tv   The O Reilly Factor  FOX News  July 23, 2013 1:00am-2:01am PDT

1:00 am
i'm harris in for shep. now the factor. >> bill: the o'reilly factor is on. tonight. >> there are very few african-americans who haven't had the experience of getting on an elevator and a woman clutching her purse nervously and holding her beth until she had a chance to get off. >> bill: why is that so, mr. president? why are african-american men under such scrutiny? tonight we will tell you. in a no-spin talking points memo. >> i'm not a witch. >> bill: but apparently the irs thought christine o'donnell was a threat and the agency scrutinized her possibly committing a crime. we have a factor investigation. welcome humble duty future king.
1:01 am
>> also tonight to the relief of the world, there is now another british royal on the planet, what would the founding fathers think of all the hoopla. we will have the latest from london and bernie goldberg will weigh in. caution, you are about to enter the no spin zone. the factor begins right now. >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. president obama and the race problem. that is the subject of this evening's talking points memo. on friday, the president delivered surprise remarks to the press about the trayvon martin case and race in general. his pain point -- main point his plea for understanding. >> there are very few african-american men in this country who haven't had the experience of being followed when they were shopping in a department store. that includes me. i don't want to exaggerate this but those sets of
1:02 am
experiences inform how the african-american community interprets what happened one night in florida. >> bill: that's true. many black americans harbor at least some resentment for past injury. but what president obama surely knows is that you cannot reach a fair criminal record or design effective public policy that solves present problems by divelg dwelling on the sins of the past. talking points believes the president was correct in addressing the race issue and framing it with the martin case he is the leader of america and the country is talking about. this by the way, when you hear a pundit or politician saying we should have a quote: conversation about race, that means you are in for a sea of bloviating which will likely lead nowhere. the sad truth is that from the president on down, our leadership has no clue, no clue at all about how to solve problems within the black community. and many are frightened to
1:03 am
even broach the issue. that's because race hustlers and the grievant's industry have con we looted the so-called conversation. turning the culture into african-american bias. so many in power walk away leaving millions of law abiding african-americans who pretty much fend for themselves in violent neighborhoods. you want racism? that's racism. thus, it is time for some straight talk. and i hope the president listening tonight because we need him to lead on their. trayvon martin was killed because circumstances got out of control. he was scrutinized by a neighborhood watchman, george zimmerman, because of the way he looked. not necessarily his skin color, there is no evidence of that but because he was a stranger to zimmerman and was dressed in clothing sometimes used by street criminals. it was wrong for zimmerman to confront martin based on his appearance. but the culture that we have in this country does
1:04 am
lead to criminal profiling because young black american men are so often involved in crime will statistics overwhelming but here's the headline. young black men commit homicides at a rate 10 times greater than whites and hispanics combined. when presented like damning evidence like that and holocaust in chicago where hundreds are murdered each year. the civil rights industry looks the other way or makes excuses. they blame guns, poor education, lack of jobs, rarely do they define the problem accurately so here it is the the reason there is so much violence and chaos in the black precincts is the disintegration of the african-american family. right now about 73% of all
1:05 am
black babies are born out of wedlock that drives poverty and the lack of involved fathers leads to young boys growing up resentful and unsupervised. when was the last time you saw a public service ad telling young black girls to avoid becoming pregnant? has president obama done such an ad? how about jackson or sharpton? has the congressional black caucus demanded an ad like that? how about the pc pundits who work for nbc news? white people don't force black people to have babies out of wedlock. that's a personal decision. a decision that has devastated millions of children and led to disaster both socially and economically. so, raise without much structure young black men, often reject education and gravitate towards the street culture, drugs,
1:06 am
hurst ling, gangs. nobody forces them to do that. again, it is a personal decision. but the entertainment industry encourages the responsibility by marketing a gangster culture, hip hop, movies, trashy tv shows to impressionable children. in fact, president obama has welcomed some of the worst offenders in that cesspool to the white house when he should be condemning what these weasels are doing. these so-called entertainers get rich while the kids who emulate their lyrics and attitude destroy themselves and then there is the drug situation. go to detroit and ask anyone living on the south side of the 8-mile road what destroyed their city? they will tell you narcotics. they know addiction leads to crime and debasement. what do the race hustlers and limousine liberals yell about the number of black
1:07 am
men in prison for selling drugs. oh, it's so unfair. it's a nonviolent crime and blacks are targeted. that is one of the biggest lies in the history of this country. the thugs who sell hard drugs, no matter what color they are, deserve to be put away for long periods of time. they sell poison, they sell a product that enslaves and kills. they are scum. when was the last time you heard the congressional black caucus say that? how about jackson and sharpton? how about president obama? the solution to the epidemic of violent crime in poor black neighborhoods is to actively discourage pregnancies out of marriage. to impose strict discipline in the public schools, including mandatory student uniforms, and to create a zero tolerance policy for gun and drug crimes imposing harsh mandatory prison time on the offenders. and, finally, challenging the entertainment destroy stop pedaling garbage. hey listen up you greed

heads, if a kid can't speak proper english, uses the f word in every sentence, it's disgraceful, it's disrespectful in his or her manner, that child will never, never be able to compete in the marketplace of america. never. and it has nothing to do with slavery. it has everything to do with you hollywood people and you derelict parents. you're the ones hurting these vulnerable children. you want a conversation you got it. you want a better situation for blacks, give them a chance to revive their neighborhoods and culture. work with the good people to stop the bad people. pumping money into the chaos does little. you can't legislate good parenting responsible entertainment. you can fight against the madness, discipline, firm message and little tolerance for excuse-making. it's now time for the african-american leadership, including president obama to stop the nonsense. walk away from the world of
1:09 am
victimization and grievance and lead the way out of this mess. and that's the memo. in a moment, reaction from juan and mary katharine, karl rove and later bernie goldberg. the factor will be right

1:11 am
1:12 am
>> bill: continuing now with our lead story, president obama and race. joining us from washington juan williams, mary katharine ham both fox news analysts. i believe many of the civil rights activists don't want to solve some of these african-american problems. am i wrong? >> no. because, in fact, when you look at the record, what have they done? they turn away from these issues. now, let me just tell you, i is a thought your talking points was that's bold and fresh. that was you with passion. i haven't seen that kind of passion from you in a long time. i am just impressed. i thought it was terrific. let me also say that if you are saying that we should somehow be distracted from
1:13 am
the injustice of the zimmerman martin verdict that's a problem. a lot of people will turn off and say bill o'reilly just did that because he wanted to distract people from what happened there and the upset in the black community. but i'm going to tell you, i wrote a book about this, bill, a book called "enough," the phony movement dead end culture that is hurting black america i can't tell you how much you said is on target. you never see a protest against the drug dealers. you never see them taking on the unions about the bad schools in the big cities that educate black and hispanic and poor children. you never see anybody say hey, you know what? we have got too many out-of-wedlock births in our community and it leaves kids feeling abandoned. the boys out there. believe me, black people from jesse jackson down have said that when they see black kids on the street it makes them nervous. why? it's not racism, it's because of just the numbers you talked about, the high
1:14 am
incidence of involvement either as convicted or victims of violent crime. but, again, the point here is why don't they say to people these are steps you can take to help yourself, to build your community, to strengthen your family. >> bill: it's bad for business, juan. we went over that last week. if they say that it's bad for the grievance industry. what do you say catherine did i frighten you with the talking points memo. >> no not frightened to his credit barack obama has actually addressed some of the things. fatherhood for instance. >> bill: he has only addressed in the off hand way. where is his public service announcement. where is the federal government taking the beau coup money they have and addressing black women saying this is leading to nowhere, don't do it. where is it? >> obama's answer would be just giving federal money to programs that is the way that they are doing it. that doesn't actually solve the problem and i think we see it hasn't involved the
1:15 am
problem. >> bill: hasn't since 1964. >> i believe having political discussion about race in honest conversation is probably not really productive or possible. doing that in your local communities or in your church or with your friends is more beneficial because, for instance, juan and i can maybe do that. >> bill: what about the charge that you can't have an honest conversation because the race hustlers will brand you a bigot? >> i think part of the reason on the political level at least on a public level people are petrified to talk about race because they will afraid they will be branded as racist. much of the country is very invested and gets either an emotional kick or financial kick out of calling a bunch of ooother people racist or political as advantage from doing that if you have it in your personal community or with your friends, maybe they are less likely to have that advantage because, just assuming that half of the country is racist because they happen to disagree with you politically or assuming they can't be involved because they are white because they can't truly understand that is not an honest conversation that is prejudice. >> bill: i truly understand
1:16 am
that millions of african-american people are getting hammered every day of their lives because they live in st. louis or bed sty and los come out of their house and awful environment and the white politicians who control washington don't care at all. and they don't. >> they don't say anything. >> the local politicians don't do anything that works about it. >> bill: wait, juan, now we have a half black president who presents himself as an african-american. all he does is -- ---i think that wases a good thing did he on friday. karl rove is coming up behind us. we will ask him. i think he disagrees with that you have got to get involved. you have got to say what it it is. it is the disintegrations of the family that's driving all the other stuff and he doesn't do it and he hasn't done it? >> here's the thing though. when he does say it, like, he got in front of a church, a black church audience and he said, you know what? making a baby is not being a father you have got to raise the. >> bill: where is the jack cain?
1:17 am
>> let me finish, bill. what happened was then you get jesse jackson saying whispering he should be neutered. not a man. >> bill: jesse jackson? >> when he went to moore house, what happened? oh i hope is he going to be critical when he goes to the naval academy and talks about sex scandals. >> bill: grievance. >> he is more powerful than them and overcome that. >> bill: ignore it, go around them. >> this cause forever with you, with valerie jarrett irrelevant, with the president they think they should do it. i keep saying you have got to get out there. he is a great example. he and michelle and the kids. what you need is something where people would say specifically, here's steps can you take to help yourself as opposed to making yourself into a loser and -- >> bill: i have got to go but i sat there. >> zimmerman is elmatic. marijuana possession. >> bill: zimmerman, martin was a tragedy. the justice system worked.
1:18 am
>> oh, come on. >> bill: stop it it, juan. you know that was a fair verdict. don't give me any of that crap. based on the law. >> there is no justice for that dead kid, come on. >> bill: you know it was fair -- you don't like the justice system redesign it. the justice system worked. knock it off. >> larger problem. i want to say to you about the drug mandatory minimum. i have got to get that in there. >> bill: i sat three days in that democratic convention. i heard a biggest bunch of bs about the war on women and all this crap. i didn't hear one time somebody say you know black ladies, you know what? don't do that don't have babies out of wedlock when you can't support them and you don't even know the guy's name. don't do that did i hear that one time? i did not. >> you should. >> bill: mary katharine and juan thank you. karl rove on political implications of the president leading on the race issue. there is a new royal on the planet. prince william and kate middleton have a son. what would the founding fathers think of all the

>> not much reaction from the republican party about president obama's call for racial understanding on friday. again, as we said in the talking points, the issue is way too hot for most politicians. by the way, those talking points are posted on foxnews.com and bill o'reilly.com if you want a copy of them. joining us now from chicago fox news analyst carl rove. do you have any rob with the president and what he said on friday? >> well, i want to start off by saying the things that i thought were good in the remarks. i thought the paragraph where he talked about the grace and dignity of trayvon martin's family was good. i thought his mention, he talked about how the system works. here is what happened in the trial, judge and jury came to this conclusion. this is how the system worked. i thought it was good at the end when he talked
1:23 am
about how america each successive generation is getting better. i found a lot between the beginning and the end to be problematic. he spent three paragraphs out of 25 blaming this incident on racial profiling when, as you accurately said earlier, there is no evidence at all that this was born out of racial profiling. he devoted four paragraphs of his 25 to saying that one of the answers we needed to work on was to reduce police racial profiling, which again, is not an issue here. he spent three paragraphs talking about getting rid of the stand your ground law in florida, which again, played no role in the prosecution. never offered as a defense on the part of george zimmerman prosecution or tool to get at zimmerman. he did spend three paragraphs touching and getting generally african-american men give them a sense that they were part of society and other avenues and pathways available to them. again, it was vacuous.
1:24 am
it was short, and it didn't kind have the kind of punch had you in your opening points when you accurately took on some of the very deep and dangerous sources in pathologies in the african-american community that are making them increasingly particularly in places like south chicago and places our big cities less and less a part of the american dream which something that the country. >> >> >> bill: apartheid got it not a florida situation it's a inner city situation. couple of things. number one you have got to know and i know you do that the racial profiling thing is a burr under the butt of every african-american. even though they understand the disproportionate amount of crime committed by young blacks they don't want to be profiled and i don't blame them. there are ways around that but that's what it came down to it came down to zimmerman seeing somebody dressed other thing is
1:25 am
white power establishment is cowardly on this inner city, this black man issue. we don't see the race hursters and sharpton do anything. they can make public service announcements, too. they wouldn't dare do it. governmental you may be right about public service announcements. do i see a lot of people in america. churches, particularly the catholic church and other evangelical christian protestant churches are confronting some of these pathologies, i think the pro-life movement is playing an important role in this. i think there are business groups and community groups all across the country that -- >> leadership structure in this country that simply won't tell the truth. they know what the thing is. they won't say it this is
1:26 am
what my biggest problem with the president. he personalized. this he said i could have been trayvon martin 35 years ago. you will could have reacted to this situation, mr. president, you would have taken the fellow in front of you latino thrown him down to the ground and wailing the heck out of him. the president has to rise above it. shelby steel a h. a point where the president can confront the civil rights movement which is more concerned about looking backwards than looking at the here and now and look at the future. we really do need a president. this is my principle criticism of the president. he could have brought the country together to confront something. he could have brought the country in a positive direction and instead he used as another incident to build the old resentments fundamental assumption of his speech was this was all about race that george zimmerman latino had confronted as a result this
1:27 am
was all about race. you and i know that's not what it is all about. >> i'm hoping the president will read my talking points and say, you know what? we have got to start to get to the root of the problem. trayvon martin and george zimmerman is not the root of the problems. the root of the problem is what we laid out. this afternoon, kate middleton gave birth to a new british royal, a boy weighing 8 pounds, 6 pounce ounces. the latest from london. and talk to bernie goldberg why some americans kill. christine o'donnell roughed up by the irs. wait until you hear this. we hope you stay tuned to we hopewith the spark cash card from capital one... boris earns unlimited rewards for his small business. can i get the smith contract, ease? thank you. that's three new paper shredders. >> personal story segment tonight. prince william and his wife kate middleton have a new baby boy born in london this afternoon. the infant is third in line for the british throne behind prince charles and prince william. not in the upper echelon. no name for the tyke. martha maccallum has been up since early this morning. we appreciate you staying up. the pubs are close sod there is nothing else to do. >> we closed them all down. you bet. >> bill: here in the colonies the american cable networks are hypervent ventilating. are the british media doing the same thing? >> they are. they have no compunction about it. they spent a number of years sort of amoaning the 90's they were embarrassed about the royal family between diana and smattering of divorces that
1:32 am
were around a lot of sandals. i think they feel very good about william and about harry with, you know, perhaps with the execution of some of harry's antics in las vegas. these are two men that have fought for their country. diana's kids have turned out fairly well. >> bill: yeah, i think that's triewnchts they have embraced this couple and this child and they feel pretty good about it. >> they are hanging on every bbc word and buying up all the fleet street papers and all of that it's just the same as over here, right? in london? >> yeah, it's everywhere. you know cover of every newspaper. the cover of every magazine. >> maccallum in scotland and ireland they don't care. >> i'm in london so i'm telling you what's going on here. and, you know, i mean they have had a pretty good run of it. they had andy murray when wimbledon this guy just won the tour de france, he is the second brit to win it. they have had a pretty good
1:33 am
run between the olympics and wedding. they are feeling good about themselves here. i think that the royal family feels a pretty decent role in that. >> they do. that's the image that the british, that britain puts off to the world there is rumors about the name of the little baby boy. i hear they may name the boy spike. >> the odds on that are about 500 to 1. if you want to bet on spike. you go for it. i think george is one of the top names. james is another one. bill is apparently not in the running. o'reilly is not in the running from what i have heard. >> bill: that wouldn't be good. are you going to stay there much longer maccallum? you have been there -- i heard that fox news might keep you you in london until the kid goes to preschool. have you been there a long time, you know? >> yeah. i think my family would have something to say about that i have my own children to think about. we have been here for a week. >> -- when you gave birth. megyn kelly is going to
1:34 am
be -- oh get in all that foolishness. this is an interesting question. >> yes, i do. >> it's speculative but you are a historian. what do you think the founding fathers would think of all of this? because we, you know, we didn't like them and now we do like.ritain is our biggest ally. isn't it a little bit too much for the colonists to be so much involved here. i don't know what ben franklin would have thought about it? >> you know, i think that there has been an interesting relationship over the years with the british royals. and when you look at how -- they are very close to the prime minister. when you read the biographies of the prime minister, winston churchill they have a very important relationship with the royals. they consider them in many cases their biggest southbounding board. queen elizabeth has been through 12 prime ministers. i think that they have built this constitutional monarchy. they have realized that the ruling monarchy didn't work that well. i think the united states set the example that
1:35 am
changed so much of that for them in this country. and, also, you know, the royals love the united states. they are huge fans of the u.s. so, i think after all of the revolution, absolutely. everyone is asking for you here. but, you know, i think all is forgotten and forgiven. i think at this point and i think obviously they are our biggest ally and always have been. >> bill: maccallum i want the audience to know she has been up almost around the clock we appreciate you checking in. >> my pleasure. >> bill: because of the birth of the royal prince we are going to move victoria jackson. she will be on the program on wednesday. when we come right back, bernie goldberg on why some americans care about this royal stuff. remember christine o'donnell accused of being a witch when she ran for the senate? apparently the irs kicked up some brew. wait until you hear what they screecketly did to ms. o'donnell.

>> bill: thanks for staying with us, i'm bill o'reilly in the weekdays with bernie segment tonight, two interesting media topics, american reaction to the british monarchy and how the national media is covering president obama and the race issue. joining us now from north korea the purveyor of bernard goldberg.com mr. goldberg. let's take the race issue first. what's the general headline for you. >> the general head library was it was a highlight of his presidency, the remarks he made. it was a -- performance and
1:40 am
david brooks of the "new york times" said on television that it was a sem phone, i didn't think it was any of those things. media covered accurately what he said. but they didn't analyze it all what he left out of his speech. i have a column on my web site on precisely that topic what he didn't say. the president could have said and i think should have said what while racism in america is not yet dead and buried, in the year 2013, white racism is the least of the problems playing plaque america, the least of the problems. babies having babies is a much bigger problem. kids dropping out of high school at alarming rates winding up in poverty and too often in prison is a much bigger problem. but if you listen to the african-american elites on tv yesterday and in the days following the verdict, you would think that the biggest problem facing young black men in america
1:41 am
today is white guys with guns who are out to kill them. this would be laughable, bill, if it wasn't so damn pathetic. >> bill: but, in my opinion, the reason this insanity continues is because there is no bull wart to stop it, all right? so the president gets out there and he makes some decent hoints and i thought he was perfectly in context for him to do what he did. but as i said, he never gets to the root of the problem. none of them do. >> exactly. >> the black grievance industry doesn't want to get to the root of the problem because it's bad for business and the white power structure is either afraid or apathetic they are not bothering with it. it's t. just keeps going around and around and around and around. it's never going to get better. >> last week you said they were afraid and you may be right. conservative republicans are not courageous on this matter either. and from a media point of view, wouldn't it be nice
1:42 am
if somebody, george stephanopoulos, david gregory, if one of those guys when they had an important black person on said why do you show more outrage over the george zimmerman trial and the verdict than you do over fatherlessness in america 73% out of wedlock. why do you show more outrage over george zimmerman than do you about the holocaust of black people killing black people, young black men killing young black men in all of our big cities just about every weekend. president obama has been accused, bill, of not being a leader. he is not even a leader on a subject of race where he could be a great leader. in 1961, martin luther king spoke at a church in st. louis. i'm just going to read you one short sentence. he said we know there are many things wronged in the white world but there are
1:43 am
many things wrong in the black world, too. we can't keep on blaming the right man. there are things we must do for ourselves. if president obama had echoed those words, it would have been good for all of america and especially for young black men in america. he didn't do it. >> on the royal front you can't get a whiter story than that i mean, you know. i'm just amazed at the amount of people, you look at the cable news ragdz who you never watch news. i mean, they are not here every -- but then when baby spike oar whatever they name him shows up, they can't get enough there is no news on the baby he is born. we don't know if he spit up. there is nothing i have been thinking about this all day. first, make me care about this story. you can't do it. that's number one. number two, you spend time at harvard so you are
1:44 am
really -- you are the real prince of can't burry. this kid is an imposture, that's number two. number three, we have this fascination with celebrity. we are a people magazine culture. so we don't have a king and queen and prince. they do. so we latch on to that. but i think it's a bigger story for women than real men like you and me. because we're. >> i'm not condescending to the story. i'm just amazed that it has so much interest. >> i think a lot of women are interested in this because they have this fantasy that maybe i could or maybe i could have in the past married a prince myself. my wife did. don't step on the punch line joke. my wife did marry a prince that's an exception. >> bill: i should have stepped harder on that line. >> i have the name i know the name of the baby. >> bernie? >> lenny. harry is still available.
1:45 am
i know a lot of young american women, you know, but i think you are right. there is that fantasy element to it. they live a life that nobody could imagine living and there is nothing wrong with it, really, it's just fascinating. but there you go, bernie goldberg, everybody, in a moment, factor investigation the irs accused of sabotaging christine o'donnell's senatorial run. wait until you hear this. if it's true, it's quite a scandal, that story in jus ...

>> bill: back of the book segment tonight. charges the irs sabotaged the senatorial campaign of christine o'donnell. you may remember back in 2010, ms. o'donnell caused major controversy while running as a tea party candidate in delaware. campaign against democrat credits coons who eventually won featured ms. o'donnell being called
1:49 am
a witch. >> i'm not a witch. i'm nothing you've heard. i'm you. none of us are perfect, but none of us can be happy with what we see all around us. >> bill: but now an accusation the irs unfairly said merchandise o'donnell owed back taxes and somebody, somebody leaked her tax stuff to the opposition joink us from washington managing editor of the hill bob cusack. how serious are these allegations. >> they are pretty serious. the left likes to mock her. these allegations are getting some traction on capitol hill. investigators looking at it because when she launched her campaign, the irs put a lien on her house. the problem was it wasn't her house. they made a mistake and of course these reports got leaked to the press. it hurt her candidacy. she ended up winning the primary but as you mention she'd lost general election. you fast forward to 2013, a federal official treasury inspector general official said your central tax records may have been
1:50 am
compromised by a state irs official in delaware. the irs scandal explodes in may and all of a sudden christine o'donnell is on capitol hill talking to senator grassley about investigating this. grassley explodes in may and christine o'donnell is on capitol hill talking about investigating this. he has gone after both democrats and republicans. he thinks there's a lot of answers that the federal government and the state government of delaware needs to answer on this and we're waiting for answers. >> that's really interesting. around the time when the irs started to deny conservative groups, tax-exempt status in the fall of 2010, mrs. o'donnell was running for the senate and all the things that the irs are accused of doing. proof hasn't been put forth yet coincide with the larger picture of denying the tax-exempt status. last week they had their hearings again and it goes now into washington. that was the headline of the
1:51 am
hearings. it's not just in cincinnati, it's in washington. but people are confused. can you break this down? where do we stand now? we as a country in the irs so-called scandal? >> well, the administration has admitted mistakes but no one in the administration has said it was my mistake, bill. you go back to 2012. there was testimony from washington officials, the irs commissioner said washington knows about the targeting and there's no targeting. they know about the process of the irs so then the scandal breaks in may of this year and what happens, washington blames two rogue agents in cincinnati. well, those agents were on capitol hill last week and they said they were directed by people in washington including lois learner who is now on administrative leave as well as the irs chief council who is a political appointee. >> what's that guy's name? >> wilkins. >> so wilkins was appointed by president obama to oversee or report back the liaison role
1:52 am
