one gunman is deceased. we are waiting to learn more. and we'll bring you that live as soon as it does happen. the first shots rang out at 8 o'clock this morning and sending 3,000 workers running for their lives and six schools on a pra precaution of look down and planes were grounded in reagan national at the time. one gunman died when police and swat teams swarmed the scene there. and two witnesses that we spoke to said they feel lucky to be alive. >> he was far enough down the hall we couldn't so the face and we could see him with the rifle and he aimed and raised and hit high on the wall. >> it was people falling down and as we came outside. people were trying to get out over the wall and get out of the

spaces. it was just crazy. >> he was tall. he, peered to be dark skinment i don't think he had a hat o. we were down the hall far enough. we sahim hold the rifle and raise it in our direction. nmaybe two or throw seconds we got a look and he turned and started shooting and we went to get out of the building. >> i can't imagine what it was like for the people. so frightening and trying to give an idea of what he looked like. live from the scene in the washington navy yard is peter doosy reporting on it throughout the morning. peter, what can you tell us at this hour? >> martha, when you listen to what the police chief told us.

one shooter deceased and possibly two shooters on the loose and look around here and authorities who have responded have not let up much of their resources. we have helicopters flying low and a lot of vehicles with sirens and streets are closed. you start to wonder where do they think the two potential suspects are. the helicopters dropping baskets and equipment where the incident took place. and now we are seeing them circling or zig-zagging the helicopter. this helicopter is flying 80 or 90 yards above the pavement hovering pretty low over the buildings in the area. again, our position for the last two hours or so has been back

here 150 yards away from where the shooting took place that we know of. we have heard from some people who were in the building who escaped with their lives. listen to them tell the story. >> i was inside on the fourth floor when the shooting started and heard sounds leak muffled gunshot and we had people running in the hallways and telling everyone to evacuate and the fire building went off. and we picked upros in our section where the evacuate the people out. and we got them on the back side of the building we evacuated them for an area that was closed off with the gates. and i was out there when a person got shot in the alleyway. >> and martha, again, last hour,

the police chief in washington told us it is an isolated incident but the response is massive, margaret a. >> peter, thank you for being with us throughout the morning and you will be there watching from live on the scene there and thanks to you, peter. two of the biggest questions right now is who did this and why? but last hour, the dc police raised new questions as peter just talked about. how many shooters are there or were there? listen to this. >> the big concern for us right now, is that we potentially have two other shooters that we have not located at this point. >> national security correspondent is in the pentagon on exactly who they are looking for. there is confusion about whether they were helping out on the scone or also shooters

themselves. >> the description that the police chief cathy lanier gave was two men in military ga rb. this is how she described the two people they are looking for currently. >> the big concern for us right now, is that we potentially have two other shooters that we have not located at this point. so right now, all we have on those potential other shooters and this is not confirmed. we may have two additional shooters out there. one white male last seen eight time time 35 this morning in a khachi tan military uniform. short sleeved and a beret naval uniform. that white male was seen with

a handgun. we have a look out for a shooter involved a black male 50 years of age, who may have been in possession of a long gun. olive drab covered military style uniform. >> so if you have seen these two individuals and matching this description, call the dc police department. we confrom park service sources that the swat team is going floor by floor in building 119 where the shooter took places. the one shooter was shot and contained. but they are slowly moving room to room for the fear that the two other suspects may be in the building in the navy yard. >> that is a huge question and it will impact motive in this case, jennifer, thank you very

much. >> and joined by dan bon genoand a international security consultants and thank you for being out here and your thoughts on what we are watching. snshg in the police of multiple attackers, you can eliminate it was a crime of passion. it was a coordinated attack. you have to look at motive and message that someone is looking to send. you need a vehicle sticker and id to get on there and within the facility itself. it is like a layered onion and other access levels and credentials to get into the buildings in the campus itself. >> we are cautious here because we heard confirmed reports of shotter and then there might not be and then the dc police chief that they are looking for two

other people. you think it is based on the reports of witnesses on the ground who saw people running with guns and military ga rb who may have been among those to help? >> yeah, you bring you up a good point. the witness testimony can be unreliable. a couple of things that are a fact at this point. a shooting in the atrium and that was international knowledge of the building. that looks down from four floors down and high point to inflict mass carnage. and there may have been knowledge of the building and may have been an insider attack. >> i am looking at incredible videos of this morning and helicopter rescues from the top of the building. would you surprise that people fled to the officer and ran up

there and that was the only way to be rescued and taken off of the hot spot of a building where the shooter was trapped tone the third and fourth floor somewhere? >> that so manies leakly. across the water there are air evacuation heliowa pads and with the secret service. i am familiar with it. if you are going to do an incident in dc, there is a lot of personnel available to respond. >> you will not have them evacuate in the back of the building where there may have been an active shooter. they are still out there and looking with infraed and see if they exposed themselves. >> in the building. how the individual or more than one person was able to make it on the base. they would need a sticker on their car and i would assume any building in new york, you need

a pass to scan over something, would you not? >> i don't remember the scanners. but you need an active military id card. it is not the coined of system where you flicking an id and drive on by. it is where they take a good look at the id. and i don't have information on it right now. i am getting the information as it comes in. it seems to me somebody who was in the facility and been there before and probably credentials to be there. >> good to have your background and continuing to unfold. and we'll touch base as it continues to come to us. >> there is a big breaking story. the united nations is confirming an especially nasty chemical weapon was used in the hovic attack in syria.

snshgs back to washington now, the shooting and the washington naval yard and one gunman opened fire in the buildings there. and right now the a p is reporting that six people were killed and at least four were wounded in this attack including a law enforcement officer this morning. police are continuing to look for two other potential gunmen wearing military style uniform

including one with a beret and people who were witnesses on the scene and told police what they saw. we are trying to confirm early reports on a possible id for the shooter that was killed and a name floating around out there and the main shooter that was killed on the third and fourth floor and we are continuing to weigh that and continuing to do that at the hour. a former navy seal, scott, welcome and good to be here today. >> good to be here but under sad circumstances. >> tell me what your thoughts are as you watch this play out? >> it is tragic any time you have a shooting like this and a senseless system and wondering what the motive is and you are falling via twitter and the quickest up-to-date and the navy

do what they do best and a look down and active shooter mode and accounted for and folks are safe. >> how particular are you in this particular facility and for somebody to get on the base if they were not a member. >> it is just like any other bases. it is difficult to get on the base without the identification which is concerning that it could be another inside job. the base is the house of the chief of naval operations. i am not sure what you have covered and haven't. it is a huge command. 3,000 folks in there work every day. it is tragic and one of the biggest concerning things it is probably an inside job. >> we wait and try to get more information on that as i said. there is one name floated out there. but we have to be cautious in these situations because we are

waiting to get more information. we believe that the body of that individual is still there on the base as they work through the evidence in this case. any thought on the other idea that there may be two other shooters involved? washington d.c. police are going on eyewitness accounts and leads on two other people. >> we have the finest folks to make sure no one else is injured and bring potential folks to justice. it is circumstanceual and we don't know yet. but i am confident in our first responders to bring the folks to justice. like i said, it is difficult and potentially anned in job. i know that the government worked hard to make sure there is full accountability and we will find them and bring them to justice. i am curous what you thought

when the choppers were hovering over the building and also using that open side of the platform and using it for two snipers that were trying to figure out. how dow think they did today? >> they did great. i am always proud of men and women on the front lines and emergency responders. it is a testament to the strength and willingness to make sure no matter the cost, we make sure they are rescued and safe. >> and your mind goes to fort hood and the scenes of tragic on the military bases in the country, it has to add to concerns, really, you know, for people working in these places. we all want them to feel safe and be safe and their job is to

>> fox news alert and two breaking stories that we are following on our screen and on the left hand side. that is moments of panic in the washington d.c. naval yard. the shooting there left six people dead and dozens others injured in the case and we worked to get the confirmation in our numbers. and the horrifying scone that we watched play out over the last two weeks and now the report came in today and moments ago from the united nations about what inspectors learned about

what happened there and in terms of the amounts of sarin gas that was used. we are waiting for new details from washington. and will bring them to you as they come in. in the mean time wrooel talk to john bolton and ambassador, welcome. >> good to be here. >> what have we learned here in>> the report confirms without a doubt that sarin gas in substantial quantities was used in the chemical weapons attack and the mandate was not to assess the responsibility, the report make its clear and secretary general moon stressed in his report that the security council, that the first signs of symptoms of sarin gas came after a very substantial artillery barage. and the inspectors looked at

fragments of rockets and shells that bore sign was sarin gas. it was a concerted attack by rocket artillery and i am prepared to believe that the opposition would use chemical weapons and no evidence that they have got capability for rockets and the attack. >> that is a co element. surface to surface missiles as a sarin nerve agent that was used in damascus. is there a way to trace those specific rockets back to equipments that was solid in the syrian government? >> it doesn't appear they could do that. and observers said at the time, the fighting in that area continued after the first reports of chemical agents were revealed, that the fragments of rockets and artillery shells that might have had markings

were blasted along the rubble. it would take a much more extensive investigation to uncover the evidence. and there was no way the inspectors had time to do it. it was by process of elimination. if there were reports that the opposition acquired the syrian government capability or taken over an arsenal where it was stored and reports that they had purchased large quantities from iran or north korea it would be a different story. but the evidence shoes they didn't have those kinds of assets and it pointed to the assad government. >> now the question is what now? they seem to think there were

somewhere between the 14 attacks that happen in syria, it is a tragic and horrific reality and moon expressed remorse that the united nations hadn't been able to do more sooner. that shoes the ability of them. russia vetoed resolutions time and time again. and so now what? how much time have we given them to move them to a place where they will not be detected? >> there are reports that the weapons are moved in lebanon. there are earlier reports that they were moved in iraq. the organization for the prohibition of chemical weapons responsible for the report would be charged with the transport or destruction that assad wanted to declare. it is a nice little organization and never encountered a situation like this. this agreement is likely to fall

ones were safe inside of the building and six people did not survive this and what an awful day it has been for their family. >> and i am joined by chris vosz. hostage negotiator and terrorism expert. chris, what are your thoughts and what are we seeing so far today? >> yeah, martha, it is in situations like this, as they illustrated. a family member of the victims suffer as much trauma as victims do. and they are trying to decide whether or not they found the shooters and what the shooters target was. and law enforcement is doing a good job slowly and deliberately finding out at the scene right now. >> what do you make of those reports from the dc police chief, that they are still looking for two other suspects?

it seems strange that we would be at the point we are at with all of this, if they believed there were two active suspects still out there? >> well, in an instance like this, there are going to be conflicting descriptions. same gun men. police tend not to see things accurately. and conflicting reports of multiple gunmen is expected from the beginning and they have evidence of different types of gunshot wounds and calber wounds and physical evidence of shootings taking place in different locations, and they are probably feeling like one shooter, but have to be sure and go over every inch of the premise and bring every individual out before they know for sure. >> we heard so many conflicting stories this morning and bullets

from different guns and one account that the gunmen had three different guns and that may account for some of that. and there was a description of a white man in a beret and a military type ga rb is the way it was described and the possibility was raised that that person may have been rushing to the scene to help out. it is so tough to tell. and does anything point to anything more than what you are learning? >> it is initially a lone gunmen is more likely. and soon as more people are involved. it is difficult to keep it quiet. and that's why the lone wolf is so dangerous. the operation and security of a lone wolf is not coordinating or talking to anyone. just to have something like this to be a surprise, it is most likely a lone gunmen. but we have had school shootings

where they have had multiple gunmen and they keep quiet with themselves. you can have be careful. >> they are trying to go down every avenue to make sure they got the person who was involved and others if indeed there is others. and what do you think of the response. we are looking at the chopper pilot and hovering incredibly low. and over the top of the building as they pull people to safety. it is good stuff as we saw. >> and i am impressed with the complexity and there were hundreds of law enforcement agencies sending all of the resources si multianously and they managed to coordinate without incident. and multiple swat teams. they are conscious of making sure if they don't run into one

they had multiple gun shot wounds and in rapid sussession and they were crit beingal injuries this medical center was told to expect other victims and they were prepared for that and last report the number was at three and we expect updates in the course of the afternoon and evening to see whether other people were transported here. like a lot of folks in the washington area. this place is anxious because we have seen a lot of emergency activity in the course of the monday and what should otherwise be a typical monday in the nation's capitol. it is anything but typical in our nation's capitol, martha. >> you can't help but be

>> we want to go back to washington now, reports suggesting that sen people were killed this morning and five injured in the shooting spree in washington's naval yard. the situation around the shooting is fluid at this hour. we expect to get details from the police and investigators on the scene there and in the meantime, more of the stories from people with loved ones in the building when the shooting happen. >> listen to. this >> i am waiting for my wife. she is in lock down. >> have you talked to her? >> we texted via text and that's it. >> what is the mood in the

building? >> of course, everybody is you know, worried, you know, on pins and needles. they are hungry and they just don't know what is going on and they are cut off from the outside unless they have televisions in their office area. >> boy, so terrifying for the families. monday morning and head to work and loved ones head to work in the washington naval yard as they do every day. and this day is very, very different. you saw the terrified look on the woman's face. and this gentlemen was waiting to find out if his wife would make it out of there and there was communication and that was a relief to him. and for six people and perhaps seven they will not walk out of the washington naval yard and a lone gunman was killed in this case.

and they are looking for other suspects and we are waiting for more clarity on whether or not that was on-going and we expect to see more information on that over the next several minutes or hour. this is a scene this morning and that is incredible. and these chopper pilots plucking people off of the roof and it is believed they went up to the roof and they were rescued. and the main part of the shooting appears to happen on the third or fourth floor there and on building 197. it is people who nervously waited outside of that building and peter doosy reported from the scene and the news broke this morning and any handle on whether or not they are looking for a potential other shooter? >> martha, we haven't heard

anything for sure since that update for an hour ago from the dc police chief. one shooter who is confirmed dead and it was not confirmed but there are two possibly other shooters on the loose. when she zoe r zeroing in on some rooftops outside of the perimeter. there were a lot more police. as the afternoon has gone on and really every minute, we see now almost all of the fire trucks, at least the ones we can see have now departed. and something that is very sad. we couldn't see exactly what was going on. but for the first time all day we saw an ambulance pull up that was driving very slow. and it left very slowly. as opposed to this morning when things were still going on and the ambulances were speeding up and down this street and this street trying to get as close to the scene as possible to rescue

people. the last ambulance that we saw a few minutes ago was driving very slowly on the way to and from. it has now left. as you can hear, though, earlier when you guys were coming to me, there were sirens. there were helicopters. right now, none of that. but the feeling from everybody around here and the whole area is still blocked off, businesses are closed because they're within the police line, things are still very tense. just a little bit calmer than they were just an hour ago. >> peter, what's your sense of the reunification process? i know that they had asked people to gather at a location. we saw that woman who says she was looking for that spot. she wanted to go there to meet up with her husband. do you feel like people have been reconnected? or is that still going on? >> reporter: it's still going on as far as we know, martha. my street corner here at 7th and l, southeast washington, is a mile and a half from the u.s. capitol rotunda.

from the dome. and then just on the other side of these buildings on the outside of the -- the tall brick wall that surrounds the scene of the shooting, just on the other side of those building near where the gray on the left is, that's where national park is. that's one of those rendezvous spots. we've heard from some of the people who've been able to meet up with their loved ones. obviously not everybody today is going to be that lucky. there are at least six people dead and several others shot. not everybody is going to have the opportunity to hug their loved one in the parking lot at nationals park. but as far as we know, and as far as the people who we have over there in that parking lot and lheading over there, that i the process that's just going on. and we have no idea what the scene is going to be like later on this afternoon because the nationals, who are in a pennant race right now, are scheduled to have a game in about five hours and ten minutes.

or you actually have to get out of your vehicle and go in and sign in if you don't have either of those with a government id. so it's very, very tight. >> it seems, you know, given those circumstances, it seems like it would be extremely unlikely that somebody would be able to sort of finess their way through that gate unless they shot their way through security to get into that building. is that true? >> no. not exactly. what my take is, every day i drove on to the military i installation for 20 years. my take is they obviously have some way of getting on with the proper credential. they could have easily been in the trunk of a vehicle. could have even been in a van. right now a lot of the security is based on what your -- whether vehicles are going to get searched when they come on to the base or -- every morning getting intoy're not searching vehicles. so it is possible to get on the

base if somebody's very determined to do such. >> in terms of what you know about this workplace and building 197 and, you know, what kind of work the people were doing there, tell me a little bit about that. >> well, from what i've heard about the navy yard is that they definitely are operating -- the systems for the navy, they have a lot of -- there are some areas that would be classified. then there are other areas where it may not be classified. so you definitely have access to the building as a regular civilian if you were screened getting on to the base. you may have to sign into a desk, register when you're going into the facility. again, i do believe this is something that may have had an indication of getting into the base with either an associate, a contact. you know, we could be talking about somebody who's disgruntled. who got discharged off active

we start this hour with this fox news alert. and here is the one-line warning that we got moments ago from a navy spokesperson. quote, this is not over. brand-new hour starts now. i'm martha maccallum in on this busy day. we are now just minutes away from a second police briefing today on a shooting that left at least six people dead and several more being treated for their injuries at local hospitals in d.c. we do expect we're going to get some more information on what is now believed to be a very active and ongoing investigation. but here's what we know so far. at least one suspect is dead after opening fire inside the washington navy yard in building 197. now police are looking at reports that two other gunmen may have been involved in this.

meanwhile, several witnesses who were inside the building at the time of the shooting have described a frantic situation. >> being able to get out, how do you feel now? >> i feel very lucky to be alive. i was standing between you and i. one of the guys next to me got shot. i didn't. >> i at no time see the shooter at all. i was on the first floor. my understanding the shooter was on the fourth floor. >> was he shooting down into the atrium? >> if he was, i didn't pay any attention. i heard he was. i just kept running. >> kept running. can you blame her? a new media briefing is about to get under way. we're going to go live first, though, to the white house and shannon bream. shannon, a story nobody expected to be covering today. a real tragedy at the washington navy yard. >> reporter: you're right, martha. you know, we'd expected the president to come out and speak about economic issues today, which he did. that was delayed because of what happened. and he did start his remarks by calling this today a cowardly

act. what happened at the navy yard. he went on to say that his team, the administration, would do everything it could to help those who are investigating, make sure it goes smoothly and seamlessly. and that anyone responsible for today's attacks would be held accountable. here's a bit more of what he had to say. >> it's a shooting that targeted our military and civilian personnel. these are men and women who were going to work, doing their job, protecting all of us. they're patriots. and they know the dangers of serving abroad, but today they faced the unimaginable violence that they wouldn't have expected here at home. >> reporter: the president who has been regularly briefed throughout the day today on these events called today's victims courageous americans who were choosing to serve their country. the president and vice president who spoke a short time ago from charleston, south carolina, said they were sending thoughts and prayers to those who were connected to today's tragedy.

the president said americans will need to stand with the families of those who were hurt and those who were killed today, saying they're going to need our love and support. he also took the opportunity to express gratitude to all the law enforcement officers and federal authorities and doctors who bravely went to that scene trying to help. in his remarks today, the president referred to the events at the navy yard, quote, as yet another mass shooting. he re-emphasized the need to, quote, do everything we can to prevent another one. a couple times during the ongoing briefing which is happening just a few short feet from me here today at the white house, white house press secretary jay carney has said repeatedly when asked, does this restart the conversation, the debate about gun control, he said there are a lot of facts we don't know. things are still coming in. i don't want to take things out of context. he said we're going to stick with what we've had all along. the president supports common sense measures that are aimed at ending gun violence. still so many things we don't know about these guns and who used them. jay carney didn't want to step into the ongoing debate. but said the white house does

see the need to continue to press for those common sense measures. martha? >> shannon, thank you very much. reporting from the white house today. so the second that the police come to these microphones, we will go to that. in the meantime, the base where the shooting took place is home to the naval sea systems command which builds, buys and maintains our navy's ships and submarines. chief intelligence correspondent katherine herridge is live with more on the background here from washington. katherine? >> thank you, martha. based on multiple conversations with sources on capitol hill and with homeland security and counterterrorism officials, at this hour the lead remains with the defense department and the d.c. police. homeland security is monitoring the situation in southeast washington. the national counterterrorism center also known as the nctc is standing by. their job will be to run the id on the dead shooter through their databases to assess whether they have any suspicious connections. also confirming that as the president was briefed earlier today, the attorney general eric holder briefed by the new fbi

director james comey, who has only been on the job for two weeks, this shooting ultimately being the first significant task for that new fbi director. with one shooter t eer dead, th guidance we're getting from our justice department producer is that there may be two additional people who are suspects. not necessarily two additional shooters at this event. the reporting is that at least one wore a military uniform. once names are identified the ntct can assess whether they were retired military and entitled to those uniforms or whether they had purchased them in a nefarious fashion. earlier today witnesses describing that harrowing scene. >> i was inside on the fourth floor when the shooting started. in fact, we saw -- heard some sounds. we were kind of like -- kind of sounds like a muffled gunshot. we didn't know what it was. we had people running in the hallways telling everybody to evacuate. a couple minutes later the fire alarm inside the building went off which is the way to get everybody outside the building. >> martha, we'll send it back to you for the news conference.

>> thank you, catherine. let's listen in. >> at this hour, it appears that we have at least 12 fatalities. we're continuing to try to ascertain how serious it is. and it doesn't get much more serious than that, obviously. we have one of the officers for the metropolitan police department is injured. he appears to be -- he's going to be fine as far as we know. we have no known motive at this stage. there were people who asked early if this was a terrorist event. we don't have any reason to think that at this stage, but we're continuing that investigation to try to determine what the motive is. we also don't know for certain whether there were other shooters. there have been reported other people in the building at the time. we're continuing to engage in that investigation. and we'll have better information on that later in the

another gunman were being tamped down to some extent. this is now the second time we've heard from the d.c. police chief who has come out and very clearly said that they continuen this case, describing one of them as a white male with a beret in military style clothing. the other as a black man. both of them in the 40 to 50 year range. the black male was described as having graying sideburns. these descriptions of these individuals are becoming more specific as the day goes on here. what we initially thought might have been officers that were racing to the scene who may have been, you know, undercover or may have been not in full uniform, people might have thought i just saw someone running by me with a gun, we thought there might be confusion there, it is sounding more and more like there is a concern on the part of the d.c. police that there could, indeed, be other shooters out there. which also leaves us to question, and the first reporter asked this question, he said,

wait, who is is ssupposed to stn place? if you've got potentially two other shooters in the d.c. area a mile and a half from the white house and capitol building, you might expect more broad specifics on a lockdown. she said people in this area. people in the area of this military installation. we are encouraging to stay at home. the main building is still in lockdown in this facility where all of this got started. i want to bring in catherine herridge and get her thoughts on what we just heard here, catherine. because it does appear that they are still quite concerned about these two other individuals. >> i think there are three main headlines out of that news conference, martha. number one, the jump in the number of fatalities now put at 12. based on discussions with former fbi officers, it says to them that this was premeditated and highly targeted. number two, still no indication of a motive. i think the most significant headline with this shift of the fbi now taking on the lead in

this investigation, you are effectively looking at a man hunt for two people who they believe had some kind of role in this mass shooting at the navy yard this morning. this is a critical shift. up until this point, the lead in this has been the defense department because it was a navy base. then also the d.c. police. so it really stepped up a notch based on the evidence. now it's the feds. now you're looking at a manhunt. that's why she gave out the d.c. police chief cathy lanier gave out the lookout for these individuals. >> as you point out, the stunning escalation in the death toll in this event this morning. we were up to six as we headed into this hour. and when the d.c. mayor stepped forward, major vincent gray, and told us that there were 12 people. think about ft. hood, catherine. 13 people killed in the ft. hood incident. this makes this one of the most

lethal deadly attacks on a u.s. military installation in history. >> it's approaching that. ft. hood is the worst mass shooting on an army base. let's not jump too quickly to compare them. because ft. hood was an act of terrorism. we don't know what the motive was in this particular case. but it's approaching that level of fatality. but, again, the sort of threshold or critical point that has been crossed based on the evidence that's been gathered in the last few hours is that this is no longer a defense department and d.c. police lead. this is an fbi lead. this is an active manhunt. they have lookouts for two individuals. >> catherine, what do you think about the fact that they were somewhat vague in terms of who should stay in place? as i pointed out, you're a mile and a half from the capitol building. from the white house. and you have two individuals who are believed to have been possibly involved in a shooting that has killed 12 people at the washington navy yard. does it not strike you as somewhat odd that the lockdown instructions are not more

specific and perhaps more broad? >> well, this is -- this is a very heavily congested part of the city. they're making those statements based on information that we are not privy to. the information may indicate that they believe these two individuals remain in this immediate area. having lived down in that part of washington, d.c., there are not many sort of exit routes out of that part of the city. there's a main bridge, a main highway. that's about it. off into the center of the city. again, i wouldn't speculate too much. the bottom line here is that this is now an fbi-led investigation and they are in an active manhunt. >> catherine, thank you very much. we want to bring in texas congressman michael mccall, chairman of the homeland security committee. congressman, welcome. what a difficult day. your thoughts on what we've just learned, sir? >> well, it's just really tragic. my thoughts and prayers go out to the victims and their families. again, as you mentioned, this is one of the largest attacks on a military installation in the

united states. it's very significant. 12 fatalities is extremely sad and tragic. i think as catherine mentioned, the fbi taking the lead is also very significant. the idea that there are two possible other suspects in my judgment, if this goes from just a lone gunman to a concerted conspiracy, that really raises the stakes here in terms of what was the motivation. which we don't know at this point in time. >> in terms of homeland security and what -- what your chairman obviously of the homeland security committee, what would homeland security's involvement be at this stage of the game? >> well, at the federal, state and local level. running records. as you mentioned, i think they mentioned nctc is going to be running records on the dead gunman to find out what his ties

are. some people travel. with this documentation that's what they're going to be focused on. it's tragic enough we just want to make sure all the leads are properly followed. it is reminiscent to me, not too far from my city, home city of austin, where ft. hood occurred. it is very reminiscent of that day. i just -- i pray that it doesn't extend anything towards a terrorism tie. >> that obviously is the big question right now, right? i mean, as you look at this and you do think about ft. hood and you can't obviously jump to any conclusions, some people feel that conclusions were jumped to in that case. if we are dealing with perhaps three people in this, it raises that question. >> of course it does. i think it's important -- something the task force is going to be looking at.

12:00 noon they were looking for these other two individuals. they're being described as suspects. we now have more description of what they look like. there is a white male wearing a tan military garb outfit, it's being described as. also a beret. then there a 40 to 50-year-old black male who is in olive garb. he has graying sideburns, medium complexion, 5'10", 180 pounds. again, officials and the police just said it's not clear if these were members of the military. they were in military style garb. also mayor vincent gray of washington said that it's not clear that there was more than one shooter. that shooter we know is dead. but these two other suspects apparently one of them was armed. and they are in an active manhunt now for them. that is why the fbi has been brought in. my sources with the navy are telling me that the navy yard is still in lockdown. building 197 where the shooter was shot dead and where the bulk

of the shooting and where the bulk of those 12 individuals were killed earlier this morning, that is still in lockdown. the federal park service and s.w.a.t. teams are going room to room within building 197 to make sure that nobody else is hiding out in there. there are other buildings at the navy yard that are in lockdown. as this navy official said, this is still -- this is not over. this is still ongoing. >> jennifer, you just touched on something that raises another question here. that's whether or not all 12 of these people who were killed were in building 197. if it does extend to another building that, you know, might give us a little bit more information about how many people might have been involved here. >> my understanding, martha, is that 10 of the 12 individuals who were killed were killed in building 197. we know that at least one security guard was killed. he may have been killed outside of building 197. closer to the gate. it's not clear how these individuals got on to the base. whether they had an id and were

able to get through the base or whether there was a breach of the perimeter of the base. because as you know, there is high security at this base where, you know, building 197 is part of the navy sea command. that is -- you know, that is an area where they have very, very, you know, top secret plans for in terms of the way that the ships are made. it's where the contracting is done. it is where a quarter of the budget for the u.s. navy rests in this naval sea command, which is centered at in building 9197. a lot of security. it's important not to jump to conclusions, the three suspects, the shooter who is dead, important not to jump to a conclusion they were members of the military. we don't know their identities at this point in time. >> good point. jennifer, thank you. joining me now is retired marine bill cowen. a fox news military analyst. bill, a sad, sad day for the united states military. your thoughts on what we're

seeing here? >> indeed, martha. a couple thoughts right off the top. one, if we ever question the value of security cameras, this ought to -- or surveillance cameras, this ought to answer that. hopefully there were cameras aboard that installation that will help identify whether or not there were some other people. i'd also like to add that in the confusion of an incident like this it's very easy for people to think they see something they don't really see. this, a regular radio, can sure look like a gun depending on how a guy is holding it. that sends law enforcement then off looking for somebody with a gun. who knows, the guy in the brown outfit may have had a -- you know, a sweep broom with him. you don't realize how easy it is for a witness to see something he doesn't really see or thinks he sees something. i think this has a way to go before we determine who it is. >> no doubt. you could be right. that was sort of the way this looked like it was going, bill. but then when i heard cathy lanier, the police chief in d.c., say that they were going on this concern about these other two individuals based on multiple pieces of information,

she made it sound as if there were witnesses, you know, several witnesses who had reported seeing these individuals. and that does sort of make you wonder. also, the bringing in of the fbi takes us to a different level as well. and then i also want to get you on jennifer's question. how did they get on to this base with these guns? >> well, first off, getting on that base, as i recall, i haven't been there for a few years, is not terribly difficult because there's a museum on the base. the naval historical records are on the base. the base itself, the access to the base is through a gate. you can go in with a vehicle. you don't have to -- you didn't used to have to open your trunk and go through a series of things. you didn't go through metal detectors. there's an officers club on there. a lot of people used to like to go there for lunch and/or drinks, what have you. the base itself wasn't tightly restricted. however, the buildings like the building where this happened is different. when you go in one of these big buildings, particularly one like that, you've got to go through a pretty stringent security.

including metal detectors. i think the issue will be really how sop kind of weapon got inside that building where it was used. regarding the other two people, i just suggested maybe they don't really exist, no question about it. the law enforcement people have to operate on the premise that there were two other people until proven otherwise. >> what about the lockdown? she said, you know, people in this area should stay put. and it just -- it does raise concerns about how specific that is, how broad that is. is it broad enough given the fact that they're searching, a manhunt is under way for two people? >> well, one thing interesting about that base is, remember, one side of it is bordered by a river. you almost have a natural barrier there for people jumping into the water without being seen or running or going somewhere. the rest of the base has a pretty good concrete wall around virtually all of it, unless some of that has changed in the last few year. you do have a lot of residential areas there. you're close to the u.s. capitol. very close. it's an easy walk. you've got a lot of commercial interests up and down there. so i expect we've got some

immediately ran downstairs to try to help people evacuate the building. as he was doing that, he was leading people out a door that led into an alleyway. and there gunshots rang out again. in fact, he didn't know if he himself was being shot at. it was random gunshot, he says. one person standing not far away from him was hit in the head. and it was a horrendous experience for him. so there were at least two different incidents when there were gunshots fired. one inside on the fourth floor. another a little bit later outside on the side of the building. this could indicate more than one gunman. of course, d.c. police do suspect there is more than one gunman. they have to prove otherwise. otherwise they'll continue their manhunt. they have also gotten descriptions from people who were able to describe these two possible other suspects as one white male, 40 to 50 years old with a tan military style uniform and a beret. another one a black man, 40 to 50 years old. olive military style clothing,

5'10" #, 180 pounds, medium complexion and gray sideburns. we have indications there were at least two different times when gunshots rang out. that would indicate there could be more than one gunman. as we know, one gunman is deceased in the building. and 12 people who work in that building also deceased. we also got eleanor holmes norton appeared here just a few minutes ago. she's the d.c. delegate in congress. she says it's very sad. she's urging people to withhold judgment on what happened. that building, the naval facility here, was the anchor for the revitalization of this entire neighborhood along m. street in southeast d.c. she says it's very sad to hear of these deaths and this incident. she also said she can't believe anybody could have gotten into that building unless they work there because you have to show a secure id to get into the building. otherwise sometimes the campus is open to the public. but you can't get into that building without a secure id or if you have an appointment with

victims to see if any of the bullets in any of the 12 victims are accounted for by whatever weapons the shooter has at the scene. if the shooter has two or three weapons at the scene and there's a fourth -- a bullet that comes from another weapon, that'll confirm that there's another shooter out there. >> in terms of -- we've heard all kinds of accounts of people in the hallways. that he was shooting at a distance. that he was silent. he wasn't saying anything as far as we know. lots of information will be able to be gathered from all that as well. >> the medical examiner will be able to tell -- determine whether the -- any of the shooting was close up. whether there was a specific target by the distribution of the powder on the victim or the clothing. so they'll be getting a lot of information in the next 24 hours from the medical examiner's office that's going to be very important in the investigation. >> the first thing they have to

do is identify this person, this one shooter. it's possible he had another person's id on him. that's a concern, obviously. >> the medical examiner's office will be responsible for getting fingerprints, dentals and dna from the victim -- the shooter. >> how long will that take to get a positive identification, do you think? >> i think they'll probably get it within 24 hours. they probably have a number of leads already. how he got into the building, that he had some kind of an id. they'll be able to track the weapons also to see where did he get the weapons from. and even if -- a situation like this you have tattoos on a person that hook them up with other people with similar tattoos. >> let's bring in lieutenant colonel oliver north and get your thoughts on this. what a sad day for the united states military, sir. >> no doubt about that, martha. i'm, by the way, in orlando, florida, in the studios of fox 35 wofl. they're tracking it down here as well. here's a couple things about that building, 197 at the navy yard. i've been in it many times.

most recently at the navy yard less than a month ago for a parade. marine barracks which is literally just 100 yards or so from the gates where -- one of the gates where you get into this complex. three gates getting in. there are surveillance cameras on all of those gates and all over that complex. and so they're not only going to have the information that dr. baden was just speaking of, they are also going to have lots of video to go through on all of this. there's a lesson in all of this. first, the reaction by the d.c. police, the capitol police and all of the naval criminal investigative service and the like, very good react. but lousy at prediction for these small events. recall what happened with major hasan back in 2009. recall what happened in boston at the marathon. small number of people involved. not a lot of phone calls and communication about it. not spreading the word. so predicting it and preventing it is much harder than reacting to it. we now have at least 12 dead. lord knows how many wounded.

i know in her press release or press statement a moment ago chief lanier did not tell us how many were wounded. that may be because they're still counting them up from the various hospitals to which they were taken. at the end of the day, the lesson is going to be that we cannot predict these kinds of things. whether it was really workplace violence or terrorism or simply criminal behavior, we don't know and we probably won't for some time. martha? >> we are just learning that the united states senate is adjourned for the day out of an abundance of caution. they're only about a mile and a half down the road from this facility. what did you make of chief lanier's admonition of people to stay inside their houses? and the lack of specificity about where that -- where that should extend to? we've talked a little about the natural borders of the water that's on one side of this. did that lead you to believe they think these two other guys are in there somewhere? >> it may well. of course, that's similar to what happened in the aftermath of boston where they literally

locked down the city trying to make sure that these guys, it turns out only one of the brothers still alive, would be able to escape. look, if there are multiple shooters in this, two or more others that are involved in it, again, that's going to show on the surveillance cameras that are inside those buildings and in that complex. they're there at every single one of those gates. so you now have investigators going through all that transpired in the hours before the 8:15 or 8:16 this morning when the fire began. and the shooting started. they're going to know pretty much everything you want to know about the shooters. >> yeah. that may be one of the reasons that they're very specific about the description of the clothing that these other two people were wearing and a bit about what they look like as well. they're getting some corroboration on that, apparently, from some of the other witnesses that has led them to be really concerned at this point. >> well, and an important point in that, martha, eyewitness testimony in these kind of cases is often less reliable than it is to look back at those videos to find out who really did this.

the washington nationals are still planning at this point to play an afternoon game in their ballpark which is literally just blocks from where this shooting took place. we know some of the people were told to go there to meet up with their loved ones who worked in the building. a bit of disjointed message here. you've got a manhunt for two people going on. and people in the area told to stay in place. yet as far as we know, there have been reports that people are streaming towards the stadium right now, it seems a little bit disjointed. we're going to continue to keep you updated. we'll let you know if there's any change in that plan. first this. put people to work preparing roads and bridges. to keep teachers in our classrooms, our first responders on the streets. we helped responsible homeowners modify their mortgages so that more of them could keep their homes. we helped jump start the flow of credit to help more small businesses keep their doors open. we saved the american auto industry. >> a lot of accomplishments

there racked up. recited by the president today as he took credit for getting america back on its feet this morning. five years after the start of the economic crisis. hard to believe, right? to say that the administration had laid a new foundation for a stronger economy, but the latest fox news poll shows that 60% of americans disapprove of the way that the president is handling the u.s. economy. and you see that number has crept up from september of 2012. a combined 70% say his policies have either hurt the u.s. economy or that they have made no difference in the u.s. economy. joined now by a great economic panel to talk about this. simon constable, columnist for the "wall street journal." mike mcconnell and gerri willis, most of the business report. simon, let's start with you. is he right about the successes there? >> i don't think so. i think maybe -- i've never been

convinced the bailouts were the right thing to do. what doesn't matter about that, it's five years ago. what matters is the future. what we've got now is more and more regulations, more and more government involvement in the economy that's stopping small businesses really get up and going. and that's a problem. that, we forget, it isn't big business that's the engine of growth historically. it's small business. and small businesses are strangled. i'm sure matt being a small business guy will tell us. >> we've seen small business really kind of stuck in its tracks. it doesn't want to fwrgrow in m ways. it is concerned about obama care and the onus that puts on these companies. the president is trying to make an argument, though, that things are turning around. >> well, you know, as simon yus mentioned, small business has not turned around. i don't care what the president says. look at all the numbers. typically coming out of recession small business leds you out of recession. overregulation put that down. obama care has hurt that as well. i could throw out numbers. i'm a numbers guy. i could throw out a million

numbers to make things look good or bad. look at unemployment. it's the crux of the economy in my mind. if we take a look, 90 million americans first time ever out of the labor force. not working. that is about almost one-fourth of all the people out there not working. if this is good in the president's mind, then he either flunked econ 101, he should be fired, his professor should be fired to for letting him pass that class. things are not good. >> talk about the labor participation rate. the lowest in 30-something years at 63%. it is -- it's stunning. it's stunning. i think matt's right. this is the crux of the economy, ore people unemployed than we had five years ago, 2008. 1.8 million more unemployed. fewer of us have the confidence to even be in the work force as you just mentioned. here's a number that most people don't even talk about. median incomes are down 5%. down 5% in a country where we're used to growing and expanding. we're seeing, well, your top line, your income, it's going

down, not up. >> that's a good point. i was looking at some numbers this morning that show that the bottom of the income ranks is 21% unemployed. so you've got this huge, you know, lower -- the upper end is about 3.2% unemployment rate. jo are pushing out people at the jo lowest end of the skill set. >> i'm seeing where the spending is come. the top 20% accounts for 38% of all spending, and it used to be, back in 2003, only 26% of spending. so i was disproportionate. 26% for the top 20%. but now it's 38%. it's crazy. the bottom four/50s are not participating. >> people would say, you don't know what you're talking about. housing turned around a bit. things are looking up. you have to be positive, stuff is starting to work.

>> weather alert. at least seven people confirmed dead from the flooding in colorado. right now rescuers are still underway in various towns who have been inundated with heavy rain for a week. we're live from boulder with more. good afternoon. reporter: the priority today for emergency management officials is finding and saving life, and that now includes members of the u.s. national guard.

15 members of the army guard were in the lyons, colorado, working on rescue efforts when they became cut off by the rushing water. the high profile tactical vehicles were not enough for the situation they found themself in, so the army had to wait until skies cleared to get in the air to get the guard members out. authorities are trying to establish who in fact is still unaccounted for. boulder countyes asking folks if they self-evacuated or report someone who is unaccounted for and know that person is safe to please contact the county so they may adjust that number of more than 1200 people who are unaccounted for at this time. and more than 11,000 people are out of their homes right now. they've been evacuated. 21 helicopters are performing search and rescue operations. but what makes things dangerous for first responders is when folks don't comply with evacuation ordered.
