porn. the agents reported those cards stolen. >> three prizes including plush animals and stove top hats. kazoos and thomas the tank engine rubber wristbands. this is for adults mind you. the irs failed to cancel 378 credit cards in cases where employees had left the irs. >> republicans, democrats, independences, should be very worried about an agency that powerful in government looking after your political leaks. >> who cares whether they're right or left. the fact that they're targeting people should be cause enough alone for outrage. >> not enough people are saying this is not acceptable. we need to find out what went wrong and why. >> i'm afraid right now, our country doesn't trust us as leaders to govern it. >> your tax dollars at work. >> if you thought line dancing was a waste of your tax dollars,

brace yourself. just released irs inspector general report showing irs agency credit cards were used to make unthinkable credit card purchases. wine, pornography and more. this is unbelievable. >> it's unbelievable and it's unsettling on a whole lot of levels. there's the targeting, the lying, and now there's the spending on absurdity with just impunity. i have a prediction, greta. history is measured by tipping points. and i think this is going to be a tipping point in how the relationship is between the governed and those who govern us. this is a huge event. and it's consequences are going to be far and wide. >> the numbers here that they used, agency credit cards to buy wine for an expensive luncheon. 28 bottles, one of my favorite purchases by the irs that we paid for, diet pills. what are they, a bunch of -- maybe if we ever buy them these

big lunches with big wine you can get diet pills. why are we paying for that, and even baby clothes. >> it goes on and on and on. that's what we're seeing, not just one episode of this kind of behavior, it's always in a larger context. it's a culture of abuse now, abuse of resources that were entrusted to them, and abuse of power as it relates to us. >> i think you're kinder. you say it's a culture, i think this is a crime. i think when you take someone else's money for which you have no authority to do so and you use it, it's called stealing. and i don't care what, i cannot in my wildest dreams think if we brought any person in from the irs, is it okay to buy baby clothes on a credit card, on an agency credit card? that's not even a close question, or diet pills or 28 bottles of wine. this may seem like a small number.

even like a $50 bottle of wine, that's a couple weeks of student lunches for some families. why are these people just stealing. are you going to refer this to the justice department to tell eric holder, open a criminal investigation and let's stop looking the other way? >> without question, the work that the ways and means committee has done, the work that the oversight committee has done is why we're able to have this discussion. it's pressure from capitol hill that's driving this, now with the inspector general's report, and other types of inquiries and oversights is why this is all coming to a head. i think it's ins this larger context of just an abuse of power, and a manipulation. if you think about people. think about the sort of pathetic joke that this is. they're taking resources, abusing resources, and these same people are deciding who gets to participate in the public square, and to debate these things. >> in some instances, they say that some of the credit card

purchases were stolen. if a credit card is stolen, you notify the credit card company and shut it off. you shut it off immediately. the commissioner, this is his job to run the irs, i don't care if he's an acting one, every manager, supervisor, even the person who's down at the bottom of the tote empole, even if they bought one nerf ball and charged it to the agency should stop stealing. >> the videos, the conferences, the abuse of power, the targeting, the manipulation, the lying, i'm telling you, this is a tipping point and it's a tipping point that's going to be significant. >> will you lean on the department of justice to actually open a criminal investigation and see whether anyone has defrauded the american people? >> yes, absolutely. that's where this goes when it all comes down to it, i think that's where it ends. >> i hope the attorney general aggressively investigates this. even online porn we have to pay

for? >> thanks, greta. >> credit card abuse is not the only black eye for the irs tonight. get this, questionable maybe even shady or illegal contracting practices at the irs. house oversight committee chair released a new report. chairman issa joins us. thanks for joining me. >> thanks for having me on, and thank you for continuing to cover the most dysfunctional agency one would imagine on so many fronts. >> before i get to the contractor business, i want to talk about lois learner, you're going to have a meeting about her? >> we are. we're going to meet to consider whether she waved her fifth amendment rights in the way she swore, then gave multiple testimony -- >> what do you mean meeting, who's going to be there? will be committee, and we'll seek. we sought council from the house, the independent house council and we'll make a decision about whether or not that sequence of event waived

her rights. you don't get to pick and choose when you say one thing and then won't answer questions about what you've said. and the congressman brought that, we're now going to consider it. >> for the life of me, i've known her lawyer a long time. i don't understand why he put her in a position where she even -- where you're even debating it. she could have easily taken the fifth, said nothing further, gone out on the steps of the u.s. capitol and said her peace, instead, she's in this precarious position. we'll find out what happens on friday. if she has waived it, you're going to call her back? >> we're going to try to get full testimony, get to the truth, which we believe she can be helpful in. >> what's going on with the irs contracting? we have the deputy director testifying as well as the president and chief executive officer, i don't know why they're showing up tomorrow. the report is rather -- at least if i were these two, i would be

concerned. >> they're asserting they've done nothing wrong legally. our report endeavors to lay out the facts. it's one of those -- we'll give you the facts, you decide. it seems like it's not the intent of congress. it's not the intent of the american people. >> what is it -- is it roseman awarded these contracts? probably the biggest contracts to someone who he's friends with? that's a suggestion of the report? >> a friend of now ten years. he appears to have coaxed and helped them through the process. there's a sequence of events that we lay out in our report. one of them is, here's an individual who has a small accident apparently while playing ball, at the prep school. this is not even the army academy, but this is a prep school he attended for a few months, and 27 years later, after playing college football he -- a few months before buying this company and claiming to be a service connected disabled veteran, he comes in and says yes i have pain in my ankle, gets a 30% disability.

then moves his company that he bought for a few dollars, really. it was $200,000 in business. he moves it into what had formerly been called a hub zone. this is a historically underutilized zone, it's a zone in washington, d.c., that actually is no longer. it's by the verizon center, it's no longer underappreciated. >> it's just an office. >> his real business is out in leesburg, virginia. he gets what is effectively a set of preferences to go from a company that's never done more than $250,000 in a year to having $43 million of actual booked income in the first year, and $500 million in contracts as we sit. >> is gregory roseman the one who gives the sign off on all these contracts? >> not completely. roseman signed off on some, but appears to have advocated in a strong and inappropriate way for a multitude of them. what we're trying to look at is an agency in crisis, the irs

when we brought this to their attention, we expected quick action. as we speak today, even though this is not a hub zone, and he made false statements in his application. the small business administration has pulled the designation, there's a quarter of a million dollar contract that the irs is buying off of, and says they can't stop buying off of it, because it's too critical. >> there's also a bizarre set of texts going back and forth between the two of them. some are slurs on gay people as i understand. but the second is, why in the world are these two showing up? i don't get that. if you've got a lot of -- a lot of the stuff, my advice to them was don't show up. >> we don't know, one or the other or both of them might, and they're both represented by council. at this point they're both denying any wrongdoing, even though this looks wrong on the face of it, and the important

thing is. >> if you're saying that you're getting a special deal because you're a disabled vet because of a prep school injury, not combat, you didn't serve in active duty. i mean, look, whatever, i'm just saying, i wouldn't be appearing tomorrow. >> and greta. both mr. cummings and myself are on the right side of this together. in that these set aside, if you believe in them, should go to small and disadvantaged companies in real impacted zones, so at a minimum, they put half a billion dollars in the hands of somebody who is already wealthy, rather than where it was intended to go. >> they may be 100% innocent of any wrongdoing, there may be no criminal wrongdoing, i looked at the report, and i think the department of justice should take a look at it as well. we'll see whether he shows up tomorrow. nice to see you, sir. >> thank you, greta. to tonight's hot button issue on gretawire.com. have you heard enough from the irs? is it time for the irs to be

abolished and start over? yes or no. and now to benghazi, the house oversight committee issuing subpoenas to four state department officials. why does the panel find it necessary to compel the officials to testify? congressman jason chaffetz joins us. >> i'm glad to come on your show and say we issued subpoenas. unfortunately secretary kerry was given an opportunity. we saw it with his per view of having been a senator for so long. he would be more friendly, more conducive to providing witnesses, and the role of congress, no, not the case. we had invited since april, we named 13 people. chairman issa did. we've been able to interview one person with no help of the state department. and finally we said, these four,

we're going to have to compel them to come here. >> i have a letter dated june 24th from the committee in which it said -- i've submitted multiple requests to interview former and current state department officials. are they just ignoring you? >> we've been given the stiff arm for the last 10 plus months, every time the state department spokesperson stands up and says, well, we're being -- we're, woulding with congress, that's not true. as somebody who's on the committee. >> is it a lie? >> yes, it's a lie. it would be fiction, deceptive and a lie to say that they are working with the congress to provide us the information that we need to conduct our interviews and information. >> what about the survivors, the people you've subpoenaed now are not survivors, what about the people that are on the ground who are there with firsthand knowledge. have you gotten those names? >> we're going to take this one step at a time, we have the base of people at the state department. we named 13 that we need to

speak with. we nied to speak with people in the department of defense. that's going to happen this week. i want to have open hearings. >> do you have the names of these other survivors? >> i don't necessarily know where they are, we know who these people are, and at some point the united states congress and the american people deserve, especially the families, the loved ones were killed deserve to hear from those people who were on the ground who have firsthand knowledge of what happened in benghazi. >> here's my tipton the. in order to get the information where these people are, you served a issubpoena duces tecum. asked for files of every person on the ground. you'll get their phone numbers, addresses, everything. that's the way to get that? >> trey gauti no doubt could decipher what you just said. the state department has proven state department has proven

they will not work with the united states congress. >> why is there so much resistance on this? >> i guess you could say it's a guilty conscience or whatever, there must be some people over there that want to get the monkey off their back. to do that, they provide the information you're asking. get the people that were there and let them tell what happened and what didn't happen? >> there are some good people on the list of 13 who want to speak with the congress, but for an administration who's putting a lot of pressure on them not to do it, we haven't had secretary kerry encourage and ask people to come testify before congress. it's just, they have not had a desire to work with congress. >> well, the problem -- >> they've done nothing over the last ten months to demonstrate that. >> the inquiry is politically motivated. you have been asking since september to get to the bottom. if that had been provided i would assume we'd be beyond it by now. >> we have hundreds of embassies

admitting the launch of obama care will definitely not go like clockwork. >> yes, this is happening. people will get enrolled in coverage, they will have health coverage in january. will it be as wonderful on the first day as it is on the 30th day or the 60th day or the 90th day or year five? maybe not. i certainly wouldn't claim that we're not going to have any problems at all. and everything's going to work perfectly. i would like for that to happen. it would be a surprise p that were to happen. >> well, you know that's not good, when even obama care officials are not expecting all to go well. senator johnstone joins us. he said he would be surprised if it starts perfectly. i guess we would all agree on that. anything would be a surprise. >> i wasn't inspired by those comments, really.

>> neither was i, i was trying to make it sound good. >> you interviewed the last couple interviews you had on the show, talking about the irs, the irs had a big role in the implementation of obama care. which ought to bring great concern to all americans. >> daze like the organization, i'm sure there's many good men and women that work over at the internal revenue, when you see this from top to bottom, whether it's spending $50 million in a two-year period. i'm sure they're spending $50 million in those other years as well. spending, buying wine, downloading porn. it almost looks like a hood lem organization. i'm sure there's good people there, but it's disgusting. >> it's outlandish. and some of the examples you highlighted this evening are so far over the top that it's hard for the average american to relate to. and really it creates a level of cynicism in the american public about their government. and i think it's an example of

what happens when government gets too big. you have huge chains of command and not a lot of accountability. >> it's the worst organization for the obama administration for hhs to partner up with is the irs. this is an organization that is in trouble. >> it is. and like i said, on so many lexs right now, the administration has a serious credibility gap with the american people. there isn't a trust there. the irs is the most symptomatic of that, it's indemic right now in a lot of different ways. and the concern that a lot of americans have, you have this massive new bill, obama care, 2700 pages in law, and 50,000 pages now. you've seen the stack, it's about this high in regulations. >> that's for you. for me -- >> we could put a couple of you up against that thing. it is, it's volumes and volumes and volumes. you have all these small businesses out there asking these questions. i think anybody who is an

elected official when they visit with their constituents is what is this going to mean. more importantly, i'm going to -- i'm not going to hire because i'm worried about these mandates, if i'm someone that's at that 50 employee threshold or i have employees working more than 30 hours a week, those are two trigger points in the law that are going to make it difficult for people to hire full time workers. you're going to see a lot of people shift from full time to part time, which is going to decrease the take home pay for americans. not to mention the excessive increase we're going to see in the premiums. >> last week we had someone on, and we were talking about the whole idea, get insurance companies. we have some situations, i think it's the state of washington that has one participating insurance company in exchange. there's going to be no competition to draw that price down. it's not going to be cheap. these exchanges, what we're seeing is that they're not living up to expectations or at

least some of them aren't. a lo that are supposed to be up and running by this october one enrollment period. the other thing about it is, this is where -- aside from the lack of competition out there with these exchanges. all the mandates in the bill are just going to raise rates. you got so many mandated coverages, community rating, guaranteed issue, all these things that are requirements now that are going to have to be part of an approved plan are going to mean that rates are going to go up, and it's inevitable. you add on all the taxes that were attached to medical providers, whether they're pharmaceutical companies or insurance companies or medical device manufacturers. everything about this is just going to lead to hire rates for a lot of americans, and especially younger americans, which is why you've got the obama administration trying to work with the nfl and other sports organizations to get people to enrole. they need the people, the younger people to enrole in this, not to pay the penalty and

other coverage. well, the government has to verify all this information, because among other things they have to make sure you're eligible for insurance in the exchange. but more importantly, they have to determine whether you're eligible for any of these subsidies. in order to do that, they have to tab into these government databases. the irs, the social security administration, the department of defense, veterans administration, even the peace corps. this data hub is going to tap into all these different databases, in order to verify the information you're providing to the exchange. >> peace corps? why is the peace koerpgs -- >> they provide health insurance. >> who can access this information? besides mr. snowden? >> right, well, the way it's described by the hhs is if you're going in to apply for coverage, you put this information in, it's supposed to automatically tap into these things and check it out.

lots of people can access the data. there's a separate thing where the exchanges collect and store data on people who have applied. and there are many people that can access that. >> so let's say my income, if i get into the database, about how many people can go in and check to see my income on my tax return? >> i don't even think the hhs could tell you that, because in this filing that they put in in february, they listed people who can get access to your information without you knowing about it. it's contractors, grantees, government officials who are all trying to make obama care work. in addition, what you enforcement can get in there if they feel like there's been fraud you might be involved in. there's a whole page of people that can access this. >> is my personal medical information there as well? >> no, it's enrollment information, what plan you've

enrolled in, whether you've been up on your premiums -- >> and my tax returns? >> and interestingly the exchanges will, if you apply, they will keep for ten years your tax -- this is according to the hhs, keep for ten years, your tax return information, social security income information and other income from other sources. >> john, thank you very much. that's rather disturbing. diane black calling the obama hub big brother. representative black joins us. you don't like it? >> pretty scary. >> i think you probably get more information on you than perhaps the nsa? >> well, it does have a lot of information all in one place. not that this information can't be found currently in other agencies, but there will be a whole lot more that will be collected. the scary part is, it's all in one place. and there's so much inconsi

inconsistency there. one time they tell us that they're not going to save the information, the next time -- >> john says ten years. >> ten years now, they told us they weren't going to have our personal health information. just this past friday, they came out with a rule that on page 72 and 73 of that rule, it says, they will have personal health information. >> so it's beyond your income, it now goes to your personal health information. whether you've had a mammogram, biopsy, all that stuff. >> this would be used to help match you up with the appropriate insurance policy. so let's say you have a condition such as diabetes, and you have an insurance policy that doesn't cover you completely on that. they'll be looking into that to make sure you're matched up. is this not scary that we have a government that's gotten so large we don't really know by the rules who it is that does have the access? do they have background checks? >> i'm not big on background checks, after mr. snowden, i'm not sold on the fact that background checks really work. i'm not sold on the government really keeping secrets.

i'm not sold on the government doing anything particularly well that way. now we have a situation where a lot of americans may not like their phone numbers. now we learn from you, medical information, accessed by what, hundreds? >> who knows. it's not being identified. and that's the reason why we have sent a letter or we're drafting a letter that's going to be sent to the irs and hhs, to ask these important questions. i'm also encouraging our house subcommittee and oversight committee on ways and means to invite hhs in. >> what do the democrats on your committee say about this? they don't like the nsa, i keep going back to the nsa, that may not be fair. they don't like the intrusion of privacy. a lot of them don't. are they disturbed by this? >> what we're finding is, very few people know about this, i tripped over this in doing some reading maybe six weeks ago, the more i zug into this, the more scared i got about what's there

and the inconsistencies about who's going to have access to it. >> was this written in the original 2400 page bill or is this what hhs, they add the 20,000 pages -- is this written by hhs or members of congress? >> as john said, there were provisions in the obama care for being able to have access to this information. it's not specifically written it would be the federal data services hub. that's what came out of this. >> people we didn't elect have now done this? >> scarier than that, it's a 2700 page bill that the commissioner of hhs has lots of rules to promulgate from this point forward. who knows what else they'll come up with. the scarier thing you'll have to come back for is navigators. it's pretty scary. >> that's a good tease, we'll have you back to talk about that. coming up, senator john mccain says russia's president putin continues to stick his
