5:00 pm
every detail for you here on fox news. that is how fox reports this labor day monday 2013. shep is back tomorrow "studio b." more news ahead. >> harris: the o'reilly factor starts just moments from now but first an update on the obama administration wants push for a military strike in syria. i'm harris faulkner. the president sat down today with the republican senators john mccain and lindsey graham part of white house efforts to reach out to lawmakers all this week. they started on this holiday and remember over the weekend president obama told the world the united states should take military action for sure to hold the syrian government accountable. that is after investigators concluded with high confidence that the regime of bashar al assad had launched a deadly chemical weapons attack on its own people. president obama then said
5:01 pm
he has decided that congress should first weigh in and vote for or against the potential military strike against syria. and after today's meeting at the white house. senator graham said the white house still has a lot of work to do. syria is a cancer that's growing in the region. for two years the president has allowed this to become, quite frankly, a debacle. and when it comes to selling the american people what we should do in syria, given indifference and contradictions it's going to be a tough sale. >> senator mccain warning if congress were to say strike the results could be catastrophic to our national security in that part of the world. lawmakers in both political party say they have frot made up their mind. jack reed tells fox news this does not mean we should stay out oof the syrian crisis entirely. >> i believe the president should continue to carry through on his pledges to supply in this case limited
5:02 pm
lethal aid such as antitank weapons and weapons like that. but this issue is about in terms of the whole world stopping as best we he can the use of chemical weapons. >> harris: of course, all this as the united nations estimates syrians civil war has killed 100,000 men women and children over just more than two years. let's get straight to ed henry at the white house. ed? >> harris, what's interesting is that when senators mccain and graham came out of the oval office meeting with the president, they said that the president made progress behind closed doors, told them a little bit more about his strategy, how he thinks he can disseminate assad's military and that these would not just be symbolic strikes but something that mccain and graham has been pushing for which is a much tougher more robust military action if it is in fact approved by the house and senate. there is another message these two senators had. they were saying step up your game, mr. president. that they are still. they are getting closer but
5:03 pm
still not on board themselves. and that is an important point to make. because, number one, there are a lot of republicans still skeptical but the president is reaching out to them: mccain and graham because a lot of democrats are not on board. they are war weary, they are upset about the iraq war still a decade later and the wmd question. what we see is a president who has kept congress at arm's length through much of its presidency working them hard and trying to step up the game because got a time crunch. tomorrow night at this time he is heading out of the country, going to sweden and russia for the d-20 summit. the clock is ticking because he will be out of the country for the rest of the week and congress comes back next monday and tuesday to start debating all of this. is he going to lose some valuable time while is he overseas. trying to get this intense lonnieing effort in over the next 24 hours to try to change some minds. it's an up hill battle interesting how is he going to get that done was called out by senator lindsey graham. you need to clear the air
5:04 pm
tell not just lawmakers but this country why it's important onto move forward on syria. >> last week before he brought it congress into this process in a major way he was consulting them but not really giving them a vote if you will on this. it was john kerry the secretary of state, other leaders inside the administration who were really leading the effort and the public case not just to congress but the american people, what graham and mccain are are saying is as commander and chief, the president has got to get his hands dirty and get all over this. and show the congress and the american people why this is right. why this is in our national security interest. the president hasn't done that until now. today was a sign that he is starting to get the message, hairs. >> harris: i'm wondering if anybody is talking there tonight outside the white house or has today about this issue of speeding things up for congress to reconvene early before september 9th? >> they are not talking about that for a number of reasons. the president being out of the country as i mentioned. also a jewish holiday later this week. it might be difficult to get some members of congress back to washington. they have got family and

religious interests that are coming up. so the poem line is, it seems highly unlakely they will dual that more likely that we'll have a lot back stage lobbying right now and intensify early next week when they are actually in session. >> harris: ed henry good to he sue, thank you very much. even more u.s. warships are on the way. uss nimitz air carrier group is headed to the region. that's on top confident five military warships in addition to that amphibious assault ship standing by. jennifer griffin at the pentagon this hour. any since the strike plan has changed since the president has asked. >> officials i have spoken to who are intimately involved in the planning, the plan this week and next week is the same as it was last week. the plans are not shifting all that much there are some targets that are shifting as assad moves some of his munitions around some of the targets are shifting about. you these are minor changes
5:06 pm
to the plan. there is not a since that that u.s. aircraft carrier will come into play. the uss yes, ma'am mits is right now in the southern red sea it is unlikely that we will see u.s. air force involvement or that aircraft carrier involved i'm told by sources that the aircraft carrier was really sent to send a message to russia and iran not to come to the help of the syrian regime. it is really a show of force more than an addition to those five destroyers. u.s. destroyers armed with about 200 tomahawks off the coast of syria right now. we also are hearing reports, harris, that the russians are sending ago spy ship to the eastern mediterranean. that was some here in the pentagon has raised some eyebrows among some here in the pentagon. again, that aircraft carrier should take care of any sort of adventurism on the part of the russians or iranians, harris? >> harris: i wanted to ask you more about that specific ship coming from russia. it's not the first one to move into that region, is
5:07 pm
it? >> that's right. the pentagon, information, has as part of their plans, they were expecting russian warships in the mediterranean. the russians often cruise around in that area. remember, interest are russians on the ground in syria as well. they man the air defense system. so, if the u.s. takes out the air defense systems, which are likely targets in any sort of strike, russians are likely to be killed in the process, harris. >> jennifer griffin thank you very much tonight from the pentagon. while the white house takes its case for a strike to congress, we have just learned russia and, again, that country comes up again. they have got the warship there or not warship but spyship there in the mediterranean and now they say they could soon send a delegation to the united states to talk with members of our answer congress. james rosen is working the russian angle to all of this and a lot to talk about with regard to that country tonight, james. >> particularly because, harris, rush is that is one of the staunchest backers of the assad regime in damascus. this proposal by vladimir putin to send a delegates of russian lawmakers over here to capitol hill to
5:08 pm
meet with our lawmakers is probably just mischief making on his part it is not seriously intended to aid barack obama in his hour of political peril for him and probably nothing will come of it, harris? >> >> and, james, you know, one of the things that we have been talking about with regard to russia is the fact that you have got the g-20 there the president won't be meeting one-on-one with their president because of the -- what's going on with the nsa leaker edward snowden. so they come to this country some question about how that really plays out in the long run. >> right. this is what you are referring to is just one more manifestation of the failure of the attempted re-set of relations between the united states and russia that was much heralded at the beginning of the obama administration. now we see that relationship breaking down across a range of areas. there is still considerable cooperation between the two as we saw after the boston bombing but no doubt it's a problem. it will not be shall we say assuaged by the fact that the president while is he over in russia plans to meet with lesbian and gay
5:09 pm
groups. that of course after some of the virulently anti-hoaxial laws passed in -- oklahoma cityial >> -- >> harris: britain and france commit weaponry for the military. are we hearing anybody else joining in any of this. >> not in the military sense. as you mentioned other ways for various countries to help the provision of intidges is one important way. refueling capabilities in far off places. those are the ways in which which we could expect our allies to help. absent any kind of military help from these various allies. but it is looking more and more like if any action is going to come, it's going to be conducted why the
