as always, thanks for being with us. the news continues greta van susteren is standing by to go "live on the record." greta, take it away. tonight it is day number one of a five-week vacation. >> this is an administration that has done everything to distance itself from everything that's happened that's gone wrong in this country. >> with what's going on in the country, that includes the president, this is not a good time to be taking vacation. you lead by example and vacation is not what this country wants to do. >> president obama is going next week to martha's vineyard and the house and senate take the recess. many are going to do constituent work, but in terms of prioritizing, they have done a lousy job with the finances and all going away without doing their jobs first? >> i agree with you. if you recall four years ago, we were going through a very similar thing with this whole health care situation and they went home. the american public rose up.

>> you have awakened the sleeping giant. >> this is not a federal government issue. this is a people issue. >> stay out of my business. stay out of my health care! >> the whole bill needs to be started over and concentrate on those things that are not going to cost anything. >> in term of the president's activi activities, his calendar is still coming together for that month. >> sooner or later, it will stop. it really well. if they went away for three or four years and took the president with them, i think i might like that. >> we have a president who, to this day, after 4 1/2 years still isn't accountable, still isn't responsible is still on the campaign trail, still trying to make people think that nothing that happened was his fault and that nothing has happened he has anything to do with it. . >> is this a good time for congress to slip away from washington and take a five-week vacation? what about the president jetting off to martha's vineyard? is this a good time for him to

do that? we asked donald trump. donald, nice to talk to you. >> hi, greta. >> donald, any thoughts on congress taking a five-week vacation? >> well, with what's going on in the country and that includes the president, this is not a good time to be taking vacations. you lead by example and vacations is not what this country wants to see right now. you have a debt ceiling coming up and lots of other things happening and the country's a mess. we have $17 trillion in debt, which is hard to believe, but $17 trillion. this is not a good time to be taking a vacation. >> all right. i did a little research and that i posted on gretawire the reason they're taking a five-week vacation goes back to 1791 because it was so hot in washington in august it was tough on the legislatures. but they had air conditioning since about 1950. so, the reason why they're taking a vacation dates back to 1791.

what do you think about that? >> amazing how great air conditioning systems work today. that's no longer an excuse, although, i guess, this is the problem. when they use an excuse like that, we have problems. >> indeed, we do. now, the continued resolution is set to expire on the last date of september. that's very important to the government, the economy. so, they're not going to be around for five weeks to make a decision, so, a lot of pressure in september. would it make a difference to you if they actually did their work sooner rather than later? as a businessperson and job creator. >> i think it makes a big difference because we go back to the word certainty. we had so little certainty in this country and we don't know what is going to happen with the debt ceiling a war again or easily approved? well, we think it's probably not going to be easily approved. will it be approved? so, you really have to get to work on this stuff. it's complex and a huge

negotiation and, you know, many of the people we're talking about they never negotiated before. they've never been in private business and they don't know what it is to make a payroll or look at a balance sheet and, frankly, for them to be going away right now, sets such a bad example for the country and even the world to watch. >> why do you think they do it? i know they can do it. but if i were in congress and i saw the state of the country and i knew that i had the debt ceiling looming as we're going to hit that soon and continuing resolution soon to expire that i sort of half started on an important issue like immigration that i talk about the tax code, but all i do is put more specialties into it for more buddies. at some point, wouldn't you think that doing your job comes first. do your job first? >> i think the president has to leak. it all starts at the top and you have a man that is going to be the leader and he is going to call everybody together and he has to say, let's not leave. let's all sit together and come to the white house. come to wherever you want to come and let's get together and

make a deal. but it doesn't seem to be that kind of talk. a lot of people want to make deals, but the deals are so different and you have nondeal makers having to make a very complicated deal. and, yet, actually, if you look at it, it's not so complicated. it's pretty obvious what has to be done. but you're dealing with nondealmakers and in the case of the president, you're not talking about a dealmaker. you have to have great leadership and if the leadership isn't going to come, it's going to be a big problem. i'll tell you what, come later september 30th, you can have a real disaster in this country. >> well, i suspected with the supporters on the other side would say that every president does it. every president takes time off. so, you know, how can you complain now if it's just not your guy? >> well, they do and some don't. we had some very, very hard-working presidents and they had some that are legendary for not working so in this case, we really need

leadership. we've never been in a position where we owe 17 trillion. a lot of it to the chinese, by the way. $17 trillion. we've never been in that position. it can be solved. this country has such incredible potential and economic potential. by the way, you mentioned the word economics and you mention financial, that's good in terms of social security. it's good in terms of medicare and medicaid. we need wealth to take care of people. it's not a bad word. wealth is not a bad word. we need it to take care of people. but you have to have somebody who knows what he or she is doing. >> it hasn't escaped my attention the fact that you are going to iowa this weekend. and so is someone, i think senator rand paul is going to speak, as well. maybe senators ted cruz. but every time we see people going to iowa we see suspicious that 2016 is on your mind. is that a tiny bit of one of the reasons you're going to iowa?

>> the reason is bob vanderplats who is the leader over there and a religious leader and a great one is a friend of mine and he asked me if i'd go and i said yes and a lot of people are reading a lot of things into that and i did say yes and i will say this in a brag doedoci manner, tickets are going through the roof. are you surprised by that, greta? >> none of this ever surprised me and i've been to your office, no, that doesn't surprise me. what surprises me is i can't get a read on whether you truly have an interest in 2016 or just you like to make us crazy in the media and just tease us. >> i have an interest in the country and the country is doing poorly and it's probably never done so poorly and yet it's disguised because the stock market is up and a real unemployment rate of 15% or 16% and everybody knows that. >> could you change that? could you change that as president? if donald trump were president,

tell me what the unemployment level would be? >> you have to stop foreign countries from making all our goods and products through manipulation of their currency. that's how they're making it. we make better product than china. we make a much better product than china. it makes us impossible to buy in our own country. people are not going to be working. so, you have a vast unemployment rate and we have to put these people back to work. we have to get foreign countries to stop outsmarting our politicians, which is what they're doing. >> does that mean that had you been president in the last go around that you would have done a better job than president obama? i see that as an indication of whether or not you would be a good president in 2016? >> if i decided to run, i backed mitt romney. if i decided to run and if i won, i think we'd be in a lot better shape right now and i wouldn't be on vacation. >> all right. speaking of better shape, a-rod, the news tonight that he has

been suspended for the remainder of this season next season. your thoughts about that? >> i think it's great. look, he's been taking this stuff all of his life and when he stopped taking it, he became a lousy baseball player or certainly just less than average. i think it's great and it sets an example and he's not very popular in new york, nobody likes him. he lived in one of my buildings, derek jeter likewise and many of the yankees and many of the players live in my buildings and i can tell you the ones that people like and the ones people don't like. if i say to the doorman, what do you think of derek? oh, we love derek. if i say what do you think of a-rod, it's, forget it. look, he deserves what he gets. he's been doing this for a long time and, frankly, i don't understand the yacnkees. the yankees should have stopped paying him two years ago. on the contract, what he signed was not what they were bargaining for. i don't understand why the yankees kept paying him, but maybe they're very generous. who knows. >> very random, should pete rose

take that same heat during this year's summer vacation. matt kimmy joins us. nice to see you, matt. >> hey, greta. >> all right, matt, that was 2009. and now you're calling for more town halls this summer. why in the world would any member of congress venture out if you're going to take that kind of heat? >> well, it's one of their first responsibilities as representatives of the people. it's their job to go back home in august. it used to be a de facto american right to get to look your paid representative in the eye and say this is what i think. it used to be sort of a norman rockwall thing to do. now they don't do it any more. they're hiding and they don't put the schedule online and they don't tell people what is going to go on. sometimes they do teletown halls where they manipulate who gets to talk and who doesn't. we figure the only way to get these town hall meetings is for citizens to demand it and to share that information with

everybody else because one way or another, the shareholders should get a chance to speak to the ceos. >> is it fair, though, to expect that -- it's one thing passion and really want to talk to your member of congress or your senator and communicate how you feel very strongly and another thing to throw verbal, you know, bombs at them and to scream at them. is there some way to sort of put the lead on so constituents. american citizens can have that passionate debate without basically trashing the member of congress. >> yeah. i think that's the best way to do it. if you get up to the microphone, be assertive, but let the congressman respond. i think that the great thing about what we saw in 2009 was that frustration in the process by which congress was trying to jam something through without hearing from the american people and now all of those theoretical arguments about obama care are real and vizersceral. people are starting to run the

numbers and starting to see that congress and the obama administration are trying to exempt the insiders at the expense of us and you're going to have this fight coming out in september and october and i do think the american people deserve a right to talk to their members of congress. >> all right. how many so far, members of congress, do you know that are going out there and hold town halls and speak their constituents during these five weeks? >> we set up a website called demandatownhall.com and just getting started now and we have 26 events posted there right now, which is kind of pathetic, i think that all members of congress really need to be held accountable and we're acting activists if your member won't show up, we're going to hold a town hall without them and that's already happening in states like texas and south carolina. but, the frustration is only going to build if the american people don't get a voice in this process. >> do you actually know of any

members of congress, house or senate, who said i'm going to have a town hall and speak to my constituents during this five-week period and do face-to-face. >> they are posted on our website. mike lee in utah is hosting a whole series of them. i find it interesting the folks who so far agreed to hold town halls have agreed to let everybody show up and express their opinion are the folks that are standing by principle and comfortable with the positions that they ran on, the positions they're voting on today and what they're doing to represent their constituents. >> you know, a lot of them say the reason they want this five-week recess so they can reach out to their constituents which isn't a bad idea. i think they should do their work back here first in washington and afterwards they can go home for their five weeks and i don't care if they take off the whole year if they get their year done. but i don't see a whole appetite by the members of congress to do this. i think they're a little gun shy after 2009.

a wall right into the ross township monthly meeting. a pocono record reporter was at the time in the building and he says he saw smoke and plaster flying from the walls and people were ducking for cover. police have captured the gunman, no word yet on his identity or motive. stay with fox news channel for the very latest on this breaking news. new evidence tonight that the irs targeting goes beyond the irs. raises suspicions about bob bauer. why did he e-mail the fec about a conservative group and alert lo irx oorx s lerner? why is the fec in this? >> fec staff reached out in 2008 regarding a few conservative groups. the irs came under fire for

targeting conservative groups. this was made public somewhat recently by folks in the house of representatives. >> what business does the fec going to the irs, was it public or private information? >> well, originally the fec, investigator reached out to lois lerner asking for information regarding a group called the american future fund. the request was for information generally. and the irs cannot provide general information. the irs did provide some public information. what is interesting is, first of all, why an nec investigator be reaching out to the irs without commission approval. the way the fec works -- >> you're on the commission? >> i'm vice chairman under the commission currently. the commission needs to improve any sort of investigation. first, you have an investigator reaching out to the irs. if they're only asking for public information, why reach

out directly to lois lerner? maybe directly to the website or make a photo copy, exactly the kind of thing you would do. third, after this initial contact that happened in july of 2008, a mere two business days later the irs sent a questioner to the american future fund. these are very real questions that the irs needs to answer. the congress has asked both the fec and the irs to produce any communications between the two agencies. i'm glad they've done that to get to the bottom of what could be a new development in the irs debacle. >> before it gets to the fec what is peculiar is that bob bauer which is a long-time lawyer in town and under the president, he is now at the white house, but before that, he was on the president's team for re-election. he, incidentally, married to

anita dun who was on a campaign against us. but bob bauer contacted the fec first about this conservative group and the fec sort of takes that water and to the irs to lois lerner. >> two groups at issue. one the american future fund -- >> that's the one bob bauer was asking about. >> the campaign filed a complaint against them as did a reform group from washington, d.c. they were pretty hot and heavy about an ad that ran around the time of the democratic convention and they claim that the ad was illegal because it was banned political speech. as we know, since the united citizens, much of that went away. >> anything bob bauer did, anything that bob bauer did that was peculiar making this request to the fec? dwl >> i don't think there was anything at the time that he filed the campaign. messages they would rather not have people focus on.

what was a little bit different was the obama campaign also raised the criminal prosecution and claimed that the activity was criminal. kind of a stretch when you deal with first amendment speech to deal with that it could be criminal. in hindsight when you combine this with what happened since whether it is the president criticizing the united speech state of the union address and massive call for additional disclosure requirements and pushed by the senate democratic leadership calls on other agencies to do thing about these so-called shadowy groups. it starts to look pretty bad when one tried to raise the criminal specter on what's otherwise protected political speech. >> prior to 2001, i think it was, that llois lerner was head of the fec. >> she was head of the division for a little bit at the fec and

that had somewhat of a mixed reviews. the christian coalition had some issues with some enforcement cases and the commission tried to bring. willing to court against the coalition and lost the case rather decisively for the most part. >> safe to say that there is enough there to investigate the warrant for the investigation, right? >> well, i think congress needs to continue doing oversight of the fec and the irs. we have communication between fec and irs which is not in the ordinary course of the fec business. it seems odd. it seems odd that an investigator would reach out to lois lerner directly. asking for documents and hopefully they will do their job and we'll see where this takes us. >> mr. vice chairman, thank you, sir. >> thank you. coming up, the truth behind the jobs numbers. find out why the white house was not high fiving with the july news and you'll hear from one frustrated job seeker. that's next. what is with politicians

congress and the president have a lot of nerve. congress passing obama care and then president obama signing a law that was supposed to cover everybody. members of congress didn't bother to read the law before they passed it and now they discovered they don't like it. they surely don't want it for themselves or their staff. guess what they did, they sneaked behind closed doors and agreed among themselves and went to president obama and the president then gave them a special exemption that exempts them from the law that they passed themselves. president obama is not giving you that special exemption. now, is that fair? mike is the owner of the factory service agency. he joins us. good evening, sir. >> good evening. >> what do you think about the fact that congress passed this law of health care and now has, you know, last friday they basically got a deal from the

president that they're going to be exempted. what do you think about that? >> it's frustrating as a small business owner to keep seeing the exemptions and everything seems to be going to either the bureaucrats or big business. as a small business owner, nobody looking out for us and that's very frustrating. we keep beating our heads against the wall. we've been trying to repeal the health insurance tax and we don't seem to be making much progress on that and everything that the president seems to do, he just seems to overlook the requirements of the law and, unfortunately, we can't do those kind of things. >> you have how many employees, sir? >> around ten employees. >> do you provide health insurance them? >> we provide health insurance, we pay 100% of the premiums for our employees. the changes that keep happening with obamacare, besides driving us crazy. if we waited until next year to do our annual renewal, our premiums were going to go up between 35% and 40%. we had to make some adjustments

and compensate by pushing up our reenrollment plan and we can keep that increase down maybe 6% or 7%. but between those kind of increases and the health insurance tax put another $500 on our premiums. tougher and tougher for us to compete. >> would you like that same exemption that congress just now got for itself and its staff members? would that be something you would like? >> we would like to see somebody offer subsity for our insurance premiums. just to understand what is going on with the health care bill. that is one of the biggest problems. the business association just did our mid-year economic survey and great majority of small business owners don't understand how the health care bill works and better than a third of the small business and real small businesses have no idea what it is going to take to comply. all those statistics are going to be released tomorrow with the survey that we've done. we just keep going in circles and we don't seem to be able to get any answers and get no relief. we're not big companies, we're not the unions and we're not the

federal government. nobody offering us any kind of dividends or payback to help us pay our premiums. >> what is sort of interesting is when the law was passed senator chuck grassley that put in a provision that said basically congress will have to have it for themselves, too, and their staff. that's apparently what they turned out they didn't like with chuck grassley. what politico writes to get this deal on friday because the enrollment starts october 1st and just getting back from vacation in september and wouldn't have time to change it. yet, the continuing resolution which affects all of us expires september 30th. they left that one high and dry when they went on vacation. they took care of themselves before the rest of us. >> exactly. and the other big part of the problem is the thing we keep hearing when we try to repeal, the health insurance tax on these things is one side of the aisle keeps looking for what the payback is. how we are going to pay for this and i have yet to hear anyone say when you eliminate all of these congressional staffers and

not going to be paid by the federal government, where is that payback coming from? we'd like a little equity there and give us some breaks, too. >> sir, thank you very much. good luck, sir. >> thank you, ma'am. appreciate it. the real story behind the latest jobs numbers. turns out 65% of job growth in july was for part-time work. so, what does that mean for people looking for jobs? griffe jenkins spoke with kevin knight last april. >> kevin knight moved to washington, d.c. after graduating two years ago with a degree in politics. while working on his masters at night, he has had seven internships and sent in more than 200 applications. now, the real pressure is on for him to find a job. >> if i don't have a job by the end of july, i'll definitely have to move back to michigan. hopefully with my experience in washington, it will make me a little bit more of a high-end prospect in lancing.

>> how difficult is this job? >> not fun at all. youth unemployment is extremely high. and on top of that, underemployment is ridiculously high. it's tough. you need to be able to network and meet the right people. not just what you know, it is really who you know. >> so, did kevin knight find a job? he joins us. nice to see you, kevin. >> great to be here, greta. >> found a full-time job? >> no, i haven't. unfortunately, all i was able to find was a part-time job. >> what is that part-time job? >> i currently work at a bar, but back in 2008, economists told us that this would be a jobless recovery and my experience is showing that that's exactly what we're seeing. you know when 65% of jobs created last month, according to the study that you just cited are in part-time work in traditionally low-paying jobs, by the way, is this the new normal? >> well, i should point out that the ap, which is the statistic from the associated press, ap reporting 77% of job growth in the whole year so far is

part-time. so, it's 77% of all the job growth since january 1. >> that's right. >> what, what kind of job do you want? what are you looking for? >> you know, at this point, it's sort of dictated by the market, but, obviously, what i really ideally like to do is something think tank related or nonprofit work. you know, i have a background in international relations, but also in politics. and so something having to do with improving, u.s. relations abroad and u.s. job growth, both domestically and increasing trade overseas, which would also relate to increased job growth here in the united states, too. >> since you spoke to griffe jenkins my colleague about how many jobs have you applied for or inquired about? >> i sent in about 50 more resumes but the only thing i was able to come up with is this one part-time job. >> what do they say to you that you qualify for and seems to be
