failure of leadership. he wanted to defund the iraq war. he attempted to stop the war by leading the effort against raising the debt ceiling. he was supported by senator schumer who we just saw. when the american people get lectureded on why we should raise the debt ceiling without any offsets on spending or when we get lectured by senator schumer how it is wrong not to raise the debt ceiling just remember they were on the opposite side of this not long ago. >> president obama referred to it as extortion by congress. back in 2006 it wasn't extortion when he did it. it was something else. >> he was trying to end the war. the republicans are saying we will give you the debt ceiling increase but we want you to give us and the american people something in return. they are asking for a dollar for dollar offset.

if you are raising the debt ceiling for the next year then offset it by spending reductions and en titlement spending over the next decade. that's a reasonable formula which the president has agreed to in a previous debt ceiling vote. >> i think the american people -- if i can be so bold to speak to them, they have now seen the debt ceiling fight over 40 times in the last 30 years. there have been agreements. some have been fight it is last two times. this time and the time before. i bet the american people think when they have spending problems at home they reached the top of their visa or american express and they tighten the belt. they don't call up visa and say, put another $5,000 on it. or not twice because they are worried they can't pay. >> we have two votes. one is the debt ceiling vote itself. we adopt a budget resolution and passed the 12 appropriations

bills that determine how much the government will spend. em bed ed in each of those is how much we are taking in, how much we are spend ing. if we are taking in less than we are spend ing then we are adding to the debt. each one of those in a way is a vote on the debt. >> do you think the democrats who are oppose ed to the idea of spending cuts with the debt ceiling, do you think they are not words to the long-term effect of getting deeper in debt or do they think it will stimulate the economy so there will be more tax receipts so we won't spend much and that will bring it down? >> it could be a variety ever of things. my fundamental view is they are not aster identified by public debt being as large as it is compared to our economy. today, by the end of the year it will be roughly 70 -- the public debt of the united states, that part of the debt that's been securitized in the form of a bond and sold to somebody with our name on it, we the people of

the united states will pay you back your money. in the meantime we'll pay interest. that will be equal to 73% of gdp which is higher than economists like. it will roughly stabilize in the next year or so and then start climbing again. in the next 24 year it is congressional budget office said within the next 25 years the public debt of the united states will be larger than the economy. that puts us in greece. that the puts us in all of the terrible economies that have gone belly-up. the president's budget and the senate democrats called for that. if you look behind the battle on spending and you look behind the battle on the debt ceiling the democrats want to spend $1, $1,058,000,000. democrats, republicans and the president all signed off. $92 billion in the next year doesn't sound like a lot but if you follow it over the ten years

what that does to the budget is republicans would spend roughly $40 billion plus. and balance the budget ten years from now. the budget would get increasingly more into balance and finally go into the black. the democrat budget would spend $46 billion. i mean $46 trillion. add a trillion in spending. never balance the budget and the deficit gets bigger. >> so the economic consideration there and the long-term economic and dumping the debt on future generations and also the problem as we become weaker is we lose diplomatic muscle. we look pathetic. not determined, strong, on the right path. imagine this. what would happen to our interest costs if we were not the reserve currency, what would

happen p if people didn't have confidence in the american economy and america's ability to manage affairs and said we are no longer going to give a pref ren shallow interest rate. if we buy your debt we'll make you pay the world price. our debt costs would be much larger than they are today. >> let me turn to defunding obama care. the house is no doubt going to sebd to the senate a bill which has a continuing resolution of spend to pay for government for a period of time. temporary period of time. also d fund obama care. that will go over to the senate. when it gets to the senate there is a question. yesterday senator ted cruz said the democrats won and they would then -- he would throw in the towel and it went bablg to the senate, the house minus the defunding aspect to it. today he says he'll filibuster. >> oh, let's look at that. i came with a white board. >> love that. >> here's the schedule. the house will pass the bill

this week. providing for the funding of the government and defunding obama care. the senate will take it up on monday and reid will invoke the cloture rule which says in order to proceed we need 60 votes. that has to lay out for a day. on tuesday they will conduct other business because that motion has to ripen. wednesday they will take up the house bill. haes what conservatives and defund advocates want. with obama care stripped out of government. no funding on the discretionary side or the mandatory side. reid will do what's called fill the tree. he'll decide what amendments will be considered to the measure. then a vote on whether or not you take it up. this is what we'll filibuster is right here. he'll filibuster taking up the bill that passed the house that he supports. once you have that vote on

cloture it requires only 51 votes to amend or pass it. he'll have to filibuster the me sure wae want passed. that doesn't make much sense. i admire people who say, i want to kill obamacare. i want to but you have to have a strategy with an end game where you can make it work. we're going to end up having senator cruz filibuster the bill he would like signed into law. >> the house republicans are hot under the collar. we have an interview coming up with majority leader cantor. they are hot under the collar that cruz tried to do something symbolically and not fold. >> one of the members said, thanks, the senate told us they would be happy to hold our coat and let us do the fighting. the comment yesterday that reid had votes in the senate and it was important for the house to stay strong says, hey, house, take it upon yourself to be

responsible for the government shutting down october 1. this shutdown will be different than any before. compare it to # 5. 17 of the 13 had been signed into law by bill clinton. the majority of the government, the ones covered by six bills that were not passed represented a norm of government spend ing and they had enough money to tide them over. clinton wanted to cut a bill. his object was i'm not going to try to make it difficult. let's find a way to get it done while we work out the details of bringing it to a close. this time around, not a single one of the 12 appropriations bills they now have has been passed. there will be no money for the federal government for any part

of the federal government which means the first week of october not a single federal employee including the military families will get a paycheck. >> this is so much bigger -- much bigger shutdown. >> clinton was saying let's make h this work. obama will be saying, let's make this as bad as possible so i can blame the republicans. to him this is not about governing. it's setting up the 2014 midterm elections. >> do you think we'll go to a shutdown? >> no. i think it will be hard for senator cruz to do a filibuster. we'll be running out of time but they will look for a stop-gap measure while the republicans try to put the delay of obamacare b into the debt court of appeal ing which has more time. that vote has more time. >> it it uh must be unappealing to the american people. they don't want the government to shut down, but they have to keep doing stop-gaps. the rest of ous complete work and get things done. >> last time we passed a full

year's budget roughly in time for the fiscal year was in 2007 for fy-08. the last time the government pass add budget for a half a fiscal year was in 2008 for fy-09. the democrats said we don't want to fight in the middle of the presidential election . bush, we eel take your stupid budget at the low numbers. when we have a democratic president we'll plus it up. every year since then we have passed budgets by continuing resolutions. we haven't had a senate budget resolution in five years until this year. the house has passed a budget resolution. the framework to discuss a budget. but the senate didn't pass it until this year. >> in the event senator cruz does filibuster, then what happens? >> first of all, he would have to get 16 members of the senate to sign a letter with him to support a filibuster -- i'm sorry. that's for cloture.

house republicans warning president obama to get drid for a fight as either ready to unveil the new debt limit plan. what's the plan? house majority leader eric cantor joins us. >> great to be on. >> before the debt ceiling i want to ask you about the vote 217-210 on food stamps which strips $38 billion over ten years from the program. the senate has a plan that's $4 billion. what will happen? >> let's listen to what the bill did today, greta. look, nobody chooses to be on food stamps. most people want a job. with people in need of help they should have it. this bill provides for anyone

that is in need of oh help will get it. what it also says is the dignity of job is what things should be about b in these programs. in fact, going back to 1996 when republican congress worked with president bill clinton, they overhauled the welfare program and instituted a work requirement. that's what it does. what it says is if you are able-bodied you should be willing to work. not that you have to have a job because there are many parts of the country that don't have jobs. but that you could go, participate in community service activities, work fair program. again, most people would say, no, i don't want a life of dependency. i want to get back to work. >> does the bill lower the eligibility? >> the critical piece of the house action today had to do with the work rierm. it said because what's happened since 2009, president obama has

essentially issued nationwide waivers to the work requirements. that was what uh allowed the 1996 welfare re form to be so successful. people came off the welfare rolls because they were back in productive mode. we are not saying there shouldn't be a safety net. there certainly should be. this is all about, frank ily, able-bodied people going back to work. think about it. if somebody is abusing the system or if somebody somehow gets used to a life of dependency, how is it fair for the working middle class of the country to have overtime, to work two jobs to pay for that? >> the fairness is to help people. >> it will run into a fight in the senate. let me turn now to the question of the debt ceiling. in the house, i assume there will be an effort to defund

obama care as part of the deal. president obama said he won't negotiate. in fact speaker boehner has an ad out today. in the senate, senator cruz originally said it uh would pass the continued resolution would pass and he wasn't going to filibuster to fight it. he changed his mind. where do we stand? >> let's step back. what we are trying to do initially is pass a temporary spending bill so we can hammer out a budget. we are trying to keep spend ing down. the problem is all about spending. frankly we are at a point we could be entering the second year of oh reduction at the discretionary level of government spending. that's the second year. it hasn't happened since the korean war. >> what's the story with snar cruz? there was a suggestion, a feud between senator cruz and the house republicans.

>> they have said they will do anything they can to stop obamacare. i support them in their efforts to do so. we have given them what we want. this bill is coming to them. i support the fact that they will leave no stone unturned to stop this bill and to stop obamacare. >> that's a message to them they better filibuster. >> they have said that. i support that effort . house republicans since 2009 have been leading the charge to stop obamacare. you know, we have said all along this bill will raise health care prices. it will be bad for jobs. we are seeing our economy is turning into a part-time job. because of the bill. we have to stop it. we are doing what we can in the house to do so. i know that we are all joining in support with the senators. that they will do anything they can to stop obamacare. >> either they will lose or not
