growing in the region. for two years the president has allowed this to become quite frankly a debacle. >> you're beginning the formal request of asking each of us to make the most important decision many of us will make during our tenure in the united states senate. >> do you consider the consequences of inaction greater than the consequences of action? >> i do. >> would you tell us whether you believe that a prohibition or having american boots on the ground, is that something that the administration would accept as part of a resolution? >> i don't want to take off the table an option that might or might not be available to the president of the united states to secure our country. the president has no intention and will not and we do not want to put american troops on the ground to fight this -- or be involved in the fighting of this civil war, period. >> let me be clear now, i don't want anything coming out of this hearing that leaves any door

open to any possibility. so let's shut that door now as tight as we can. it will not be american boots on the ground with respect to the civil war. you. >> said we are not seeking to resolve the underlying conflict in syria. isn't that exactly what we're trying to do? why aren't we trying to resolve that. >> how confident are you that you can calibrate, taylor, finetune military action -- we keep it to the limited stated goal of, i guess, degrading tyranny. secretary kerry, i'm glad to hear you're bringing in the equation. what i think is our number one national security interests. that is those chemical weapons fall in the hands of al qaeda elements. possibly even hezbollah. what commitment do we have long term to make sure that doesn't happen? >> can you imagine assad running syria? >> can you imagine this man who has gassed. >> again, i'm trying to

reconcile why, if we're going to go in there militarily, we're going to strike. why wouldn't we try to do some kind of knockoff punch? is it because we have no faith that there's anybody on the ground, the rebels to take -- control that situation? >> no, absolutely not. >> is it ready for a regime change? >> no, that's not the reason. >> if we do not say the constitution applies, if we do not say we will abide by this vote, you're making a joke of us. you're making us into theater. and so we play constitutional theater for the president. if this is real, you will abide by the verdict of congress. you're probably going to win. just go ahead and say it's real, and let's have a real debate in this country and not a meaningless debate that in the end you lose and say, oh, well, we had the authority, we're going to go ahead and go to war anyway. >> a couple items. >> senator, i assure you there's nothing meaningless. and there's everything real. >> only if you're here -- only

national security interest of america in syria has everything to do with the chemical weapons stockpiles, falling into the hands of al qaeda. he guaranteed there would be no boots on the ground. i don't know how he could possibly make that guarantee, if this thing spins out of control, if al qaeda elements start -- if those stockpiles are threatened by al qaeda, what is america going to do. i do not know exactly what the objective of this thing is, in terms of an effective objective. i don't know what kind of preplanning is going on in terms of the repercussions of actions they may take. >> i thought today one of the questions you asked of general dempsey was, do you know the core strength of the rebel forces. the rebel forces being the ones that we were intended to equip and train and help to fight the assad regime. general dempsey rereplied, i dot have them committed to memory, senator. he didn't know the core

strengths of the people we're going to be working with. >> how about just a ballpark. even more important, what is the composition? i mean, to what extent has al qaeda infiltrated different elements of the rebel forces. those are some of the questions that need to be answered before we can i think give any authorization for use of force for this president. >> you have a classified briefing. obviously, i don't know what they're going to tell you. how does that differ from today. how are the questions any different. how is the information any different, besides the fact you may learn one of the precise targets. that would be classified or even when the president would intend to do this, that would be classified. what else is classified? >> i think really the targets, what are they going do do to degrades, and what is the possibility of doing that now. the president has certainly -- i think this is true, that our military's ability to strike targets is not being degraded. but those targets are being dispersed. the effectiveness of the strike is definitely been degraded by

waiting. if president obama was really serious about this, what he would have been doing, is he would have been assembling a coalition of the willing over a couple years. certainly since the first reports of chemical weapons use, and that -- >> does that pry date august 21st? >> this would have been the original reports of chemical weapons used. he should have been assuming that the coalition, the willing -- was the world's red line and he should have acted. he should have moved the military assets in place and he should have acted. by not acting, by leaking this, by hoping someone else will support his action, what he's done, he's really backed america into a corner. he's really backed himself into a corner. at this point, i'll reserve judgment to see how serious a plan they're going to lay on the table. but i'm going to have a very difficult time supporting this authorization, if it's really about restoring president obama's credibility. >> you talked about the fact that he had the authority to do

it. senator rand paul would say the president has the authority with congress. this resolution is going to change a lot. one of my colleagues, chad pointed out, what's in the proposal and says, whereas the president has authority under the constitution to use force or defend the national security interest of the united states. it doesn't say with congressional okay. it looks like congress agrees he can go ahead and do it without congressional okay. >> sure, that's a big debate, and it's unsettled. don't think it ever will be settled. the fact of the matter is, it's in the president's best interest, america's best interest to make the case, get their support, which he has not done yet. they're making the case that assad has crosses the line in terms of the use of chemical weapons. to me, the primary reason that this is a national security interest of america is because of that -- those chemical

weapons, possibly falling in the hands of al qaeda. they don't seem willing to talk about whether they're prepared to prevent that from happening. >> many politicians are getting calls from their con does it u enthes saying don't do it. many feel this is the right thing to do. it may hurt some of them. whether you agree with them or not. what do you do when your constituents say, no, don't do that. >> in the end, i'm going to do what i think is in the best interest of america. you don't ignore what your constituents are telling you. they do letter you to represent their interests. this really has an effect. >> in terms of what's going to happen in the next couple days. when would you anticipate that there would be a vote? >> the vote in congress won't occur until next week. in the foreign relations committee, i'm afraid they're going to put this resolution to a vote tomorrow. i hope they don't. i have an awful lot of questions that will only just begin to get answered tomorrow morning during

the secure briefing. i'm going to want to think about it, greta. i hope the committee doesn't bring that resolution up to a vote. just try to jam it through if they think they have the votes. this is something serious, i think senators ought to be given the opportunity to think about it, try to get as much information as possible before you are forced to take that serious vote. >> what happens after we do a military strike, then what. who has the chemical weapons? who's angry. who are the rebels, what happens. that's what i -- >> all very good questions that are unanswered and that's just -- >> i don't know that you can answer them, but -- >> you can't. >> i think we have a little better idea. >> you can at least find out whether this administration is committed to pick up the pieces afterwards. >> every possible contingency. >> think about it, but make the commitment. and we have history, this president. he announced a surge of troops in afghanistan. and in the same instance, basically said, but, we're

bugging out in 2014. that's not being serious in terms of committing to victory. >> senator, always nice to see you. fox news leyland witter joins us from jerusalem with the latest in the middle east. what's going on there? >> right now we're back to the war of words before the real world inside -- president assad saying, the middle east is a powder keg, and there's a chance of regional war if he is struck. that's a thinly veiled threat against israel. two things going on, one, president assad pushing ahead strongly with his civil war against the rebels. he wants to make up as much ground as he possibly can against them. before a military strike. he's moving around his weapons, we know he's deployed his scud missile teams, making it much more difficult for the united

states to target, also thinking about moving around his air force, helicopters, those types of things, to keep military planners, truly guessing about what might happen next. obviously, the issue is syrian retaliation against israel or even iranian retaliation against israel. they can't really hit u.s. targets of attacks, but they can certainly attack israel, a case that would be made indeed with scud missiles. from those mobile launchers, fitted with chemical weapons or conventional warheads. israel, for its first part is taking every precaution. still on high alert today. there was a missile test of their arrow missile intercepter system that was latched up from the mediterranean. simulate a scud missile attack, those types of things we're told went off without a hitch. israel sending a clear message saying, we are ready. additionally, looking at a larger picture here in the

middle east, in terms of the proxy war that's being set up between the united states and russia, while the united states still very firmly supports israel. they will defend israel. president assad also enjoys the support of moscow and the russians, interestingly the first note we got of that missile test today, by the israelis was from russian air defense radar that was set up inside syria, the very same early warning system will be used to detect a u.s. attack if and when it comes, greta. >> what is the israeli government saying, spokesperson saying or people and authorities saying about what's going on back here in the united states. the president seems ready to go forward. and then decide he would go to congress. what's the reaction there? >> on the record, they won't say much of anything, in terms of what they think of the use delay. off the record, israeli government officials were tossing around the world like power to describe president obama's actions, saying, this

just doesn't make sense to go all the way up to a threatening military strike, and then back off. especially when you view it in the context of iran. people here in israel saw it as a sign of great weakness by the president to not come out and enforce his red line. one israeli lawmaker said, this just proves we're going to have to go it alone if it comes to attacking iran. another one said, wait a second, this is a higher moral standard here in terms of president obama's inaction in syria. america has a moral obligation to move forward against the syrian regime, immediately and making the point every day, that the syrians civil war continues, in more days and people are dying in the streets of damascus and all around that country. either by chemical weapons or conventional weapons. >> leyland, thank you. joining us is ambassador john bolton.

ambassador, they're using such terms as cowardice. >> i think the israelis have known or should have known for some time that barack obama is never going to use force against the iranian nuclear weapons program, if anybody's going to do it, it has to be israel. even the use of force against assad's chemical weapons here will send the wrong signal to iran, that we don't know exactly what the u.s. strike will look like, we do know what the president keeps saying about it, he said it again today, it will be proportional and limited. you do not establish a deterrent effect by a proportionate response, when dwight eisenhower was president, facing the risk of the soviet nuclear attack, his deterrent was called massive retaliation that we would respond overwhelmingly, even to a soviet conventional attack in western europe. that's how you establish

deterrents, a limited strike against syria, will not only not establish deterrents, it will say to the iranians, is that all there is? we're home free. >> many people are saying, there's something in the national review tonight, if we don't take actions now, hezbollah, iran and north korea are all going to take notice that we're backed into a corner, the president is -- if we don't take notice, if we don't do something, it looks like the nation's weak, and the nation will run. >> that assumes that a strike is a magic bullet, it depends on the extent of the strike, and how powerful it is. there's obviously a spectrum between go big and go light. if you go big, which is what senator mccain wants to do, you may establish a deterrent effect. you will tip the balance of power inside syria. i think that's why there's such opposition to that, people don't believe the opposition if it came to power would be in our interest. a life strike will not create a deterrent effect.

>> if we go big, we make the assumption, we're getting rid of assad. if we do is that, what's left? i mean, who are these rebel groups, there seem to be two main rebel groups, depending on who i spoke to, some say it's al qaeda, some say it's not. who are these groups. >> i think it's a complex mixture, there's some who are probably pro-democracy. some who are al qaeda. there's more than two pieces. and then there's the clump in the middle that is probably muslim brotherhood. that's what they have feared for some time. and i find it hard to believe we really want to bring a muslim brotherhood to power. >> if assad goes, let's say we did go big. who's to say that the muslim brotherhood doesn't take over, where we're in the thick of it again. we're in a civil war and

chemical weapons and stockpiles. >> what's the question? >> i don't think the solution lies in syria, i felt this for two and a half years, the issue is not syria. the issue is iran and it's nuclear weapons program. >> we go into iran and end that program, and you think that syria's going to fall like a house of cards? >> i think if the ayatollahs in tehran were not supporting the assad regime he would have collapsed two years ago. the threat to peace and security in the region is iran's support for international terrorism, financing it, arming it, equipping it, and their nuclear weapons program. syria is a tragedy, but is a strategic side show. >> where is iran getting the money. i realize we have waivers, where are they getting the money to finance assad and to finance terrorism at this point? >> they have built up reserves over the years, recognizing that sanctions may hit them at some point, when oil prices were high, they weren't spending all that money, they were banking it, they're prepared to continue

to support assad because they have us diverted. their nuclear program does not cost all that much money. every day that geez by, they're building up their stockpile of enriched uranium. when they break out, they'll break out with dozens of nuclear weapons, not just one. now to tonight's hot button issue, you convinced we should do a limited strike in syria? yes or no? straight ahead, is there a risk to president obama's plan, that it could escalate to the point president obama may send soldiers. lieutenant colonel oliver north is here. and allen west is sour about this limited military operation. he's here with a warning. which u.s. senator was doing this, during today's u.s. senate hearing. start guessing. all eyes are on syria at this hour, american warships already in place, awaiting president obama's order, but first, congress is debating whether to give the president the green light. congressman west joins us. what's your warning for congress as they consider the request authorization. >> why did the president not go to congress when he went into libya. why has the president bypassed congress on so many ordo meftic policy affairs, and he's made it

a contentious relationship. now all of a sudden at the final hour, after john kerry came out and gave his speech he's decided he's going do go to congress. but he's saying, i retain the right and authority to attack any how. is this just trying to get additional cover from the from the united states congress? i don't think it's sincere. the president was serious about doing this, he would have done it, gone before the american people, and explained we cannot tolerate chemical weapons being used anywhere in the world against any people. and that'sy decided to take this action, and i take full responsibility. when i look at what happened in libya, and the second and authored order, to the point where we lost an ambassador, nothing has been done, no response whatsoever, no one held accountable. and now in libya, al qaeda and the muslim brotherhood are training fighters to go where, to go to syria? i think that's the concern the

president has. >> the president is on a plane right now, headed to stockholm, he's going to be meeting with -- i imagine, it will be interesting when he sees vladimir putin at this point during this interesting exchange if any. you had secretary kerry coming out on, i think it was friday. >> on friday. >> with his speech, and very forceful, and we had sort of this weird thing with the president sitting around the table, it's a taped thing. it seems almost like it's been outsourced, this big decision to secretary kerry and hagel. maybe that's the way it's supposed to be done. have you senator rand paul trying to get the two secretaries, if we say no, there's no no. and so it looks like, and none of the three had the authority to say that, so it looks like even if congress does say no, the president's going to do it anyway. >> that's the point, that's why i believe this is a cover, and the congressman being used as a

scapego scapegoat. i've done this, because congress has given me approval. if i was there, i would vote no. i do not see the strategic, the operational or the tactical objective in doing this. we keep talking about something that's limited. we're going to punish bashar al assad. >> is there some value in punishing him? does it send a message to iran, hezbollah, and other parts of the world? >> you send a message to iran, hezbollah, and the rest of the world. i give you a great case in point in history. when rome could not defeat hannibal who was there in italy, they launched against their satellite colonies, in spain, which drew hannibal out of rome and they defeated him. that's what we have to do, look at who the real people that are sponsoring and supporting bashar al assad and go after them. what the president should have done, which would have been true leadership, he should have left

the residual force in iraq instead of zeroing out our presence. now we don't have anything that stops iran's transiting through iraq. if we had left some type of force along the border, that would have been a deterrent. >> we're all going to be watching what goes on here, more debate. we want to ask you about another topic, it's about a court case. it's actually an atheist couple says the phrase under god violates student rights. the couple wants to remove it. a massachusetts judge rejected the case last year saying under god does not convert the exercise into prayer. kids can choose not to say the prayer. tomorrow the massachusetts supreme court takes the case. should under god be removed from the pledge? >> no, absolutely not. i do not think it should be, it's not something we're forcing people to say. i find it interesting this case is being brought up in massachusetts. which was the birth place of our

resolution. we stood up against the greatest power that the world knew at the time. the british empire. if we want to remove under god from the pledge of allegiance, shall we take in god we trust away? let's remove that as our national motto. let's look at the fact that thomas jefferson said that our unalienable rights come from our creator. let's look at the fact that they owed their devine providence to stand up and face -- >> you know what i think is peculiar in this case. the plaintiff in this case, the ones that are seeking to have the words removed from the pledge of allegiance, they filed it anonymously. that's the one gripe i have, with journalism, always rely on anonymous sources, you identify yourself, you take the witness stand you say your name, you get questioned. i can't figure out why in

massachusetts you can file a lawsuit anonymously. >> it's very hard to understand, but again it's this march of operation against church and state. when you ask people to show the founding documents where that is, it's not in a declaration, it's not in a constitution. it's just people that believe they should separate any type of faith, any type of belief from the united states of america when they played an more than part in the early writings of the founding fathers. what thomas jefferson, when he wrote the letter to the convention, saying we should not have a head of state who is also the head of church, that's what he meant. that's why we created the first amendment that says you have the free exercise of religion, we don't have state sponsored religion here, so i don't understand what this couple's gripe is about. and i think it's much ado about nothing. >> the massachusetts supreme court will hear the case tomorrow. one quick question. when do you think there could be a strike in syria?

>> thanks for having me. >> what are the ravens doing to help promote obama care? >> some of the specifics are still being worked out. it's not really actually clear whether any of the ravens themselves, the players will be involved in this, to some extent even if it's just through advertising, the ravens are in some sort of partnership to lend some of their popularity and some of their brands on a state level to convince people to at least see what their options are, and hopefully if you're the state, sign up for something october first. >> this is only directed at maryland citizens, is it a local advertising campaign? >> yes, it is. so the obama administration had reached out previously to the nfl in search of a national obama care enrollment partnership. the nfl didn't go for that, under some pressure from congressional republicans, this is just an agreement between maryland's health exchange which is the new marketplace set up under obama care and the ravens.
