are not coming, but france may be back in. america is ready to go it alone either way. we're talking of course about the intended -- apparently intended attack on syria. white house officials saying off the record it could come at any time, most likely after saturday when the final u.n. inspectors leave that country. but the president not getting the coalition he sought. overnight the british parliament turned down prime minister david cameron's request to back the u.s. in that effort. >>anna: you see the cover of the daily news, the british aren't coming, the british aren't coming, saying the president is looking more like the lone ranger than paul revere. parliament coming out a vote not to go a 0 long with the -- not to go along with the unilateral attack against bashar assad. what do you think, brian? >>brian: you've got to get a bigger coalition;

they were on president bush. you need more partners. the coalition always included tony blair and the british. david cameron doesn't have the votes and saying i'm not going to go further. this is embarrassing after news to the media this thing would start as early as thursday almost giving out the exact detail about the amount of tomahawk missiles going off, we're going to send a message, assad is not going to be the target. then we find out the u.n. inspectors are not out until friday. then we find out we've got to come out with conclusions first before we do anything. guess what syria is doing? spreading out their military assets. moving their soldiers and some of the people we would be sending a message to out to places we can't touch them. they're putting choppers into neighborhoods. what kind of message are we going to send as we telegraph we're going to hit and now we find out what kind of support we're going to need and factor in something else.

congress, they're saying excuse me. does anyone want to ask what i think? there is a democratic demonstration in britain, but in the u.s. congress verification we can handle this. obviously you can't. >>tucker: even as a life long connnoser of irony i'm amazed. the president is acting even more unilateral than bush was accused of acting ten years ago without great britain, without a resolution. obama is doing exactly what he ran for president against when he pledge never to do. it is like animal farm, repainting slogans on the farm and pretending they were always that way. >>anna: we're starting to see arguments on both side.

charles krauthammer saying is it something to do with the president's ego saying don't cross the red line and once crossed not doing anything about it. and jack keane saying something should have been done earlier. >> no purpose whatsoever unless it is to assuage the guilty conscience of a president or vindicate the vanity of a president who has become the laughingstock around the world and whose word means nothing because last year he spoke about a red line and allowed all the red lines to be crossed without lifting a finger. maybe he feels compelled as a way to vindicate himself. you don't take a country into war as a way to vindicate your own standing. you do it to achieve strategic objectives on behalf of your country. if they're going to do a three-day strike with no intention of altering the balance of power in syria, altering the course of that civil war, the whole exercise is pointless and dangerous. >> we are dead wrong in not

having completed this strike already. in my mind, we should have informed the congress, informed the u.n., informed the allies who are willing, tell them the delivery date, if they can meet it fine, and then strike. here we are going through all this. this is not going to war. this is a limited military action similar to what reagan did against qaddafi, what clinton did against the al qaeda in afghanistan and other -- and what we did in bosnia-herzegovina. we are not committing this nation to war. >>tucker: the fall outfrom israel. >>anna: joining us live from jerusalem with breaking details is connor powell. good morning, connor. >> good morning. the world waits to see what happens in syria. israel is preparing for the possibility that either syria or iran or lebanon could strike back in israel. yesterday prime minister netanyahu issued a statement saying israel

deployed additional iron dome missile defense units. there are at least two iron dome batteries in northern israel now in addition to several other antimissile defense systems. israel calling up a limited number of army reservists and the government has been busy handing out gas masks. israel kept a close eye on the war in syria. israel launched two or three airstrikes into syria to knock out syrian weapons being transferred to hezbollah. here in israel, there is a lot of concern that a strike in syria could dramatically impact israelis. >>tucker: coming up, it was a perfect match. a brother donates his kidney to his sister but there was one problem. the hospital threw that kidney in the garbage. >>anna: new york's attorney general says donald trump ripped off students at his on-line university but the same guy had nothing to say when jon corzine couldn't find $1

>>anna: 17 minutes after the hour. new york attorney general eric schneiderman levying charges against trump university saying its real estate training program engaged in consistent, fraudulent and deceptive conduct. >>tucker: in the wake of this lawsuit, schneiderman's own actions have come under scrutiny when it came to former m.f. global jon corzine and his bankruptcy scandal. is schneiderman's targeting of donald trump politics at work? stuart varney joins us with the answer. here you have an attorney general who has the power to crush people and you suspect he's doing this for

political reasons? >> he is the most political attorney general in the united states of america. remind me of previous attorney general general in new york state. the man only goes after -- he's a democrat of course, on the left of the democrat party. he only goes after republicans, president obama's opponents, banks and wall street. he's tried to ride that anti-wall street wave, goes after those people but doesn't go after people like jon corzine. corzine is a democrat, former democrat senator, democrat governor of new jersey. and he is the man who ran a fund which lost -- quote unquote -- lost $1 billion of private money, still unaccounted for. >>tucker: it's not just that they didn't make the money. they actually lost track of it. >> can't find $1 billion. where is mr. schneiderman on this? >>anna: stu, isn't it pretty ironic that president obama met with

schneiderman hours before the $40 million suit was filed against donald trump, one of the president's harshest critics? >> i call it very telling. he meets with the president in syracuse last week. a couple of hours later he files this suit against donald trump. $40 million for misleading potential students for the trump entrepreneurial initiative. he's highly political. let's not lose sight of who jon corzine is. i want to roll a sound bite from joe biden saying what a great guy jon corzine is. >> i literally picked up the phone and called jon corzine and said, jon, what do you think we should do? the reason why we called jon is because we knew he knew about the economy. >> i'm sorry i'm laughing. it's not funny. eric schneiderman, attorney general to new york, has

>>tucker: while the world is on edge waiting to see what's going to happen in syria, the obama administration seems to have snuck in new gun control rules. the proposed measures will stop people from skirting around the law during background checks and target the import of military surplus weapons. 75 years of federal drug policy up in smoke. the obama administration allowing new laws to go forward in colorado and washington state that legalize marijuana. the justice department ruling says people can smoke, grow and buy pot. it means the federal government is now refusing to enforce its own laws passed by congress. >>anna: the justice department is filing suit against the state of texas

injecting the -- objecting to the voter i.d. law. we have a senior legal fellow for the heritage foundation and former department of justice official. thanks for being with us on "fox & friends." you say texas needs to do the same thing south carolina did. challenge justice and win. why is that? >> well, eric holder, who is also a politically driven a.g., went to court, tried to stop south carolina's voter i.d. law. he lost. south carolina had to spend $3.5 million fighting him but that law is now in place. the same is true in texas. the census bureau just released a report on the november election. it shows that blacks voted at a higher rates than whites in georgia and indiana, states with two of the strictest voter i.d.

laws in the country. >>anna: contrary to powell's assertion that this actually slows down the process, indeed you say it actually speeds up the process because you can -- the election officials are able to find the person's ballot quicker? >> right. i've spoken with election officials. they tel voters are first checking in, having the i.d. out they can find the name faster on the voter registration list and people get in and they vote. >>anna: we've got to show both sides. eric holder has to say we are determined to use authorities including remaining sections of the voting rights act and where essential requiring preclearance. this is the latest action to protect voting rights but it will not be our last. isn't it interesting that when these texas attorneys, once they go to washington, d.c. and try to talk to the department of justice they're going to have to show an i.d. to get into

of folds of honor foundation, major dan roony who had three tours of duty in iraq. we love having you every year and honored you asked us down. first off, what prompted you to form this organization? >> as an f-15 pilot you understand freedom isn't free, having done three tours of duty in iraq, you witness things that you carry with you forever in your heart and soul. also i returned from my second tour of duty and i was on an united airlines flight with the remains of a corporal, his identical twin was bringing him home. that night i saw his four-year-old son and as that cargo inched down, i knew i had to do something. that was the inspiration, a moment when chance and purpose came together. here we are today. >>brian: here we are today. how much did you raise last year for folds of honor on

can't. >>brian: president bush is out here. he's played a vital role. anna, back to you. >>anna: thanks so much. we are going to get to headlines. three arrests made in oneñr of arizona's biggest undercover food stamp fraud busts. officials seized more than $600,000 in cash, bank records and food stamp card. >>tucker: he donated a kidney to save his sister's life. there was one problem though, the hospital tossed it out with the garbage. the 24-year-old was waiting for a kidney but a nurse mistakenly threw it in the crash. eventually the hospital found the kidney, but the woman says while waiting 4/to have more painfulçóad surgeries as well as dialysis. the hospital says it was an honest mistake. >>anna: añr beauty queen accused of throwing home

president finds himself in the position in the middle east with another nation exactly how he got elected president, by criticizing bush for doing it. >> tucker: exactly. not only has he lost great britain, our most reliable ahall, he's also losing members on his own caucus, democrats outraged by this. they're saying so out loud. you don't see that very often. >> anna: we're going to take a look at the way things unfolded this week. here is a list of what has kind of happened over this week. august 26, secretary kerry says he will hold the syrian government accountable for moral obscenities. on the 27th, the french president said france will punish those who took the heinous decision to gas the innocent. he said use of chemical weapons is wrong and the world shouldn't stand i'dley by. 28, president obama says the decision has not been made. on the 29th, yesterday, prime minister david cameron says it woulden unthinkable to take military action against syria without approval.

so is this something we're going to be seeing from our president as well or is -- >> brian: what i would like to say, good point, anna. do you think that if syria could be getting mixed messages, remember senator kerry said he thought the syrians and assad would be partners for peace? remember secretary of state hillary clinton thought he would be an agent of change? then you had the president of the united states when he was senator not calling out syria? so you got to wonder where they feel as though they lost the backing of u.s. leaders when we know they lost it. they lost it by gassing their own people. where they got the audacity to do that, i'm not sure. but contradicting themselves because they're on the record with what they thought of syria prior to this series of incidents. >> tucker: the u.n. stands by and does absolutely nothing. hamstrung by the russians. that's one lesson in this. the president got elected by saying the left will love me so much, they'll do my budding. that's not true.

israel is reacting. leaders announced they're deploying what they call the iron dome missile defense system. >> anna: joining us now live from jerusalem with the breaking details is conner powell. good morning, conner. >> good morning. israel is not standing by and doing nothing. they are preparing for the important that if the united states does strike in syria, that either syria or iran could strike back at israel. yesterday prime minister benjamin netanyahu announced that israel is deploying additional iron dome missile defense units to its border with syria. there are at least two iron dome batteries in northern israel right now, in addition to several other antimissile defense systems. israel also calling up a limited number of its reservists. they've been handing out gas masks across the country. israel kept a close eye on the civil war in syria, which killed roughly 100,000 people, twice already israel launched air strikes to prevent the assad regime from passing -- transferring weapons to hezbollah fighters in lebanon.

>> tucker: so is there precedent for that? i have to say, i've noticed in the past couple of decades, an awful lot of military actions have taken place without congressional approval. is this just another one of them in a long line? >> yes, but this one is even, to me, a more alarming one. this is no national security threat against the united states. this is, of course, a civil war, but assad has done is an awful thing. let's back up. is it a national security interest? are we threatened personally? the answer is no. so congress should make the decision whether we should go to war. the president shouldn't make that decision. >> tucker: let's say the assad regime is overthrown. the white house says that's not the intent of this attack. but clearly this is an attack against the assad regime. let's say assad leaves or is killed. who takes control of syria? >> then chef chaos. we have numerous rebel groups involved in trying to overthrow the regime.

quickly by somebody. what a nice country this is. >> brian: i always love a lead in from a cat story and today is especially interesting. let's talk about the nfl. finally we're done with presoon. scary moments during the vikings-titans game last night. minnesota back up guard olson taken off the field on a gurney after taking a knee to the head. a few hours later, olson was spotted walking around the locker room. he was diagnosed with a concussion, but is expected to be okay. the nfl reaches a settlement with former players over concussion-related lawsuits. under the proposal, the league will pay out $765 million, about 170,000 per player. players filed the suit, accusing the nfl of hiding known risks of concussions, essentially admitting it by paying this out. they had faced the possibility of losing and paying out billions of dollars. so they settled out of court. a lot of ex-players weighed in. bad news for boss stan baseball fans.

president obama, had tried to lay out legal and humanitarian case for possible military action. cameron says he expects president obama will, quote, understand that now the brits cannot join in any attack. >> i haven't spoken to him since the debate on the vote, but i would expect to speak to him over the next day or so. i don't think it's a question of having to apologize. >> after the u.k. parliament vote, a spokesperson for the president's national security council put out a statement saying, quote, the u.s. will continue to consult with the u.k. government, one of our closest allies and friends. as we've said, president obama's decision making will be guided by what is in the best interest of the united states. the german government also says it has no plans to join the u.s. in any kind of military strike, but don't count out the french. according to french president, who says he supports taking, quote, firm punitive action over the alleged chemical weapons

attack by the syrian government. he was asked by a newspaper if france might still take part in the military action even though the brits are now out. he responded, quote, yes, each country is sovereign to participate or not in an operation. that is valid for britain as it is for france. back here at home, president obama will continue to make his case to the american people for intervention in syria when his administration releases today, we're told, that declassified intelligence about what happened in syria last week, why the obama administration believes it was a chemical attack, why they believe that syrian president assad was behind it, and why they believe the u.s. cannot let it go unanswered. back to you all in new york. >> anna: molly, thank you so much. this definitely is the big story today. british aren't coming, the british aren't coming. president obama looking more like the lone ranger than paul revere. you see david cameron, the prime

minister of britain. parliament came down against his proposal. it was a narrow vote, 285-272. we're starting to hear from both sides. charles krauthammer saying does this have anything to do with the ego of the president and don't cross the red line and if you do, we're going to take action? is this him doing something like that, trying to keep his credibility intact? then you hear the other side, general keane saying, we should have done something a long time ago. >> it has no purpose whatsoever, unless it is to assuage the guilty conscience of a president, or to vindicate the vanity of a president who has become a laughing stock around the world and whose word means nothing because last year he spoke about a red line and has allowed all the red lines to be crossed without lifting a finger. so maybe he feels compelled as a way to vindicate himself. but you don't take a country into war as a way to vindicate your own standing. you do it to achieve strategic objectives on behalf of your

country. if you're going to do a three-day strike with no intention of altering the balance of power in syria, altering the course of that civil war, then the whole exercise is pointless and dangerous. >> listen, we are dead wrong in not having completed this strike already. in my mind, we should have informed the congress, informed the u.n., informed the allies who are willing, tell them what the delivery date was, if they can redefine and strike. and here we are going through all this. this is not going to war. this is a limited military action similar to what reagan did against gadhafi, what clinton did against the al-qaeda in afghanistan and what we did in bosnia. we are not committing to nation to war. >> tucker: for con certificates of irony, there is really not many stories that beat this one. here you have a president who was elected on the promise that he would never attack another

country unilaterally, who ran against the legacy of a president who invaded iraq because of concerns about wmd. and now obama is finding himself in a situation that's so similar, it's almost unbelievable where we have these reports of the use of weapons of mass destruction. they're not entirely confirmed. the white house concedes it doesn't really know whether assad himself ordered these attacks. now we're going into this with no allies. >> yeah. >> brian: all these leaks were coming out of the white house saying the attack will happen on thursday. it will be three days. no, two days. no, it's going to be one day. tomahawk missile, maybe stealth bombers. guess what? assad has adjusted. choppers have moved left and right. now, all of a sudden, it will be hard to hit those. we'll have empty warehouses and factories. pure symbolism. then you have the inspectors and will have a report which doesn't move anything quickly and will never be in support of it because the two nations called china and russia are allies in

that area, as well as iran threatening us not to do anything. here is the irony. president obama said this, remember -- look what he said to the "new york times," i think it was 2007-2008. 2007 rather. iran and syria would start changing their behavior if they started seeing that they had some incentive to do so. right now the only incentive that exists is our president suggesting that if you don't do what we tell you, we may not blow you up. they don't respond to that type of bluster. that was then senator obama. then what did they respond to? the fact that your former secretary of state said assad was a partner of peace. that nancy pelosi said when she was speaker of the house that the president bush does not speak for us, all americans, that senator kerry said he was a friend. maybe he's saying, what america do i believe? the one that president bush was running or the one who has now turned on me who was once friendly to me? it's amazing that president obama finds himself going along. let's be honest, militarily, we don't need anybody. we got five warships there.

>> tucker: comments at that started a number of conversations. here is what bret stevens of the "wall street journal" said about president assad in a recent column. quote, the use of chemical weapons against one's own citizens plumbs the depths of barbarity matched in recent history only by saddam hussein. a civilized world cannot tolerate it. he says the united states ought to just take out president assad. is that the wise answer? the man who wrote it joins us now. "wall street journal" foreign affairs columnist bret steves. thank you for coming on. i don't think anyone would contest your claim that he deserves a vigorous response. the question is, what would come after assad were to be killed? >> there are a couple points here. first of all, this is a strike that the united states is

contemplating is explicitly in response to the use of chemical weapons. >> tucker: that's right. >> so simply to make the point that if you're a national leader and you use these chemical weapons, you will pay for it with your life or very nearly your life is a valuable lesson. second point is syria is a one family state. it has been that for 40 years. to do that is decapitate the regime every bit as much as taking out the gadhafi regime. so there is a strategic payoff. if it were a better world, we would be thinking much more seriously about what the future of syria is. but this is a strike conducted to punish the use of chemical weapons, which really is barghoutious -- barbarous. >> tucker: i don't think there is contesting any of the points you made. it's morally justified and it would end the regime. >> i'm getting this push back saying how dare you call for the assassination.

>> anna: happy friday. great to be with you. brian joins us now live from dallas, texas, with a big interview with president bush and also more unfolds of honor. good morning. >> brian: yep. thank you very much. good morning to you. this is the patriot golf day where golfers come out to support military spouses and the children of wounded or fallen warriors. it's an unbelievable program. we've been chronicling it all morning and for the last few years. one of the biggest supporters on a here with me, the 43rd president of the united states. president bush. great to see you. major dan rooney who put this all together. first off, mr. president, how did he win you over that this program was worth your time, worth your effort and focus? >> it wasn't hard because i have a kinship with our vets. i respect our veterans and love our veterans and when he told me the size and extent of the program, it was provide scholarships for over 5500 kids, i said i'm in.

is 1% of our country that suits up every day to protect the other 99% of us. this is a weekend that we celebrate and honor the sacrifices that have been made and are currently being made to have president bush with us is a huge honor and one of the greatest honors of my entire life was the first time i met this man and got to salute him when he walked down the steps at air force one. he's always my commander in chief and today it's about helping and honoring those who have made that sacrifice. >> brian: how many scholar ships you giving out? >> almost 5500 total scholarships for spouses and kids in all 50 states across this great nation. >> brian: people talk about war and seeing it up close. we see it on video, there are certain things we don't see. we don't see the caskets. you do see this and that's what prompted this whole thing. mr. president, how do you feel about the day when a guy like lincoln, who everyone cites as one of the top president, he went into the battlefield. he saw both sides. do you see that being important

and happening again? >> i think it's important for the commander in chief to let the troops know that he supports them wholeheartedly with training, equipment and supports their families. that's the example of lincoln. lincoln would go to the battle fields and he would see the privates and the sergeants, as well as obviously talk to the generals. it's that kind of commitment that is necessary for a commander in chief. >> brian: you don't know this, but there are thousands of people that we have a chance at fox and some of the things that we do to come across, and they're in the military. some of them missing limbs, families affected. i really have a hard time finding anyone who doesn't feel honor to have served you. >> they don't serve me. they serve the country. >> brian: under you. >> that's what makes america great. we've got people who are willing to volunteer in the face of danger. i'm talking about millions of people who said i want to serve. our country honors those.

sure, there is back logs at the v.a., but the interesting thing about our country is there is private sector guys like dan who have started groups that are aimed to help our vets. there is a strong outpouring of support for this. >> brian: a portion of the green fees goes. if your wife is giving you a hard time about golfing, doing it for the troops, honey. and you are. mr. president, you follow the news, 'cause i talked to some of the people that used to work with you or work in the halls of fox. you see what's happening with syria. i know you don't like to comment about what's in the news, but you can comment about the syria you dealt with for eight years. >> i can comment about this, the president's got a tough choice to make and if he decides to use our military, he'll have the greatest military ever backing him up. >> brian: right. what has syria been like for the u.s. in the eight years you served? would you say -- the feeling that they had in supporting the insurgency, there was no doubt about that. am i correct in. >> i was not a fan of mr. assad.

iraq just came to a close. afghanistan started and maybe syria. you talk to your guys and what the mindset is? >> i think i echo president bush's statement is they're honored to serve of the when called upon, they volunteer and they're ready to go. >> brian: lastly, september 11 is coming up. it will be 12 years. where are you going to be? what are your thoughts? >> i'll be in dallas. my thoughts are that as time pass, people forget the lessons of september 11 and one of the key lessons is the human condition elsewhere matters to the security of the united states. >> brian: we're going to be looking at that, too. the other thing that's changed since last time i saw you, you're a grandfather. you were pushing for that all along. you're a grandfather now. >> it is a joyous experience. little mila and i bonded a couple weeks ago and i am smitten. >> brian: are you going to spoil that girl? >> yes. to be involved in the conflict with syria. lawmakers want president obama to do the same thing, to go to congress and ask their permission as the constitution requires. here with more is kentucky senator rand paul who joins us live this morning. thank you for joining us. >> good morning. >> tucker: can you sum up what the point of this apparently imminent attack on syria is? what's our objective here? >> well, that's the real question. i think we have no strategic objective. i don't think it will change the course of the war. in fact, one of the thing that troubles me is that we've already announced in advance, it's not going to be too much of an attack. it won't last too long. and we're not for regime change. i've had conversations with the administration, both publicly and privately, and this sounds like what their objective is. their objective is stalemate. i've told them frankly, i'm not sending my son, your son, or anyone else's son to fight if your goal or your objective is stalemate. that's not what americans are about. >> tucker: so the idea is that the president gave his word that

there was this red line, he described the use of weapons of mass destruction, syria apparently has crossed that line and we need to act. is that the rationale? >> it sounds to me like saving face because he's made a promise, so he's going to follow through with his promise. that's why you ought to be very careful about drawing lines in the sand or red lines, because now he feels that he looks weak to both his colleagues and the united states, as well as his international colleagues. i don't think that's enough reason to go to war. the constitution is very explicit on this. when you go to war, congress must authorize this. both the president and the vice president once upon a time, before they became in power, understood this. as a senator, barak obama said that no president should unilaterally go to war without the authority of congress. i still believe that. it's one of the things that i liked about the president when he ran. of course, i didn't vote for the president, but there were a few things i liked and that was one of them. and he seems to have forgotten that now. i think that's disappointing. >> tucker: it seems like this

former constitutional law professor will just ignore that constitutional requirement and move without approval from congress. is congress going to put up with that? what exactly can the congress do if the president does that? >> he shouldn't. and we could come back into session on our own. we could send a rebuke and restraining order to him. the british parliament has and they seemed to be obeying their separation of powers. the vice president, joe biden, was very specific on this, too. both president and the vice president were outspoken and talked about the separation of powers and why this sort of allows emotions to cool and often keeps us from going into war. 80% of the american people want congress to vote on this. >> tucker: yeah. a rebuke and a restraining order. we'll be waiting for those. senator, thank you for joining us this morning. >> thank you. >> tucker: next up, justin moore performing "point at you." first we check in with bill hemmer for what's coming up at the top of the hour. >> see new a couple minutes. good morning to you.
