asking for a raise in the debt ceiling did not have leadership. he attempted to stop the iraq war by leading the effort against raising the debt ceiling. he was supported in that effort by senator schumer we just saw a few moments ago. when we get lectured -- when the american people get lectured by the president on why we should raise the debt ceiling without any offsets on spending or get lectured by senator schumer how it's wrong to not raise the debt ceiling, just remember they were on the opposite side of this not too long ago. >> in the last day or so, president obama referred it to as extortion by congress. i guess in 2006 when he was doing the same thing, it wasn't extortion, it was something else. >> i have to defend him on this. he was not trying to extort. he was trying to end the war. republicans are trying to say, yes, mr. president, we will give you the debt ceiling increase but we want you to give us and the american people something in return. what they're asking for is a dollar for dollar offset.

if you're going to raise the debt ceiling for the next year offset it by spending reductions in entitlement spending over the next decade. that's an entirely reasonable formula the president already agreed to at a previous debt ceiling vote. >> i think the american people if i can be so bold to speak to them they have now seen this debt ceiling fight 40 times in the last 30 years. never good fights. some have been fights the last two times. this time and the time before. i bet the american people think when they have spending problems at home and reach the top of their visa or american express card, they tighten their belt and say will you put another $5,000 on? because they can't pay it. >> we have two votes, one to raise the amount of me on the government is allowed to borrow, the debt ceiling itself. we have another set of votes when we adopt the budget resolution and pass the

appropriations bill to determine how much the president is going to spend. vetted in each one of those is how much are we taking in, how much are we spending? if we're taking in less than we're spending, we're adding to the debts. each one of those in a way is a vote on the debt. >> do you think the democrats opposed to the spending cuts with deep do you think they're not worried about the long term getting deeper into debt or do they think it will stimulate the economy and we won't need to spend so much and bring it down, what's their thinking? >> it could be a variety of things. my fundamental view is they are not as terrified by our public debt being as large as it is compared to our economy. today, by the end of the year, it is roughly -- the public debt of the united states, that part securitized in the form of a bond and sold to somebody with our name on it, we the people of the united states will pay you back your money in the meantime

we'll pay you interest, that will be equal to 73% of gdp, higher than economists like and it will roughly stabilize the next year or so and then it's going to start climbing again, in the next 25 years, the congressional budget office said in the next 25 years the public debt of the united states is larger than our economy. that puts us in greece and all these terrible economies that have gone belly up. the president's budget and the senate democrats call for that. if you look behind the battle on spending and look behind the battle on the debt ceiling, democrats want to spend 1 trillion $58 billion in discretionary spending over the next year. republicans want to spend $92 billion less which is the level called for by the july 2011 budget democrats and the president signed off on. >> billion over the next year doesn't sound like a lot.

if you follow it over the next ten years, what it does over the baseline of the budget, republicans spend roughly $40 billion plus and balance the budget 10 years from now. the budget would get increasingly more into balance and finally go into the black. the democrat budget would spend $46 billion, add a trilli trillion -- $46 trillion, add a trillion dollars in spending and never balance the budget and the deficit gets bigger. >> the long term economic situation dumping the debt on future generations but also the problem as we become weaker financially, as we begin to owe more money to people that hold our debt like china is we lose some of our diplomatic muscle. we look pathetic and don't look determined and strong on the right path. we look pa ethic. we're scrambling. >> how would it look if we were a large greece? that's the pathway we're on. what would happen to our interest costs if we were not the so-called reserve currency.

the united states dollar lost 7% of its value in the last seven days, what if people didn't have confidence in the american economy and its ability to manage its affairs, what would happen if they said we won't give you a pro interest rate making you pay the world price, our debt cost would be much lower than it is today. >> de-funding obamacare, the house will send a bill to the senate a continuing resolution to pay for our government a period of time, temporary period of time and also de-fund obamacare. that's going over to the senate. when it gets to the senate, there's some question. yesterday, senator ted cruz said the democrats had won and he had basically thrown in the towel and said it would go back to the senate and the house minus this de-funding aspect to it. today, he said he will filibuster. >> let's look at this. i came with the whiteboard. >> love that. >> here's the schedule.

the house will pass the bill this week providing for the funding of the government and de-funding obamacare. the senate will take it up monday and reid will invoke the cloture rule in order to proceed we need 60 votes. that has to lay out for a day. on tuesday they'll conduct other business because that cloture motion will have to ripen. on wednesday they will take up the house bill which is what the conservatives and de-fund advocates want with obamacare stripped out of government, no funding discretionary side, no funding on the mandatory side. reid will do what's called fill the tree. he will then decide what amendments will be considered to that measure. then there will be a cloture vote whether or not you take it up. if ted cruz is going to filibuster, this is what he's going to be filibustering is right here, taking up the bill that passed the house he supports.

once you have that vote on cloture it only requires 51 votes to amend or pass the bill. he has to be filibustering the measure that we supposedly want to have passed. now, that doesn't make much sense. again, i admire people who say, i want to kill obamacare, i want to kill obamacare but you have to have a strategy where you have an end game and where you can make it work. what we will end up having to do is have senator cruz filibuster the bill he would like to see signed into law. >> the house republicans are pretty hot under the collar and we have an interview with majority cantor. they are pretty hot under the collar cruz tried to do something symbolically and not fold. >> one of the members told me today, thanks, the estimate told us they'd be happy to hold our coat and let us do all the fighting. this comment reid had the votes in the senate and important for the,000 stay strong. that basically says, hey, house,

you take it on yourself to be responsible for the government shutting down. this shutdown if it does happen will be different than any shutdown. compare to '95, 13 of 17 appropriations bills had been passed by both houses and signed into law by bill clinton included the two that funded the military. most of the government was unaffected by the shutdown. the minority of the government, the ones covered by the six bills that had not been passed represented a minority of government spending and they had enough money in the till from the previous fiscal year to tide them over for 21 days on a reduced basis. remember, clinton wanted to cut a deal. his object was i'm not going to try to make this too difficult for these agencies. let's find a way to get this done while we work out the details bringing this to a close. this time not a single one of 12 appropriations bill has been passed and no money for any part

of the federal government. which means the first week of october not a single federal employee including our military families will get a paycheck. >> this is much bigger step down. >> and clinton would say, let's try and make this work, obama will say, let's make this as bad as possible so i can blame the republicans. this is not about governing setting up the 2014 elections. >> who do you think will get blamed? first, do you income we'll go to a shutdown? >> no. i think what will happen is it will be hard for senator cruz to do a filibuster. we'll be running out of time and they will try to find a stopgap measure to buy us more time while republicans try to put the delay of obamacare into the debt ceiling which has a little bit more time. >> it might be unappealing to the american people, obviously they don't want the government shut down. the fact they do stopgaps, the rest of us complete our work and get things done. >> think about it, the last time

we passed a full year's budget roughly in time for the fiscal year was 2007 for f yry-08. the last time the government passed a budget for half a fiscal year was 2008 for fy-09. democrats said we don't want a fight in the middle of 2008, bush, we'll take your budget at those low numbers and when we get a democrat budget we will plus it up. we haven't had a senate budget resolution in five years until this year. the house has passed a budget resolution, a framework to discuss a budget but the senate didn't even bother passing one until this year. >> in the event senator cruz does filibuster, then what happens? >> what would happen is, you know, first of all, you -- he would have to get 16 members of the senate to sign a letter with him to support a filibust filibuster -- i'm sorry. that's for clocloture.

house republicans warning president obama to get drid for a fight as either ready to unveil the new debt limit plan. what's the plan? house majority leader eric cantor joins us. >> great to be on. >> before the debt ceiling i want to ask you about the vote 217-210 on food stamps which strips $38 billion over ten years from the program. the senate has a plan that's $4 billion. what will happen? >> let's listen to what the bill did today, greta. look, nobody chooses to be on food stamps. most people want a job. with people in need of help they should have it. this bill provides for anyone that is in need of oh help will

get it. what it also says is the dignity of job is what things should be about b in these programs. in fact, going back to 1996 when republican congress worked with president bill clinton, they overhauled the welfare program and instituted a work requirement. that's what it does. what it says is if you are able-bodied you should be willing to work. not that you have to have a job because there are many parts of the country that don't have jobs. but that you could go, participate in community service activities, work fair program. again, most people would say, no, i don't want a life of dependency. i want to get back to work. >> does the bill lower the eligibility? >> the critical piece of the house action today had to do with the work rierm. it said because what's happened since 2009, president obama has essentially issued nationwide

waivers to the work requirements. that was what uh allowed the 1996 welfare re form to be so successful. people came off the welfare rolls because they were back in productive mode. we are not saying there shouldn't be a safety net. there certainly should be. this is all about, frank ily, able-bodied people going back to work. think about it. if somebody is abusing the system or if somebody somehow gets used to a life of dependency, how is it fair for the working middle class of the country to have overtime, to work two jobs to pay for that? >> the fairness is to help people. >> it will run into a fight in the senate. let me turn now to the question of the debt ceiling. in the house, i assume there will be an effort to defund obama care as part of the deal.

president obama said he won't negotiate. in fact speaker boehner has an ad out today. in the senate, senator cruz originally said it uh would pass the continued resolution would pass and he wasn't going to filibuster to fight it. he changed his mind. where do we stand? >> let's step back. what we are trying to do initially is pass a temporary spending bill so we can hammer out a budget. we are trying to keep spend ing down. the problem is all about spending. frankly we are at a point we could be entering the second year of oh reduction at the discretionary level of government spending. that's the second year. it hasn't happened since the korean war. >> what's the story with snar cruz? there was a suggestion, a feud between senator cruz and the house republicans.

>> they have said they will do anything they can to stop obamacare. i support them in their efforts to do so. we have given them what we want. this bill is coming to them. i support the fact that they will leave no stone unturned to stop this bill and to stop obamacare. >> that's a message to them they better filibuster. >> they have said that. i support that effort . house republicans since 2009 have been leading the charge to stop obamacare. you know, we have said all along this bill will raise health care prices. it will be bad for jobs. we are seeing our economy is turning into a part-time job. because of the bill. we have to stop it. we are doing what we can in the house to do so. i know that we are all joining in support with the senators. that they will do anything they can to stop obamacare. >> either they will lose or not

fight it. that bill will come back clean meaning the continued resolution comes back minus the provision to defund obamacare. then what? >> let's not assume anything here. the senators and republicans have decided that they are going to do anything they can. i support it. i don't think we should bet against them. this put it is democrats like kay hagan in north carolina and mark pryor in arkansas and mark begich in alaska and senator landrieu in louisiana in a tough position. obamacare has huge impacts in those states. these are democratic senators up for re lek. let's see how they respond. they have to be held to account for obamacare. >> we'll get the chance to see what happens. it's nice to soo you. thank you. >> pleasure. >> coming up, congressional republicans accuse the state department of playing hide and seek.
