♪ >> a live look for you there at ground zero. it has been 12 years since the terrorist attacks rocked our country. in just a few hours family and friends will gather in lower manhattan, the pentagon in shanksville, pennsylvania to remember the 292 people who lost their lives. >> we will have live coverage remembering the 9-11 attack. it has been one year since the terror attack in benghazi, libya. we want to bring you more about the president's address to the nation about syria last nate. more mixed messages from the white house. president obama laying out his case for a strike in syria. then he does this. he asks congress to delay a decision to see if a diplomatic solution can be reached.

>> h elizabeth prann is here wih more. >> the president took to the airways in a nationally televised address to offer diplomatic steps to what he says has potential to remove the threat inside assyria without an expensive or intrusive attack but at the same time didn't close the door for future military involvement. he insisted u.s. officials will keep on the pressure on assad saying the regime was responsible for gassing children. >> no one disputes chemical weapons were used in syria. the world saw thousands of videos and social media accounts from the attack. the humanitarian organizations told stories of possible attacks of people who had symptoms of poison gas. more over, we know the assad regime was responsible.

answers in benghazi. first we go live to eric shaw in lower manhattan. >> american airlines flight 11 is directly over my head. that plane was very loud, very low and sometimes it seems not one day has gone by. the memorial of ground zero of the world trade center the tremendous footprints have been visited by 10 million people since it was opened. a few hours from now like in years past it will be a solemn somber ceremony remembering what happened here. it will be a morning of tears and tributes. there will be the six moments of silence one when the flight hit the north tower then the second plane as well as the plane united airlines flight 93 that crashed in shanksville and the attack on the pentagon. the readings of the names the

solemn list 3,000 people who perished here and the ceremony no politicians or officials will speak. we will all remember moments like this whthat are forever frozen in time. >> i apologize for being out of breath. i was walking down 59 avenue and i heard a jet perhaps a 737 or small air bus flying low, unusually low over 5th avenue making a right. i am not going to say -- i don't have any reports on what type of plane hit the world trade center but people looked up it made a rise toward the building. >> one world trade center has risen and is due to be open in just a few months. next year the september 11th museum will be open. this morning a time to remember and also a time to never forget. back to you in the studio.

he is so right. to never forget. eric life for us. >> close to a thousand people whose remains have not been identified to this point. so sad. >> in the meantime there has been a car bomb explosion in benghazi this morning. this comes as we mark another somber milestone one year since the terror attacks at the benghazi consulate which left four americans dead. fox news correspondent peter doocy joins us with more on this. >> we are hearing reports of damage and injuries from that car bombing in benghazi. 250 u.s. marines are now in position at a naval air station in italy just three hours away just in case. it is exactly one year since four americans were killed at the consulate in benghazi. the director of the cia john brennan is coming out saying he will use channels to put

congressional committees in touch with the cia officers who survived an escape in 2012. it is laid out from brennan and obtained by the weekly standard. a denial by brennan scared survivors about keeping their mouth shut about keeping their mouth shut that night. to the west of my knowledge i am unaware of any officer threatened with reprisals nor would i tolerate that behavior. no suspect has been directed. to preserve its integrity we cannot discuss its status in greater detail. the uncle of shawn mix who was killed in benghazi have written a letter to members of congress blaming them for the lack of

syria. both may be running into trouble this morning. president obama made the arguments last night during a national add dret for a military strike and diplomatic resolution that relies on russia. >> the targeted strike can make it for any dictators think twice before using chemical weapons. it can remove the threat of chemical weapons without the use of force. >> the president wants congress to give them the authorization but he had to ask for a last minute delay because he was on the verge of being turned down by a growing bipartisan opposition. diplomatic proposal that had him turning over chemical weapons seemingly by accident this week is fraught with complications. how do you ensure compliance in a country in the midst of a civil war. some rebel groups would benefit from a weakened regime committed

first let's go to eric shawn take a look back at the day 12 years ago. >> astounding so much time has passed. we have long called this ground zero. but in the subway it says the world trade center. this is one of the reasons why. let's look at the new building number one world trade center soaring into the early morning sky in lower manhattan. this building will open by next year a sign of the rebirth and renewal at this site. it will be full of artifacts from that day including the last beam the survivor staircase,able to flee and other artifacts. human sotories photos with each victim with the biographies for many to see. 10 million people have visited the site of the memorial where the footprint has the cascading

water fall. again in a few hours there will be the 11th time the commemoration, the reading of the names as you recall what happened here 12 years ago. back to you. >> all of this so hard to remember that day. eric shawn, thank you so much. meantime, there has been an explosion to tell you about in benghazi this morning. the blast coinciding with the one year anniversary of the terror attack in benghazi that left four dead. >> we are hearing reports of some damage and injuries due to the car bombing in benghazi. we now know 250 u.s. marines have been moved closer to libya to a naval station in italy three hours by air from benghazi. multiple ships are nearby ready to respond in syria. if they are under attack they can help. one year ago four americans were

killed in benghazi when their backup never came. after the first time the cia director john brennan says he will have contact information for cia officers who survived that attack along with congressional committees. brennan also uses that letter to deny that the cia told survivors to keep quiet about what happened on the ground writing quote to the best of my knowledge after inquiry i am unaware of any officer who has been threatened with reprisals nor will i tolerate such behavior. zero suspects have been arrested in connection with the case in the last year. the cia says the success of the investigation is a top priority of the justice department and to preserve the integrity we cannot

progress nationwide. but according to graham it is found that while state exchanges will have baseline functionality by october 1st very few will have a comprehensive working exchange and most if not all exchanges will experience a rocky enrollment period as they work to over come known and unknown operational challenges. he also warned some states are working through the final security testing stages despite being in the building stages of development. as a result of all of this graham says consumers can expect limited web site access and come to things like on-line tax function consumer assistance and foreign language capabilities. the 34 states that opted not to have their own exchanges say they will be totally on schedule. >> baseline functionality. >> that's what the government says to allow. if it can't do that then it will be the latest. she suddenly lost her husband.
