection if you are a federal employee reporting misconduct. this isn't misconduct? >> he is admitting to criminal actions he himself took. the thing that needs to be pointed out, the crime that is being charged in u.s. has to be equivalent what hong kong will charge them with. they do have what is called the hong kong official

secret ordinance which is similar to our espionage. >> gregg: good point. how do we get him back? you point out the extradition treaty for hong kong but includes the exception for political crimes. snowden could seek asylum that could tie out for ten years. in the end, would be the chinese government? >> in the normal process of extradition case, the defendant has the right to contest probable cause in court, fight extradition on every level, appeal from an adverse decision, that can take a lot of time. then you get to the main point you rates which is the political exception. it's interesting because they specific intention, give them credit, charge theft of government property to make it appear that is not a political offense.

argument in favor. defendant, don't look at luabl, look behind it. it is political speech. that is what they are going to argue. >> gregg: china holds most of our debt, they need us too in terms of trade. it seems to me that the pressure can be applied by washington. many in congress, speaking of washington, have branded snowden a traitor. senator bill nelson is the latest who allege snowden committed treason. treason charges may be very tough to prove. i looked it up and we'll put it on the screen. whoever, owing allegiance to the united states adheres to enemies giving them aid or come forfeiture is -- >> you can't prove waging war. aiding the enemy.

prosecutors wouldn't they have to show that snowden intended to portray his country and his explanation, no, i want to inform my country. >> i think it will be a hurdle for the government to get over because, again, there is no proof of waging wars in the u.s. he states that the reason why he disclosed this information was because there was some belief that programs and things in our country were not being done correctly by this current president. >> gregg: you know these two cases, doug, because you worked as a federal prosecutor for many years. let me put a couple cases on the screen. robert hanson, f.b.i. agent and spied for the soviets and russians, but in the end he pled guilty. i think he is still behind bars to espionage and not treason and then his

living up to their part of the bank, big banks reaching an agreemen year to clean up shoddy practices that led to the foreclosure crisis. new report finds the banks are slow to act on homeowners' requests for lower monthly payments. patricia powell joins us now. thank you for joining us on this weekend. what is the problem with the banks? why are they so slow to act? >> why is really a $64,000 question. they have 29 metrics that were set up by the settlement dealing with 304 different standards that they have to meet. the consistently to monitor as part of the settlement and to make sure they are compliance. of the five big banks, four of the five were out of compliance with one of metrics.

when you look what is the most common one that they failed in. they have to let borrowers know within five days of submitting an application for some kind of modification if they were missing any documents or data. that is common failure. that sounds like a failure that might be easier to correct, but the monitored went on to say most of the banks had showed significant improvement. so i'm not trying to make excuses for the banks, but it sounds like they need to work on it. >> heather: monitors and five service providers, they have provided $56.6 billion loan modifications and forbearance assistance but the banks that you are talking about the big ones, citigroup, j.p. morgan chase, wells fargo, bank of america. initially this deal was supposed to help out these

struggling homeowners to make sure they wouldn't have to endure the same type of miscommunication when the housing market went bust. what do mortgage owners need to know now? >> if they have a problem to to complain. they have 60,000 complaints from last october through march. that is part of this report. in a separate report also indicated that the banks had already helped out half a million borrowers. so you have 60,000 complaints and 500,000 borrowers that were helped. 60,000 complaints, majority were complaining they were getting a run around. they couldn't get to the same person all the time. there wasn't one person quarterbacking but this is significantly better where everybody was before the settlement. >> heather: so to take a look at the economy as a whole. ben bernanke, he is going

to ease up on the low interest rates. he compared it to driving a car and not slamming down the brakes. what do you see for the overall economy? >> this is for all your viewers. he is going to taper off. the fed is putting together a plan to taper off. certainly by this time next year, what it means, mortgage rates are going up. if you have been sitting on your hands not refinancing your mortgage, you better start looking. if you have bn been sitting around i'll buy, i have plenty of time. mortgage rates could be considerably higher than going up. so take a hard look. these may be the best rates we see for a long time. >> heather: thank you so much. we appreciate it. >> gregg: growing unrest in brazil, in the past week

rick grenell will be s joining us g.a.o.ed to talk to you. brazil is really a mess. its world's sixth largest economy. it's huge, $2.5 trillion g.d.p. but one fifth of brazilians live in absolute poverty. they got about 41 million classified as poor. inflation is running away and devastating them. is that at its heart what has triggered the violent protests? >> yeah, brazil has a dilemma here not unlike interested yeah or china. it wants the world to see it as a growing power and as established power. it's trying to be permanent member of the u.n. security council but when you look at the internal problems. in 2005 brazil had around 21% of the 200 million population living as a lower middle-class. in eight short years, that

number has grown to 54%. if you think about 54% of 200 million people living lower middle-class, that is the problem. credit crunch has come to brazil. you combine that with the pride that they have in wanting to host a very successful world cup, i think they have gone too fast and spent too much and people are noticing. >> gregg: the president there initially praised the demonstrators, she was proud of her people for fighting for a better country but when it became violent, then she sort of reversed course. she is vowing to restore order. do you think the original strategy backfired because it encouraged millions more brazilians to take to the streets and protest? >> it may have backfired, but more importantly she acted too late. she has a lot of power in

brazil. presidency really controls a lot. she should have acted faster. brazil has won the world cup five times. it's a very proud citizenry. they want to put on a good show. she has used the occasion to push forward the patriotism of hosting the world cup. they haven't hosted it since 1950. they have spent too much on things the population is not happy with. >> gregg: she is now offering to actively address the protestors' grieve yanth. he is going to meet with some of them. she is vowing to battle the corruption and improve government services. reduce incredibly high taxes they have. she says she is going to overhaul national transportation and use some of the vst oil revenue for education. is it a smart move? it may have the convenience of helping her people?
