if you feel like you've been getting more tickets from the police lately, you're not alone. we're seeing evidence that some major american cities are being really aggressive about writing up those tickets to scare up revenue. adam is in los angeles with more. hey, adam. >> reporter: only in l.a. is there now a parking app on your phone to help you stay away from these, all to help drivers try to decipher these signs so they don't get a ticket. >> she gave me another ticket. >> reporter: expensive fines, confusing signs. cities are rolling in the dough thanks to parking violations. >> they think of them as new atm machines. >> reporter: in los angeles, parking tigts bring in three times more revenue than parking

40-hour workweek in america and we may not be able to keep our benefits. now we have another major union asking employees to write to their congressmen to tell them to fix obama care. these are the people who backed the law. >> yeah. i wrote about this in "the wall street journal" recently. i was really taken by the letter from the teamsters, the food and commercial workers, and unite here, which is hotel workers. they made several points. one is that the law has perverse incentives in it to limit hourly employees to less than 30 hours a week, because if you're a full-time employee, that you're supposedly working 30 hours or more and you have to be given insurance coverage by your employer. you work less than 30 hours, you don't have to be provided insurance coverage. so a lot of people who hire hourly employees are limiting their hours to 30 hours, particularly in the hospitality and restaurant business. and this is having rippling throughout our entire economy. this year, each month an average of 21,700 full-time jobs have

been created while 93,000 part-time jobs have been created. an incentive for companies to only hire part-time. the second point they made is that these unions, by and large their employees are covered by employers in a non-profit insurance arrangement. in fact, this is becoming more and more common. 60% now of u.s. workers are now covered by these so called self-funded programs, which interestingly enough, that percentage is growing because they're not subject to obama care's requirement for all these lavish benefits forwhat's called a community rating or for a thing called an medical loss ratio, which is a very comply ka -- complicated things. more and more they're moving into these non-profit funded insurance programs. but they're not eligible for the subsidies given through obama care. which makes it less attractive to have a unionized work force

and less attractive to add people. finally, despite the fact that these are non-profit plans, everybody in them is still going to have to pay the new insurance tax that's on every insurance policy, that works out to about 3% tax on every insurance policy. so the union guys wrote a tough letter to pelosi and reid saying this is tough for us. but the real target was the president, saying we elected you, walked the precincts, gave you the money, got out the vote and this is how you reward us. >> quickly, is this a case of having to pass the bill to find out what's in it and now that people find it, they don't want to take the medicine? >> oh sure, absolutely. if you'd gone to the unions and said incidentally, as part of the affordable care act, we're going to take these agreements you worked without employers and give you good benefits and just totally mess it all up, i doubt that those unions would have been enthusiastically supporting the passage of obama care. >> all right. karl rove. we read the piece. thank you for sharing your insights. >> you bet.

north. thank you both for your service to this country. i have to ask you as veterans, and i'll start with you, colonel morris, how you feel about these remarks. is it fair to make a statement that is factual to say that in some ways ho chi minh was inspired by our founding fathers? >> no. that is the typical rhetoric of all post-colonial despits. i was still in vietnam in september 1969. my platoon had suffered horrific casualties, so had our entire rifle company and our battalion, that ho chi minh was adamant that he was going to overrun and did eventually by 1975. when he died in september of 1969, we were still there. it comes as a shock to those of us who served there, the

young people's lives, it's not keeping up with their believes and what they want to do with their lives, but we see them there world youth day turning up by the hundreds of thousands into the millions now, and it's interesting there you see the new technology, the way they're following him with ipads, using iphones. they still seem very much engaged with him. >> i think so. it doesn't mean they all believe everything that he's teaching. i've heard -- the director of the catholic channel on sirius xm, and we had correspondence. interviewing people who are both catholic and non-committed and asking themselves the tough questions that pope francis is posing to them, which i think is a wonderful thing. seekers who are finding a man who's calling them, not to just say hey, whatever you feel like doing is wonderful. but how about this? how about taking care of the poor? how about living a life of mission and purpose? how about deciding that you're going to actually live for others and not for yourself?

that's a very clear message. i think all of us catholic and non-catholic, christian and non-christian can take to heart. >> it seems like the example is seeing him embrace, and how much do you think that example will spur you, me, others out there regardless of faith or background to say there's more i could be doing? >> well, he drives a 2008 ford focus. i drive a 2012 toyota. it makes me a little bit nervous. quite honestly, i think him going to a very poor area, a dangerous area in brazil yesterday, and being with people, going to their homes, sitting down, it's something that he loves to do, it's what he did before he came pope, as arch bishop in argentina. that's how he was known. i think you have to take the call to all of us and say are we willing to step up and live for others rather than ourselves. >> a lot of times we get to see

more of their personality and the kind of person that they are, aside from just their office. what do you think we may have learned from him? >> i love when he goes off the cuff, and he ran into some young people today on the streets from argentina. so he felt very comfortable talking to them. and he said go and shake things up in your own hometowns and own diocese. he goes oh gosh, maybe the local bishops there aren't going to be so excited i'm telling you this, but get on to the streets. to the priests and bishops, he's saying don't sit around in your rectories and parishes and churches and do things that we've always done in the past. he said this is about my own power, my own authority -- no, it's about service. he's telling people go home, shake things up, and share your faith in good times and bad. >> so much about reaching out to the poor and how there's great need here in america and across the world, and plenty of work that we can all be doing. >> that's right. and then it's up for the politicians. it's up for the laypeople to
