dismissed this last minute decision. quote, at this juncture, any belated decision to grant access to the urn te.n. team would be d to be too late to be credible. the regime of assad has been determined to be blame. the president's thinking isn't quite clear on this as he was whisked to a golf course for five hours. the white house is under intense pressure from allies to act and some members of congress are joining the chorus. >> i think we will respond in a surgical way and hope the president as soon as we get back to washington will ask for authorization from congress to do something in a very surgical and proportional way. something that gets their attention, that causes them to understand that we are not going to put up with this kind of activity 37. >> the timing here, though, is still very much in question. and it may be complicated by the fact that these u.n. teams are

carter risked his life to deliver ammunition and medical aid to members of his troop involved in a fierce firefight with more than 300 taliban insurgents. the taliban opened fire with rocket propelled grenades and gunfire killing eight soldiers and wounding 25. it was described as one of the bloodiest battles of the afghan war. and carter received wounds as he helped save lives. in fact he also risked his life to pull specialist steven mace to safety who was wounded by gun fire and he says all the heroic acts are immeasurable, simply stepping out of the door was an act of courage in itself. you can see the impacts of the bullets, you could smell the smoke of the rocket propelled grena grenades. the white house ceremony will take place this afternoon. a proud nation thanks ty carter for his valor and service to

defend this nation. >> absolutely. thank you so much. kelly wright, live for us in washington. if just a few hours, the sentencing phase of the ft. hood shooter trial begins. major hasan faces the death penalty for killing 13 and injuring more than 30 others when he opened fire nearly four years ago. his fate in the hands of 13 senior army officers, they must vote unanimously to give him the death penalty or he will receive life in prison. under military law, a death sentence would trigger an automatic appeal. the panel is expected to hear two or three days of testimony. officials say the prosecutors might bring up to 16 witnesses. hasan remained silent for much of the trial. it is unclear if he will bring any witnesses. and while you were sleeping, high winds fueling wildfires already burning out of control in california. firefighters say inaccessible terrain, strong winds and dry conditions there making it very difficult to fight these fires.

the rim fire has consumed nearly 225 square miles and firefighters say it is only 7% contained. >> right now i'm just trying to keep my kids calm and not have them worry too much about what's going on up there and letting them know that our house is still there. >> and san francisco is 150 miles away and still in a state of emergency because that fire is edging closer to a vital part of the city's water supply. and now to an extreme weather alert. parts of nevada hit with heavy rain. you can see this once busy highway in clark county turned to a muddy raging river. this making a major mess for the drivers there. >> maria molina has more. what else can they expect, any reli relief? >> we're seeing a lot of heavy rain. in california, we have the

raging wildfire, where we need the rain, but we're getting it in nevada. and the forecast is for more heavy rain in the four corners region and even southern parts of california. so just several hundred miles away from the wildfire in northern california. so you can see that we already picked up several inches of rain. the ground is already saturated. the forecast is for more rain. so we have a number of flash flood watches in effect from southern california up into parts of western colorado and a number of warnings are also in effect because flooding is ongoing. several more inches in the forecast. locally 2, 3, every higher amounts are possible. the other big story is the extreme heat. summer not close to over. 100 degrees will be your high temperature in the city of minneapolis. you factor in humidity, and we're talking heat index values up to 105. possibly even 110. so excessive heat warnings in effect out here. >> thank you so much, maria. well, august has been rough

unlimited time off? sounds great, right? wrong. some are calling the new office trend a no vacation policy. studies say without specific vacation guidelines, many workers are scared to ask for anytime off at all. it says 57% of americans do not use all their vacation time as it is. one company came up with a solution to that. ever note. which gives unlimited vacation days, pays employees $1,000 bonus if they take at least a week off. in recent years, injured veterans have waited longer than ever to get their disability compensation, but still the v.a.'s disability claims processors are getting bonuses. let's turn to diane with a live report. what is this about? >> so an investigation by the carnegie night news 21 program has uncover that had despite a significant claims backlog, the department of veterans affairs has been giving claims processors millions of dollars

in bonuses for excellent performances. in 2011 alone, salary data shows that while the backlog of claims pending more than 125 days increased by 155%, more than two-thirds of claims processors shared $5.5 million in bonuses. news 21 reports the bonuses are effectively encouraging processors to avoid complex claims. but they responded by saying while the number of backlogged claims was rising, workers were still processing more claims than ever and quality was improving, as well. documents show a board of appeals found in 2012 that almost three out of four appealed claims were wrong or lacking information. and as of november approximately 14,000 veterans had appeals pending for more than two years. news 21 also found that regional office management gave bonuses to some employees even as their claims backlogs grew and some of the most troubled offices gave their employees the most extra
