believing our credibility is at risk. >> we thought at that particular time it was not the right thing to do because we wanted to give them opportunity to get back on the path to democracy. obviously not the case. when you threaten it and not do it, then you lose credibility and influence. >> meantime, connecticut democratic senator richard blumenthal says the crisis in egypt is complicated and that we should condition our military aid on key goals to restoring order. >> i think the approach has to be to condition future aid on specific steps toward rule of law and return to democracy respect for minorities and women. >> and more bloodshed in egypt today. at least 38 muslim brotherhood supporters were killed trying to

escape a prison convoy. adding to what has been a chaotic last few days where more than 800 people died. leland vittert has more. >> reporter: the armed attacks on them and much of cairo. so far the combination of mass arrests and powerful show of force is working. a vast majority of egyptians side with the army. day three of the week of rage didn't live up to the name. a few 00 brotherhood supporters took to the streets. missing from today's small crowd, the gunman that brought carnage, riot police forced them out. now the battle of egyptian

hearts and minds has begun. muslim brotherhood supporters invited cameras for funeral processions, state tv broadcast pictures of senior officers, showing the coptic churches burned by brotherhood supporters. one strong man and leader spoke. i want to tell you that the honor of protecting the will of the people is more valuable to us and me personally than the honor of ruling egypt, he said, striking a more conciliatory tone, promising a place for everyone in egypt's political future, despite the violence. it is far too early to call this round of fighting over, but the lull gives both sides a chance to step back from the brink of civil war. a positive sign in the mother of the world of the suez canal,

could have major ramifications for us worldwide. the support for egypt, no small matter. since 2010, we have given egypt an average of $1.6 billion per year. the vast majority of that is military aid, not just in the form of cash but also weapons, including fighter jets and attack helicopters. all in all, since 1948, u.s. foreign aid to egypt has totalled a whopping $72 billion. egypt's minority christian population frequently targeted in the violence attending church services today. nearly 40 christian churches have been looted and torched since the crisis began. dozens more attacked or heavily damaged. coptic christians have been

assaulted in the street. they makeup only 10% of egypt's population. church leaders support the new political order and stand by egypt's army. meantime, the egypt tourism industry suffering a setback because of violence, what is usually the country's biggest tourism attraction, now virtually a ghost town. talking about the pyramids of giza, usually packed with tourists from around the world. merchants say they're virtually all gone. countries like the u.s. and germany of course issued warnings, advising people not to travel to egypt. back at home, a fox wildfire alert on a fire we're told covers an area, listen to this, bigger than the city of denver. twice the size of cincinnati. the beaver creek fire in idaho, scorching nearly 160 miles. it is one of several burning out west, but it is the nation's top priority wildfire because it is burning close to so many homes. so far, people living in 2300 houses have been forced out.

special treatment from authorities. >> to firefighters, a home is a home is a home. what we mean by that, we're here to protect first of all firefighters safety and the public safety is paramount. then behind that comes protection of structures, including homes. and it doesn't matter whose home it is, we're going to try to protect it. >> helicopters smothered some homes. took until lunchtime before they could get up because of thick smoke clogging the valleys. also dispatched a dc 10. >> firefighters are trying to protect a local hospital all day. what's the story there. >> there's a spot fire on the hill side of a hospital south of the city of ketchum, 30 bed hospital recently built. they were going to drench the hills, but the fire is putting

up a lot. it continues to be a concern. we'll see what happens overnight. however, beaver creek fire expanded at a slower pace and better weather than last night, and deployment of more crews moving forward while it could be a couple of miles in the past 24 hours, what estimates currently are. it started thursday. had been tearing up landscape, six miles a day. good news that the weather is working in the firefighters' favor. >> thank you very much. officials are saying the weather helped them fight the fire yesterday, but what about tonight and in the days ahead? janice dean is live in the fox weather center with more. h hi. temperatures are warm. in the northwest, we have dozens of fires burning in and around boise, 95, 96 in reno, 95 in

medford. not getting a lot of moisture in the area. dozens of wildfires, many in idaho area, including haleigh where we have a red flag warning, meaning conditions are favorable for starting or spreading of wildfires in the next 24 to 48 hours. there's the five-day forecast. a little moisture working in tuesday. but looks like none of the moisture hits the ground because it is so dry in this area. we've had severe drought across the west as you can see. much of the west is into dry to extreme to even exceptional drought while the east has seen incredible amounts of rain. no drought here, especially across the southeast, where they continue to see all of the moisture stream in from gulf of mexico, from the atlantic. i am sure they would love to donate some of their moisture to the west. look at some precipitation we received in the last 48 hours in some cases two to four or six to

eight inches of rain. on top of that, we're going to see potential for three to five inches more of the wet weather across the gulf coast, all the way to the mid-atlantic and northeast heading into the next couple days. flash flood watches and warnings are posted in green, then the maroon shaded area here, we have flooding that's occurring right now. also want to point out the tropics are busy. we had tropical storm erin that dissipated, great news. we are watching a wave off the coast of africa that could be the next named storm in the next couple days. we will keep you up to date. back to you. >> thank you. all of that means a busy night in the weather center. right now, a shooting suspect is on the loose. police say he is not only armed and dangerous but holding a woman against her will. and what's in his past has authorities concerned about what he could do next.

ago. ohio police want to get him off the street before he hurts someone else and they're asking anyone with information to come forward. returning to obama care, despite a series of recent setbacks, the white house is pushing ahead with the roll out. the insurance exchange is weeks away from going online. on capitol hill, some republican lawmakers want to try to stop the law by simply not funding it. and it's already setting up as a possible showdown with the white house that could even force a government shutdown. one republican kentucky senator, rand paul, has his own plan rep they want without disrupting the rest of government. peter doocy with news from washington. peter? >> reporter: this morning, we heard senator rand paul layout a road map he thinks would represent the best of both worlds for republicans, a way to avoid a government shutdown and defund obama care. here is how it would work. first, the house would vote to

repeal the affordable care act as they have dozens of times before. then the senate would likely vote to keep the law as is. a compromise could come from that stalemate between the chambers at a closed door house and senate conference meeting. >> use the leverage of controlling one-third of the government. we don't control all of the government, they control house of representatives, they should stand up, use that power to at the least make this lawless bad, delay it, do something we can to protect the american public from this law, or if we do nothing, we're saying to the president, hey, you get your way. >> reporter: but president obama sees things differently, used his weekly address to sharply criticize republicans that want to alter the affordable care act in any way. >> many are concerned with how badly this debate will hurt them politically with how badly it will hurt the country. a lot of republicans seem to

believe if they can gum up the works and make the law fail, they'll somehow be sticking it to me, but they would just be sticking it to you. >> reporter: before he left for vacation, president obama talked about republicans and said, quote, their unifying principle is making sure 30 million people don't have health care. heather? >> peter doocy from washington. the campaign to oust embattled san diego mayor bob filner is under way. filner, a democrat, accused of sexual harassment by 16 different women. 70-year-old former congressman did a week of rehab, but so far refused a slew of calls to resign, including requests from his city council, even some of his former colleagues in congress. now more than 1100 volunteers are hitting the streets in an organized effort to throw filner out of office. >> we are precisely where we should be. we're not off by a day. me, i am personally excited, elated. i want to see this happen as

welcome back. the death of princess diana getting a lot of attention again. as we told you last night on fox report, scotland yard is looking at new information about what happened the night diana died in that car crash in paris back in 1997 an inquest concluded in 2008 grossly negligent driving was to blame. but now there's new claims, that diana's death was no accident. bryan llenas is live in the new york city newsroom with more. >> reporter: this new allegation claims princess diana was murdered by the british military, scotland yard is assessing relevant and credibility of information given by former in-laws of former soldier of elite british air force service, reportedly the soldier boasted the military was behind her death. scotland yard stresses it not reinvestigation into diana's death. the royal family is not commenting. >> it has to be tremendously tough on william and harry.

they have what is known as a smiling hatred of the media, on many levels because of this reason, and because they think the media helped drive diana to her death. in saying that, they believe as most reasonable people do that it was just a tragic accident. >> reporter: on august 31st, 1997, 36-year-old princess diana and her 42-year-old boyfriend left the ritz hotel in paris, france. princess diana, -- some believe the conspiracies are not new. some theorize prince philip had her killed because she was pregnant with dodi's child and they were supposed to get married. others say the driver was sent to kill diana. and some believe her seat belt was tampered with to keep her from wearing it. the 2006 report found no evidence to support any of these

this is the fox report, heather childers in for harris faulkner. debate intensifying on capitol hill over providing u.s. aid to egypt. it is a country ripe with turmoil. after the military removed a democratically elected leader and days of protests have left more than 800 dead. this comes as we learn of more deaths, this time 38 muslim brotherhood supporters died in attempt to escape from a prison trust convoy. jake lip encot joins us by phone from cairo. what's the latest on the ground now and how likely is it that civil war could break out? >> reporter: well, as you mention, these protests against the military backed government have been escalating, use of force against them reached

unprecedented levels. muslim brotherhood was planning marches today, expected to be met with violence. they were cancelled. as i speak, there are gun fights going on intermittently around cairo tonight and everyone is wondering if they're changing tactics from bringing down the military regime to guerrilla tactics. >> u.s. aid to egypt, what would the fallout be if the u.s. suspended aid. could it be seen as a victory for the muslim brotherhood? >> reporter: it is hard to say. at this point public opinion is very divided in egypt. seems like the majority of people support the military and the military has positioned themselves as this national force against america and foreign intervention.

if the u.s. cut aid, may be a propaganda victory for the military, strange as that may seem. on an international scale, could shuffle regional politics here. >> speaking of that, what's going on behind the scenes to sort out a political solution? >> reporter: both of the main actors in this situation, the muslim brotherhood and the egyptian military are opaque, very authoritarian, and don't let the press or their own membership know what's going on behind the scenes. however, from what we've seen, it doesn't look like there's any negotiation, both sides have taken a strident approach. both groups have been co-existing in egypt for decades. while there's not much love lost between them, they have some avenues of communication. while there's not many outward signs of negotiation, we don't know what's going on behind the scenes. >> another group to talk about there, only 10% of the

population christians in egypt. why are coptic christians facing reprisal from muslim brotherhood? they're under attack and it is not like leadership is doing anything to protect them now. >> exactly. it is worse than that. especially earlier on in the crisis, muslim brotherhood as a propaganda thing was blaming the military takeover on the coptic christian minority. this doesn't make much sense. while coptic christians almost universally don't like muslim brotherhood, at this point seems like majority or many muslim egyptians also support the military takeover. since muslim brotherhood was using the divisive language to mobilize the base, there have been attacks by islamist groups or individuals about coptic churches. we don't know whether the leadership in muslim brotherhood is ordering this, whether it is a by-product of propaganda. they're not the only ones being attacked. the military has used

nationalistic rhetoric. their supporters attack foreigners, westerners and also other arabs that live here. big palestinian, syrian communities facing attacks, too. >> jake lippincott, thanks for providing that insight. back at home, turning to the scandal surrounding the nsa and our government's massive secret surveillance programs. some lawmakers are now questioning whether there are enough oversight and privacy protections following an audit that revealed the nsa violated privacy rules. thousands of times. all of this, despite the fact that president obama has assured americans that the agency is properly monitored. elizabeth brand is with us. they tubing it out on sunday talk shows. >> lawmakers are passionate both sides of the aisle. some say the problem is not the nsa programs but the president's inability to explain the complex task of collecting metadata.

others say it needs oversight, whether the court or congressional. >> they understand the separation of powers. checks and balances are supposed to come from independent branches of government. he thinks that if he gets some lawyers together from the nsa and they do a power point presentation, tell him everything is okay, that the nsa can police themselves. >> fully disagree with senator rand, that was a grab bag of misinformation and distortion coming from him. the fact of the matter, take rand paul's own numbers. says billions of phone calls are collected. that's not true. assume he is right, billions of phone calls collected. put that with 2800 violations, self reported by nsa, which did not violate anyone's rights. >> the nsa defending its tactics as americans learn the agency overstepped authority on thousands of occasions. the white house reacting, saying

in part while the majority of incidents were unintentional, the agency is monitoring and addressing compliance incidents. >> what have lawmakers done in the past or tried to do to increase oversight with nsa? >> they have in the past, and looking forward, they may in future congressional terms. for years, nsa has been wrongly collecting data from incorrect area codes, gathering unauthorized information, in many incidents unintended, other times they breached standard procedures. lawmakers discussed whether a former failed amendment would have fundamentally changed the way the agency collects personal information. a representative says it may be on the table next session. >> i certainly heard from a number of my colleagues directly and through the media that they feel differently about the amendment now. if they had a second chance, they may have voted yes on it. >> looking forward, the representative is hopeful members have another opportunity to amend the piece of legislation in the coming sessions. heather, back to you.

>> elizabeth prann live from washington, thank you. a new directive following the deadly crash in san francisco. remember that. the fire department banning helmet mounted video cameras that film emergency scenes, the chief is concerned about privacy of victims and firefighters. you may remember images taken in the aftermath of the july 6th crash led to questions about first responders' actions which then resulted in a 16-year-old survivor being run over by a fire truck. she was lying on the tarmac, covered with fire retardant film. they say cameras can be used to improve communication and should not be banned. u.n. inspectors arrive in damascus to look into alleged chemical weapons use in syria's civil war. the 20 member team staying at a five star hotel in the heart of the syrian capital, led by a

chemical weapons expert. syrian government vowing to cooperate fully. the mission, to look into alleged use of chemical weapons in three areas, in particular, march 19th attacks that president bashar assad blames on rebels. two sites they are inspecting have been kept secret. the u.n. says 100,000 have died since civil war broke out in syria two years ago. a bomb explodes on a bus, carrying passengers. it is our top story going around the world in 80 seconds. india. the bus had just stopped for a lunch break when the bomb went off. thankfully, most people had already gotten off. six people suffered minor injuries. a bomb squad searched the bus to make sure no more explosives were on board. china, a typhoon, bringing a wave of deadly flooding. at least 11 people have died,

as the use of food stamps exploded since the recession, the number of americans selling benefits for cash has grown by a whopping 30%, according to a new study by department of agriculture that oversees the program. their undercover investigation found about 10% of all stores that accepted food stamps engaged in food stamp trafficking, essentially buying benefits from low income recipients at a discount. while that problem doesn't cost taxpayers, it does divert money meant to help low income families get access to nutritional diet. returning to the markets now, they recently acted like a roller coaster, taking your 401(k) along for the ride. after hitting all-time highs in early august, the dow and s&p 500 dropped more than 3%, this
