these days. the startling new figures. plus, what you can do to help your family save some money. but first, a fox news alert. new blood shed in egypt. it is plunging deeper and deeper into chaos. a live look now in cairo where the government and islamists appear to be digging in for a very long fight. at stake, control of the most populous country in the arab world. and in the heart of cairo, a house of worship becoming the latest front in the battle for egy egypt. earlier today, government security forces storming a mosque after a 24-hour standoff with hundreds of pro-mohamed morsi and muslim brotherhood supporters who had barricaded themselves inside. lee lands is liland is live in bureau. what's the latest? >> reporter: gregg, it very much seems what started as a protest in egypt h an armed insurgency. of we want to get back to the

video of the mosque you were talking about, it's right next to a police station the muslim brotherhood tried to storm yesterday. there were a lot of people hurt in it, and that's when everybody ran into the mosque and tried to take refuge from the police who wanted to come in and arrest people. earlier today the muslim brotherhood gunmen were using the minarets of the mosque to fire out at the crowds. and, believe it or not, when the security forces came in finally, they were cheered by everybody outside. and we're seeing this division inside of egypt. there are now armed neighborhood watch group that's are coming down on the side of the army to try and go after the muslim brotherhood. the army, for its part, continues to be defiant. there is all but martial law right now. tanks, armored personnel carriers on the street. and now they are thinking of outlawing the muslim brotherhood, part of that massive roundups including this person, mohammed al zawahiri,

the brother of ayman al satursa hirry. he talked about how extremist groups were looking to try and exploit the change that was going on in egypt and around the arab world to further their own end. going forward, this seems to be a very dangerous game the army is playing, trying to round up everybody and sort of win this by just arresting as much of the muslim brotherhood leadership as they can. some people have likened the muslim brotherhood to something like the hydra snake from greek mythology, a snake with many, many heads. as soon as you cut one off, two more grew in its place. the question is, can the brotherhood continue that kind of leadership coming forward, or will the army be able to turn down a flame on a pot, at least looking at cairo right now, is certainly boiling over. >> leland, thanks very much. of course the united states

county, now around 234 square miles has been a revision downwards ever the number of homes burnt, now just 8 instead of 14. it's often after the flames have passed and crews finally get close to what they can see has happened that they can tell how bad the damage is and whether those properties are all right or not. efforts against the nearby patch springs fire hasn't gotten that far, just 20% under control. fire chiefs say at times they really can't keep up with which direction the fire is going. >> the winds have been absolutely unpredictable during this entire fire. we've had sometimes calm winds and then ten minutes later we've got winds spanning fires and we think we're ahead of the game and then the wind will kick up and all of a sudden we've got what we call blowups going everywhere. >> and that is keeping them on their toes. well, to the north in idaho, those 1600 homes that got

evacuation orders last night have the raging beaver creek fire racing towards them. it's now around 100 square miles and still going, hardly any of it contained. it's the affluent area of sun valley most at risk here. some expensive vacation homes there owned by the stars. officials have told local media that insurers have even sent their own crews to douse some of the really valuable houses to prevent cinders being carried on the wind from setting those properties alight. some progress on the massive elk fire 17 miles east of boise, fire crews there close to getting it under control, about 125,000 acres so far after that was hit by lightning. >> thank you. the pilots were warned seconds before impact. that according to a data recorder recovered after a deadly u.p.s. plane crash in alabama. now, the ntsb is saying the pilots did receive a low-altitude warning just

seconds before impact. the u.p.s. cargo jet crashed near a runway in birmingham on wednesday and two pilots on board were killed. now investigators are looking into whether pilot error was to blame, including if the jet was too low. some lawmakers renewing calls to reform the national security agency's surveillance programs, this after documents leaked by edward snowden suggest that the agency has repeatedly broken privacy rules. now, the nsa calls them mistakes. jennifer griffin in washington for us with details. >> heather, the may 2012 internal nsa audit showed thousands of privacy violations in one year alone. in some cases, the nsa was monitoring the phone records of residents of washington, d.c., whose area code 202 is similar to that of egypt. nsa compliance director john delong said the violations were

not willful wior malicious and represented a, quote, minuscule percentage of nsa surveillance activity during a rare conference call by the super-secret spy agency. nsa whistle-blower edward snowden provided newspapers the documents months ago. forrer house speaker nancy pelosi called the revelations extremely disturbing, democratic senator pat leahy plans to hold more judiciary hearings to investigate. >> the nsa has become a menace, and the constitutional rights of americans are under a broad assault here. the fourth amendment right to be free from unreasonable search and seizure, the first amendment right for freedom of speech, these are under attack. >> the chairman of the house and senate intel committees continued to defend the surveillance program, quote, the majority of these compliance incidents are, therefore, unintentional and do not involve any inappropriate surveillance of americans. republican lawmakers who proposed legislation to defund the nsa program last month

believe their legislation would have passed if these new revelations had come to light then. heather? >> jennifer griffin, thank you. a showdown over spending that could lead to the nation's capital actually being closed for business. some republicans are threatening to shut down the government in order to stop implementation of the president's health care law. elizabeth is live in washington with more on that. hi, elizabeth. >> hi, gregg. when lawmakers return next month, they'll need to work on preventing a partial government shutdown october 1st. we've seen no hint as to how they'll end the stalemate over the debt ceiling as the treasury remains on the verge of running out of its authority to borrow money. a big point of contention is the affordable care act, which was front and center during both parties' weekly addresses. house republicans say it's time for the senate to pass a delay on the individual mandate as well. they say it will relieve the inevitable sticker shock, especially for companies that could be forced to lay off workers. >> this time at the behest of insurance companies that say

they need more time to comply. meanwhile, yes, you and your family are expected to added here to all the prescribed mandates as scheduled. where's the fairness in that? >> democrats who back the president say the implementation is well on its way. republican efforts they say to delay the process are only hurting americans. and there's more protections under this law, such as discounted prescriptions, contraceptive care as well as the ability to compare plans online, even tax credits. they also say it's better protecting those who couldn't find coverage beforehand. >> and if you're among the up to half of all americans who have been sick or have a preexisting condition, this law mean s that beginning january 1st insurance companies have to cover you and they can't use your medical history to charge you more than anybody else. >> so who are americans blaming? well, the president's approval rating has waned, a gallup poll saying he's experiencing a 47%

disapproval rating, but congress is faring even worse, around 81%. >> elizabeth prann in washington. elizabeth, thanks. president obama, meantime, says he will do everything that he can to make sure that his health care law works. is this realistic, or should he hold off on it and avoid that threat of a government shutdown? john fund is a columnist for "national review" magazine. he joins us now with more insight. thanks for joining us. >> thanks. >> you just heard about the polls, the president's approval rating down, congress' approval rating down. what should we do in reference to the affordable care act and this threat of the government shutdown come october 1st? >> well, i think the president's view is that obamacare is going to have lots of implementation problems, but if we stick with it, you know, after two or three years it will become cemented in american life, people will get used to it. the problem is, the next two years are going to be very rocky. the president has now missed about one-third of the deadlines that were originally envisioned

in the law. basically he's union laterally rewritten the law by rewriting the deadlines. on october 1st i think there will be pressure on him, not so much to drop obamacare, but to delay it because right now it looks like a big mess, and there's something like 30 or 40 democrats in the house that voted to delay implementation of big chunks of obamacare for a year. i think that's something the president could do to actually help him save obamacare. because if you're getting -- you can only make a first impression once. if people's first impression of obamacare is a complete mess, it will make it harder to convince people to have patience in order to make it work. >> john, everything you say makes perfect sense so why not just delay it or, at the very least, delay the individual mandate? >> because the two parties are basically talking from different planets. there's irresistible pressure for the republicans, there's implaquable stubbornness from the president.

basically neither side trusts each other. the president thinks the republicans want to scrap the whole law, not fix tit. the republicans are convinced if the president delays the law, that delay could be extended to another year and another year and seecheventually obamacare c be dismantled. what makes common sense i don't think will happen. i think we'll have a confrontation october 1st. i don't know what will happen, but i know a lot of democratic senators are up for reelection. all the democratic senators voted for it. they may ultimately put pressure on the white house in order to save themselves from the 2014 election to delay obama care. >> john, one the arguments we hear from democrats and from the president itself, they claim that republicans are trying to confuse people, that they then want to eliminate funding and then cause this government shutdown, but they have no plan of their own. is that true? >> well, president obama, when he was running in 2008, spent an

awful lot of money on television commercials attacking john mccain's health care plan, which involved more medical savings accounts, involved tax credits for people to buy their own insurance, medical malpractice reform, all things not included in obama care. now, john mccain's health care plan in 2008 became a plan introduced in congress after that election by senator tom coburn, who is a physician, and by paul ryan in the house. so their plan is still there, and it's the plan the president spentd spent millions attacking in 2008. so i can't understand where the president is coming from. he knows there's a republican alternative and frankly it doesn't help the debate for him to simply deny reality. >> we all know that this administration does pay attention to popularity polls, and in poll after poll when you talk about obamacare or the affordable care act people say they think it's a bad idea. nearly half, almost half of all americans in the last fox news poll, 47%, say they think it's a bad idea. the very people who stand to

benefit the most from the affordable care act, those without insurance, 48% of people without health insurance say they think it's a bad idea. so, in the end, would it make the president look better if, in fact, he were to delay the health care law, do you think? >> oh, that would be tremendously humiliating step-down for him, but he may have to do that because the alternative is having a jerry rig rigged system go into effect. to be fair, some of those people who oppose obamacare -- harry reid said we'll have to scrap the insurance system and go to a national government-controlled health care system. so ironically, because obamacare is so much of a rub goldberg contraption, all the parts don't fit, you have people on the left and the right mad about it. >> and to pay for it, you have to have young people buy into it and people who are healthy and don't have insurance pay into it as well. thank you, john. we appreciate it. >> thanks.

and welcome back. time for a quick check of the headlines. the white house going green. engineers, as you can see, installing solar panels, but it's not the first solar system. president carter, you may recall, put up panels in the 1970s, but they were removed years later during roof repairs. and a building implosion in california giving scientists the opportunity to study the impact of earthquakes. they will monitor the demolition near one of the most dangerous fault lines in the country. they hope to learn where the ground might shake the most. and a search is under way for 200 passengers missing after a ferryboat crashed in the philippines. the ferry carrying more than 800 passengers hit a cargo ship.

at least three dozen people now confirmed dead. a growing number of americans staying with their family members for economic reasons. a new study finding that nearly 2.5 million people currently live in someone else's home. brian is live in our new york city newsroom with those details. >> mom and dad's couch is looking more and more comfortable these days. the number of young adults and even seniors who are living in their parents' home or doubling up with roommates is up this year by 4% according to a new analysis by trulia, the 2.4 million people who would have been homeowners pre-recession but now are living with others, 57% were 18 to 34-year-olds, the rest between 34 to 54 and those 55 and above. the economists say the so-called missing households are driving the demand for housing down. especially true for young people, many of them lacking the

lawmakers taking aim at the nsa amid new allegations that the agency repeatedly broke u.s. privacy rules. all of this coming after new information from nsa leaker edward snowden suggesting the agency has improperly violated the privacy of americans more than a thousand times every year. and the leader of egypt's muslim brotherhood saying that his son was among one of hup hundreds of protesters killed in an anti-government protest yesterday. the egyptian government intensifying its crackdown, now considering banning the muslim brotherhood entirely. earlier today a new gun battle in the heart of cairo. there are some of the pictures. security forces storming a mosque where hundreds of islamists had barricaded themselves inside. so what is all the instability in egypt mean for the united states? richard grenell, spokesman for

the last four u.s. ambassadors to the united nations, a fox news contributor. access to the suez canal, it is absolutely critical for u.s. military missions in the middle east. not to mention the roughly 2,000 military aircraft that fly through egyptian airspace each and every year. is that reason alone for the united states to maintain not only financial aid to egypt but to do what it can to preserve the long-term strategic partnership? >> that's one of many reasons i think the peace with israel is another huge issue. we have to have a relationship with this country, egypt, because it's the largest arab count country. is it really our bridge into this region, and we need to get it right it's a very delicate situation right now, but the obama team has got to get it right. and i think strategically they haven't gotten it right over the last couple of weeks.

we've seen secretary kerry really lead a strategy that has not been the best strategy for the united states. >> right. you know, rick, once they were in power mohamed morsi and the muslim brotherhood went about dismantling democracy, they consolidated their power and they tried to impose strict islamic law. there's the end result, people taking to the streets angry about that. that's when all of this began in the last two months. was it, therefore, naive, even foolish for president obama to side from the very beginning with these islamists? >> it was. and i think that we have to understand that elections are not the goal. the goal is to have more freedoms for a country. so by the united states saying, well, there was an election, and the islamists won the election so we have to get behind them really is not the right strategy for the united states.

we should be able to say that we do not want an islamist government. and we weren't able to say that. i would even go so far as to say when the islamists won and morsi took power, that would have been the time for president obama to pull back the funding and say, the united states is not going to give unconditional foreign aid to a country that is now governed by the islamists. that should have been our policy. it sadly was not. >> right. islamists equals loss of freedom. look, arab nations in the persian gulf, including saudi arabia, rick, are relieved that the muslim brotherhood has been removed from power and so, too, are most egyptians. in fact, here is how the "wall street journal" describes it in today's edition. the muslim brotherhood now faces an openly hostile national media, shriveling public good will and a huge security apparatus intent on destroying

it. in point of fact, there's word today that the egyptian authorities may actually disband or outlaw the muslim brotherhood entirely, as it was for decades. does that now seem inevitable and, yes, wise? >> i think the "wall street journal" got it right. you're exactly correct here. and the "new york times," by the way, got it wrong. the "new york times" is really starting to say that the military government is overextending itself too much and that there's going to be even greater chaos, where the "wall street journal" today is saying that the military government has pushed back the islamists and the islamists are broken. i spoke to a senior u.s. state department official in cairo today who told me exactly this, that secretary kerry has spent the last couple of weeks putting all of our diplomacy through mohammed al bare aday in cairo. al beredi as you know resigned

last week because he couldn't really push through any of his policies. so it's clear that the united states has been working through the wrong people. we've had secretary hagel trying to deal with general cici. it hasn't worked. president obama has been missing. he should have been the one calling the general and putting pressure on him. we've had secretary kerry and secretary hagel working through the wrong people. >> and by remaining on the streets foe meanting violence, the brotherhood are playing squarely into the hands of the authorities who say, quite persuasively, we're battling this terrorist menace who wants to take over the state and impose strict islamic law. but i want to ask you about the other troublesome spot. it's the sinai. it is a huge concern, not just for the united states but especially for israel by virtue of its proximity. and there's the map. there is anarchy in the sinai,

jihadists of all stripes are increasing their control there. and just last week a suspected israeli drone strike took out some al qaeda leaders. al qaeda is there as well gaining in strength. is that, rick, yet another reason why the u.s. must try to exercise influence in egypt? >> absolutely. and it's one of the major reasons why we cannot have the islamists in charge inside egypt. you look, gregg, at jordan, at lebanon, at turkey, there is a regional instability going on right now, and we need to make sure that the united states policy is on the side of not having islamists in charge. now, granted, it's been a very difficult week because i think the facts are that the military government and general cici has done too much and he's pushing back obviously too much. we see the violence that's going

on. no side -- the islamists and the military, no side is pure here. but we have to remember that the united states policy should be very strong for not having islamists in charge of egypt. >> you know, i want to go back to the president's news conference martha's vineyard, took time out from his vacation to denounce the violence we've been showing on our screen. what he didn't denounce were the attacks on coptic christians and these christian churches, the coptic pope is in hiding, a great many christians as well. and yet no denouncetion from this president. why is that? >> you know, gregg, i actually think the president did a good job this week in martha's vineyard when he talked about this issue. we didn't come out and say that the islamists won the election and they should be in charge. that's a good movement from this president. i think it's a very difficult

time when you have so much violence going on and you have to remember that he was speaking right after many people, 600, 7 ooshgs 00, 800, are being reported killed. he should have said the violence against the christians in egypt is absolutely unacceptable as well, but i think he got it right in balance and that hew l denounce that violence against the christians. but let's be clear. there's violence going on on all sides and we need to be able to step in and say, stop the violence but be very clear that we do not want an islamist government in egypt. it's not good for u.s. policy. >> rick grenell, thank you very much, as always. still to come, new developments in the controversy surrounding san diego's mayor. the city council now working on a new plan to force bob filner from office. but do they really have grounds to do so? our legal panel will weigh in.

well, if you have kids i probably don't need to tell you this. from day care to groceries, the cost of raising children climbing at a pace that many families just can't keep up with. the usda says that it now costs more than $240,000 to raise a child to the age of 18. housing taking the biggest piece of the pie with 30%, at the other end of the spectrum, clothing accounting for 6%. fortunately, though, there are lots of things that you can do to save on those everyday expenses. scott gam, the founder of help save my dollars.com joins us now

to save us all some pennies or major dollars, actually. talk a little bit about this specific report. i mean, it's up 23% since 1960, 2.6% since 2011. what's included in the rising costs and what do they look at? >> well, included are expenses like housing, food, health care, child care, and transportation. now, housing is worth mentioning because housing hasn't really changed over the past 40 years. it's remained around 30% of that $241,000 figure. now, the reason is 2007, 2008 we had the housing collapse, during that time we saw housing prices drop so that alleviated some of the pain for families. but housing prices have rebounded over the past few months so that won't bode well for cash-strapped families. also child care in 1960 represented 2% of the total cost to raise a child. now it's at 18%. so a huge increase there because, look, people are

working more than they did 40 years ago so they have to pay people to take care of their kids. also, food at 16% of total cost, that's a huge factor here. and we have been seeing the number of folks on food stamps at 47.8 million, that's huge, half of those recipients, almost half, are children. so the costs are really skyrocketing. >> skyrocketing. it's also important to remember what's not listed in this report, and that would be the cost of a college education. >> the cost of a college education, which over the past decade and even longer has risen multiple percentage points beyond the rate of inflation. so families out there, if they can do anything, is to start saving for college as soon as the baby is born ultimately. and if you can put away, say, $300 to $500 a month in what's called a 529 plan, there are multiple tax benefits, the money grows tax-deferred and the money taken out is also tax-exempt when you're going to pay for that education. there are also state benefits. so something to think about. >> very important piece of advice.

start saving even before you have the baby. also, it depends on where you live, what area of the country you live in. you spend more or less. >> it does. we saw in the report that areas in the northeast were the most expensive, no surprise there. also the west and midwest were high. south, rural and urban areas in the south were among the least expensive regions. but it also has to do with how much you make. families that earn less than $60,000 are going to spend about $174,000 on child care expenses, but if you make over $105,000, the studies show that folks are going to spend upwards of $400,000 on child expenses. so the more you have, the more you spend on your kids. >> it's interesting to break apart all of these numbers and look at the statistics. but there are legal ramifications as well to talk about and for you to think about. >> there are legal ram fission fictions in fact, the courts use this data tabulated from 1960 to actually help determine child support expenses for divorced couples. it gives them a benchmark to say, okay, how can we divide up
