"fox & friends" starts right now. bye. >> good morning everybody. today is monday, july 22, 2013. i'm gretchen carlson. i hope you had a great weekend. thanks for sharing this time. fox news alert. kate middleton, the duchess of cambridge is in labor. we're live at the hospital. >>steve: police searching for more victims of a serial killer copy cat perhaps in ohio. three women already found dead and many fear this investigation is just getting started. >>brian: as if america's welfare waste was not a problem already, now there's word you're spending money on food stamps for other people in

"fox & friends" starts now. ♪ ♪ >>gretchen: it's what we've been waiting for for more than a week now. breaking news: could there be a baby in london soon? a live look at st. mary's hospital. she arrived last night by car with prince william by her side. let's go live to london. are you in day nine? >> we've been here about a week, gretchen. we were really relieved to get the text and everything coming in fast and furious this morning that yes, indeed, kate and william left kensington palace. they were in two cars. arrived at the hospital

several hours ago and are indeed inside. the palace said they would release the word. we know she is progressing normally and she is in the, quote, early stages of labor. anybody who has been through this knows that could mean it's a long haul or it could mean she is moving along quite rapidly. we don't know. the next word we will get that could be official could be when they walk down the steps behind me with a letter in their hand. a waiting car will be there to take that letter. the letter will be driven to buckingham palace and it will be posted on the easel and that will have the sex and weight of the baby. we're hearing this morning that princess diana was in labor for 16 hours. whether that will have any impact on this morning we'll wait to see. we heard from the prime minister of england who said he thinks this is very exciting news and he wishes

them well. we know the queen was at windsor castle about 45 minutes away. she is on her way back to buckingham palace where she would like to be when the news does come. it looks like the news will come before she heads for vacation on friday. she made it clear she has no intention of waiting for that news to come but it looks like she may get it before she heads for vacation. >>steve: i was reading this morning that apparently it is about the hottest day of the year. you had a hot snap over there. the parasols will be coming out promptly. can you show us around what's going on outside? >> let's take a little bit of a look here. you can see behind me there's the door. that's the famous door you saw diana and charles come out of when they presented prince william to the world. we expect the same sort of routine will happen when this baby comes as well. the police have basically blocked off the entire entrance here. and the press, if you can

get that in the shot here, have filled in dramatically. yesterday there were just ladders and locations set up here, but everybody was so tired of waiting and hanging around for eight or nine days. in some cases folks have been here for two weeks, since july 13, which was supposed to be her original due date. everybody is ready to get this story on the road. >>brian: will there be a lot of finger pointing on who had the date wrong? do you need to know names of people that didn't do their math right? >> i say you're always -- i think you're always best off listening to the mom. the best word we got was kate middleton's mom said the baby would be a leo. leo starts tomorrow so any time after midnight would make carol middleton right. my money is on her. >>gretchen: any news on the birth plan -- female to

female -- like does the duchess get an epidural? >> you know, we're told she has every intention of having a natural birth. but, gretchen, i had every intention of having a natural birth and ended up with several c-sections. you never know how these things happen but everybody goes in the door with the intention of a natural birth. i hope that is what ends up happening for her. we know they're going to -- just keep this one thing in mind, if i may. before william, all babies were born at the royal palaces, so this hospital experience is fairly new to the royal family. they are going to have a team. they're going to be there giving her everything she needs. >>steve: the good news for you, martha, is the fact i have read at st. mary's hospital they have an extensive wine list so the happy couple can pop a bubbley once the blessed event takes place. all right. >> they're going to have a

nice dinner and champagne, we're told. >>steve: and so will we. thank you very much. >>brian: and she's in the waiting room, martha maccallum and soon she'll be on the tarmac. >>gretchen: sky news is our sister network over across the pond as they say. let's see how they are covering what's going on in their own country. >> good natured. there are a lot of people now here. i think they have come down to make sure we're all behaving ourselves, which we are of course. >> lots of pointing at barriers and that sort of thing and making sure the press stay this side, off the road, not least to give the royal couple and all the other mothers and fathers giving birth behind us today some privacy but it is a very much a working hospital. we have seen ambulances coming and going today.

the hospital is just behind us. what we can tell you up until now is that the royal couple is here. we heard from mr. cameron, he says he is excited about the royal birth. we heard from prince charles. he says it is too early to give us any further information. as far as carol middleton is concerned, of course she wants to come and see her daughter as quickly as she possibly can, no doubt bringing pippa along as well and dad, soon to be grandfather will be coming as well. if and when they arrive they will probably be coming through the front door and we'll bring you those pictures here on sky news. the other item we'll see at the front door before we see the royal couple and the baby is a parchment from buckingham palace. that will come into a car that is waiting here in front. it will be whisked in the hours of daylight to buckingham palace where threl be a special e--

there will be a special easel erected there. it will be laced on that easel and we will know what the sex of the baby, probably the weight of the baby but certainly not the name. any ideas on the name? >> if it's a boy, might be wayne, something like that. >>brian: the name speculation continues there. what a shot of the door where the person will be coming out with a letter saying the sex of the baby, the name of the baby, and then they go right to the queen. will they yell out first? >> no. it is going to go by police escort. >>brian: will it leak out? >>gretchen: clayton morris will join us 30 minutes from now for an interesting segment on that. this is the first time a baby has been born with social media so key. will it actually leak out? interesting point. >>steve: the world press is camped out in front of st. mary's hospital. it is a private hospital. what is interesting is kate

and william came by a car, went in the backdoor, nobody saw them at about 5:30 this morning. >>brian: there will be a very rich photographer out there. gretchen, do you promise -- i will promise to watch the baby and make sure nothing happens if you read the headlines. >>gretchen: if you change the first diaper, i'll give you one hundred bucks. >>brian: the royal diaper? i'm sure it will be put on an easel there. >>gretchen: let's go to other headlines. the suspect in three gruesome deaths in cleveland is expected to be formally charged. police say he is a registered sex offender who admitted to having a fascination with serial killers. this as investigators join the hunt for more body. police warn people to be prepared for more victims. >> the basic information we received from him make us think there is more to it and want to be sure the

best we can that we're going to search as many of the surrounding areas as we can. >>gretchen: after a day long search sunday no more bodies were found. new information on a deadly roller coaster accident in texas. the german company that builds cars for the ride say it's safe. a woman fell to her death at six flags over texas after saying she was concerned about her safety restraepbt. the company said -- safety restraint. -p company said it never had problems with safety bars over the past 30 years. her son is speaking out on the tragedy on facebook. he wrote her death is like a tragedy from which he cannot wake up but he's happy he could enjoy his time with her while she was alive. the city of detroit has no one to blame but itself. that is the message from the republican state governor. he has not asked for a state bailout but has not ruled it out. snider says washington should not help and detroit needs to finally look in the mirror.

>> when trayvon martin was first shot, i said that this could have been my son. another way of saying that is that trayvon martin could have been me 35 years ago. there are very few african-american men in this country who haven't had the experience of being followed when they were shopping in a department store. that includes me. >>brian: did the president miss the point here or was he right on target? joining us radio talk show host larry elder. were you glad the president came out? did you think it was appropriate he did so on friday? >> he had no choice but to come out. he injected himself in the first place. remember he said if i had a son he would have looked like trayvon. now that george zimmerman has been found not guilty, i think the president had no choice but to say something. of course he missed the point. the fact is black america need not fear being stalked at night by some racist want to be cop like a george zimmerman. there were 7,000 homicides

last year of black people, almost half of the total and 96% of those homicides were killed by other black people. the fact is when there's violent black-white crime it is almost always a black perpetrator between 80% and 90% of the time and a white victim. what happened on that night in february of last year was a very, very bizarre aberrant kind of thing and the president made it a referendum on race. i think it was completely inappropriate. >>steve: it doesn't really move -- it kicks the can down the street a little bit. it really doesn't address the problem. >> it doesn't address the problem on so many different levels. every career prosecutor i know called this case a, quote, dog case meaning it is a reasonable doubt case. most people i know never would have brought it. now that it was brought the president didn't prepare the country for the likelihood that george zimmerman was going to be found not guilty and mrs. corey didn't prepare the country. that was their political statement. this was a dog case, reasonable doubt case.

it never should have been brought. i don't believe george zimmerman will be brought up on civil charges. i don't think they're going to file it because of all the stuff about trayvon martin's martin included by this judge. >>brian: in your opinion the president weighed in, it throws the reverse of trayvon martin in the position of george zimmerman and zimmerman in the case of trayvon martin, do you think the case would have come out the same way? >> i don't think we would be having this conversation. there was a killing in knoxville, tennessee, four black men raped, tortured and killed two young white students and it got very little coverage. when it is the other way around we want to march on washington one more time. 7,000 homicides, 50% of all the homicides last year. 12% of the country is black, 6% male, 3% of the population committing the homicides. this is why people profile. not just white people profile. black people profile. it is common sense you

avoid certain people when the odds are this group might be more dangerous than another group. jesse jackson said when i hear footsteps at night, i turn around and see white people, i'm relieved. >>steve: where do we go from here? how do we wrap this up? >> the problem with the country, the number-one social problem are kids raised without fathers. in the black community 75% of kids are born outside of wedlock. 85% of black kids at some point will be in a home without a dad. name your social problem, whether crime, drugs, and it is kids born in a fatherless home. obama said if you grow up in a home without a dad you're five times more likely to be poor, more likely to be prison. what are we talking about here? >>brian: thanks for hitting those great points early and concisely. straight ahead, as if

>>brian: okay. you can talk about the economic impact of the baby's birth. meanwhile, let's go over to london and martha maccallum joins us live. >> hello there, steve. i can tell -- i just heard the end of what you guys were talking about with stuart there who does have a beautiful british accent and is the expert on all things royal. outside the hospital i'm hearing there's four times the press presence here now than there was when william was born. the approval rating, interestingly enough, even though some people feel like why does anyone care about the royal family at this point, approval ratings have gone steadily up over the past 15 years. the queen's approval rating in england are at 90% in terms of how much people like her and how much they

think she does a good job. they have had a tremendous amount of good sort of feeling here in england over the past several months. the recession seems to be ending here, the economy seems to be picking up. they won at wimbledon, the tour de france. they have had a great run. phil mickelson sort of broke the triumvirate and we're happy about that. there has been a jubilee, the olympics and now the birth of the day and the wedding two years ago. we're also told that inside the hospital with kate and william are their press people, a couple of press people, a couple of personal aides are with them as well. that is probably a fairly small group and they are probably camped outside in the waiting area as they wait to do their job when they get news of the royal birth. until then we wait and we watch. >>steve: martha, thank you very much.

birth and one of the bookies, that seems a very low number to me, but nonetheless the brits can vote on anything. >>gretchen: how many people are not going to be at work tomorrow after they drink all that champagne? >> a considerable number. it will not be declared a public holiday but it has significant impact. i don't think the impact is economic. i don't think this is a financial story. this is a cultural story. this is the birth of the heir to the throne of britain, very important to the brits and a source of fascination to americans. >>steve: someday that little boy or girl will be the monarch of 16 countries. >> you got that right, steve. >>gretchen: this will be the first time that it doesn't matter whether or not it is a boy or girl. >> that's right. this is the first time ever. if it is a girl, that young lady will be the queen of england. if it's a boy he'll be the king of england.

>>brian: let's talk about something that was huge news. detroit became the largest city to become bankrupt. are we totally up in the air now? $19 billion? >> a judge said you can't declare bankruptcy because protection of the union assets and pension assets is written into the state constitution. you can't declare bankruptcy. the fact is there is not much they can do about it. there is no money. as was said on fox news sunday, we've run to the end of the road. there is no money left. the question now is: will president obama, the administration, step in with some kind of help? because the pensioners, they get their checks for six months. after that, that's it. >>gretchen: who would have to approve that? the president couldn't issue an executive order, could he? >> i don't know how it would be approved, whether it has to go through congress. but it would not be called a bailout. if there is some help it would be financial help to the states. it could be reworked.

friends back in may. the estranged wife of the driver claims she was arguing with him on the phone before the incident. the argument reportedly so loud the driver turned up the music so the passengers wouldn't hear. one of the survivors said she pounded on the window to get him to pull over when she saw smoke but he kept driving. he told police he thought she was asking if they could mostly cloudy cigarettes. >>steve: -- asking if they could smoke cigarettes. >>steve: this is an expensive mistake. oh man, the owner of that sailboat probably kicking himself. it happened in norway. the skipper thought his boat would slip under the draw bridge as it was coming down. it did not. luckily nobody was hurt. that is a quick look at your headlines. >>gretchen: to an extreme weather alert. monsoon like conditions causing flash floods in arizona. dozens of people had to be rescued. maria molina joins you now with more. good morning, maria.

veterans of america joins us from minneapolis. pete, we already knew sequester funding would be hitting the military hardest. what's the latest with the pharmacies? >> you're going to see reduced hours, reduced access and maybe less days of the week they're going to have access to. also you've got these furloughs. a lot of d.o.d. civilian employees aren't working on fridays now going forward. this is the type of thing you're going to see when you eindiscriminate across-the-board sequester cuts. it rolls downhill to the soldiers, the d.o.d. civilian on that post training every day or working every day, and washington doesn't feel it but these posts do. >>brian: the thing is military told not to complain, not to go to the press. they have to take it on the chin so to speak. do you think some of the officers should be speaking up more? >> secretary hagel has been doing a tour talking, a lot of straight talk to people. military members aren't going to complain. they're going to deal with it because that's what we

do. there is a silent sacrifice that comes with serving especially since 9/11, doing as much as you can with less. however, this isn't the way it should be. this isn't the way it ought to be. how can washington sit by and watch as this stuff hits? members of the military who won't be able to train, maintain their equipment as much, get the pay they earned. instead whether it's big, whether it's contractors or weapons manufacturers in washington, those things aren't shall -- being touched. >>brian: i heard there is another $43 billion worth of military cuts. the former secretary of defense did things to avoid things like this from happening. these are cuts on top of cuts? >> if washington can't figure out how to avoid cutting spending.

it's hitting defense because we're unwilling to reform big drivers of debt and deficit like entitlement programs, medicare and medicaid, social security. they are gobbling up even more of the budget. you can't balance this budget on the back of the defense department but d.o.d. can do more with less if they're smart but it doesn't have to be indiscriminate sequester cuts. you know what this comes back to? congress, a congress unwilling to roll up its sleeves, do the dirty business of figuring out where the fat can be cut. instead it hits the troops on the ground. >>brian: because neither side wants to compromise. the president will be speaking about the economy all week long and we'll see if this comes up. pete hegseth, thanks so much. concerned veterans for america. 11 minutes before the top of the hour. freak accident at the amusement park leaving one woman dead and a half dozen hurt. is anyone inspecting these rides? that story is next. and we'll go live to st. mary's hospital in london where kate middleton is finally in labor. a live report from the middle of the excitement at

walter reese is an amusement ride inspector and safety consultant and joins us live today. >> hi there. >> what do you make of what happened at six flags down in texas? >> well, it's really disturbing. it looks as if either of two things happened. either her harness mechanism physically failed and the harness opened or she slipped out from behind the locked harness. >> she apparently was concerned that the lap bar was not secure. but, you know, a lot of people when they get on a big ride like that, they're positive -- you know, is this -- is this all there is? >> well, fundamentally, i'm a little surprised to see that this coaster only has the lap bar versus the over-the-shoulder restraint, but i did notice that the body size of the victim is a little large, and i have to question whether or not she should have been riding in the first place. >> also, in sandusky, ohio, this

log flume rolled backwards down a hill and flipped over. how does that happen? >> that's not supposed to happen. there's mechanisms in place that are supposed to prevent roll back, an anti-roll back system. it's not supposed to happen. >> especially the trapped under water part, that's never supposed to happen. but it did. >> i don't know enough about that. i mean that was a very large boat. >> a lot of people are still going to go to the amusement park the balance of the summer. what's the number one thing they should be concerned with? >> well, when we're talking about harnesses and having them secured properly, first you want to make sure that your back and your bottom are all the way back in the seat before you bring that harness down. because if you're sitting too far forward, you have the harness lock and then you sit back and then you've got way too much space between you and the harness. >> and if you feel like you're not in there securely, let the operator know. >> oh, you need to yell if you have to and look them in the eye and say my harness is not

days waiting for this. good morning again, martha. >> reporter: that's for sure. good morning, gretchen. yeah, we woke up to the news. often, you know, you get that kind of news in the middle of the night. we got phone calls and tweets, everything started buzzing that yes, indeed, kate had gone to the hospital with prince william. they are behind me. a couple of press attaches are there as well. queen elizabeth is at windsor, which is about an hour from here. not expected to come back to buckingham palace until this afternoon. they're all taking this in stride. prince harry is on duty with the raf and he will stay put until there's any reason for him to come and meet his new niece or nephew. when you look at the lineage and this baby is obviously going to be an heir to the throne but it's going to have to wait perhaps some 70 years. it's been a really long time since you've had kind of a stacked waiting pattern for the throne that we have right now. you haven't seen that since queen victoria's time. you've got queen elizabeth who is 87.

you have prince charles, who's 64 years old, waiting for his time on the throne. and then prince william after that. and then this baby. so there's going to be a long wait when this little one is born. also a lot of bidding. i heard stewart talking about this earlier. there's a couple different bidding companies that have placed bets on the name. alexandra remains very high on the list, i think victoria is a very strong possibility, elizabeth, diana for obvious reasons also on that list. everyone seems to be converging for a boy's name on the name george. the odds are 5-1 on george as the favorite if this indeed turns out to be a boy. you may remember that kate middleton said -- the dutchess of cambridge said when she was doing a public appearance and someone offered her a teddy bear, she said oh, i'll take this for my d-and started to found like he was going to say daughter. prince charles has weighed in about 25 minutes ago. sky news, our sister network

mistake. in our world we watch our president, we watch everybody. it's constant everyday mistakes. this woman, has she ever made a mistake? >> we just heard that she had a 90% approval rating. >> well, she's got one of the highest approval ratings, but she's really a terrific woman. >> and the thing about this story is there's so much bad news out there. it's nice in the middle of the summer to have a good news story. >> well, it is a nice story and the question of the name, i don't know. i know it won't be donald. i know it won't be brian. >> i know. >> we know it's not going to be brian. but she's fantastic. she's really fantastic. >> detroit, a lot of people say it's too bad about detroit. other experts who are in your class who know about the macroeconomic impact say detroit could be just the beginning of what so many cities in america have to deal with because we're caught up with so many unbelievably unaffordable pension plans. how do you feel about that? >> well, detroit has been misrun

or mismanaged for many, many years. this country is being mismanaged. you know, maybe detroit is just a smaller image of what this country is, because we have the same thinking with the united states as they had in detroit. now, detroit had no choice and it's going to be interesting to see what happens. you have a judge now saying they can't do that. but of course what difference does it make, they're not going to pay, they don't have the money, they have nothing, and they have to do it. and they're going to have to get incentives to get people backo work. you look at detroit, they're not working. the unemployment rate is through the roof. it's really -- you know, its population has gone way, way, way down. and the people that made the money and paid the taxes have gone. >> sure. >> what are you going to do with a city like that? it's a very tough situation. >> the problem is many states have in their constitution, as we're finding out in michigan, that you can't cut off these pensions, and so the next step many people wonder is will the president step in and do some sort of a bailout and would that be a slippery slope?

>> well, it's an impossible slope because if you bail out detroit, you're going to be bailing out every city. this is just something that it's going to be a natural progression. things will probably happen, but it's going to be a rough time. you look at their unfunded liability, their unfunded pension liability, it's so high that michigan would have a hard time with it, and michigan is not having such an easy time anyway. so detroit is really -- the governor of michigan is doing an excellent job. he's incensed at what happened. we have other cities like it. we have many cities that are as bad or almost as bad as detroit. >> well, the problem for detroit has been historically, and this is also a problem in illinois and california as well, where the leaders of these places make such sweetheart deals with the big unions, everybody gets paid handsomely and then has very rich benefits going in perpetuity and, you know, the people of detroit and elsewhere are left holding the bag.

>> well, you know, they think they're going to get votes and short term they get votes. but what they have done is destroyed many of the cities in this country. detroit is going to be a very interesting case because it really is emblematic of what's going on in the country. we have many cities in such unbelievably bad shape and it's all because of guys -- well, not all, but in many cases it's pure inconfidence. in many cases guys, people running for office want to pander to the unions and pander to everybody else and they don't want to negotiate because they're afraid they'll lose votes and they don't do the right thing. detroit is a total mess. >> and by the way, like manufacturing, as it dissipated, petered out or went other places, pittsburgh made the move. other cities have made the move and have these challenges. detroit just kept trying to hold on. >> well, they held on and they didn't hold on to the people that were working and paying the tax. and the taxes, you know, they're nonexistent in detroit. you look at how many people are

>> well, first of all, you do several things. you cooperate fully with law enforcement. you never give up hope. and every day you get up and try to do something proactive to resolve the case and bring your child home alive. >> the first thing that you said that you did that was so helpful was that you contacted the fbi. did somebody tell you to do that or you just knew to do that? >> nobody told me to do that at all. i was kind of stunned. i received the news via a phone call. as soon as it was confirmed. first i called back petaluma p.d. to confirm that she was kidnapped. i did contact the fbi. i guess in the back of my mind, i was thinking about the lindbergh baby and how they got involved in that, turned that into a huge case and ultimately got it resolved. and they did come in. they came into the case and were very, very helpful for the two months while we were looking. >> you also say social media in this day and age can be so important and of course contacting media desks to get the news people on your side. i want to turn, though, to what parents can do to help their kids, because as a mother

myself, you know, we've been told tell your kids to stay away from strangers. but you have a different philosophy. what is it? >> well, first of all, everybody talks to strangers, gretchen. you and i will get in the line at the supermarket and talk to the person in front of us and behind us and our children can see that kind of behavior, so we're displaying hypocrisy when we tell them not to do something that we do on a regular basis. we also tend to limit their universe when we tell them not to talk to strangers. we also -- they'll lose opportunities, because the reality is, is that the vast majority of strangers will help a child out of a difficult situation. particularly women, other kids, police officers in uniform or store clerks or security guards in a retail type of a situation. >> so you have to inform them about, unfortunately, the horrible details of possibly being kidnapped but here are the things that can help them. self defense classes. and now with technology, gps on phones, right? >> well, sure. i mean every cell phone that is

had on friday with that man, michael madison. and they believe that there could be several more bodies out there. friday police found that first body after a neighbor reported smelling something rotting in a nearby garage. that led to a standoff with michael madison. after he was arrested, police began questioning him and they then began searching for an additional one to two bodies in the area, based on some of the things that he had said. >> basically the information we also received from him just makes us think that there's a little more to it and we want to be sure the best we can that we're going to search as many of the areas, surrounding areas as we can. >> reporter: volunteers alongside police searched more than 12 streets and more than 50 abandoned homes there in the area. they were looking for those one to two bodies. after a full day of searching yesterday, they did not find any additional bodies, but they are

the house of representatives on a mission to eliminate obama care and now utah senator mike lee says he is not taking no for an answer. >> i'll utilize every procedural mechanism at my disposal to do it. i will not vote for a continuing resolution that contains funding for further obama care implementation and endorsement. so far i've got 13 or 14 senate republicans who join me. i expect these numbers to grow steadily as americans realize that the president has said he's not going to implement the law as it's written. if he's not going to implement the law, we shouldn't be forced to fund it. >> but he's still trying to go ahead and last week he had a press conference about it. now that very same senator joins us right now. he's also the author of this book, "why john roberts was wrong about health care." senator, what can you do to stop it now that you couldn't do six months ago or two years ago. >> this is the last stop before it kicks in next year for us to

refuse to fund it. congress of course has to pass a law to continue funding government. lately we've been doing that through a funding mechanism called a continuing resolution. if republicans in both houses simply refuse to vote for any continuing resolution that contains further funding for further enforcement of obama care, we can stop it. we can stop the individual mandate from going into effect. >> well, let's look at this. right now there are some popular things, as you know, with obama care. a lot of people are pleased that if you have a kid they can stay on your plan and we know about pre-existing conditions. do you risk some backlash if you end up choking it? >> perhaps we could if that happened. but we're talking about further enforcement and implementation of obama care. so we're not talking about those things, we're talking about those that haven't kicked in yet. we're talking about the individual mandate, the exchanges. the exchange subsidies and so forth. that's what americans are afraid of. that's what's causing premiums

to skyrocket. and that's what we've got to stop through this effort of don't fund it. >> well, i mean if you -- you think if left alone, america will really grow distasteful of obama care, but is it your belief it can't be able to be stopped. so if the rate starts doubling, if the doctors start dropping out like they say they will, will that be enough to stop it? will the implementation be enough of a turn-off to save you a lot of trouble? >> well, yes. if we don't fund it and these things don't kick in, that's going to prevent a lot of those bad things from happening. the important part is that we not allow those things to kick in, because that's what's causing a lot of people to lose their health coverage. the president promised us a few years ago that people could keep their doctors if they liked their doctors. they could keep their current health plan if they liked it. now we're being told that may be the case but it might not. you see, we already knew that obama care was going to be unaffordable. now we know it's going to be unfair as well because the president is rewriting it not just once, but twice, by telling

well, detroit flat broke filing for bankruptcy. the city's financial manager admits the city has no one to blame but itself. >> we've operated on the assumption that we have to cure this problem on our own. we are not expecting the cavalry to come charging in and we have

to fix it because we dug this hole. >> so how will they fix it? are we talking about a federal bailout possibly? joining me now is author of "circle of friends," charles gasparino. so how are they going to do it? >> they're going to stiff the bondholders, stiff the pensioners. they should sell off assets. i don't think there's going to be a federal bailout. i think the feds will come in and do something with taxes or tax breaks or something along those lines, but i don't think they'll be like here's $20 billion, which is essentially the amount of money they owe to bondholders and pensioners. i think he's right, it's their own doing. many years -- by the way, if you think this happened overnight, you're wrong. this is 30 years in the making. a big government. a one business town that blows up but big government, unions, high taxes, you know, no middle class or middle class fleeing just about every year. so part of me says this is where the whole country is going maybe, but it's so unique. detroit is such a screwed-up place on its own with really

unique characteristics that i don't think you can make that case yet. >> so you bring up the fact that it lost half its population. unemployment i think has tripled since 2000. it's considered one of the most dangerous cities in america. >> right. >> and yet you juxtapose that to cities like sacramento and other cities in california also filing bankruptcy, charlie. >> these are smaller cities. this is one big screwed-up place but, yes, we've had other issues where government gets too big and people leave. you can't just tax your way out of this stuff. i think the biggest thing is the middle class leaving detroit. one of the great things rudy giuliani did for this city is he made this city safe for the middle class. when middle class people stay, generally you've got business, you have an environment where you can grow. i think that's what new york city has, successful cities have, chicago and others. one problem with detroit, it lost all its middle class. you had white flight and then the black middle class leaving and it's just poor people. >> so much of this has to do

with the discussion with unions. some people are saying there wasn't enough government in detroit and that's why it failed. but what will president obama do? and will it be his decision to do some sort of a bailout or does he need congress? >> i think he needs congress. remember new york city faced a fiscal calamity in the mid-'70s. the federal government didn't quite say drop dead. it wasn't going to give them a pile of money. they did all these other things around the edges. maybe some sort of way to help detroit issue debt with a federal backup. that's the sort of thing i think the federal government will do. we'll see it come out by piecemeal. there will be congress -- he will need congress' help. i think congress will help because this place is a disaster. but if you're thinking that they're just going to get a bunch of cash, that's not going to happen. i think you follow the new york city example where the feds came in with some help, the state came in and created a bailout meg nicmechanism.

mary's hospital in london where the dutchess could give birth at any moment. amy kellogg is there for us right now. good morning, amy. >> reporter: hi, gretchen. well, there's so much excitement because this is the first time in three decades that a direct heir to the throne will have been born. now, by our calculations, kate middleton, the dutchess of kale bridge -- cambridge, is in her seventh hour of labor the first births usually require 10 to 12 hours of labor so it could be just around the corner. the last i heard from kensington palace, it was just kate and william with the obstetricians and nurses. no other members of the royal family. of course they could have snuck in at the last minute in a side door but i think probably it's unlikely. there would be much more commotion in that part of the lindo wing than there probably is right now. it's not clear that prince william is actually in the

delivery room, although reportedly he had expressed his desire to do so. in fact prince charles was right there in the delivery room when princess diana gave birth. prince philip, however, was off playing squash when charles was born. he then famously, though, raced to the queen's side. he wasn't the queen at that point. with flowers and with champagne. now, the next we will hear officially, probably, is when the birth announcement is ferried from this hospital over to buckingham palace and placed upon that guilded beautiful easel by a royal footman. however, there is the possibility that prince william will step out after the birth has happened, after the queen and some key principals have been informed, to just informally let the press know how things are going. prince william, even before the death of his beloved mother, was not a big fan of the press. and that relationship has not really gotten that much better except for it is fair to say that the press is quite enamored

now we're talking about detroit and the bankruptcy. and then all of a sudden there's a big pushback, bret, it might not be constitutional to go bankrupt. where do they go from here? they need$20 billion to balance the book. >> detroit's mayor said he didn't think this environment would be something that you could ask washington for $18.2 billion. and he's right. both sides of the aisle are not in that position as we get ready for a debt ceiling fight here in washington. i tell you what, they are in a dire situation and essentially it is up to a bankrupty judge to divvy up this pie. what happens is, is that the pensions of about 20,000 retired municipal workers from detroit are hanging in the balance. i mean some reports have it that these workers might only get about 10% of those pensions. we don't know yet. the bankruptcy judge has to kind of go through it all. but it's a mess. >> it is.

and what's going on in detroit right now, bret, is a cautionary tale. there are a lot of municipalities and state governments that have made very rich deals with the unions to keep everybody happy. eventually the day of reckoning will come. later today we understand the president of the united states is going to be talking about the economy. is he going to weigh in on this, do we know? >> i doubt he'll weigh in on detroit because it's not a story that the administration obviously wants to focus on. but the president will be launching a series of economic speeches, we're told, kind of going back to the middle class needs to be driving the economy and that everybody has to have a fair shot. on detroit, you're right, steve, i mean there are many cities across the country that are in that predicament, on the brink, there are several of them in california. detroit has been spending $100 million more than it's been bringing in for the past eight years. >> what do they think they are, the federal government or something? >> you're right. they don't print money in detroit. >> no, they don't. >> and that's the biggest

problem. >> but what will the president say? because actually the narrative -- he should speak openly about detroit because it is what's going to be happening to other cities. but if he doesn't, what do you expect him to talk about? >> i think it's going to be similar messaging that we've heard before from these big economic speeches in kansas, at georgetown, and now back at knox college in illinois where he's going to say that everybody needs to have a fair share. >> what does that mean? what does that mean exactly? >> essentially that means that the boom and bust, he says, economies need to stop. and what that translates too, gretchen, i think is that the president would like to see higher taxes on some of the big wealthy makers in the country and he'd like to see other things done that help the middle class move forward. you know, we've heard these terminology -- this terminology before, but it's really not been defined that well.

in parts of arizona. people were trapped in their cars after more than 2 inches of rain fell quickly. the southwest is expected to get more wet weather today. maria is tracking it all for us. >> good morning. you're absolutely right, we're talking more showers and storms across parts of the desert southwest. just a couple of inches fell across that area. that would be enough to trigger that flooding across parts of arizona. we also saw flooding in parts of utah and we do have more flood watches in effect across that area because it doesn't take very much to produce flooding in a desert area. across the east we could be looking at several inches of rain. not so many flooding concerns across parts of the northeast. temperaturewise in the northeast, great. much better than last week. last week we were talking temperatures well into the 90s. today 80 degrees will be the high temperature in new york city. you're actually a little below what's average. otherwise the plains, 90s. 98 will be your high temperature in the city of dallas. showers and storms already across parts of the ohio and tennessee valley, but it's across parts of wisconsin, down into kansas, missouri and also
